SNOW MUCH FUN - Last Wednesdays walk to school brought a bit of a distraction for these Gordon Primary School boys who stopped on the way to roll a few giant snow balls, (L-R) Zander, Sean, Daniel,
Cameron and Conor. Photo Philip Weigall

Twas snow cold

Green paddocks and forests were

in pristine white snow last
blanketed
Wednesday
as a polar blast hit the west
of the shire.

The mercury plummeted to -1 degree
but felt like -6 degrees as arctic winds
and low cloud made for the perfect storm
that gave plenty of glee to Moorabool

residents, and first time snow seekers.

Many residents woke up to snow that
fell from the early hours until 7am.
Ballan township had a light covering
whilst outlying areas received a decent
two to three inch covering, including Mt
Egerton, Blakeville, Gordon, Millbrook
and Blackwood.

GAS DUCTED HEATING

From $2,750

Social media sites went into a meltdown

with everyone uploading photos and
videos, recording magical moments
from their phones.
Children walked to school, making
snowmen and throwing snowballs and
enjoyed the crispness underfoot. It was
reported vehicles on the roads took

extra care in the icy conditions, mainly

travelling in the left hand lane of the
western highway to avoid any black ice.
The CFA reminded residents in this
extra cold weather to be vigilant when
using heaters and cooking appliances;
and ensure you have a working smoke
alarm.

So close to home

By Jessica Howard

The Ballan community is

mourning the death of a
young man whose life was
tragically cut short when his
vehicle collided into the rear
of a truck.

Nik Barbara, 21, was pulled

from his vehicle by passersby as it caught fire on the
Western Freeway just before
12 noon on Tuesday (July 12).
Witnesses attempted CPR,
however he was unable to be
revived by emergency ser-

vices and died at the scene.

A Victoria Police spokesperson said two trucks were

travelling towards Ballarat
in the left lane, with a Ford
sedan travelling next to
them in the middle lane.

The driver of the second

truck told police the Ford
sedan appeared to lose control on a left sweeping bend,
near the top of Pykes Creek,
and collided into the rear of
the first truck, a fuel tanker.
The driver of the first truck,
a Horsham man aged in his
50s, was not injured. Ambulance Victoria assessed two
people at the scene, however
no one was transported to
hospital.
Tributes on social media
have flowed in for the young
man, who has been remembered as a keen hunter,
camper and fisherman.
Not the news you wanna
(sic) hear but r.i.p mate, going to miss the river trips
and the bulk fishing we did.
Love ya buddy, one post
read.
Always a good laugh and
top bloke to have around! I
know you will be one very
happy man next to ya (sic)
dad smiling, looking down
on all of us.
Nik will be laid to rest today Tuesday (July 19). A Go
Fund Me campaign has
been created in order to raise
funds for a joint headstone
for him and his late father
Emanuel.
Nik loved his dad more
than anything in this world
and is going to be buried
with him, the campaign,
created by a family friend,
reads.
Any cent will help, and
if we could help take some
pressure off his family it will
be gratefully accepted.
The campaign has raised
more than $3,500 in two
days. To donate, visit

You want it? So speak up

By Kate Taylor
A feasibility study on a
youth centre in Moorabool is
now out for comment but
not without controversy.
The study, commissioned
by council, put forward a
number of recommendations about using existing
buildings such as the Andy
Arnold centre in Bacchus
Marsh, or constructing a
purpose-built facility, and
was put before the July council meeting.
As Moorabools Youth Resource Officer Leading Snr
Constable James Ross pointed out, the centre would be
designed as a place where
young people, families, and
grandparents, could go to
access services associated
with young people having
difficulties, as well as a site
where training could take
place.
Its certainly not just a
place for kids to hang out,
Snr Constable Ross said.
It certainly would be a
place of opportunity for
young people, for families,
and for grandparents; it
would be a place that we
could build on and provide a
place for young people to go
when they need help and assistance and also for service
providers, it will allow us
the chance to provide train-

ing, employment opportunities, and re-engage the people who are disengaged with
education and training.
The lack of a place for young
people has so far cost many
opportunities in Moorabool.
Over the ten years that Ive
been pushing for a youth
space, one thing were missing out on is organisations
like Head Space, Beyond
Blue, and other smaller organisations, which have
come to MAST (Moorabool
Agencies, Schools Together)
meetings - weve had many
of these agencies come to us
with money and ideas but
we werent able to implement them simply because
weve not had a space to do
them.
Snr Constable Ross gave the
example of a food handlers
course that wasnt able to be
run because there was no

youth space for it.

