1.On May 11, 2016, I was assigned to investigate allegations of Bribery and Corruption within the Middleton Police
Department (MIPD). The allegations are centered on MIPD Officers Steve Walker and Robert Kightlinger and a
felony domestic violence against Kevin

Bryan Taylor requesting the investigation; an email written by Kevin

On May 18, 2016, Idaho State Police Detectives Bret Kessinger and Tim Hopkins interviewed Middleton Police
Department (MIPD) Chief Brian Zimmerman about the allegations of corruption made against MIPD Officers
Steven Walker and Robert Kightlinger. The interview took place at the Middleton Police Department located at
305 E. Main Street in Middleton, Idaho.

1.On May 18, 2016 at approximately 11:04 am Idaho State Police Detective Bret Kessinger and I interviewed
Middleton Police Chief Brian Zimmerman about the allegations of corruption made against Middleton Police
Officers Steven Walker and Robert Kightlinger. After the interview Chief Zimmerman gave me the following
documentation;

7.He will try and lay down a foundation for us. The first he heard of anything was about two weeks ago. Officer
Steve Walker called him and asked him to meet with him alone and confidentially.
8.Walker told him he had been having an affair with a gale (later identified by Chief Zimmerman as
The affair started out as an emotional relationship then became a sexual relationship. Walker had sex

9. Walker met this lady while dropping his kids off at the same daycare.
10.Walker was very emotional and remorseful. Walker said he did not want to lose his job or disappoint him.
11.Walker told him the gale he was having the affair with had her husband arrested for domestic battery. Walker
said he had one sexual encounter with her before her husband was arrested and one after her husband was
arrested.
12.Walker then thought holy crap he had to get out of the relationship.

press and the canyon county prosecutor's officer. She was going to complain about the Middleton Police
Department (MIPD) and about her being stalked.
14.The arresting officer on the domestic case was MIPD Officer Alan Takeuchi.
15.The next day after the arrest she went to a doc in the box and reluctantly told the nurse that her husband hit
her in the back of the head, which matches Takeuchi's interview of her.
16.The nurse called MIPD and reported a battery. Walker took the call and realized the victim was the girl he was
having an affair with. Walker gave a call to Takeuchi and told Takeuchi to handle the call when he came in.
17.He has no reason to believe Takeuchi had any knowledge of Walkers affair. They pass things on to the night
shift all the time.
18.The report talks about this lady and her husband yelling, her falling over the couch and feeling something
hitting her head, but doesn't know what from.

MIPD than all five of the other officers combine. When it comes to social aspects Kightlinger is just a little rough
around the edges.

can't believe Kightlinger didn't know.

46.They send a pass on email at the end of every shift which goes to all five officers, like a recap. He could
probably find the email recap that says
husband Kevin went to jail for domestic battery.
47.All the MIPD Officers know what each other are up to. They have been doing the recap since the beginning of
the department and it has worked really well. He could be in Montana and still see what all his guys are doing.
48.If no one is there all of the calls coming into MIPD go to the City Hall and they put it out in a text and in an
email, so if they are not at a desk they get the call through text and it goes out to all the officers.
49.There is no way Kightlinger didn't know Kevin
went to jail for domestic battery, but he didn't ask
Kightlinger if he knew. His interaction with Kightlinger says he heard it all.
50.This is not a line he wants his officers to cross. With
claiming her vulnerability and being a victim of
domestic violence and MIPD chasing her down and having a list of victims of domestic violence they can prey on

move in. So that is at least good for when they get their butts sued.
52.There is another gale, the neighbor,
best friend who said she could not talk to Takeuchi she would only
talk to a deputy. She has some of the emails and knows everything. He thinks her name is Shauna.
53.There is also a guy, Joe anonymous, who called and said he had a complaint about illegal activity regarding an
MIPD officer. Walker talked to the guy who said he couldn't talk to Walker because the complaint was about
Walker. Walker told the guy the Idaho State Police has the investigation and Captain Bill Gardener is the one
overseeing that investigation.
54.He called Joe anonymous to find out if the complaint was something different. He found out the complaint was
regarding the current investigation. He's pretty sure Joe is Shauna's friend.
55. He is confused on the dates of Walkers relationship with
before and after the domestic violence arrest.

