1.0 SAFETY POLICY STATEMENT


SP Brewery Limited [SPB] recognizes that Safety at the Brewery is the joint
responsibility of both the Management and the Employees.
SPB aims to achieve an accident free operation in all its departments.
To achieve an accident free operation, SPB is committed to the following:

Give priority to develop and maintain a safe and healthy working environment
for its employees to carry out their work duties.

The use of a SPB Safety Policy Manual that would be regularly reviewed to suit
local prevailing laws and regulations regarding safety, health and the
environment. Where such regulations do not [yet] exist, the company will take
its own responsibility based on good Corporate Citizenship, and set its
standards accordingly.

Provide safety training and organize promotional activities to educate and


instill safety consciousness in the Company.

Organize a Safety Committee with responsibilities as stated in the Brewery


Safety Manual.

Encourage Employees to play their part in safety in the workplace and take all
necessary actions to enforce the compliance of the Companys Safety Rules and
Regulations as stated in this Brewery Safety Policy manual.

2.0 ASSIGNMENT OF RESPONSIBILITIES


2.1 ROLE OF THE BREWERY MANAGER
2.1.1 The Brewery Manager is responsible for:

Implementing the Safety Policy.

Developing and maintaining an effective Safety Management system in


SPB.

Establishing safety responsibilities for all levels of management and


employees.

Developing an effective accident preventive programme.

The Brewery Manager is assisted and advised by the Safety Committee and
Emergency Coordinator.

In the absence of the Brewery Manager, a Manager shall be appointed to


undertake his responsibilities.

2.2 ROLE OF DEPT. HEADS, MANAGERS AND SUPERVISORS


2.2.1 Departmental Heads, Managers and Supervisors are responsible for the
following in their work areas:

Maintaining safe working conditions and practices.

Maintaining machinery, equipment, vehicles, tools, etc in good and safe


condition.

Setting up a safe working procedure together with the Safety Committee


where applicable.

Supervising and training personnel to work safely.

Providing safety equipment, proper tools and personal protective


equipment (PPE) for personnel who require them.

Maintaining good housekeeping.

Making regular inspections for potential hazards and removing them.

Bringing to the attention of staff, occupational health & safety hazards


associated with their work.

Enforcing compliance with safe working procedures and safety rules.

Reporting all incidents/accidents and conducting investigations together


with the Safety Committee.

2.3 ROLE OF THE SAFETY COMMITTEE


2.3.1 The Safety Committee is appointed by the Brewery Manager. The Safety
Committee is responsible for:

The Safety Policy Manual of SPB and ensuring that the local governing laws
are complied with.

Promoting occupational health & safety awareness.

Advising on occupational health and safety problems or obtaining advice


on unfamiliar problems related to it from other sources.

Conducting regular safety audits and submission of reports and


recommendations to the Brewery Manager and Management.

Investigating all brewery incidents/accidents and significant first-aid cases


together with the respective Manager / Supervisor and Companys Doctor.

2.3.2 The safety Committee is expected to meet monthly

2.4 ROLE OF THE SAFETY OFFICER


2.4.1 The Safety Officer is appointed by the Brewery Manager. He is the focal
point for all occupational health & safety matters arising at a particular
location.
2.4.2 The Safety Officer is responsible for:

Bringing to the attention of the relevant department heads unresolved


occupational health and safety problems in SPB.

Dealing with health & safety issues in line with the procedures detailed in
SPBs Safety Policy manual.

2.5 ROLE OF EMPLOYEES


2.5.1 It shall be the duty of every employee while at work:

To take reasonable care for his/her own safety, health and welfare and that
of any other person who may be affected by his/her acts or omissions
while at work.

To co-operate with his/her employer and any other person to such extent
as will enable his/her employer and any other person to comply with any
of the relevant statutory provisions.

To use in such manner so as to provide the protection intended, any


suitable appliance, protective clothing, safety equipment or other means or
thing provided [whether for his/her use alone or for use by him/her in
common with others] for securing his/her safety, health or welfare while at
work.

To report to his/her employer or immediate Supervisor, without


unreasonable delay, any defects in plant, equipment, safety, or matters
threatening occupational health, of which he/she becomes aware.

To make suggestions for improvement in safety, health or welfare of


employees in plant and equipment where possible.

To co-operate with the Safety Committee by assisting and providing


support to them in the course of executing their respective roles.

To comply with the Safety Policy manual of SPB.