It was directed towards
re-engaging young people in
some form of education and
training, get them interested
in a possible trade or work;
examples like that, over the
years, weve missed out on
many, and its sad because
theyve come to us with the
project and with the funding, but we havent been able
to provide the space.
Councillors debated the
proposal to put the study out
for public comment, with
West Ward Councillor Tom
Sullivan questioning what
was actually being put to the
public, and also pointing out
that he thought that existing
spaces had not been properly considered.
If you ask carers and
young people if they want
a youth space of course they
are going to say yes are

we making use of the space

we already have across the
municipality? Cr Sullivan
asked the meeting.
Councillors John Spain,
Dave Edwards and Tonia
Dudzik all argued in favour
of the motion, however Cr
Spain made an amendment
that when the matter returns
to council after the feedback that it be considered
by council, and not automatically recommended for
adoption.
Central Ward Councillor
Paul Tatchell said that he
agreed with Cr Sullivan,
saying that the motion presented a pre-determined
position.
We will need to keep an
open mind about this, if
approved as it sits then the
public needs to be aware of
the potential cost and where
this is going, Cr Tatchell
said.
Cr Dudzik objected to the
amendment, arguing that it
says to officers not to adopt
the study.
With a decision not to vote
from one councillor, objections by others, and arguments from the remaining
councillors, the motion to
put the study out for comment was passed, with an
amendment that a report on
the feedback be put to a future council meeting.

TIME TO WALK THE TALK

Its time for the social media army to actually show up
to battle, according to Snr Constable James Ross.
As the four-week exhibition period begins for the
feasibility study into a Moorabool youth space, Snr
Constable Ross is calling on those who call themselves
advocates for a youth space to step up and respond.
One of the leading voices in the push for a youth space,
Snr Constable Ross was the only speaker at the July
council meeting when the issue of the study came up.
I have seen and read on social media, a lot of people
have talked the walk in relation to what they thought
Moorabool shire needs in relation to a youth space,
and Ive even seen people through social media
portray themselves as an advocate for young people
in the shire - and I was bitterly disappointed to find
myself as the only one up at the meeting supporting
this opportunity, Snr Constable Ross said.
I think its time these people started to walk the talk.
He called for a big response to the issue.
We want the community and service providers to
get in on it and submit their recommendations. We
desperately need a youth space in Moorabool shire,
and the reason for it is a place where we can have
young people, and families too, go where they can
seek assistance in the many complex issues that go
on in a young persons life.
I urge service agencies, youth agencies and other
groups that might have youth groups within their
organisations, educators and our community to jump
on the Moorabool Shire web page and take a look at
the recommendations and submit to the Shire their
thoughts, because if they dont hear from anybody, the
council will assume that the community isnt interested
in a space, and it wouldnt go any further than it is now.

Vandals attack
school and church
Thieves have targeted several Ballan premises in a string of
break-ins that occurred in the early hours of July 11.
Ballan Primary School, Thrifty Minx and the Uniting
Church Hall were all victims of the brash break-ins, with
thieves suspected to be in pursuit of quick cash.
Ballan Primary School principal Julie Ferguson said she
arrived to the school on Monday morning (July 11) to find
several offices, alongside the canteen and library, trashed.
Security say they first attended the area at around 5:30am
and everything was up-ended. The canteen door had been
ripped off and food had been stolen; the library door was
smashed and theyd broken into a lot of offices, damaging a
number of doors by smashing the handles with what looks to
have been a hammer, she said.
A microscope was stolen and also some money from a
float that we had for the canteen. Fortunately, we had all of
our laptops locked up, but there was a lot of mess. Weve
been quoted over $7,000 to cover the costs of damages, its
so disappointing. I could have spent that money on the
children.
Ms Ferguson said when the students arrived at the school,
for the first time since the end of term two, they couldnt even
step inside their own classrooms.
The police came down to investigate and they fingerprinted the area, meaning we couldnt touch anything. It was
quite disruptive, we werent able to resume normal classes
until about 11am, the kids were really good though.
A couple of hours later, Manager of Thrifty Minx, Sarah
Springfield said she arrived at work to find the premises in a
similar state to that of the primary school.
She said drawers had been pulled out and a mess had been
made, however fortunately nothing was stolen.
It looks like they were looking for money, but we dont keep
any on the premises, she said.
The not-for-profit store could not resume business until
midday.
The Uniting Church Hall was also found in a chaotic state,
with an emergency door badly damaged and cupboards and
drawers upturned.
Secretary Marjorie McKay said police attended the scene
around two hours after the break-in was discovered and
finger printed the premises.
Anyone with information on these or any other incidents
that may assist in identifying the offenders should contact
Crime Stoppers on 1800 333 000.

took place at Gallipoli in

August 1915 and saw 80
Australian officers and 2197
enlisted men lose their lives.

By Jessica Howard
An important ANZAC memorial located at the Bacchus Marsh Hospital has
been restored to its former
glory.

After the Gallipoli conflict,

the Bacchus Marsh ANZACs were transferred to
face the horrors of France
and Belgium whilst others
re-joined their Light Horse
Regiments in the Middle
East.

The Lone Pine seedling was

planted in the jubilee year of
1965 and a tree guard and
plaque were constructed
and erected by Legacy four
years later.
The monument was originally sponsored by district
ANZACs, P. Knight, J. Cashmore, C. Edwards, K. Moore,
Q. McKenzie, L. Simpson
and C. Todd.

When the original tree died,

a new one was planted and
the plaque and tree guard
were rededicated by Second
World War Veteran, Max
Durham in 2003.

More than a decade later,

following a short spell where
the commemorative items
were believed to have been
lost, the plaque and tree
guard have been revamped
and replaced.

Lions club member Mark

Robson said the tree guard
was found with three of its
sides missing, however community members rallied together to restore it.

Dedication of the Lone Pine in the hospital grounds,

1969. L-R: P. Knight, C. Edwards, C. Todd, W. MacKenzie,
L. Simpson, V.O. Dickie, K. Moore, J. Cashmore.
We are unsure what happened, but only the front
remained on the tree guard
gate. Vietnam Veteran Jock
Wright got involved in the
project and liaised with the
community and the RSL,
holding numerous meetings,
to get it reinstated, he said.
Jock was the go between
person, he is a good organiser and got onto Neil Vigor,
who made up two sides and
the rear section of the gate.
It looked brand new, and
we planted and reinstated it
around the Lone Pine tree on
June 30.

Djerriwarrh Health Services Chief Executive, Andrew

Freeman said the restoration
of the ANZAC memorial
was a welcome development
and would help in preserving a significant local landmark for future generations.
The ANZAC memorial at
Bacchus Marsh Hospital is
cherished deeply by both
Djerriwarrh Health Services
and the local community,
he said.
The Lone Pine is a descendent from a tree at the famous
battle of Lone Pine, which

This year bring the 100th

anniversary of the battles
Australia fought on the
Somme, where between July
19 and 22, the Australian
Division suffered close to
40,000 causalities.

Mr Robson said local residents were invited to visit

the Lone Pine tree and its
newly restored monument
to pay respects for their
fallen mates. Located on
the grounds of the Bacchus
Marsh Hospital, the memorial faces Turner Street near
Grant Street.
Families of the then living
ANZACs of Bacchus Marsh
wished to thank Jock Wright
of Legacy, Neil Vigor, Michael Horan of Rossco Engineering and Lions Club
members Russell Hendry,
Tony Caywood and Mark
Robson.

The responsibilities of land ownership and controlling the

rabbit population were issues that dominated the Bacchus
Marsh Magistrates Court last week.
J.D Moschoiannis Holdings stood before the court charged
with offences dating back to May 19 from last year where an
initial inspection of the 430-acre property was carried out by
the Department of Economic Development, Jobs, Transport
and Resources.
Magistrate Gregory Robinson heard at the time there was
95 rabbit burrows that were not controlled on the property.
Over the following months more burrows were controlled
however by December of 2015 there was still 65 that were not
addressed.
The defence for the accused company did concede that We
are accepting there is a degree of non-compliance.
The defence also argued that they progressively worked
on it and that the warrens were being reduced. They also
claimed they had spent in excess of $14,000 to help rectify the
problem.
It was revealed to the court by the Department that the
maximum fine for this offence could be as high as $36,000
but Magistrate Robinson did not see it fit considering it was
the companys first ever offence.
He also went on to say that If a company wants to own that
much land it must accept the responsibilities that come with

Satisfaction stagnant
by Kate Taylor
There has been no significant improvement in Moorabool Shire Councils performance over the past year,
according to a survey.

The Community Satisfaction Survey, conducted by an

independent operator, is an
annual measure of councils
performance according to
the thoughts of Moorabool
residents who answer the
survey questions.

compared with the 2016 category average for large rural

councils, Moorabool was
three points above the overall direction average and on
par with the average overall
performance for large rural
councils.
However, when compared
with the previous years
results, councils overall
performance and direction
of council rated two points
lower this time.

The researcher noted that

the 2016 survey states that
the survey outcomes

Increases on last years results were recorded for in

sealed local roads (up four
points) and customer service (up two points); with a
decrease in measures such
as making community decisions and community consultation (both down two
points) and advocacy (down
one).