61.Walker mentioned he was pretty sure his actions were in violation of the employee handbook.
62.His question is, if you are on call and you take three calls during the day and between the call you go home
and have lunch is it ok to have sex with your wife? Sure.
63.He would not discipline a guy for that. Your home, and not on the clock. They do comp time. So what's the
difference of having sex with your mistress at the time?
64.He has a problem with the patrol car parked out front, the hiding, and the integrity.

65.Walkers wife, Crystal, is an investigator for the Canyon County Prosecutors Office. They have access to the
Sheriffs jail recordings. Walker, according to
s, received the password to access the phone conversations
from Crystal on the premise Walker needed to check on a Joe Blow but checked on Kevin instead.
66.He has not discussed this with Walker.
67.He does not know who Kevin was talking to.
68.He has not listened to any of the jail calls.
69.The Deputy, whose report we have, received the jail call logs from Bryan Taylors Office.
70.He thinks if the prosecutor investigators have time they will randomly listen to jail calls. He doesn't think they
are specifically targeting people.
71.The investigators do a lot of follow up for prosecutors.
72.He thinks if we ask Walker any question he will answer it. He thinks Walker will answer truthfully.
73.If Kightlinger doesn't know we know the answer to the questions we ask him, he might not answer truthfully.
He would never hire anybody he thought would do that, but Kightlinger is here. He doesn't know for sure.

Steven Walker and Robert Kightlinger. The interview took place at Williams Law located at

told us the following:
2.She will be using the written time line to keep her on track because so much happened in such a short amount
of time, in a horrific time. She could go all over the place without it.
3.In January, she was issued a misdemeanor dog ticket. She called MIPD and was told the code MIPD had used
was incorrect. She was told to go down to the police station and ask them to correct it.
4.On January 7th, she went to MIPD and met with MIPD Sergeant Steven Walker. She gave the ticket to Walker
and told him it was B.S. because her dog had been inside the house and either way the ticket should not be
misdemeanor.
5.Walker said he would get the ticket corrected and asked for a phone number to follow up with her.
6.She left MIPD and about an hour later, went to the daycare to pick up her daughter.

8.Walker was at the daycare.
9.Walker told her they were not letting anybody into the daycare. She asked if she could at least go inside and
check on her daughter. Walker told her his daughter was in there too and everything was fine.
10.Walker asked her what room her daughter was in. Walker then went and checked on her daughter.
11.They finally let the parents in to get their children.
12.About a week later she received a text message from Walker. Walker apologized for not getting back to her
because he was sick and told her everything should be fixed with the barking dog ticket.
13.She answered back by saying it was a hot topic on facebook because she posted something about getting the
ticket during the day and her friends commented on it.
14.Walker said something back to her about wishing he could see what was on facebook. She told him you can
see it because she was on facebook. Walker searched for her, added her as a facebook friend, and read the
postings.
15.The dog ticket was originally issued by Walker, but served on her by MIPD Officer Robert Kightlinger. Walker
had tried once and left his card in the door.
16.At this point she and Walker were facebook friends. Walker said he saw on facebook she had just got married.
She told Walker things aren't what they always seem. She said she did not see any pictures of his family on
facebook. Walker told her the profile was his work facebook, not his life book.
17.She and walker continued to text back and forth talking about life in general and flirting.
18.Walkers work phone and personal phone were linked together.
19.Some of the text messages in her time line are between her and Kightlinger, and others are between her and
Walker. The timeline does not include all the text messages sent between her and Kightlinger or Walker.
20.The one page of text is all she has from Walker on her phone, because she had taken a screen shot of the
message and sent it to a friend.
21.She has the other messages from Kightlinger.
22.She did not hold on to the text messages because she was told if this came out it would affect her husband
Kevin
domestic violence case and he would never change. She was told this over the phone and over
text messages.