Not to intentionally or recklessly interfere with or misuse any appliance,


protective clothing, safety equipment or other means or thing provided in
pursuance of any of the relevant statutory provisions or otherwise, for
securing the safety, health or welfare of persons arising out of work
activities.

Note:

Failure of an employee to observe any of the above may subject himself /


herself to disciplinary action recommended by the Safety Committee.

4.0 FIRST AID PROCEDURES


4.1 FIRST AID BOX
4.1.1 The Companys Safety Officer is responsible for the administration of all
First Aid boxes within the brewery.
4.1.2 All First Aid boxes should be inspected monthly by SPBs Safety Officer to
ensure that it is in proper condition and holds the necessary items required
for first aid.

WORK ACCIDENT

4.2.1 When a worker is injured in a work accident during normal office hours, the
duty supervisor or any other person at the scene should immediately contact
the Safety officer on extension 258.
4.2.2 For minor cuts or bruises, the injured employee can treat himself/herself
with items in the First Aid box. In more serious cases [bleeding badly or
injured feeling dazed] a person at the scene should help reduce the bleeding
of the victim and arrange transport to take him/her to the clinic located
inside the premises of SP Brewery.
4.2.3 When the accident is serious and the victim cannot walk or should not be
moved, the Safety Officer and/or a First Aid trained person must attend to
him/her at the accident site.
4.2.4 The Safety Officer, after examining the victim should decide if he/she can
treat the injury by himself. If necessary, assistance by an ambulance may be
requested to send the victim to a recognized Medical Center outside of the
premises of the Brewery for treatment.
4.2.5 If the accident happens after office hours or when the Safety Officer is not
available, the duty Supervisor has to decide whether the injured should be
sent to a Hospital. In such cases the duty Supervisor may contact the Safety
Officer and/or the Company Nurse on duty for advice if necessary.
4.2.6 In all cases when the injured is sent to a hospital, another person must
accompany the injured.
4.2.7 The Safety Officer must be notified immediately when a victim has been
sent to a Hospital.

5.0 ACCIDENT REPORTING


5.1 AIM

To ensure that all accidents are reported promptly and accurately.

To ensure that statutory reporting requirements are observed.

To provide accurate information to the Human Resource department.

To ensure that appropriate investigation of accidents and dangerous


occurrences is carried out with a view to determine cause and identifying
remedial action.

5.2 SCOPE

Applicable to all departments in SPB.

5.3 DESCRIPTION

All accidents must be reported via SPBs Accident Report Form [ARF]
shown in Appendix 2.

The following are classified as accidents:


-

Any potentially dangerous occurrence that could lead to significant


injury.

Any event that results in a requirement for first aid or medical


treatment.

The ARF shall be completed and signed by the Shift Supervisor of the
injured or the Section Leader responsible for the area in which the accident
occurred. The injured person should not sign the ARF.

The Safety Officer and Brewery Manager should be informed immediately


upon the occurrence of an accident that requires medical attention during
normal working hours. After normal working hours, reporting of the
accident may be done on the next working day unless the accident is
serious.

A completed ARF should be sent to the Safety Officer (as soon as possible)
within 24 hours after the occurrence of an accident.

The Safety Officer shall provide a copy of the completed ARF to the BM
and Human Resource Department for information within 48 hours of the
accident.

The Safety Officer shall ensure that statutory recording and reporting
requirements are observed.

5.4 RESPONSIBILITY

Supervisors shall ensure that accidents are recorded promptly on the ARF
with remedial preventive measures written down and approved by their
Department Manager.

The overall administration of this procedure is the responsibility of the


Safety Officer.

All staff shall co-operate in the completion of ARFs, in accordance with this
procedure.

6.0 SAFETY PROCEDURES


6.1 WORKING SAFELY
OTHERS

TO

PROTECT YOURSELF

AND

Wear ear plugs in noisy work areas and where safety signs indicate the use of
ear plugs and ear muffs.

Wear safety shoes/boots for work in the Brewery.

Wear safety shoes/boots or rubber/gum boots when working on wet or


slippery floors.

Wear rubber gloves, apron and face shields when handling corrosive
chemicals.

Wear a face shield, leather apron and leather gloves when operating the Keg
Line or filling CO2 gas cylinders, see Appendix 7.

Wear a safety belt when working at places 2 metres above ground level.

Smoking in the Brewery is allowed only at designated areas, look out for
appropriate signs.

Welding or grinding work in the brewery can only be done when Hot Work
Authorization has been given and safety precautions taken, refer Section 7.3.

Always look out for moving vehicles.

