GCSO LAW ENFORCEMENT SUMMARY

On Monday, June 27, 2016, the Gulf County Sheriffs Office (GCSO) received a theft
complaint in the 900 block of County Road 381 in the Dalkeith area. Deputy C. Harvey
responded to conduct an investigation. The complainant reported he is currently on house
arrest and someone stole his ankle monitor charger. Deputy Harvey continues to investigate.
On June 27, 2016, the GCSO received a domestic disturbance complaint in the 100 block of
Santa Anna Street in the St. Joe Beach area. Deputy P. Baxley responded to investigate the
disturbance. The investigation revealed Misty D. Decourcey (41) committed battery on her
spouse. Deputy Baxley observed evidence at the scene to corroborate the allegations made by
the spouse. Decourcey was placed under arrest and ignored verbal commands from Deputy
Baxley to put her hands behind her back. Decourcey continued to engage verbally with her
spouse forcing Deputy Baxley to physically restrain her. Decourcey continued to resist Deputy
Baxley while she was being handcuffed. Decourcey was charged with Domestic Battery and
Resisting an Officer without Violence. She was transported to the Gulf County Detention
Facility (GCDF).
On June 27, 2016, the GCSO received a disturbance complaint in the 7800 block of Americus
Avenue in the St. Joe Beach area. Deputy P. Baxley responded to investigate the disturbance.
The investigation revealed David Lee Bollinger (48) was intoxicated and followed several
juveniles from the Dollar General Store in St. Joe Beach to their residence on Americus
Avenue. One of the parents confronted Bollinger why he followed the juveniles and he began
to verbally argue with them. Several witnesses were identified who corroborated the
allegations against Bollinger. Deputy Baxley placed Bollinger under arrest for Disorderly
Intoxication and transported him to the GCDF.
On Tuesday, June 28, 2016, Deputy M. Garrett executed a transport order and transported
William Paul Massey (38) from the Bay County Jail to Gulf County for a court appearance.
On June 28, 2016, Deputy Manley served and arrest warrant on David Shane Watts (25) at the
GCDF. The arrest warrant was the result of a theft investigation by Deputy Manley that was

reported to the GCSO on June 18, 2016. The theft occurred in the 300 block of Red Fish Street
in the Highland View area.
On Wednesday, June 29, 2016, Deputy C. Sanders served an arrest warrant on Chance Devon
Chester Lewis (19) in the 1700 block of Highway 22 in Wewahitchka. The arrest warrant was
the result of a criminal mischief investigation by Deputy C. Sanders that was reported to the
GCSO on June 16, 2016. The criminal mischief occurred in the 2000 block of Highway 22A
in Wewahitchka. Lewis was arrested and transported to the GCDF.
On June 29, 2016, the GCSO received a trespassing complaint in the 7000 block of Windward
Street in the Cape San Blas area. Deputy A. White responded to conduct an investigation. The
investigation revealed an unidentified white male driving a 2000 white Land Rover trespassed
on the complainants property to access the beach. The complainant confronted the male and
asked him not to use their private property to access the beach but he ignored the request and
continued to trespass. The male had departed the scene prior to the officers arrival. Deputy
White continues to investigate.
On Thursday, June 30, 2016, Deputy M. Garrett executed a transport order and transported
Robert Joseph Burch III (41) from Holmes Correctional Institution to Gulf County for a court
appearance.
On June 30, 2016, the GCSO received a field contact request at the GCSO Sub-Station located
in Wewahitchka. Deputy C. Smith responded and met with the complainant Curtis Dewayne
Whiddon (28). Deputy Smith then learned Whiddon had an active warrant for his arrest out of
Bay County. He was arrested and transported to the GCDF.
On June 30, 2016, Deputy B. Smith conducted a traffic stop on a silver Ford car driven by
Bryanna Rose Stuart (21) for a traffic violation on State Road 30 and W. Rutherford Road
north of the Simmons Bayou area. During the traffic stop Deputy Smith smelled the odor of
marijuana coming from inside the vehicle. Deputy Smith informed the Stuart he was going to
deploy K-9 Brix to conduct an open air sniff of the exterior of her vehicle for the odor of illegal
narcotics. Stuart then admitted to Deputy Smith there was marijuana inside a Mason jar and
smoking pipes located in the glove compartment of her vehicle. The aforementioned marijuana
and drug paraphernalia were located in the glove compartment. Stuart was arrested and
charged with Possession of Less Than 20 Grams of Marijuana and Possession of Drug
Paraphernalia and transported to the GCDF.
On Friday, July 1, 2016, the GCSO Narcotics Division along with additional GCSO
Investigators and Deputies executed a narcotics search warrant in the 200 block of Avenue B
in Port Saint Joe. The execution of the search warrant resulted in the arrest of Davalcio Lamar
Patterson (33) and Barbara Ann Dodd (60). A search of the residence yielded cocaine,
methamphetamine, crack cocaine, marijuana and Xanax (prescription pain killers). Both were
charged with Possession of Methamphetamine with Intent to Distribute, Possession of Crack
Cocaine with Intent to Distribute, Possession of Cocaine with Intent to Distribute, Possession
of a Controlled Substance (Xanax) with Intent to Distribute, Possession of Marijuana Less
Than 20 Grams, and Possession of Drug Paraphernalia. Both were transported to the GCDF.
On July 1, 2016, William Steve Mayo Jr. (26) surrendered himself at the GCSO on an Assault
arrest warrant. Deputy M. Manley served the arrest warrant and delivered Mayo to the GCDF.