23.If we would be able to recover communications from her phone then we should be able to get the same
communications from Walker's phone.
24.Walker told her his wife, who is an investigator, said it was a good thing they used Iphones because they are
harder to track.
25.She does not trust anybody in law enforcement right now because it is really uncomfortable for her. She feels
like she had put plenty of things into her timeline that we could go look into, without having to violate her privacy
by getting into her phone. Walker is the one being investigated. It is hard enough for her to be brave enough for
her to bring this forward.
26.Her conversations progressed with Walker. They talked about family, kids, and continued flirting.
27.On January 21st, she and her husband, Kevin, got into a domestic dispute. The next day she texted her friend
about the argument and drove to the clinic because when she woke up that morning her head was killing her.
28.She told Kevin about her head hurting that morning neither of them knew why it was hurting.
29.After she went to the clinic, she texted Walker about what had occurred between her and Kevin the night
before, but changed the names, said it was a friend of hers who sent it to her, and asked what it was.
30.Walker went off about how victims don't say anything. They just let it go on.
31.Walker validated it so she told him it was not her friend, it was her. She remembers Walker saying something
like shit now I have to do something about this.
32.She told him no because she did not want him involved. Walker told her to wait until after 4pm to report it.
33.After she went to the clinic and got home, Sasha was there. She gave Kevin an ultimatum. Kevin left and then
the cops showed up.
34.MIPD Officer Takeuchi was the officer that arrived. Takeuchi asked her what happened. She told Takeuchi
she did not remember what happened. Sasha tracked Kevin's phone location from an app, which was kind of
weird.
35.There was a Canyon County Officer at her house with Takeuchi. The Canyon County Officer went to go find
Kevin first. Once the Canyon County Officer found Kevin Takeuchi left and went to Kevin's location.
36.Takeuchi called her and told her they were taking Kevin to jail on a felony.
37.A few minutes later she received a call from Walker. Walker told her he had gotten a call from Takeuchi who
said she did great.
38.She asked Walker how he knew Kevin had been arrested. Walker told her he may have given Takeuchi a
heads up.
39.Her husband just got hauled off to jail, and now she had to go pick up the car, all of it was a little over
whelming.
40.Walker asked if there was anything the department could do for her and explained to her his wife, Crystal, was
one of the Canyon County Investigators so she may meet with his wife, or another investigator.
41.They started joking and she said Walker better not get in trouble if his wife is an investigator.
42.Walker friend requested Sasha and the conversation ended.
43.The next morning at 5am she couldn't sleep so she was up organizing her pantry because that made sense to
her. She received a text from Walker which was sexual. The text said I hope you slept well, I'm guessing you
didn't because you had a visitor last night and it wasn't Sasha.

45.The next day her and Sasha went to West Valley, Walker was also at West Valley visiting the parks and rec
employee who fell through a roof. Walker texted her he was going to a baby shower. When she went back to get
her CT scan, she left her phone. She didn't know at the time, but Sasha picked up her phone and read all of it.
46.Sasha did not say anything to her. The next day Sasha said she needed to talk to her about something.
Sasha didn't say anything about reading the phone but said she had concerns with Walker. Sasha wondered why
Walker was doing this when he is married. Sasha felt like Walker was a predator.
47.At this point with her logic, which didn't exist, made her wonder why her friend didn't want her talking to a cop.
She told Sasha she would not talk to Walker anymore. She did, however continue to talk to Walker and told him
about her conversation with Sasha. She does not remember Walker saying anything significant about it.
48.Sasha had been visiting Kevin in jail, but saying it was her husband Brad visiting Kevin. Sasha was telling her
Kevin was not concerned about her and was not asking about her. She was heartbroken over this. The last thing
that happened was her giving Kevin the ultimatum, Kevin leaving, and now Kevin's best friend Brad saying Kevin
did not give a shit about her.
49.The picture of the Verizon call log in the timeline shows where Walker called her right after Kevin was arrested.
50.Nothing was really clicking with her at the time because it was a major incident. She didn't think about what
Walker's meaning was when he said he gave Takeuchi a heads up, or Sasha visiting Kevin in jail.
51.Sasha said she could find out where Kevin was and used her own phone to track Kevin.
52.She took what Walker said as Walker just telling Takeuchi about her telling Walker about the situation. She
realizes now it might have meant something else.
53.She and Sasha started growing apart because Sasha did not want her to talk to Walker. Her house also
started getting broken into. She told Walker about all of this.
54.Kightlinger just started showing up at her house about the dog.
55.On January 31st, Kightlinger told her to go buy a bark collar and told her to make sure her garage door was
shut. Kightlinger went through a bunch of safety stuff with her.
56.Kightlinger gave her his card and told her to let him know when she got a bark collar. That day she went out
and bought the cheapest one she could find. She texted him and told him she got a bark collar. Kightlinger
responded and said good, now I'll need another reason to come visit you. She reported all of this to Walker.
57.Walker had warned her about Kightlinger being inappropriate and said Kightlinger had been investigated
before.
58.She told Walker that Kightlinger was kind of a jerk and that's when Walker said be careful because Kightlinger
had been investigated before. Walker even said watch now; Kightlinger will be facebook friends with you.
59.In addition to her house getting broken into, someone broke her fence and she came home to her dog running
around in the street. She took a picture of it which is in the timeline. She called police dispatch about it, but had
errands to run so dispatch told her to call and report it later. She told Walker about it and Walker told her not to
worry he would send somebody out.
60.Kightlinger is the one who showed up to take the report on the fence. Kightlinger made a joke about the fence
saying maybe King Kong needed a tooth pick, because the entire panel was gone.
61.During this same time, she asked a friend of hers, Stephanie, to go and take a picture of her back yard
because Kightlinger kept calling her about her dog. Stephanie did and told her the dog was not in the backyard.
Stephanie drove around the block and took video through a fence of chocolate lab, identical to hers, barking at
nothing.