Always switch off and lock out machines before moving into the machine for
cleaning, maintenance or adjustment works.

Always keep the floor dry and free from rubbish, broken glass, tools, electrical
wires, obstruction etc.

Observe all safety signs and procedures.

Acquaint yourself with the escape routes, location of safety facilities etc in your
department.

Report unsafe situations or near miss accidents to your supervisor


immediately.

6.2 PLANT AND EQUIPMENT SAFETY


Every piece of equipment in SPB should be subjected to regular inspection where
appropriate. Safe guards such as protective covers and safety switches should be
available and functioning where appropriate.

Safety inspections to confirm the operation of safe guards must be included in


the planned maintenance program of plant equipment where appropriate.

It is the responsibility of every Section Leader in SPB to determine which plant


equipment under his charge should be included in the planned maintenance
program for regular safety inspections.

The Planned Maintenance Department retains records of these safety


inspections in the Planned Maintenance System.

6.3 FORKLIFT SAFETY

Only competent & trained persons are allowed to operate forklifts.

Ensure that the forklift is in good working condition before use.

Promptly report any defects to your supervisor. Do not use a faulty forklift
until repairs have been completed.

Set the forks to the maximum possible width.

Use only good condition pallets.

Position loads evenly on the forks.

Do not carry loose loads. Secure the load to prevent them from falling.

Never load your forklift beyond its carrying capacity.

Always carry load close to the ground.

Tilt mast backward when carrying load.

Do not brake suddenly.

If load obstructs vision, drive in reverse. Look back when reversing.

Never drive a forklift over the maximum speed limit of 10 km/hr.

Keep a safe distance from other vehicles.

Watch overhead clearance.

Watch side clearance.

Watch rear end swing when turning a forklift.

Slow down on wet or slippery areas.

Watch out for blind corners.

Holes in ground should be covered.

Sit properly on the drivers seat when operating a forklift. Do not allow any
part of your body to hang outside the drivers compartment.

Do not drive sideways on incline.

Use load backrest extension for stacking.

Do not raise load with mast tilted forward.

Never stand under a load.

Drive with load uphill on a ramp.

Get an assistant to guide you if your vision is obstructed.

Ensure that the platform can withstand the combined weight of the forklift and
the load.

Do not daydream. Watch where you are going.

Horseplay is dangerous.

Never use a forklift to lift a person up, under any circumstance.

The forklift is not meant to carry passengers.

Do not smoke while refueling & operating a forklift.

When leaving a forklift unattended, park on level ground with brakes applied,
forks lowered to ground, gear set to neutral position & key removed.

When using a forklift, ensure the beacon above the forklift is on at all times.

When a forklift is being used in areas where visibility is poor, the front head
lights must be switched on at all times.

6.4 CHEMICAL SAFETY


Chemicals are used mainly in the Brewing, Packaging, Utilities and Laboratory
sections for cleaning, disinfecting and analyzing. They are used both in hot and
cold conditions. During handling, these chemicals may cause eye injury and
burns to face, hands and body.
Pay attention to the hazard symbols and instructions on the package. When
handling chemicals, it is a must for the person to wear gloves, face shield, safety
shoes/boots and a protective apron.
Ask for instructions for handling hazardous materials. Should an accident result
in contact with chemicals, the victim should immediately use the shower and or
eye wash to thoroughly rinse off the chemicals before seeking medical treatment.
It is not allowed for an untrained person to handle any chemical.

7.0 PROCEDURE FOR EXECUTING


HAZARDOUS TASKS
The following procedures are implemented to control risks that could arise from
personnel executing hazardous tasks listed below;

Confined Space Entry


Electrical Lockout
Hot Work Permit
Risks include the misunderstandings between personnel involved or the action of
others unaware of the activity.

7.1

PROCEDURE FOR CONFINED SPACE ENTRY

7.1.1 Aim
To prevent injury to persons required to enter confined spaces caused by toxic
gases, vapours, oxygen deficiency or by mechanical equipment.
7.1.2 Scope
All work including maintenance and cleaning that requires entry into vessels.
All work that requires entry into a space not freely ventilated, a space below
ground level, or a machine or plant enclosure containing moving parts.
7.1.3 Description

A Confined Space Entry [CSE] permit is available for use in the Brewery. A
copy is shown in Appendix 2.

All work in confined areas must involve a team of at least two persons.

Before entry into a confined area, the nature of the job must be reported to the
Safety Officer and Team Leader responsible for the section. All sections of the
CSE permit must be completed and approved by the Safety Officer before entry
into the confined area occurs.

