ANNEXURE A GENERAL CODE OF CONDUCT


1.

Members of the Blockwatch and its structures shall not promote any party politics.

2.

Members must not use any abusive language or make sexist or racist remarks.

3.

No member shall utilize the Blockwatch or SAPS logo or emblem for personal, private or financial gain.

4.

No fundraising shall be carried out without the specific written permission of the Blockwatch Committee.

5.

Members of the Blockwatch shall agree to have their fingerprints taken for the purpose of security clearance if needed.

6.

Members of the Blockwatch must declare any conflict of interest and not participate on matters where there is a conflict of
interest.

7.

Members must behave in a diplomatic, professional, controlled and dignified manner when dealing with each other and
with the general public.

8.

No member shall be actively involved in the Blockwatch whilst under the influence of liquor, drugs and all other illegal
intoxicating substances.

9.

Members of the Blockwatch shall not abuse their positions

10. Members should adhere to the radio procedures and the Radio Code of Conduct

ANNEXURE B SECTOR 3 PATROLER CODE OF CONDUCT


I DO HEREBY ACCEPT THE FOLLOWING TERMS AND CONDITIONS
1.

I emphatically state that I am willing and able to do patrols as required by my duly appointed manager.

2.

I confirm that I do understand that I am a volunteer and apply out of my free will to become a patroller.

3.

I therefore accept that Blockwatches in Sector 3 cannot be held liable or responsible for any loss of property that I may
incur, or any injury that I may sustain, or for my death whilst carrying out any Blockwatch functions.

4.

I acknowledge that I am on a three month probation period.

5.

I confirm that I am familiar with the radio procedures and will carry out my duty as a patroller accordingly.

6.

I acknowledge that should I not function within the Code of Conduct, or do not attend any meetings or do not patrol on a
regular basis, I will no longer form part of the Blockwatch patrol team.

7.

I confirm that should I have any criminal record, I will declare it in writing to the Committee of my relevant Blockwatch.

8.

I agree that SAPS have the right to take my finger prints and do a check on my I.D. number. Results will be treated as
confidential.

9.

I will obey the rules of the road and all traffic signs.

10. I will respond to emergency calls without putting my life or any other persons life in danger.
11. I am not above the law and will work with SAPS and fellow patrollers.

12. As a member of the Patrol Team, I will not open myself to any misconduct or be part of any crime.
13. I will attend Mass Patrols as far as it is to my ability.
14. I will not patrol under the influence of alcohol or any banned substance.
15. I give full permission for spot checks to be conducted by any Patrol Captain or member of the Committee.
16. I will at all time act in a proper, responsible and respectful manner to uphold and promote the objectives of the Patrol
Unit.
17. I will not use my membership at any given time for the benefit of my own personal advantage.
18. I undertake not to participate in any form of racism, sexual or religious discrimination against anyone.
19. I undertake not to accept any bribes or any form of payment whatsoever in connection with my membership.
20. I agree and understand that no person under the age of 18 years is allowed to respond with a patroller to any scene and /
or incident.

I agree that should I have a person under the age of 18 years in my vehicle, I will call for assistance and will only
enter the scene and / or incident when it is reported safe by the patroller in charge of the scene

21. I will follow orders and instructions from the Patrol Management and any Committee member directly involved in the
patroller function.
22. I do understand that as a patroller I am also the eyes and ears of the SAPS and will convey all relevant information to the
Patrol Management or SAPS.
23. I understand that I do have the right to make a citizens arrest.

Patrollers should use minimum force only as described in the Criminal Procedure Act No. 51 of 1977 and may be
used to secure the arrest of a perpetrator of an offence.

Attention is drawn to the Criminal Procedure Act No 51 of 1977 Section 49(1): A person so authorized may, in
order to affect the arrest, use such force as may in the circumstances be reasonably necessary to overcome the
resistance or to prevent the person concerned from fleeing.

24. Only in exceptional circumstances will I respond or patrol beyond the borders of Sector 3. I will however report it
immediately to the Patrol Management.
25. I will not divulge to anyone without permission from the Committee or Patrol Management, any confidential or privileged
information that I may have acquired as a result of my membership of the Blockwatch.

I do understand that any transgressions of this nature will result in the immediate suspension from all Blockwatch
activities pending an investigation that could result in disciplinary action being taken against me.

26. I will under no circumstances divulge any information, irrespective if it is confidential or privileged, to any media
reporters without the permission of the Public Relations Officer, Chairman or in his absence, the Vice Chairman of the
relevant Blockwatch.
27. I fully agree that I will be bound and governed by the Constitution of the Blockwatch that I am a member of.
28. Should I be suspended due to misconduct, I undertake not to report for patrol duty until such issue has been resolved.
29. If, for whatever reason, I am not a patroller anymore, I do agree to hand in my radio in order to get the patrol channel
removed from the unit.

ANNEXURE C INTER-BLOCKWATCH CODE OF CONDUCT


ASSISTANCE FROM OTHER SECTOR 3 BLOCKWATCHES

1.

If a Patroller whilst on duty in a neighbouring Blockwatch comes across an incident that warrants attention, it is that
Patrollers responsibility to contact the Patrol Captain or Incident Officer of that Blockwatch immediately.

2.

The Patroller must take all precautionary measures to secure the scene of the incident and notify the authorities if need
me.

3.

The Patroller must remain at the scene of the incident until such time as the Patrol Captain or Incident Officer arrives at
the scene.

4.

The Patrol Captain or Incident Officer must maintain regular contact with the Patroller until he/she arrives on the scene.

5.

Once the Patrol Captain or Incident Officer arrives on the scene of the incident, full and proper details of the incident must
be conveyed by the Patroller to the officer.

6.

Should an incident occur that results in another Sector becoming involved it is the responsibility of that Patrol Captain or
Incident Officer to make immediate contact with his/her counterpart in that particular Blockwatch.

7.

Should assistance be required from a neighbouring Blockwatch it is the responsibility of the Patrol Captain or Incident
Officer to contact his/her counterpart in the neighbouring Blockwatch.

8.

If a neighbouring Patrol Captain or Incident Officer is requested to take control of an incident all instructions must be
obeyed.

9.

Should assistance be provided by neighbouring Blockwatches those Patrollers who render assistance, will fall under the
control and direction of the Patrol Captain or Incident Officer of the relevant Blockwatch.

10. No patroller may provide assistance without having some form of identification on him / her. Identification could be in the
form of a reflective jacket issued by the relevant Blockwatch, a name tag or in the case of a vehicle, decals displaying
your involvement with the Blockwatch.
11. Crime scene preservation is of the upmost importance. It is therefore expressly forbidden to enter a crime scene unless
requested to do so by the relevant Blockwatch attending to the incident or a member of SAPS.
12. It is forbidden for members of a Blockwatch to equip non-members, members and / or Patrollers of a neighbouring
Blockwatch with any form of equipment, including communication equipment and decals.
13. If a neighbouring Blockwatch receives information about any form of activity in a Blockwatch, it is the responsibility of
that Blockwatch to notify the relevant people of any such incident.
14. Membership of one Blockwatch cannot be transferred to a neighbouring Blockwatch for whatever reason.

ANNEXURE D - MISCONDUCT
The following shall be construed as misconduct:
1.

Misuse and or abuse of property belonging to the Blockwatch.

2.

Disclosing confidential information of the Blockwatch to the public, individuals or institutions.

3.

Refusal and / or failure to carry out a lawful instruction of the Blockwatch committee or member acting on behalf of the
committee.

4.

Drinking liquor and being under the influence of liquor or any intoxicating substance whilst performing duties of the
Blockwatch.

5.

Acting in a manner that exposes the Blockwatch members to a dangerous environment / situation and or criminals.

6.

Intentionally disregarding the constitution and direction provided by leadership of the Blockwatch.

7.

Sabotaging activities of the Blockwatch.

8.

Theft, fraud, insults and / or use of inappropriate language against members of the Blockwatch and the Community.

9.

Refusal and / or failure to execute, without reasonable cause, tasks enabling the Blockwatch to function efficiently,
effectively and economically.

10. Acting in a manner that disrupts the activities, programs and projects of the Blockwatch.
11. Using the Blockwatch to advance personal and / or political interests

12. Not obeying the rules set out in the Code of Conducts

ANNEXURE E - DISCIPLINARY PROCEDURE


1.

If remedial action did not have the desired effect or in the case of serious misconduct, a Disciplinary Committee shall be
established.

2.

The member shall be afforded a fair hearing by being informed in writing of the charges against him/her and be afforded
an opportunity to state his/her case and appoint a representative of his own choice within the Blockwatch.

3.

The member should be informed as soon as possible of the intention to conduct a formal enquiry

4.

Outside or external legal representation shall not be allowed whilst the matter is being dealt with internally.

5.

The disciplinary committee will consist of all the Chairpersons of all the Blockwatches in the sector. One of them will act
as chairperson for a specific enquiry

6.

The disciplinary committee will hear and decide on the matter. The enquiry must take place within 21 days from date of
lodgment of the misconduct charge.

7.

The disciplinary committee will decide on a verdict and relevant sanction.

8.

Any appeal will be directed to the Executive Committee of the Roodepoort CPF. Such appeal must be lodged within 14
days

9.

The disciplinary hearing can take place in the absence of the member in the event that the disciplinary committee is
satisfied that the member was properly informed and no valid excuse for the absence was tendered.

10. The chairperson of the disciplinary committee should sign the disciplinary findings and sanction.

ANNEXURE F SANCTIONS

The following sanctions may be imposed:


1.1

Warning (Verbal, written and / or final written warning)

A sanction that deems to be appropriate to change behavior

Suspension for a period not exceeding 6 months

Expulsion

1.5

Refund or Payback (in case of theft, fraud or misappropriation)

1.6

Laying of a criminal charge against the member

1.7

Instituting a civil claim against the member

A combination of the above penalties