62.She sent the video to Kightlinger and questioned if it was ever her dog to begin with. Kightlinger said he would
look into it. Kightlinger told her that her neighbor had a video of her back yard, which she thought was super
creepy.
63.She and Sasha's friendship was still on and off. She and Sasha were sitting in her garage smoking when
Kightlinger just walked up. Kightlinger has just walked up to her garage on more than one occasion. It happened
three or four times. She made a comment to Kightlinger about what he was doing and it being really creepy and
asked him where he parked. Kightlinger told her he parked down the road and was just catching up on his latest
gossip. Kightlinger would always be in uniform. One of the times Kightlinger showed up, her friend Lindsey Todd
was there.
64. She told Walker she thought Kightlinger was creepy. Walker told her he would watch it. Walker told her he
would watch the videos of Kightlinger at her house. She was lead to believe Walker was looking into it. Walker
said there were not a lot of videos, but Kightlinger was at her house a lot. There were people at her house that
saw Kightlinger there.
65.On January 31st, Walker was working late, which didn't usually happen. Walker said he could take a break
and go visit her. She and Walker got physical with each other, but they did not have sex. Walker's phone went off
because he was tracking Officer Takeuchi's location. Walker told her Takeuchi was in the neighborhood so
Walker quickly left. Walker was not in his full typical uniform, he was in a different type of uniform.
66.The next day Walker received notification Verizon was tracking his phone. Walker told her his wife, Crystal,
knew he was not at the office or the police station all night the night before.
67.She asked Walker if he wanted her to leave him alone. Walker told her to let him feel Crystal out.
68.A couple days later it was her friend Lindsey's birthday, they were at her house and Kightlinger showed up
again.
69.Earlier in the day Walker had called and asked her if she had any guns in the house, which she does. Walker
told her Kightlinger would try to amp up the charges by finding out if felons have guns in the house. She told
Walker she had guns in the house and Kevin had gone back to court on his previous felony charge of burglary.
Walker told her ok, that's what he thought.
70.Kightlinger showed up that night looked at the guns and said he was a dealer and he could sell the guns.
71.Walker had already warned her about Kightlinger so she was suspicious of him. Kightlinger looked at the guns
and left.
72.She and Lindsey were having a drink and laughing because the cops had been to her house so many times
about the dog it was absurd, the kids even knew about it which was sad. She texted Kightlinger and asked how
bad would it be if she threw a stuffed dog over the fence and reported a barking dog. Kightlinger texted her that
he would pay to see that and it would be hysterical. Kightlinger showed up at her house with a Pluto dog, she is
guessing came from the police station.
73.She and Lindsey were both shocked by Kightlinger showing up with the stuffed dog. Kightlinger just kind of
hung around after that. Lindsey made reference to it being awkward. She tried to laugh it off.
74.On February 9th, Walker facetimed her while his wife Crystal took her family to the airport.
75.Kightlinger tried to use the dog thing to keep conversation with her. She told Kightlinger she was not going to
do that.
76.On February 14th, Walker told her about a car fire after church. This is the day Walker went over to her house
and they had sex. Walker was in uniform and parked in the front. When Walker walked down the stairs and
passed a picture of Kevin, he flipped it off which made her stomach turn quite a bit. She wondered if Walker had a
vendetta.
77.On the 15th, she received a text from Walker about her being blocked. Walker would block her text messages
sometimes when Crystal would take Walkers phone to Verizon to get it fixed. She can tell when she has been