Expiry time shall be determined for all permits.

Any mechanical or electrical equipment shall be rendered inoperative by


means of electrical isolation carried out in accordance with approved isolation
procedures.

Connections to vessels shall be locked, closed or blanked off.

Permits shall be filled out at the job site. Care should be taken to understand
that hazards are fully considered and precautions understood. A copy of the
permit should be retained at the job site.

A copy of the CSE permit shall be secured in a prominent position at the job
site by the technicians entering the confined space.

Completion of the job shall be reported to the Safety Officer and the Team
Leader responsible for the section in which confined area entry has taken place.

Operation of this procedure involves formal removal of plant from service.


Plant may not be returned to service until the permit has been handed back
and the job reported as being completed.

7.1.4 Responsibilities

The Team Leader responsible for the area where work is being done shall
ensure that dust, fumes, gas and vapours are kept out and that an adequate
supply of fresh air is available before work starts.

The Team Leader responsible for the area shall ensure strict adherence to this
procedure and the terms of the CSE permit.

7.1.5 Issue of CSE Permits

CSE permits are only issued by the following persons:


i)

8.00 am 4.00 pm: Safety Officer. In the absence of the Safety


Officer, the Workshop Supervisor will undertake this responsibility.

ii)

All other times: Dept Managers for their respective sections where
work is to be carried out. In the absence of Dept Managers, their
respective Supervisor may undertake the responsibility after
notifying the Safety Officer or Department Manager of the section. If
none are present, the CSE permit should not be issued.

Note: CSE permits should not be issued for work in the night, unless absolutely
necessary due to emergency work requirement.

PROCEDURE FOR ELECTRICAL LOCKOUT

7.2

7.2.1 Aim
To prevent electric shocks to persons working on electrical equipment.
To prevent injury caused by starting up machinery when persons are exposed
to moving parts.
7.2.2 Scope

All work involved in the removal of covers or other protection from electrical
appliances, cables or other current carrying items.

All maintenance cleaning or other work which involves exposure of persons to


moving parts of machinery.

7.2.3 Description

All electrical circuits are to be disconnected before current carrying items are
exposed.

Electrical power must be disconnected before persons are exposed to moving


parts of machinery.

The disconnection must be indicated by a standard Lockout Tag and must be


effected by a device locked by a padlock to prevent current from reaching
equipment. Removal of fuses alone does not constitute a lockout. Appendix 5
illustrates a Lockout Tag.

Lockout locks shall have only one key, and this key shall be carried by the
person executing the work. If isolation is required by more than one person,
then each shall affix his own lock to prevent re-activation.

7.2.4 Responsibilities

The operation of this procedure shall be controlled by the Stores Supervisor


Support or a designated Supervisor in his absence.

PROCEDURE FOR HOT WORK PERMIT (HWP)

7.3

Hot work can be classified as any work that uses fire, naked flames, tools that
produces spark and other sources of ignition. Some of the common hot work that is
carried out in the brewery includes welding, metal cutting using gas torches and
grinding.
Welding and gas torches are often the main causes of fires in factories. These fires are
mostly caused by the hot metal pieces and sparks that are generated during the work
that is carried out.
7.3.1

Aim

To prevent accidental fires as a result of hot works such as welding and


grinding.

To prevent injury to persons from fire or explosion arising out of carelessness,


maintenance work or construction work.

7.3.2

Application

All work other than those in the maintenance workshop involving the use of
gas welding or cutting equipment, arc welding or mechanical cutting or

Description

A Hot Work Permit [HWP] must be obtained before any type of Hot Work is
allowed to commence in any part of the Brewery. A copy of the HWP form is
shown in Appendix 4.

All sections of the HWP form must be completed with the authorizing
signature entered.

Expiry times should be determined for all HWPs. The duration of each HWP
shall not extend beyond the end of the working day during which the permit is
issued.

In some cases such as site construction, a blanket HWP may be issued to cover
over a period of no more than one week. This must be authorized by the
Safety Officer.

All permits shall be filled out on the job site. Care shall be taken to ensure that
risks are fully considered and precautions understood. A copy of the HWP
shall be displayed at the job site.
Responsibilities

Hot Work Permits shall be issued by Team Leaders [or duty Supervisors]
responsible for their respective areas.

The Safety Officer [or the assigned Supervisor] shall be responsible for
ensuring that the actual hot work is carried out safely. He shall ensure that the
job is set up safely, that equipment being worked on and surrounding areas are
safe, and that essential safety procedures are followed.

A person issuing a HWP shall be familiar with the operations in the area
concerned. If he is unsure, he should seek the assistance of the Safety Officer.

The Safety Officer shall ensure that all outside contractors on site are aware
and observe the Procedure for Hot Work. Other departments requiring the
service of outside contractors shall inform the Team Leader Support of their
presence at the Brewery.

7.3.5 General Requirements Before Commencement of Hot Work

All movable combustible material and liquid should be removed from the
working and adjoining areas. Floors should be swept clean prior to the hot
work. Wooden floors should be covered by a sheet of metal or wet down.

If the combustible material cannot be removed, a metal partition or similar


protection must be used to prevent the sparks from spreading.

Flammable liquids such as petrol, alcohol or acetone must be removed in all


cases. These liquids give off vapors that will burn and can be explosive when
mixed with air in certain proportions. Liquids that are combustible but not
flammable such as lubrication oil become flammable if heated or dispersed in a
very fine spray. These liquids enlarge the fire rapidly and are very difficult to
extinguish.

There should not be cracks or small opening at the walls, partition or floor in
the working area. This is to ensure that sparks generated from the hot work
will not ignite other areas.

Extra fire extinguishers should be provided during the hot work operation and
a competent person to act as a fire watch.

Oxygen and acetylene pressure gauges used on gas cylinders should be


inspected regularly for proper working condition. Damaged pressure gauges
must not be used.

Hoses on gas torches should be regularly inspected to ensure they are in good
condition. Cracked hoses must not be used. Connectors to lengthen gas hoses
are not allowed.

Flashback arrestors must be installed on all oxy-acetylene gas equipment.


Ensure the work area is well ventilated and burnt gases are not permitted to
remain behind.

Shut off main valves of gas cylinders when not in used.

All gas cylinders should be properly secured to ensure it will not fall over
during use.

After work, check thoroughly to ensure that all sources of ignition are turned
off sand the possibility of a fire has been eliminated.

PROCEDURE FOR WORK WITHIN VESSELS

7.4

Vessels here refer to any containers for holding liquid or gas. Vessels include the
fermenting and conditioning tanks and vessels used for brewing and storage.
In addition to the procedures for Confined Area Entry, the following should be
complied with.
7.4.1 Safety Precautions
The person supervising the work has to take the following actions before allowing the
worker(s) to enter any vessel:

In all cases, ensure that the vessel is well ventilated with a blower, drawing fresh
air into the tank continuously.
-

This will reduce the risk of a high concentration of fumes present that may
cause an explosion or cause the worker to become unconscious.

This will also provide some comfort to the worker(s) if the temperature inside
the vessel is too high.

Note: The use of a proper gas mask may be necessary if toxic fumes are present.

of electric shocks.

If electrical tools are used, to arrange for an ELCB [Electric Leakage Circuit
Breaker] to be properly earthed to the tank.
Note: Pneumatic tools are preferred over electrical tools.

Arrange for one worker to be stationed outside the vessel as a safety observer
during the period of the work if necessary [especially when toxic fumes are
present].

If working conditions inside the vessel are considered unsafe but work has to be
urgently performed, the Safety Officer has to be notified for his approval before
the work is carried out.

Only when all the above conditions are satisfied can the worker(s) then be allowed
to enter the tank/vessel.

8.0 PROCEDURE FOR CONTRACTORS


WORKING ON SITE
Contractors working on site must be aware of the safety and house regulations in SPB
before commencing work in SPB.

8.1

AIM

To avoid the risk of accidents to contractors working in SPB.

To ensure that SPBs Safety Rules are understood by all contractors and their
employees.

To ensure that contractors working on site provide their own safety equipment
and clothing appropriate to the work being done and materials being handled.

To ensure that statutory safety obligations are observed in relation to employees of


contractors.

8.2

APPLICATION

This procedure applies to all work being done on site by persons not in the direct
employment of SPB. It applies to contractors, suppliers and their staff.

8.3

DESCRIPTION

A set of Safety and House Rules for Contractors Working on Site is available for
all contractors to follow. It is available in the English language as shown in
Appendix 1 of this Safety Policy manual.

These Safety Rules shall be brought to the attention of contractors when they are
appointed by SPB. The Safety Officer is responsible for issuing two sets of Safety
Rules to each Contractor.

Both copies have to be signed by the Contractor of which one copy has to be
retained by the Contractor and the other returned to the Safety Officer.