When Councils overall performance and direction were

The lowest results were for

Elderly Support & Recreational Facilities

The results were presented

to the July council meeting
and as CEO Rob Croxford
pointed out, there has been
no real improvement measured against the previous
years results.

were generally on par with,

or above, the Large Rural
Councils group average
but lower than the State
average for most core and
individual services.

Customer Service was the

Shires highest index score
over all the categories, a position held by Sealed Roads
in the previous survey.

The survey also revealed

that those most favourably
disposed towards Council
were 18-34 year olds, and
that those living in Ballan
were least favourably disposed toward council.
Most notable is that younger people (18-34) tended to be
more favorable in

their opinions than older

cohorts. Ballan residents
were less favorable across
the board, read the report.

The report noted that council officers have discussed

the possible reasons for the
decrease in satisfaction in
some measures, noting that
the focus needs to be on
continuing to improve value
for the community that
will flow from the Business
Excellence program, ongoing investment to reduce
the infrastructure gap and
a critical review of services
via the recently adopted
framework.
Meanwhile, the services for
which the community rates
as important, but then rates
councils performance in as

below the level of importance they expected, were

condition of local streets and
footpaths, with a 32-point
margin; Elderly support
services, an 18-point margin; Recreational facilities, a
17-point margin; Family support services, with a 13-point
margin; Appearance of public areas, with an 11-point
margin; Waste Management,
with an 11-point margin;
and Business and community development and tourism, with a 10-point margin.

These service areas all

have strategies, actions and
awareness raising

activities in place with the

potential over time to reduce
this differential, the report
read.
In adopting the report on
the survey, councillors voted
to refer the results to the development of future strategic
plans, Council Plan and annual budgets.
Full survey results are
available for public viewing
at council offices or www.

New station on new site

By Jessica Howard

A new $2.5 million ambulance station at Bacchus Marsh

will enable paramedics to quickly respond to local medical
emergencies and save lives.
The Andrews Labor Government announced the new stateof-the-art station earlier this month.
The current Bacchus Marsh station, which supports 23
paramedics and provides 24-hour coverage, was built close
to half a century ago and responds to about 250 call outs a
month.
However, as the demand for Bacchus Marsh ambulance
services continues to grow, paramedics have outgrown the
current facility.
State Health Minister Jill Hennessy said the new ambulance
station would make a huge difference to the communitys
hardworking and dedicated paramedics.
We are working side-by-side with paramedics to rebuild
the system, and investing for the future so ambulances can
arrive at medical emergencies sooner.
The new station will feature a four-bay garage, rest and
recline areas, training rooms, bedrooms, modern amenities
and a fully fitted out kitchen.
A new location is still to be confirmed, as the current site at
230 Main Street is too narrow.

Young farmer to
make a stand
By Kate Taylor
The Victorian Farmers Federation
(VFF) is seeking new members in
Moorabool.
A meeting held at the Ballan Golf Club
saw about 30 local farmers attend, with
current VFF President Peter Tuohey
speaking at the event.

It was an information night, with the

VFF President as well as representatives
we had a good session, with farmers

from Millbrook to Balliang there, said

Mt Wallace farmer Scott Young.
People are keen to join the VFF
again.

A prime lamb and cropping farmer,

and VFF member, himself, Mr Young
is a candidate for the role of Livestock
Councillor for the Corangamite region
in this weeks VFF election.
I put my hand up to be the rep
from our area just because I enjoy my

farming, and want to keep farming,

and we need someone up there to
give us a bit of a voice. If we dont put
our farm views forward, well get left
behind.
Mr Young said farmers could benefit
quite a lot from being VFF members.
Its a one-stop-shop to get advice
about on-farm issues.

Dear Editor,
Congratulations and thank
to the Moorabool Council

implementation was carried
out with respect for residents and good organization

I hope this storm water

problems in our town and
allows for future successful

Dear Editor,
Its time we got savvy on
salt.
One in 20 deaths in Victoria
is attributable to high salt
intake - thats six times the
annual road toll.
Clearly this needs to change

Other popular items like

One of the worst offenders
is a muffin which is a regular
sweet treat but one muffin
can contain one quarter of