78.All of her kids got sick, she was off her antidepressants and she had to deal with jerk prosecuting attorney's
one of which was removed from the case for laughing about the case.
79.The day she took her son Dakota to West Valley, Sasha texted her and told her she saw all the text messages
and she wished she would have talked to her.
80.She told Walker, Sasha saw all the text messages and Walker immediately went into freak out mode. Walker
said oh my god he was going to lose his job for conduct unbecoming an officer.
81.When she told Walker about Sasha, Walker and Crystal were headed out of town to Las Vegas. Walker was
still sending her pictures of himself while in Vegas with Crystal, even though he was suppose to be rekindling with
Crystal.
82.She is slowly starting to figure this whole thing out.
83.On Feb 22nd, she came home, her door was open, and that's when the fence was broken.
84.One of the times Kightlinger came to her house, he called Walker and started talking about the use of cameras.
Walker offered to let her use MIPD's cameras for security. This is the time she realized some medications were
missing. She said no thanks to the use of the cameras.
85.She had her friend come over and set up a trail camera in her shed and faced the camera toward the door that
was always open. The camera tripped at 8:40 and you can see the door is shut, then at 11:20 the camera was
tripped and time stamped, but has a blank image.
86.She thinks she told Walker about the trail camera and it being blank.
87.She does not remember if Walker or Kightlinger knew the location of the trail camera she set up. It was in a
pretty obvious spot where you could see it. She was hoping people didn't think she was smart enough to record it.
88.The meds that were missing from her house were Norco. She had not had any conversations with Walker or
Kightlinger about Norco, or any meds being in her house.
89.Kightlinger came out the next day and took a report. She questioned whether or not he was taking the
situation seriously. This report is the only report she has ever seen and the only one she has signed. Even
thought MIPD had come out to her home several times. There should be police reports for the MIPD visits, if
that's their protocol.
90.Walker was still freaked out about losing his job, he had listened to jail calls, and he told her his wife was
pregnant. Walker said this would affect the community and Kevin's case.
91.She and Walker called back and forth and Walker told her she needed to start communicating with him on his
work phone. Walker told her to check her sent recipients on the messages sent between her and Walker to see if
the messages were being sent to anyone else. She took a picture of the recipients and sent it to Walker.
92.Walker un-synced his phones and just started using his personal phone and texting her work phone.
93.Walker listened to jail calls and figured out Sasha had told Kevin. She just assumed Sasha had told Kevin up
to that point.
94.Walker told her Sasha said she had been sexting some cop and his case was a set up.
95.She told Walker he needed to come out and be honest with his wife.
96.As soon as this happened she realized this was not her, she wanted her husband, this was not what she
needed to be doing, and they were in a bad place. Plus Walker flipping off the picture did something for her.
97.Walker confirmed everything Sasha said. Walker said he was using Crystal's login to listen to Kevin's jail calls.

98.Walker told her one day Crystal's login was no longer working so he couldn't access the jail calls anymore.
99.Walker decided to tell Crystal he was inappropriately texting somebody. Walker told her things were going ok
with Crystal.
100.Crystal told Walker she did not want to know who Walker was texting. The next day Crystal went to work,
listened to the jail calls and figured out who Walker was talking about.
101.Walker received a text from Crystal asking if he knew

