Candidates in the last election
who won because they resorted
to vote buying would not surely
admit they did. Even recipients of
the buying spree would not also
say they received their share. It
is because one thousand or one
thousand five hundred pesos (the
going rate in the last polls) is still
one thousand or one thousand
pesos. What is clear here is vote
buying has become part of our
political culture. Nothing new
there. This also means, talks
about election results as the
expression of sovereign will,
is all talk and nothing more. This
implies that our representative
government is really not that
representative. Those who can
represent are those with the
gold, one of the triumvirate
of ills in Philippine politics. So,
there is really no equality in this
game. To paraphrase Orwell, it is
because the moneyed are more
equal than the others.
Theres a new and positive
development in the recent polls,
however. Some political clans
have been shut out of their posts
by even unheard of opponents.
This is a welcome development as
this may signal a new awareness
and clamor for an end to political
dynasties. To local political
dynasties in Bicol then, heed this
signal. It may be the start of the
end of your terms.

DUTERTE WIN: The clear electoral
mandate in favor of Davao City Mayor
Rodrigo Duterte in essence is a
PROTEST VOTE! It is a manifestation
of the overwhelming call for reform. The
eventual winner was adjudged as the
candidate most likely to lead the changes
in our way of life and the needed social
transformation.
The president-elect,
with his peculiar personality and style of
political governance was adjudged the
one most likely to succeed.
Maginoo pero bastos others may
refer to Rody! Thats why the bishops of
the Catholic Church were afraid of his
ascendancy to Malacanang. Conversely,
consonant with the populistic style of the
Iglesia ni Kristo of endorsing the most
popular (per survey) candidate chose
the Mindanao fiery mayor. As a devout
Catholic, sincerely propose that the
church henceforth also endorses the best
possible aspirants for government offices
for the good of the church and Gods
people.
STOCKS GAIN:
The local stock
market continued to rally after Mondays
national elections eased some concerns
of investors. The PSE benchmark index
rose above 7,400 level before closing
at 7,396.52, the highest close since the
start of the year. This marked an increase
of 221.64 points or 3.09 percent after
Tuesdays close. This affirms the PCCI
forecast that the Index would rise to as
high as 7,400 after the elections. So far,

All the counters close in positive
territory, with the holding firms and the
property indices among the biggest
gainers. The election proved to be anticlimactic. The process is a pleasant
surprise. After the heated exchanges
over social media and even through the
mainstream, traditional channels, the
electoral exercise went peacefully and
orderly. The counting went with little hitch
and the major contestants were quick to
recognize the mandate of the people.

FACTORIES: PHLs manufacturing
sector remained robust in March,
supported by strong household spending,
the Philippines Statistics Authority (PSA)
reported.
Factory output rose 7.8%
slower compared to the 14.9% growth in
March 2015. Of the 12 major sectors that
reflected increases, 10 sectors registered
two-digit growth rates led by tobacco
products (82.6% growth). Manufacturing
is the area where we need their upsurge
to generate needed employment.

The other growth sectors were nonmetallic mineral products; machinery


(except electrical); wood and wood
products; basic metals; paper and
paper products; food manufacturing;
rubber and plastic products; and
electrical machinery. Value of goods
manufactured during the period grew
by 1.0% - also slower than the growth
of 8.6% in March 2015 though it is
a reversal of the 5.6% decline in the
previous months recorded output.
SIN TAXES: Recent graphic health
warnings on cigarette packs pulled down
excise tax collections on sin products
in March, but revenues remained up
to beat its first quarter target, the BIR
reported. A total of P8.09B in sin taxes
were raised in March, down 1.73%
from P8.24B a year ago. Nonetheless,
January to March collections were still
up 22.78% to P26.62B, beating the
P24.73B goal. Many of my friends are
now trying to reduce their smoking and
drinking. Very good, indeed!
Enacted in 2012, RA# 10351
prescribed yearly adjustments in
tobacco and alcohol excise taxes. The
law was meant to deter smoking and
drinking, even as it allocates about
80% of the incremental revenues to a
universal health care program and 15%
to tobacco farmer support. In March,
the collection drop was led by 16.12%
decrease in tobacco taxes (P4.04B).
Safeguarding our health favors our
economy.