Too much salt increases the

So remember, just because
something doesnt taste

It is particularly important

Bluffing the paparazzi

By Kate Taylor
One man and his ram are
causing an impressive media circus in Melbourne.
Godwin Aquilina and his
merino ram, known as Jackie Chan the Ram, have been
featured regularly in the
Herald Sun, The Age, as well
as on 774 ABC Melbourne
and 3AW radio stations.
With sensationalism-hungry media lapping up the
story, photos have appeared
of Mr Aquilina grazing his
ram in parks and gardens
around Melbourne, while
Mr Aquilina is alleged to be
living a homeless life.
Mr Aquilina left his Bacchus Marsh property after
Moorabool Shire Council
ordered that the ram be rehomed, after breaches of
permit conditions.
Not only was there no
permit to keep the ram on
a residential property, but
residents have spent years
speaking out about the
dangers of the ram headbutting, chasing and menacing neighbours as it is left to
roam the street.
After council compliance
officers attended the site on
a number of occasions to
return the ram to the property, a permit application for
the ram was refused earlier
this year when Mr Aquilina

refused to let council officers
attend his property to assess
the conditions, as part of the

Council ordered that the
ram be removed within 14
days but has been unable
to enforce the resolution as
Jackie Chan has been taken
to Melbourne.
While Mr Aquilina has been
attracting media attention
by sleeping under the Flin-

places, neighbours have
reported that he returns to
his property for a couple of
hours regularly in the early
morning, minus the ram.
Many offers of agistment
for Jackie Chan have been
made with Moorabool Shire
CEO Rob Croxford saying
they are willing to work
with him to ensure the wellbeing of the ram is exercised.

Environmental Opinion

with Tom Kingston

A belief should not make you a target

PAUL

As I wrote this weeks opinion piece, a few days before

you read it, there was a little
uncertainty about who was
going to govern our country. As this opinion piece is
on environmental issues the
question for this writer is
the question of responses to
climate change and how this
is going to be affected by the
new parliament.
One newly elected member
who was unceremoniously
removed from politics 18 or
so years ago and has now
returned assured us all that
she will demand a Royal
Commission into Climate
Change. She went on, that
includes a royal commission
into the corruption of climate science, adding climate
change is used as a political agenda by politicians
and self interest groups or
individuals for their own

gain. We cannot allow

scare mongering by people
such as (respected scientist)
Tim Flannery, who make
outlandish statements and
are not held accountable,
she said. But wait theres
more. She went on, Climate
change should not be about
making money for a lot of
people and giving scientists
money. And to conclude,
The party, named after her,
also wants the Renewable
Energy Target scrapped and
would oppose any moves towards an emissions trading
scheme.
What can you say to such a
statement? Fortunately over
70% of Australians want
stronger action on climate
change so her wishes will not
come to fruition. It is hard
not to be ironic when talking about such politicians.
However, people voted for

her. What we can hope for

is her comments on climate
change will act as a stimulus
for more urgent action.
However, her words, and
others who use similar
words, encourage hostility
towards those who are trying to encourage action on
climate change; as if action
on climate change was somehow evil. While she herself is
extreme, others from the major parties are more subtle in
their attack. Still the effect
is the same. Those trying to
save the planet and prevent
what can only be called a
climate catastrophe are either labelled as activists or
radicals or some other term
that denigrates their efforts.
And some in the media, especially the Murdoch Press,
only stir this up. I will give
you a local and quite serious
example of this rage against

Perspective

all environmentalists stirred

on by such politicians, that
is just below the surface and
only requires a couple of
beers to emerge.
Here in Burnie our local
candidate for the Greens in
the federal election, Scott
Jordan who is also the
spokesperson for Save the
Tarkine, was the target of
such aggression recently.
Scott and his wife Lyn who,
incidentally look after animals orphaned by roadkill
and other accidents, were
at the movies two weeks
ago when some young men
who were at a party near
their house entered their
property, tore down the political signs and banged on
their front door demanding
to see Scott. Scotts 15-year
old daughter was inside
alone. She cowered in the
bathroom as the young men

shouted and kept banging

on the front door before
eventually leaving. She was
terrified. It has never been
easy for Scott here in the
north west of Tasmania and
death threats have been
common. And all Scott has
been doing is trying to protect our environment. These
young inebriated males are
not acting on a whim; they
are being encouraged by
others and in some cases
politicians.
One interesting outcome of
this assault on Scotts family was that people who
had never been involved in
politics before, heard about
it and signed up to give out
how to vote cards for the
Greens at the election.
Maybe the election of people like Pauline Hanson
who make these outland-

ish statements on climate

change
will
encourage
those who have not joined
the fight for the planet to at
last sign up. Maybe we will
see an upsurge in action to
stop coal mining and land
clearing and we can come
to thank Pauline and her ilk
for getting us to, as Pauline
says, stand up for what we
believe?
Not to be outdone by Pauline, Bob Katter is demanding that the Galilee Basin
coal export projects receive
public funding if he is going
to support a party to form
government.
What is your opinion?
Next MEG meeting: 7.30pm
Thursday July 28, Commercial Hotel, Ballan. All
Welcome.

with Paul Tatchell

Its only money!

