Road Closure Update

SCDOT Completes 5 Flood Related Bridge Replacements
SCDOT opened five additional flood related road
closures in June and July.
All five closures required
full bridge replacements.
Jacobs Mill Pond Road in
Richland County was replaced by SCDOTs inhouse maintenance forces
and opened on June 22,
2016. Battery Park Road in
Williamsburg County, part
of an emergency designbuild package, was opened
on July 1, 2016.

In Newberry County,
Belfast Road, a SCDOT
Preconstruction
design,
was opened on July 8,
2016. Finally, in Clarendon County, Governor
Richardson Road and
Plowden Mill Road, both

designed by SCDOTs Preconstruction group were

opened on July 15, 2016.
SCDOT continues to
fast-track remaining bridge
closures and monitor all
other
flood
impacted
bridges for signs of latent
damage.

Private Dams, Public Roads

During the October
floods, dozens of dams
failed across South Carolina. Today, 23 roads are
still closed due to dam
failures. The South Carolina Department of Transportation (SCDOT) does
not own or maintain dams.
State roads across dams
exist by easement SCDOT owns the right to
maintain a road on the
dam, but does not own
the dam itself.
The South Carolina Department of Health and
Environmental
Control

(DHEC) is the regulatory

agency for dams in South
Carolina. Of the 23 roads
closed by dams, 15 are
regulated by DHEC. The
remaining eight dams, fall
outside of DHEC's regulations.
The owner of Devils
Backbone dam, an unregulated dam in Lexington
County, recently elected
to abandon the dam structure. SCDOT quickly performed necessary assessments and prepared emergency plans which include

installation of a 6x6 double barrel culvert. The

contract for this work was
awarded in July and the