I am glad that the election is over. It means
the Daang Matuwid administration is also
over. It was selective and vindictive path of
Pres. Benigno Simeon Aquino III.
The election of Duterte can stop burning
issues against Mar Roxas, Grace Poe and
Jojo Binay. If their enemies want to continue,
they can go to court and bring their evidences.
There, they have no parliamentary immunity.
They can fight there fairly.
I hope Leni Robredo will win. She is Bicols
hope, but I hope she will not imitate President
Aquinos selective and vindictive ways. She
was not really the choice of P-Noy and Mar
Roxas. They wanted Grace Poe to be the
Liberal Partys Vice President. When Grace
rejected their offer, they offered it to Gov.
Vilma Santos. When she turned it down,
they offered it to Leni Robredo who is not
even a well-known national official until she
campaigned hard and spent millions on TV
advertisements.
I think, it is Leni Robredos destiny to be
Vice President. There were five Bicolano
candidates namely: ChizEscudero, Leni
Robredo, Gregorio Honasan, Alan Cayetano
and Antonio Trillanes IV. Cam Sur Gov. Migz
Villafuerte and his father, L-Ray, reportedly
supported Grace Poe and Bongbong Marcos.

The Liberal Party in Cam. Sur did not have a
candidate for Governor and UNAs candidate
Arnie Fuentebella and his father, former
Speaker Noli Fuentebella supported Jojo
Binay and Leni Robredo. Cong. Andaya
supported Duterte and Cayetano. Different
sectors of society supported Leni. Many
people in Mindanao did not vote for Marcos
because of his stand against the proposed
BBL (Bangsamoro Basic Law) which
contained many unconstitutional provisions.
If Leni wins, its her destiny.

Duterte for President because of his


promise to get rid of drugs and graft and
corruption in thirty to sixty days. He and his
vice presidential candidate Alan Cayetano

being done, we cannot rejoice yet. Lets
pray for Duterte and Leni to succeed.

the sentiments of the people. The situation
and prevailing environment in 1987 is very
much different from now.

If mountainous Catanduanes has


highways touching the clouds, Caramoan,
the main municipality of the three-town
Caramoan Peninsula in the Bicol mainland
has the same thrilling attraction. But bus
travel to the town is not for the faint-hearted,
exciting as it is.
The new highway from Lagonoy to
Presentacion to Caramoan makes snakes
around hills and valleys and mountain
peaks down to the coasts and up again in
a dizzying climb until you reach Caramoan
poblacion in one piece.
It was my first time to visit the old
hometown in three years. While the aircon negotiated blind curves speeding up
and down the endless stretch of road, the
rows of bluish distant mountains appeared
then the ocean below come into view,
telling me we were almost at the peak of
a mountain.

My high school best friend, businessman
Francisco Kekoy San Pablo, has described
the highway as no diferent from Bitukang
Manok in Camarines Norte province, a
knotted highway up a forested mountain,
avoided by veteran drivers.
Travel by bus to Caramoan is thrilling,

good for the bored individual in search


of adventure. My wife has found it
enjoyable. In years past, travel was by
sea aboard fast boats from Sabang to
Guijalo. Today, only handful take the
sea trip.
At the bus, I could feel the excitement
of passengers, mostly farmers from
upland villages along the route as it
speed by. The highway has brought
them closer to trading centers in Goa
town, Their children can go to Goa for a
weekend movie or schooling.
The mountains reminded me of Seven
Hills Away and Other Stories written by
NVM Gonzales, description of a simple
life in the mountain. It talked of forest
clearing, hunting wild games, planting
and harvesting crops.
I was also reminded of the Sierra

DA promotes commercial production


of new pineapple variety in CamNorte

farmers in Camarines Norte
into commercial production
of a newly-introduced highyielding pineapple variety
other than the provinces
widely-grown Queen Formosa.
The new variety is called
the Super Sweet Snack Pineapple or Ulam which originated from Davao and found
in tests to be demonstrating an
impressive outcome by show-

ing great harmony with the


soil and climatic condition of
the province, Edgar Madrid,
DAs regional technical director for research and regulations, on Thursday said.
The tests conducted last
year showed that Ulam, when
grown in the province using
local farmers' best agricultural practices for the queen,
could further boost the local
pineapple industry, according
to Madrid.

techniques; the high density,
medium fertilizer best prac-

tices for queen pineapple and;


the high density, high fertilizer rate of Mindanao growers
were used in the test which
proved that Ulam produced
very sweet fruit with edible
core, he said.
Besides, this new variety
is also capable of producing
spiny leaves that could also be
manufactured into high-end
fabrics like what enterprising
farm families in the province
are doing with queen leaves.

all the 12 towns of Camarines Norte, where an average of 25,000 queen cultivars
are grown on every hectare

The PTRI has recognized
pia cloth for its fineness, tensile strength and high standard
that, when interwoven with
silk, comes up with pia silk,
which is later made to Barong

Tagalog, camisas, or kimona.