Imagine if every month
when your mortgage came
due, you made the payment
on your credit card; you
dont have to be Einsteins
second cousin to realise that
increasing one debt to pay
for another has a couple of
technical problems in terms
of sustainability.
Once you owe more than
you own, you are in more
trouble than a Beirut bricklayer during a cement shortage; for every brick you dont
lay, two get blown off the
wall. Politicians treat the national debt like an inconvenience, not a crumbling brick
wall relying on the taxpayer
to replace the mortar.
Whilst the election provided a convenient distraction away from the realities
of poor fiscal management,
the national debt continued
to rise, breaking all previous records and pushing the
nations monthly credit card
payment to over one billion
dollars per month.
When you put a billion dollars a month into any sort of
Perspective thats about
40 new schools, 20 new hospitals, or creates thousands
of infrastructural projects
to keep people employed;

maybe even raise the pension so that people that have

worked and contributed all
their working lives could
live above the poverty line.
In consideration, government debt is still going to be
gathering interest well after
I cancel my subscription to
the Tobin Brothers newsletter. Lets put the spin to
one side and try and get a
handle on what government
debt is, and why it should or
shouldnt exist.
If a state or federal government needs to raise money
either to pay for specific projects or to cover any shortfall
between the governments
annual revenue and expenditure, known as the deficit, it
will issue bonds or notes.
These operate like a loan
where
the
government
agrees to pay the person
who buys the bond or note,
the full purchase price at the
time the loan matures, usually two, five, ten or 15 years
from the date of issue. The
government pays interest
on the loan at fixed intervals, usually twice a year.
The initial purchaser of the
bond or note can sell it on the
open market at the prevailing price, which is based on

traders views of the likely

direction of the economy;
hence the importance of
maintaining a AAA credit
rating to avoid a blowout on
the interest rate.
To put that into some form
of Perspective according to the 2014-2015 budget,
Australias interest-bearing
liabilities in the year to June
2014 were expected to reach
$358 billion. About 97 per
cent of these liabilities are
Commonwealth
Government Securities. These are
Treasury bonds, Treasury
indexed bonds and Treasury
notes.
The budget papers also
reveal hidden in the small
print, around $13.2 billion
were paid to service the
Commonwealth
Government Securities debt during
the 2014-2015 budget cycle;
$13.5 billion to June this year,
and by June 2018 a whopping $16.4 billion.
All this hinges on the current government cutting
up the nations credit card
and living within their own
budget, and in consideration
of the current political house
of horrors, thats about as
likely as my pet poodle getting a pilots license.

The reason why it is imperative that governments keep

their budget in check is simple; if they create a surplus
they can pay their Commonwealth Government Securities; if they create a deficit
they need to borrow money
to pay the interest, and the
debt compounds; and there
has been no clearer example
than the last decade.
Lets do a bit more Perspective and talk about Government debt versus Gross Domestic Product (GDP). When
John Howard was removed
from office in 2006, the total
of Commonwealth Government Securities debt was $59
billion and 5.4% of the countries GDP.
Today we are over $400 billion and hovering around
30% of GDP. As the GDP percentage rises, the Governments ability to stay within
budget decreases. Without
one of two things, spend
less, or get more in, and
sensibly both; not that government and common sense
belong in the same sentence.
The days of governments
promising you the world
and handing you an atlas,
need to come to an end.

Whilst telling the truth, regardless of how unpopular

it is, may not conducive with
re-election or election prospects, someone has to pay
the bill. And since Governments spend it and the taxpayer pays it, lets not get too
complicated on how its going to get paid and whos going to be doing the paying.
Whilst the Howard era enjoyed the peak of the mining
boom, and the benefits of the
GST to cover the States overspending, successive Governments have been living in
denial. The abuse of the CGS
is defiant of its purpose, and
there has been no attempt to
reset the fiscal agenda as the
economy levels out.
Economic windfalls should
have created opportunity for
future growth to expand our
potential; spread the revenue load to maintain services and drive infrastructural investment. Instead it
was squandered on populous politics and unrealistic
spending programs.
In consideration that both of
the major parties share the
incompetence of irresponsible fiscal management, com-

bined with the opportunism

of an irrational Senate, there
needs to be a co-operative
approach in returning the
budget to surplus regardless
of the political ambition.
Government debt needs
to be re-capped with bipartisan support from the
Government and the Opposition; a joint approach to
the problem will force the
Senate to fall into line.
Reliance on growth when
its barely above 3% when
spending commitments are
above 6.5%, simply doesnt
equate. Add to that compounding debt and the inevitable has already happened.
Its been 10 years since any
Government has produced a
budget surplus, and there is
none predicted into the near
future.
Its time that politicians
faced up to the responsibilities of taking office. Governments dont make money;

Triumphs and tumbles

By Cody Winnell

Soho Angel scored a well-deserved

victory in Saturday nights $50,575
Renown Silverware Tatlow Stakes at
Melton.
The win gave Burrumbeet trainerdriver Michael Stanley his second twoyear-old fillies feature race triumph
in a fortnight after Petaculars Vicbred
Super Series success earlier this month.
Soho Angel (Bettors Delight/Soho
Champagne) ran third in the Vicbred
final but was supreme on Saturday
from gate three in an action-packed
race that saw three horses involved in a
bad fall and driver Zac Phillips taken to
hospital for scans on his arm.
Four Be Two (Phillips) and Jiggy
Rhythm (Josh Aiken) locked wheels
down the side the final time, and as
they were trying to unhook from one
another Arm A Princess (Jason Lee)
took a tumble while travelling ahead of
them. The resultant tangle saw the trio
of drivers catapulted to the track.
Lee and Aiken were cleared by medical
staff to fulfil their remaining drives, but
Phillips was taken to hospital with a

suspected arm injury. All horses got to

their feet and were walked off the track
but Arm A Princess was transferred to
Werribee Equine Hospital for tests.
Meanwhile, Soho Angel bolted clear
of her rivals at the top of the straight
and went on to score by 3.6m over a
fast-finishing Miss Dangerfield (Greg
Sugars) with Perfect Sense (Mark Pitt)
third in a mile rate of 1:58.7.

Some might say Our Twentyten is a

tad underrated.
The dual Breeders Crown winner paid
$10.10 on the Victorian tote Saturday
night defeating Blue Sky Commander
($2fav) and Sky Petite ($3.30) in the
Winter Trotters Cup at Tabcorp Park
Melton.
Afterwards trainer Brent Lilley
declared more Breeders Crown riches
were being sought with the Breeders
Crown Open a target.
Steered to perfection by Rodney
Petroff, who has developed a great
affinity with the son of Muscles
Yankee/Regal Volo, Our Twentyten got
his head in front right at the wire in the

Ballarat Football League

2240-metre race.
Petroff drove confidently out of the
gate, pushing through a gap from a
back-row draw before working to the
breeze and eventually grabbing oneone cover when Sky Petite (Steven
Duffy) obliged.
Miracle set the tempo despite an
outside-front-row draw, Josh Duggan
taking the gelding to the front where
he reeled off 31.4, 32.1 and 28.4 splits
between the mile and the quarter pole.
Sky Petite and Blue Sky Commander
(Kerryn Manning) placed bold bids for
victory approaching the home turn but
they must have heard Our Twentytens
hoof beats in hot pursuit.
Blue Sky Commander got the better
of Sky Petite at the 100m, but Our
Twentyten made up the required halflength he needed to get the win inside
the final 50m.
His winning mile rate was 1:59.3, the
last quarter covered in 29secs.
Blue Sky Commander was gutsy in
second, while Sky Petite hung on for
third just ahead of Lightning Calder
and Savannah Jay Jay.