102.Walker called her work phone and told her Crystal knew, because she listened to the jail calls. Walker then
had to go because Crystal was calling him.
103.Walker called her later that day and told her Crystal was upset and left work early and said she couldn't
believe Walker did this with a victim.
104.Her understanding is that the only thing Crystal thinks went on was inappropriate text messages between her
and Walker. Sasha had only seen inappropriate texts because in January when Sasha went through her phone.
She and Walker had not yet slept together.
105.Walker told her they could now only communicate through Instagram. Walker said he had deleted everything.
She and Walker essentially just stopped talking.
106.This is when Kightlinger really started putting on the pressure by texting from his regular phone. She was
pissed off because of a get together with her friends, Kightlinger showed up to.
107.Kightlinger started texting her about the area looking like a car lot. She told Kightlinger she was having a get
together. Kightlinger said "what I wasn't invited". She told Kightlinger she was in her pajamas. Kightlinger said
"why couldn't I see you in your pajamas." She doesn't remember what she said from that.
108.She told Kightlinger he was welcome to stop by and check it out. Kightlinger got off work and walked over in
his normal clothes to hang out. She was thinking Kightlinger would just stop by. Kightlinger talked to JR about
being a probation and parole officer, just small talk then it got really awkward. Everyone was on the other side of
the room and Kightlinger was standing there not leaving.
109.Casey and JR pulled her aside and asked what Kightlinger's problem was. They came up with a plan to say
they were going to start a movie in order to get Kightlinger to leave. There were plenty of people that saw the
situation was very uncomfortable.
110.JR told her he thought Kightlinger was trying to get information on her. She had already figured out what
Walker was doing and Walker had warned her about Kightlinger. They walked out and were encountered by
another MIPD cop named Chris with a flash light. At that point she was on the verge of break down because there
were cops there all the time. The MIPD cop was there because he saw a car parked in her driveway without its
lights on.
111.On Feb 29th, she purchased a car from Edmark. The sales manager, Mike, is a friend of hers so he delivered
the car to her home. They were signing papers on her dining room table, they went outside to check the vehicle
identification number and Kightlinger drove by, and then drove by again. Kighlinger parked and asked what was
going on because she hadn't texted him back. Mike was weirded out and uncomfortable because Kightlinger kept
asking questions about why Mike was there. It was like Kightlinger was mad; almost territorial. Kightlinger had
said she was just in a vulnerable situation and wanted to make sure everything was ok.
112.Kightlinger had stopped by several times and just walked into the garage. She felt like there were cops at her
house all the time. The neighbors were even use to seeing it.
113.There was one get together she had and a noise complaint was called in on her. Walker texted her about the
noise complaint. That would have been sometime in February.
114.There is a picture in the timeline of the good bye message she sent to Walker saying thanks for the good
times.

115.She freaked out and texted both Walker and Kightlinger and told them she did not want anything to do with
them or MIPD. She thought Kightlinger would back off, but he texted her about it being fine. Walker did not reply.
116.On March 15th, her daughter tried to kill herself. Kightlinger was texting her about her dog while she was at
the hospital with her daughter. Kightlinger asked if she wanted him to put her dog inside. She told Kightlinger no
her friend Stephanie would put the dog inside and wondered how Kightlinger would even put the dog inside.
117.On April 7th, she sent Justin the prosecutor an email asking why the case against her husband was a felony.
Justin said he didn't have enough information for the felony so the court date for that day was continued.
118.Justin said her statement to the police made the charge a felony. She asked what statement, and said she
had not seen the report. She told the prosecutor she did not say what was in the report. She has said from the
beginning she did not know what happened.
119.She went in to deal with the video and statement she said. Bill the new Canyon County investigator explained
thing like what Kevin was charged with get charged up because of safety. Bill said it looked like the charge was
working its way down to a misdemeanor even though Justin told her he would not charge anything less than a
felony. Now she had to defend her husband against the prosecutor in a case in which she was the victim.
120.They were listening to it and there was a statement in the report that said "Jessica stated her husband hit her
in the back of the head." She never said that.
121.The video showed the cop asking if Kevin hit her in the back of the head and her saying yeah I don't know
what happened. Then she proceeded to tell her story again about not knowing what happened.
122.She was told that didn't really matter because it didn't change how they charged the case. The police report
also said she tracked her husband's phone. There are two discrepancies she found in the officers statements.
Then she thought about what Walker said with giving Takeuchi a heads up, is that why it was charged as a felony.
Crystal was assigned as the investigator, shouldn't she have removed herself?
123.She had met with Crystal once on the first working day she was told to go in and get examined. The next
time she met with an investigator it was Bill.
124.The video of her contact with Takeuchi got turned off at one point during their contact. The entire tracking
piece is not on the video. Prior to the video being turned off,Takeuchi received a phone call. The phone call
Takeuchi took sounded like it was from Walker. You can hear the phone call on the video. Takeuchi said yeah
I'm still here, and then the video went off.
125.She is starting to figure this out.
126.Other than Kevin's phone being tracked, she does not know what happened when Takeuchi's video was shut
off. When the video was turned back on she was making popcorn for her kids.
127.She pulled Denise, the victim witness coordinator, aside and presented the hypothetical situation of her
sleeping with one of the officers involved in Kevin's case and that officer being married to Crystal and wanted to
know what that would do to the case. Denise said it wouldn't do anything because Crystal was not listed as
witness in the case.
128.She went home and sent an email to Justin.
129.She didn't hear anything from Canyon County until Friday when Denise called her. Denise told her what she
had said in the email was serious and Kevin's case had been conflicted out to Ada County.
130.She asked Denise what would happen with the other stuff that she said in the email. She asked if someone
would be contacting her about it. Denise said why it wasn't like she was a victim.
131.The Ada County Prosecutor charged Kevin with a misdemeanor.
132.She hasn't heard anything until she was contacted by the Idaho State Police. A friend of hers saw on