The use in the textile industry of queen pineapple
fiber that is known for its
strength and silky appearance
has long been recognized and
the demand is continuously
growing for being developed
as substitute for cellulose.
Its considerable volume
of production is also being
eyed to supplement the limited production of cotton and
in the case of LPMCP, the cooperatives' fiber-based products are marketed locally and
internationally with Lagunabased embroiders, garments

and tourism sector.

Student and Open Category), Housekeeping;
Room Preparation and Bed Make-Up, Bread
and Pastry Production; Cake Decoration and
Abaca Accessories making Contest.
Participants in the Cookery are tasked to
prepare a dish for Appetizer, Main Course
and Dessert. On the other hand, the Abaca
Accessory Making Contest requires the participants to make accessories such as earrings, belts, necklace, wind chimes, bracelets, and head chips, souvenirs for weddings,
baptism and birthday.

Flowers have always a place in the hearts of many. Flowers
are used to express love, gratitude, sympathy, congratulations
and just about any feeling. Flowers make people happy and
they are considered sunshine, food and medicine for the soul.

We see them as garlands, corsage and leis, wreaths, in time of

Then, we had only red and white roses. Today we have roses
of all colors, blue, yellow, maroon, pink, green, and there are
even multi-colored ones. How is this possible? Maybe, the
stems are submerged in colored water, or maybe the petals
are painted (?) My mom had a very wide garden of roses.
I remember such names as american rose, merly, pitminini,
rosa virginthis one bears white flowers that grow in a stem of
around two feet long. She had also a very rare rose, and it was
brown and my Mom called it wooden rose. Its petals were hard
just like wood. And the flower lasts for months. I never got to
see another rose of that kind.

always teeming with people and more on Valentines day and

Act of 2013 mandated the Dept. of Education to embark a
landmark educational reform which is the K-12 Program
aimed to develop a system of education that could produce
learners who are ready for work, engage in entrepreneurship
and pursue higher education. Thus, the additional 2 years of
Senior High School completing a full scale implementation
of the K-12 Basic Education Program.
To ensure smooth transition and fully implement the
program DepEd had formulated appropriate strategies and
mechanisms such as improving human resource management
and organizational structure on the principle of shared
governance through efficient and effective School-based
Management to ensure delivery of quality education relevant

Trump but these similarities are only
superficial.
When Mayor Duterte started his
campaign several months ago, some
parallels were drawn between him and
presumptive Republican presidential
nominee Donald Trump. Some argued,
including a few reputable journalists,
that Duterte and Trump are very similar
in many negative ways.
Social media word wars between the
respective supporters and critics of the
two presidential candidates have been
intense. Online debates have been
sufficiently intense that many social
media users have also compared both
Duterte and Trump to Hitler, thereby
proving Godwins law.
This law is also known as argumentum
ad Nazium, reductio ad Hitlerum, or
a Hitler Card. It was formulated by a
lawyer Mike Godwin in the 1990s, when
he observed the tendency on online
forum participants to use Hitler or Nazi
as a comparison to anything that they
totally dislike.

Both Duterte and Trump earned the

hand, the mayor provoked international
outrage when he joked about an
Australian rape-slay victim. On the

vowing to erect a wall at the Mexican
border to prevent illegal immigrants
from crossing.
The list of similarities between the
mayor and the real estate mogul is

issues, Trump is a total amateur
compared to Duterte.
Considering his impulsive and
narcissistic personality, electing
Trump as president would be a leap of
faith into an abyss of uncertainties.

The School Head will have to meet these challenges
head on. It is hoped though that his suffering will be
alleviated optimistic that things will turn out well with the
K-12 curriculum designed to give the country the needed
boost in its educational program that will surely see our
young the chance to get ready employment as soon as
they finish the 12 year schooling. But the School Head will
still cling strongly to that popular adage.He shall cross the
bridge when he gets there and the real battle begins.