On July 1, 2016, Deputy C. Sanders conducted a traffic stop on a black Ford truck driven by
Jacob Phillip Hall (26) for running a stop sign at the intersection of East River Road and 2 nd
Street in Wewahitchka. Deputy Sanders conducted a probable cause search of the vehicle and
discovered Hall was in possession of marijuana. Hall was arrested and charged with Possession
of Less Than 20 Grams of Marijuana. Hall was transported to the GCDF.
On July 1, 2016, the GCSO received a residential burglary complaint in the 1700 block of
Indian Pass Road in the Indian Pass area. Deputy P. Baxley responded to conduct an
investigation. The complainant reported alcoholic beverages were stolen from the refrigerator
approximately one month ago. Deputy Baxley continues to investigate.
On Saturday, July 2, 2016, the GCSO received a domestic disturbance complaint in the 2400
block of McKinnon Street in the Oak Grove area. Deputy M. Manley responded to investigate
the complaint. The investigation revealed David Ray Belew Jr. (51) committed the offenses
of Trespassing in an Occupied Dwelling, Criminal Mischief, and Aggravated Stalking. Belew
had fled the scene prior to Deputy Manleys arrival. Arrest warrants for Belew have been
applied for.
On July 2, 2016, the GCSO received a report of a sexual assault on a child under the age of
twelve. Investigator L. Dickey responded and initiated an investigation. The investigation
resulted in Investigator L. Dickey obtaining a search warrant for a residence in the Overstreet
area and an arrest warrant for Robert Steven Price (33). The GCSO SWAT Team along with
Investigators and Patrol Deputies executed the search in the early morning hours of July 3,
2016. Price was taken into custody and charged with Two Counts of Sexual Battery on a Child
under the age of 12, Lewd or Lascivious Molestation on a Child under the age of 12 and Lewd
or Lascivious Conduct. He was transported to the GCDF.
On July 2, 2016, the GCSO received a disturbance complaint in the Douglas Landing area
involving to male adults. Deputy B. Smith responded to conduct an investigation. During the
investigation both males gave conflicting statements as to what happen. No charges have been
filed at this time and Deputy Smith continues to investigate.
On July 2, 2016, the GCSO received a theft complaint in the 7000 block of Highway 98 in the
St. Joe Beach area. Deputy C. Harvey responded to investigate the complaint. The
complainant reported he lost his wallet while at work and another employee found it but
approximately $411.00 in cash was missing. Deputy Harvey reviewed the business
surveillance video and the video depicted a male who was only known by his first name take
the cash from the wallet. An employee confronted the male and he admitted to taking the cash
but refused to give it back. Criminal charges are pending positively identifying the male.
Deputy Harvey continues to investigate.
On Sunday, July 3, 2016, the GCSO received a strong arm robbery complaint in the 500 block
of Palmetto Drive in the Overstreet area. Deputy P. Baxley responded to investigate the
complaint. Through further investigation Deputy Baxley made contact with the robbery
suspects Timothy Micheal Brandon (46) and Heather Rene Coyle (42) at the residence where
the robbery alleging took place. During the contact with Brandon and Coyle they were found
to be in possession of methamphetamine and drug paraphernalia. The original complainant
declined to pursue criminal charges for strong arm robbery. Brandon was arrested and charged

with Possession of Methamphetamine and Possession of Drug Paraphernalia. Coyle was


arrested and charged with Possession of Methamphetamine. Both were transported to the
GCDF.