Last weekend the GB Forestry Cobras played our cross town arch
rival in Darley at Darley on a very nice sunny day where games
were crucial at this time of the year.
FOOTBALL:
In the football the seniors had a magnificent game, in a game that
was crucial to both teams from the first bounce the boys were
switched on and prepared to do what was required to ensure we
controlled the ball (and the game). The GB Forestry Cobras have
now just about secured their first finals birth for over 12 years.
The GB Forestry Cobras jumped the Devils in the first quarter
kicking 5 goals to 2 and by half time held a 42 point lead. There
was no allowing the Devils to come back as they had done the
previous 2 weeks against good opposition, in the 3rd quarter the
GB Forestry Cobras kicked a further 6 goals to 2 and held a very
strong 69 point lead at 3 quarter time and in the last quarter kicked
further 7 goals (straight) to 1 goal. The GB Forestry Cobras ran
out victorious by 102 points and continue to sit in 2nd spot on the
ladder. Best players on the day were T. Angwin, R. Mc Nay, M.
Denham, J. Trowsdale, T. Shea and L. Blundell.
In the reserves, the boys also got the jump on the Devils in the
first quarter kicking 5 goals to 1 and went into the main break with
a 43 point lead. The GB Forestry Cobras were never going to
let the Devils back into the game and continued on with a strong
display of skills eventually running out victorious by 75 points.
Best on the day were R. Shortis, T. Mullen, T. Huynh, J. Bissell, M.
Suban & T. Hughes
The U18s again started the day of victories with an awesome
display of skills and team work holding the Devils goalless in the
first half and a handy 49 point lead. It was not over yet with the
boys coming out and demanding from each other that they finish
the game off by continually doing as they pleased and holding
the Devils to 3 goals for the game and eventually running out
victorious by 84 points. Best on the day were J. Duggan, D.
Bishop, B. Baldo, L. Pigott, S. Griffiths & J. Dickson
NETBALL:
In the Netball, again the girls came up against some pretty tough
opposition and unfortunately not all teams were successful on the day.
The A graders had a very close game and though they trailed all
day they came home in the last quarter very strongly and only lost
by 5 goals, best on the day were K. Ingham, L. Tink & C. Manumua.
The B graders were also unsuccessful on the day, in a high
scoring game the girls just seemed to be playing catch-up all day,
eventually losing by 23 goals, best on the day were T. Brinsmead,
E. Burgess & J Giarrusso.
The C graders had a great victory against their cross town
nemesis, though the girls got off to a slow start they never looked
back after half time. They played a hard physical game and held
onto a great victory by 7 goals; best on the day were L. Thorman,
M. Denham & V. Scicchitano.
The D graders were extremely disappointed after leading all day
in a very close game unfortunately lost by 3 goals; best on the day
1-9
were A. Reynolds, A. Bamford &
S. Bennett
Davies. Street, Bacchus Marsh
The 19 and Unders were also unfortunate
on the
day 3388
eventually
Phone:
5367
going down by 13 goals; best on the day were E. Bettio, M. Mayne
& B. Pawlowicz.

Club News

The club would like to acknowledge how proud they are with the
turnout for the juniors last Sunday, it is without a doubt that our
juniors are our life blood and future of our club and the support on
the day was enormous for not only our juniors but also in regards
to the joint Cobras & Darley support to Kick Cancer fund. 20 of
our starting 22 senior players, our 3 senior coaches and some of
the committee were just some of the people that made the effort on
this beautiful day. Another person that was present and did not go
unnoticed was our senior netball coach Dean who travelled over
with his family for the day, thank you to all for your efforts.

Round 14

This Sunday (yes Sunday) The G B Forestry Cobras welcome

so lets ensure that ALL our supporters and members get to the
game to cheer and support our teams.
This Saturday the womans football also plays at home in their last
game of the year against East Point, this looks to be a massive
game as a win will put the girls in third spot on the ladder so please
ensure you get there to support our girls who for the second year
running will be playing finals football.

Finals action around

the corner
Football
The Blues ventured to Linton to take on Smythesdale
and the Seniors found their
opponents had certainly improved a peg or two since
their last encounter. On
the heavy Linton ground
the Blues had to work for
their possessions and were
slowed by the conditions.
Jason McNamara was certainly Best on Ground with
a great performance in the
middle. Up forward Justin
McConnell was also well
supplied and lifted his tally
for the year by another 11.
Daniel Prozzo also put in a
noteworthy performance at
centre half back ably assisted
by Ben Fenwick. The Blues
will need to be at their best
next week against Dunnstown at home and retain
their spot in the eight. Final

Best - J. McNamara, S. Hitchings, D. Mullane, D. Prozzo,

The reserves squad was

boosted with the inclusion
of five of the Under 18s who
had a week off and the team
had a great blend of age and
it all went to plan. Up forward Rod Watts and Brad
Cox bagged 10 goals between them and Ryan Bongart relished the chance in
the reserves. The team had
three Bongarts in the line
up contesting for bragging
rights. Trent Laurie also had
another good match in the
ruck.

It was a crucial match for

the Under 15s with fifth taking on eighth on the league
ladder. The Blues got the
lead in the first quarter but
Smythesdale had a good
second quarter and snatched
the lead. It was not until half
way through the final quarter the Blues were finally
able to reel their opponents
in. Jack McGregor booted
five up forward but it was
the Blues runners led by Corey Pascoe, Ben Neumann
and Evan Shaw, that got the
Blues over the line.

Best - C. Pascoe, B. Neumann, E. Shaw, L. Hodge, J.

McGregor, L. Hallett.

The Under 12s are certainly on a roll, recording

their tenth straight win and
playing great team football
and really starting to look
the goods. The Blues had all
the play and controlled the
match from the first bounce.
The coaches will have their
work cut out selecting the
squad for the lightning
premiership, scheduled for
Sunday 7 August at Linton
at this stage.