Over a thousand jobseekers from Naga City and various towns of Camarines Sur came to
SM Naga for the 2016 SM-DOLE job Fair last May 2. This year's job fair theme is " Disenteng
Trabaho at Kabuhayan, Alay Natin sa Bayan. Around 81 employers from local and overseas
including SM Affiliates participated. A total of 44 applicants were hired on the spot. The
simultaneous nationwide SM - DOLE job fair 2016 aimed to assist youth, fresh graduates,
students and OFWs with career decisions on finding a job.

Dried fish from micro entrepreneurs of CARD Mutually Reinforcing Institutions
are now being sold in big malls
in the country like SM Supermarket, Save More, Robinsons, Lianas, and LCC Mall.
We started marketing the
dried fish in our own Mga Likha
ni Inay (MLNI) stores in San
Pablo. It was one of our fast
moving products so we thought

of looking for a wider market


for them, shared Julius Adrian
Alip, MLNI President.
According to Alip, MLNI is
a growing organization that aims
to create a brand for the products
of micro entrepreneurs in the
country. It is a member of CARD
MRI, a social development organization established in 1986 to
help landless rural workers in
San Pablo City. CARD MRI has

grown to 3.3 million clients from


the first 89 members it served in
1986. Its branches can be found
in all provinces in the country
today.
It is our goal to link our micro entrepreneurs and small producers to the mainstream market
because we do believe that providing market access for micro
producers results to a more inclusive growth and sustainable

livelihood for them. Our own


stores is our first step to realize to
that goal, said Alip who added
that they now have five MLNI
stores and 109 distribution outlets located strategically around
the country.
MLNI is assisting the CARD
MRI micro entrepreneurs to
develop the packaging of their
products and making it acceptable to bigger markets. Dried

fish coming from the province


of Palawan, Masbate and Leyte
is one of the products that MLNI
had improved in terms of packaging. To date, they have supplied over 23,000 vacuumed
packs of these dried fish to the
said malls and supermarkets creating a steady income for these
socio-economically challenged
micro entrepreneurs from the
three provinces.

included more food items like
kapeng barako, rice coffee, turmeric powder, muscovado sugar
and honey calamansi concentrate.
They are also able to supply buri
fan and religious items made of
poly resin to Kultura Shops located in SM Malls and have also
sub-contracted some bags and
wallets to RED LOGO.

Madre mountains of my youth. Many years ago, I visited Kalayaans
San Antonio Village in Laguna and got enthralled by th sight of the
vast mountain range, seen from a jeepney going up the 7-kilometer
road to San Antonio.
The visit resulted in a feature story. See a barrio in the sky, which
I wrote for Bulletin Today. It was a vivid description of the mountain
community, known for its almost daily rainfall and for its famous
native sons, leaders of peasant movements decades ago.
The post war movie, Asedillo, based on the life of peasant leader
named Asedillo, was filmed right there with Fernando Poe in the
lead role galloping in a handsome stallion.
The highway has revealed hillsides covered with underbrush,
coconut trees and cogon and small villages and nipa thatched
dwelling of farmers and their small farms.
As the scenery changes, I found myself at a misty mountain
instead of a cogon-covered hillside, glancing at a pretty girl,
seemingly waiting for someone at their trysting place.
I was thinking of the story of a beautiful Korean girl and her
American war correspondent boyfriend who were to meet that foggy
morning. The girl waited. A figure came. But when she touched
ihim, he vanished.
In the song Love is a Many Splendored thing, a few lines tell
us what happened. Lost on a high and windy hill / In the morning
mist two lovers kissed And the world stood still
The thrills I experienced have more than male as for what I
missed in my Paniman barrio The places I frequented in my youth
were gone. So were my friend and old classmates too.
What have remained are memories.

Daraga Cityhood
tops Salceda's
planned bills

LEGAZPI CITY -- Albay Gov. Joey Sarte Salceda will push for the cityhood of nearby Daraga
town in Congress once he
sits as 2nd District congressman of the province.
Salceda announced this
during his and other winning candidates for top positions' proclamation by the
Albay Provincial Board of
Canvassers Tuesday night
at the Sangguniang Panlalawigan Session Hall.
He said there is a big
possibility for Daraga to be
made a city because of the
new Supreme Court ruling
putting in the hands of Congress the decision for the
cityhood of a municipality
and that does not anymore
require the attainment of a
certain number of population and the amount of income.
Aside from this, he plans
to push for a bill creating
another district for Albay,
making the number four,
which, he said, will open