8.4

RESPONSIBILITIES

EMERGENCY EVACUATION PLAN


OBJECTIVES

The main objectives of any emergency plan are to:


Prevent injury or death to personnel on the company premises and to those people
on the adjoining properties.
Minimize damage to company buildings and plant/equipment.
Minimize loss of production.
Minimize impact on the environment.
Maintain good industrial and public relations.

9.2

PURPOSE AND SCOPE

An Emergency Evacuation Plan (EEP) is necessary to ensure the safety of occupants in


the event of an emergency. Good planning and regular drills ensure that panic is
avoided and that evacuation is conducted in a safe and orderly manner.
General provisions of the EEP and plan layouts of buildings by floor shall be
displayed prominently on all sectional boards for ease of reference.
The Emergency Evacuation Procedure (EEP) shall include the following:
General plan layout of each floor of a building indicating all emergency exits and
location of Fire & Emergency equipment.
General guidelines on safe behavior and conduct during an emergency.
Emergency evacuation and response required during the alarm.
Reporting of emergencies and/or false alarms

Fire Emergencies
Upon discovering a fire, raise the alarm with your supervisor or personnel
from the work area.
Break glass at alarm Call Point and set off the alarm if you are alone.
Do not put yourself in danger by attempting to put the fire out if you are in
doubt or have not been trained to do so.
Fire or Emergency Alarms
Upon hearing the alarm signal, end any business activity or phone call
promptly.
Remain calm, do not rush or run, walk briskly and make your way to the
nearest emergency/fire exit.
Switch off all electrical appliances as you leave your work area.
Close doors behind you as you leave.
Walk immediately to an EXIT. Follow instructions from the Fire Warden
assigned at your area.
Do not re-enter the building floor or return to collect personal items.
Evacuation Assembly
On hearing the alarm all personnel shall proceed to the designated muster /
assembly point:
Assemble in an orderly manner and in your department/section for ease of roll
call.
Your department/section manager will take a roll call/head count to identify
missing persons, if any.
Be alert and await further instruction from the Emergency Response Team.
Do not return to work area unless an All Clear is given by the EC.

and give practice on emergency procedures, and create awareness to all
personnel.

10 ENTRY/EXIT PROTOCOL - BREWERY


10.1

INTRODUCTION

As a large food manufacturing organization, we have a sizeable fulltime


workforce, and engage from time to time, casual employees. The nature of our
business also sees a good number of customers, contractors, clients and visitors
frequenting our premises on a daily basis. It is therefore important, considering the
Food Safety Policy and the general safety and security concerns of the Company,
that we know who is on our premises and for what purpose.

10.2

OBJECTIVE

The intent of the policy is to provide stringent entry and exit control procedures,
taking into account the above concerns, for all employees, visitors, customers,
contractors, clients and casual employees entering and leaving the premises of SP
Brewery.

10.3

SCOPE

The policy applies to all employees (including casual employees), contractors,


customers, clients and visitors of SP Brewery Limited through out the country.

10.4

IMPLEMENTATION OF POLICY

All employees of SP Brewery Limited shall assist the duty guards at the gatehouses
to implement the procedures. Any staff who does not comply with the procedures
will be dealt with accordance to the Companys disciplinary procedures.
Contractors, customers and visitors who do not comply with the procedures will
not be permitted to enter the premises of SP Brewery.

10.5

ENTRY PROCEDURE
10.6.1 All employees must be issued their ID and ACCESS cards at the gate
before entering. If an employee has NO ID and ACCESS cards, the duty
guard must write the name of the employee and his/her Department
and reason for missing his/her ID and ACCESS cards. This information
is to be passed on to the Security Manager soon after. NO STAFF IS TO
USE OTHER STAFFS ID AND ACCESS CARDS.
10.6.2 All temporary casuals, visitors, customers and contractors must be
issued with a PASS and their entry must be registered as follows:

10.6.3 For contractors, obtain confirmation from Security Manager, Admin.

the Security Manager before commencement of work in the premises.
Staff responsible for engaging services of the contractor must ensure
compliance by contractor.
10.6.4 All contractors arriving in vehicles must be stopped at the gate,
screened and issued passes before they are permitted to enter the
premises.
10.6.5 All visitors/customers to remain at the Gatehouse until confirmations
are made before they are permitted to enter. Ensure that their
particulars are entered in the VISITORS LOG BOOK. Company
visitors/customers driving into the premises in vehicles must be
stopped at the gate and their particulars obtained and a
visitors/customers pass issued. Visitors will only be permitted to drive
in for the purpose of delivering goods otherwise too heavy to carry in
through the gate.
10.6.6 Visitors and Contractors must park their vehicle outside unless they
have to deliver goods to the brewery. Visitors must park in parking
spots other than those that are reserved.

