Objectives
CEN TC 10 (Lifts, escalators and moving walks)

Harmonize the requirements in Europe

Incorporates requirements of National standards existed previously

The accessibility provisions are most effective when they are the same
everywhere

One has to learn about the accessibility provisions only once

Encounter the same provisions everywhere as used to at home

Make lifts accessible to all users, especially for people with disabilities

Everyone experiences one or more forms of disability in the course of life

Consider aging population

Allow the use of all lifts by disabled persons without use of a particular
device or assistant

Minimize the barriers due to peoples disabilities, without constrain for


others

Objectives

Add the accessibility requirements to the main safety standards for


lifts, whenever possible

All lifts to comply with the basic accessibility requirements

For example, door impact protection and stopping accuracy are being
added to the EN81-1/2

The project to develop EN 81-70 was agreed in mid 1990s


Standard to be developed with participation and under the leadership
of the representatives of the disability organizations
CEN/TC 10/WG7 was formed
With direct and active participation of the disability related
organizations from several countries

Background
CEN TC 10 (Lifts, escalators and moving walks)

Several experts from lift manufacturers and Notified Bodies joined the
working group

Together with lift manufacturers and Notified Bodies, the working


group with 18 members represented 11 countries:

Netherlands

Sweden

The working group was chaired by the late Mr. Bas Treffers, the Vicepresident of the European Disability Forum

Background
CEN TC 10 (Lifts, escalators and moving walks)

Composition of the group has lead to mutual understandings of needs


and technical feasibility
The approach has been successful in developing a standard that was
approved with high confidence and quickly adopted by many countries
in Europe
Many countries outside Europe, especially Asia, are also interested to
use EN 81-70
Similar requirements are also adopted in ISO 4190-5 standard

Future Development
CEN TC 10 (Lifts, escalators and moving walks)

CEN has already received several interpretations and improvement


requests from the users
Several basic requirements of EN 81-70 are being incorporated into
the EN 81-1/2
EN 81-70 is being considered for revision > Will start by end 2012.
A working group will be formed, with wide participation and leadership
of disability organizations representatives

Improving of the accessibility of existing lifts
CEN TC 10 (Lifts, escalators and moving walks)

Each year 120,000 new lifts are installed in Europe


There are more than 4.5 Million existing lifts

More than half of the existing lifts are more than 30 years old

Not in compliance with current accessorily requirements

2% of all existing lifts are modernized every year

It takes 50 years before all lifts are modernized

Accessibility of existing lifts needs specific attention


CEN/TS 81-82 provides guidelines for evaluation and methods of
improving the accessibility of existing lifts

Improving of the accessibility of existing lifts
CEN TC 10 (Lifts, escalators and moving walks)

It is based on EN 81-70 requirements


Contains a check list to evaluate the accessibility of the existing lift by
verifying on each item: from minimum door opening to the car push
buttons or audible signals
Determines the effectiveness of the corrective action considering each
impairment: mobility, equilibrium, dexterity, vision, hearing, speech and
learning difficulty
CEN/TS 81-82 was published in 2008 and will become an EN 81-82 in
the current of 2012.
Additionally, the lift industry together with EDF* and AGE** has
developed a guideline for evaluation of accessibility to buildings
