STANDARD PLANNING GUIDELINES FOR PR1MA HOUSING DEVELOPMENT

Introduction

PR1MA for 1Malaysia Housing Programme Corporation is a corporation, which was set up to plan
and coordinate projects under the 1Malaysia Peoples Housing Scheme (PR1MA) throughout the
nation. 1Malaysia Housing Programme Corporation is an entity under the Prime Ministers
Department. Amongst others, the corporation is responsible for distribution of houses under the
projects to eligible recipients.
The PR1MA Standard Planning Guideline briefly outlines the requirement and criteria in the
development of a PR1MA complex in accordance to the PR1MA Act 2012. The purpose of this
Guideline is to provide a tool to assist the user in understanding the concept as well as a reference
document for PR1MA development.

Defining PR1MA Complex

Section 17 (b) of the PR1MA Act 2012 outlines the function of the Corporation, which includes
planning, supervising and executing the design, construction and maintenance of the PR1MA
complexes in accordance to the Act and policies set by the Government.
In addition, section 17 (f) of the same act established parameters of PR1MA complexes through the
Corporations functions:

of educational facilities and the development of community clinics; and
To facilitate and undertake infrastructure and commercial development including
facilitating and undertaking the development of sports and recreational facilities.

PR1MA Homes
PR1MA homes shall assist in not only reducing the cost of living of the homeowners, but also
enhance their quality of life. These would be done by:

Providing socially and environmentally homes where the mix of dwelling type, size and tenure
should support sound social, environmental and economic sustainable policy objectives for the
area
Designing architecturally appropriate homes which will provide a pleasant living environment,
which is aesthetically pleasing and human in scale
Providing safe, secure, and healthy homes to live in which includes provision of pedestrian,
cycling lane and an efficient vehicular circulation
Ensuring affordability throughout the development value chain at a reasonable cost
Promoting resource efficiency on the land, infrastructure and energy and at the same time
promoting optimisation in every aspect of the construction, maintenance and management of
the development

Location Criteria of PR1MA Development

PR1MA developments mostly located within urban areas or suburban with employment pull
factor in a major city.
These areas have high accessibility to the road hierarchy and continuity with streets, or
connected with a public transportation system such as bus terminal, the railway transit
system (e.g. commuter train, Light Rail Transit System, the system of rapid transit,
monorails, etc.).
The location would also be within closed proximity of existing public amenities and basic
infrastructure such as sewer, water, electricity, roads and floodwater management.
The land area to be developed is located in low risk area where it is not within the disasterprone areas and environmentally sensitive areas such as floods, valleys, swamps, landslide
and areas that have been confirmed as not safe based on the study of soil investigation by a
qualified engineer.

1. INTRODUCTION
1.1 GENERAL
This document serves as a General Design Guideline for PR1MA development areas
specifically to facilitate the deployment of ICT related infrastructure and services.
This document must be read in conjunction with the PR1MA Planning &
Development Guideline and the guidelines set-forth by Malaysian Communications
and Multimedia Commission (MCMC) in the Malaysian Technical Standards Forum
Berhad (MTSFB) publications; Technical Standards & Infrastructure Requirements
Fixed Network Infrastructure & Technical Standard of In-building Fibre Cabling for
Fibre-to-the-Premise.
The deployment of the ICT infrastructure and network is not limited to this guideline
only and therefore the M&E consultant should explore suitable or better alternatives
without deviating from the principles as stated in this document to ascertain that the
objectives as stated below are met.

1.2 OBJECTIVES
1. To provide Fibre-to-thehome (FTTH) and Fibre-to-the-office (FTTO) cable network
using the GPON (Gigabit Passive Optical Network) technology as specified by ITU
(International Telecommunications Union) and MEF (Metro-E Forum) necessary for
housing units and related commercial areas.
2. To provide robust and future-proof GPON and AE (Active Ethernet) fibre optic
network infrastructure to cater for Triple/Quad Play and IP-based services for
residential and commercial buildings of PR1MA.
3. To provide IP-based infrastructure to be 4G-ready suitable for bandwidths and
backhaul services for cellular service providers within PR1MA development areas.
4. To facilitate the design of a cable network infrastructure which is capable of
providing equal access enabling the entry of multiple service providers using a
single network architecture owned by PR1MA.

1. PR1MA or its subsidiary company will own the network infrastructure in all
developments for all Passive (cable access) and Active (Optical Line Terminal and
Optical Network Terminal) networks including Outside Plant (OSP).
2. PR1MA or its subsidiary company will own all ICT related services including the
equipment/system to support those services.

3 BASIS OF DESIGN
1. The following MTSFB (Malaysian Technical Standards Forum Berhad) publications
provide the general guide for the design of the infrastructure & network:
a) Technical Standards & Infrastructure Requirements Fixed Network
Infrastructure
b) Technical Standard of In-building Fibre Cabling for Fibre-to-the-Premise
2. Enabling the Convergence of Network for Quad/Triple Play and Smart Services
suitable for Fixed-Mobile Convergence (FMC).
3. FTTH and FTTO transport network based on GPON and AE technology for all
dwellings.
4. Proposed FTTx design offers complete flexibility to support open system architecture
which can cater for future passive or active network upgrades.
5. Network design to be able to cater for Open-Access for multiple service
providers.
6. Wireless Hotspots to be made available with the capability to provide 3G/4G WiFi
offloads in common and public areas for both indoor and outdoor locations.
7. Centralised UPS in MDF and Server rooms.
8. Triple Play (Voice, Data and Video) and Smart services will be offered to end users.
9. Each home to be enabled with minimum of 10Mbps symmetrical bandwidth.
10. Cable network Infrastructure suitable for IP Telephony (VoIP) solution to be
provided for all end users.
11. Video Surveillance system to use the same cable network infrastructure where
possible.
12. The developer must provide a separate electrical meter and electricity wiring for
the telecommunications services.
13. The Consultant/Developer is to deploy internal fibre optics cable network and
related facilities within the buildings, and ducts & manholes within the
development area.
14. Actual cable network designs may differ at different sites depending on the
network topology and the nature of the dwellings

4 DESIGN GUIDELINES
4.1 GENERAL GUIDELINE

1. Manhole

Common Manhole

To have a Common Manhole for Telcos to land (backhaul).