10.6.7 For special functions in the premises, ensure guests are allowed in as
per the approved guest list provided.
10.6.8 Staff responsible for casual employees, contractors, clients and visitors
must communicate to them the Food Safety, general safety (work place
safety and emergency evacuation) and security protocols in place.

10.7

EXIT PROCEDURE
10.7.1 ID and ACCESS cards for staff leaving the premises, even to the outside
car park must be retrieved by the guard(s) or left at the gatehouse. No
ID and ACCESS card is allowed to be taken outside the premises of SP
Brewery or even taken home.
10.7.2 Ensure all cards issued to visitors, contractors and casual employees are
left at the gatehouse before they exit the gatehouse, including for those
who have entered the premises by vehicle.
10.7.3 All bags will be checked at the guardhouse before it is carried outside of
the premises of SP Brewery.

APPENDIX - 1

SAFETY & HOUSE RULES for CONTRACTORS WORKING ON


SITE
1

Safety Obligations
All contractors must follow all safety and house rules when working in SPB.

It is the responsibility of the contractor to brief his/her staff and ensure that they
follow the safety rules.

Contractors and their staff shall take reasonable steps to avoid the risk of injuries
to persons and loss or damage on site. Statutory obligations relating to safety,
health and welfare at work shall be strictly observed.

In situations where no rule has been specified, the contractors have to follow the
instructions of SPBs Supervisors or Managers.

Working Area
Contract personnel are allowed only into the areas specific to the work being done.
Entry into other areas is forbidden.

Smoking
Smoking in the companys premise is strictly prohibited except for those areas that
are designated for this by:
- Yellow lines for designated smoking areas,
- A sand ash tray on stands located in a painted yellow lined square.

Workers caught in possession of a lighted cigarette at the malt building, oil &
chemical storage or empties store shall be permanently banned from working
inside the premises of SP Brewery.

Safety
The contractor is responsible for the safety of his/her employees working in the
companys premise. He/she has to take all necessary actions to ensure his/her
workers are trained in safe working methods and procedures and that his/her
workers follow these methods and procedures.

Safety Equipment and Clothing


Workers have to wear proper attire and must never be bare bodied.

Shoes must be worn at all times. Slippers are not allowed.

The contractor shall supply all personal protective equipment (PPE) and other
safety equipment and clothing required to carry out work safely.

Fire Prevention & Hot Work Permits


Contractors and their workers must take all necessary precautions to prevent a fire.

Welding, cutting or other Hot Work shall not be done without a written Hot
Work Permit issued by SPB. The duration of such permits shall be strictly
observed.

All gas welding equipment must be equipped with a flashback arrestor.

The contractor shall supply his own fire extinguisher(s) if hot work is required.
The fire extinguisher must be at least 2.5 kg and be the appropriate type, e.g. Dry
Chemical Powder (DCP).

Vehicles
No vehicles are allowed on the Brewery premises, other than at the designated
visitors vehicle parking lot, unless approval has been given by SPB.

Exceptions are allowed for deliveries and for contract related work.

All vehicles, including forklifts and cranes, allowed on the Brewery Premises must
be of sound and safe operating condition.

Housekeeping
Work areas must be clear at all times. Do not obstruct gateways and entrances.

Work areas are expected to be tidy and cleaned at the end of each day. All rubbish
created, as a result of work must be regularly swept up and properly disposed off.
Where necessary, the floor has to be cleaned with water.

Electrical Safety
All portable equipment [drills, grinders, welders etc] operated on 240V AC shall be
properly wired, earthed and connected to 3-pin electrical plugs. Bare wire
connections are strictly prohibited.

Emergency Alarms
If the fire alarm sounds, all personnel must report immediately to the designated
assembly area. Persons shall not return to their work areas from the assembly area
until allowed to do so by the person in charge.

If a fire or other emergency renders the designated primary assembly area unsafe,
personnel will be directed to a back-up secondary assembly area.

Working at Heights
Workers working at heights above 2 metres must wear safety belts/harnesses.

Eating and Drinking

APPENDIX 6

AMMONIA SAFETY
General

: Ammonia or NH3 is used as a refrigerant in the brewery. It is


also known as R717.
Ammonia used in refrigeration systems is colorless when it is in
a liquid state.

Toxicity

: Ammonia is poisonous even in low concentrations. However,


it gives off a characteristic, easily recognized and pungent odor
as a warning signal. Human beings find this odor unbearable
at a level far below the level at which there is any risk of injury.
The first symptom of ammonia poisoning is difficulty in
breathing and a feeling of suffocation. Other symptoms such as
dizziness, heartburn, increased salivation, stomach pains and
vomiting do not occur until later.
Long term injuries to breathing and digestive organs are the
most frequent consequences of severe NH3 poisoning.

Properties

: Gaseous ammonia is lighter than air. It rises from the point


where it is emitted and is then widely dispersed and vanishes.
Gaseous ammonia can be quickly absorbed by sprinkling it
with water.
Ammonia dissolves completely in water, 1kg in about 3-10 kg
of water. However, water must never be added to un-enclosed
liquid ammonia as it will cause the liquid ammonia to boil
vigorously.

Fire Hazard

: Ammonia is not combustible in the ordinary sense. At


concentrations by volume of about 15% to 26%, ammonia
mixtures are flammable and explosive.
The ignition
temperature is high [about 650oC].

Corrosion

: Ammonia that contains a small amount of water [moisture]


attacks copper, copper alloys, zinc, cadmium and different
grades of rubber. It will not attack carbon steel, stainless steel,
aluminium & titanium.

Liquid
Ammonia

: Ammonia in the liquid state can cause tissue injuries on the


skin and in the eyes. Clothes soaked with liquid ammonia that
comes into contact with the skin will freeze, causing cold burns.
Water must be sprinkled on while ammonia soaked clothes are
taken off.

INSTRUCTIONS FOR WORKING WITH AMMONIA


Persons who are working with Ammonia should be instructed to:
1.

Wear a respirator mask, goggles and gloves. The respirator mask should be of
the correct type that would absorb ammonia gases.

2.

Note the location of drinking fountains, showers and water taps. The reason
for this is that prompt and thorough rinsing with water is necessary if
ammonia has come into contact with parts of the body.

3.

Methods for handling ammonia containers and other ancillaries.

Welding and
Soldering

: Care should be observed in carrying out welding and soldering


work on ammonia plants and containers, since explosive
mixtures with air may be formed in them. Before welding, the
locality should therefore be thoroughly ventilated with air or
non-flammable gas so as to remove all traces of ammonia.
There is a risk of explosive decomposition products being
formed from oil during welding. Naked flames and fire should
be used with the greatest care in ammonia plants.

Starting the
refrigerating
machine

: Refrigerating machinery must not be charged with refrigerant or


started up until the safety relief valves prescribed in various
cases with exhaust pipes, if any, together with high-pressure
relays and pressure gauges have been fitted and brought into
function.

: When ammonia is to be emptied from the system into steel


cylinders for any reason, the greatest care to be taken as not to
overfill them. This is because a rise in temperature may result in
the bursting of the containers if there is not sufficient gas space.
The cylinders should therefore be weighed both before and after
filling. The cylinders are always stamped with data on the
amount they will hold.
Use only containers that are intended for ammonia, and see that
they are in good condition.
Do not attempt to do this unless you have been trained to fill
ammonia into cylinders.

Discharging
Ammonia gas

: As ammonia is readily absorbed by water, ammonia gas should


always be piped and discharged into a drum filled with water.

APPENDIX 7

HANDLING CARBON DIOXIDE


Carbon dioxide is not harmful or toxic, but can cause asphyxiation. It is
odorless and twice as heavy as air, so it sinks to the bottom of a tank.
When working in vessels containing dioxide, the following measures
must be taken:
Ventilate the tank thoroughly with air to suck the CO2 out of
the vessel by forced ventilation.
Isolate the tank from other tanks by means of double stop
valves, disconnection of pipelines or plugs.
Rinse the tank thoroughly with water. Carbon dioxide will
dissolve well in water.
Measure the level of CO2 before entering the tank. It should
be below 0.5% by volume.
Ask for authorization before entering the tank.
Post or station a second man near the opening of the tank
when another person is inside.
Provide sufficient light inside the tank that requires repair
work to be carried out.
Always follow the safety procedure for conducting work

inside any tank and is known as Procedure for Confined


Space Entry, refer to section 7.1 of this manual on page 17.
Reference to section 7.4: Procedure for Work Within Vessels
on page 22 is highly recommended.