facebook that Walker and Kightlinger were on administrative leave. That was super great for her to hear about
from facebook.
133.Kevin's bond was set at two hundred thousand dollars and he was in custody for fifty days. Until she was in
court and raised her hand to speak even though Jackie the victim witness coordinator said she wasn't allowed to.
Kevin's bond was reduced to twenty thousand dollars after that and he was able to bond out.
134.The no contact order was in place until the day of this interview. Last Wednesday was the first and only time
the no contact order was modified.
135.The other thing that is concerning to her is she has systemic lupus and she had been off of her
antidepressant, which is also a pain blocker, the week before the incident with her husband. She gave everybody
this information, including the prosecutor.
136.Lupus fog is a diagnosis, which doesn't allow her to remember things and she gets dizzy.
137.The whole time she is wondering what happened, because she doesn't remember what happened. She tried
to explain this but nobody would listen.
138.The text Walker sent her about the visitor was a fantasy related to the incident that happened. She and
Walker had sexted a little bit before, but not to the degree the fantasy was and not about an injury.
139.The sexual contact she had with Walker was consensual. Walker had hurt his back because of the car fire he
responded to. Walker arrived at her house around 1pm and left approximately a half hour to forty five minutes
later. Walker did not say where he was going when he left, but it was Valentine's Day so Crystal was probably
wondering where Walker was.
140.She thinks she had sex with Walker because she was not in the right state of mind. She could have not made
a good choice if it was in front of her.
141.She thinks there was an aspect of safety, she felt safe. She felt like someone was looking out for her. It felt
like a safe situation. She was vulnerable; she asked did she have vulnerable stamped on her forehead.
142.She sent Walker screen shots of some of the texts between her and Kightlinger. In the beginning Kightlinger
was asking her a lot of sexual questions and she was just responding with vague answers. Kightlinger kept going
and going. She told Kightlinger it was too much for her, he wouldn't understand, and she had too much going on
so don't talk to her any more. Kightlinger didn't talk to her anymore.
143.She was told by Walker to delete everything. Even when they were communicating through Instagram he
asked if she was deleting the messages. Kightlinger did not tell her to erase anything.
144.She became so disgusted with MIPD she told them she did not want anything to do with MIPD and to be
taken off their extra patrol if that was even a true thing like she was told.
145.It felt like a game of who could get the victim first.
146.The interview was concluded at approximately 4:46pm.

gave permission for Idaho State Police (ISP) Detectives to download the contents of his personal cell phone. The
Download was done by ISP Cyber Crimes Unit Analyst Vincent Montoya. Montoya gave me a disk containing
the contents of Walkers cell phone. The disk has been placed into evidence.

Download was done by ISP Investigative Assistant Karen Montgomery. Montgomery gave me a disk containing
the contents of Kightlinger's cell phone. The disk has been placed into evidence.
