RE: ELECTRICAL /MECHANICAL SERVICES OF FACULTY OF
SCIENCE, PHASE IV AND PHASE V, UNIVERSITY OF ILORIN.
Following my text messages and our discussion on phone, I
consider it necessary to forward the attached analysis in respect of
Electrical/Mechanical services for faculty of science, phase IV and
phase V respectively.
2.You will recall that shortly after your explanation based on the
derived percentage in which the Electrical/Mechanical services can
be sub-letted,I also made further interpretation with reference to the
cost implication on the derived percentage. The following
observations were made and pointed out to you verbally, namely;
(a) That the shortfall in the purchasing of all the free standing and
split Air-conditioning units for phase IV and V was over Four Million
Naira, excluding installation kits and labour charges for the first
fixing. Please refer to pages FSP/17 and FSP/18(items C-E) of Phase
V&IV attached as Annex-I&II, respectively.
(b) I also confided in you that the only grey areas where savings
could be made is cabling even though the quantities specified in the
bill is questionable. Since the rate is however on the high side, it
compensate for any shortfall in the quantities.
3. Addition of Two Million Naira was a welcome development but not
a complete bail out of short falls on virtually all items of works. My
fear was further allayed with Air-conditioning unit installation kits

engulfing a whooping sum of Five hundred and Twenty Thousand

Naira (N520, 000.00) for Phase V alone(details of material
purchased attached). This implies that same amount will be required
for phase IV if not more.
4. Since we have a common goal, I felt we should work together as a
team to ensure that proper things are done and that is why I always
keep you inform of any development. Honestly speaking there is no
hide and seek game in engineering particularly where output of
work carried out is expected to withstand the test of time. We are
just knowing each other for the first time and I will surely be out of
order if I should blow away the opportunity accorded me. I will
equally have myself to blame if I should concede to compromising
standard at the expense of saving cost.
5. For ease of reference I have marked all problem areas where the
market price is far below the amount available for the job based on
the 45% of the cost of the project with red ink. Market prices for all
items of work are also done to justify my analysis. All these are
attached for your perusal.
6. Original receipt in the sum of Five Million Naira (N5, 000,000.00)
as advanced payment for piping works and part of cabling is
enclosed for your record please.

Following our discussion on the above subject and subsequent
review of the scope of works for the electrical/mechanical services
for Faculty of science, Phase IV and V, Our company Messr.
Hakmar Consultants wish to intimate you that the outstanding
balance is now Nine Million Four Hundred and Eighty Thousand,
Seven Hundred and Thirty Two Naira, Eighteen Kobo (N9,
480,732.18) only.
2. The balance does not however include recent revision carried
out on the external electrical services for phase IV and V
respectively.

3. We thank you for your kind consideration while assuring you of

our best quality services.

INSTALLATIONS PHASE IV AND V FACULTY OF
SCIENCE,UNIVERSITY OF ILORIN.
Following the revised external layout for Phase IV and V, find
attached the Electrical services working drawings and detailed Bill
of Engineering Measurement and Evaluation.

2. This submission precedes the provision earlier made in the Bill

of quantities in which the contract was awarded excluding
lightning protection.