Telcos to provide connectivity from their manhole to the


Common Manhole.

To be located at the border between the public area and the


developers area, closest to the main road.

Common Manhole to be type JRC7.

Manhole type JRC7 or JB30 may be deployed beyond the Common


Manhole point.

Distance between manholes may extend up to 300m on a straight


route if micro ducts are used.

JB30 Manhole

2. Ducting

Deployment of HDPE Microduct with suitable number of subducts (4W


to 7W or more) of size 16/12mm or 14/10mm.

Subducts deployed to be with smooth inner wall and Slickcore


coating.

The deployment of microducts is to facilitate the air-blow cable


technique for fast mechanised roll-out whilst reducing cost on capital
expenditure for manholes, ducts and mini fibre cables.

Flat single layer ducts (limited to < 5 subducts only deployed


vertically) are used for microtrenching on existing metalled roads.

3. Fibre Connection Between Phases

In developments where there are multiple phases (whereby each


phase is within different area), each phase must have fibre connection
to the other phases.

The connection will be between the Main MDF of each phase.

Cabling

The Optical fibre cable shall be fully compliant to ITU-T G.652D


specification for GPON deployment.

1-Core SM (single mode) ITU G.652 Fibre cable extends from splitter to
each housing unit.

Split ratios 1:2, 1:4, 1:8, 1:16, 1:32 and 1:64 may be used depending on
building design and network topology.

Cat 5 or Cat 6 UTP cable shall connect to IP network from ONU/ONT.

Open Access with other service providers may be enabled at either


of the following locations :
a) In the common manhole
b) In the outdoor cabinet (if any) before the MDF, OR
c) In the MDF room.

Conduit
within

unit

To provide conduits for UTP cabling for, e.g. CCTV, additional IP phones in
areas outside the living room, additional Access Point within the house.
Conduit shall be of uPVC type with the size of 25mm or more depending
on number of cable fill.
M&E Consultant to recommend location (of CCTV, additional IP phones
points, additional Access Point) within the house unit.

4.2 GUIDELINE FOR MULTI-DWELLING UNITS (MDU)


1. Must follow the General Guideline in Section 4.1.
2. Additionally, must follow the guidelines specific to MDU (please refer to the table
below).
3. The network design for MDU is illustrated below:

Cabling

Single Mode ITU G. 652 FTTH cabling extends from MDF to FTB
(Fibre Termination Box) to every housing unit.

External cabling from manhole to MDF: min 24-fibre core, up


to 96- fibre core

Splitters shall be installed in the risers OR


in the MDF room depending on fibre core distribution design.

From MDF along the riser:

Split ratios 1:2, 1:4, 1:8, 1:16, 1:32 and 1:64 may be used
depending on building design and network topology.

MDF Room

1. Primary MDF

12ft -15ftx 12ft -15ft (or 225sqft)

Requires Air Condition which operates on a rotation basis


for 24 hours a day and a UPS of a sufficient capacity

Power supply to the equipment shall be of an essential


supply which connects to the common genset

One (1) Primary MDF per development area

1. Must follow the General Guideline in Section 4.1.

Underground cabling is preferred, unless not allowed due to


any regulations/restrictions

Cabling from manhole to pedestal: min 12 core incoming


and outgoing FC depends on cable core assignment/splitter
ratio.

Splitters may be installed in the manhole, cabinet or pedestal,


depending on the development area design.

From cabinet/pedestal to the houses:


Split ratios 1:2, 1:4, 1:8, 1:16, 1:32 and 1:64 may be used
depending on building design and network topology.

5 CCC SUBMISSION PROCEDURE


1. The developer/contractor is responsible for obtaining the Certificate of
Completion and Compliance (CCC)
2. The developer/contractor must engage the services of an approved M&E
Consultant to design and supervise the telecommunications network
infrastructure deployment.
3. The M&E Consultant to submit 3 copies of the proposed telecommunications
infrastructure plans based on specifications specified by MCMC and Malaysian
Technical Standards Forum to be examined and approved by a
Telecommunications Service Provider assigned by PR1MA.
4. The Telecommunications Service Provider must have the following telco licenses
issued by MCMC :
a) NFP, I (Network Facilities Provider Licence, Individual) for network services
b) NSP, I (Network Service Provider Licence, Individual) and
c) ASP, C (Application Service Provider Licence, Class) optional.
5. The M&E Consultant must obtain a Surat Sokongan Merancang Pembangunan
from the telecommunications Service Provider.
6. The Consultant is to specify the Ready for Service (RFS) date required by the
developer.
7. A copy of the approved Surat Sokongan letter from the Service Provider is to be
submitted to MCMC for all fibre optic and related broadband services.

9. Sample of the Terms and Conditions before, during and after the deployment of
the telecommunications network for approval by the service provider:
