PREAMBLE
2. To provide full time job to all youth whether skilled are non skilled in
all fields of economy whether industrial, agricultural, finance, or service etc
with a view to ensure that all people of society must be able to produce
something which they can do so that there come output from all sector of
economy which will render sizeable growth in the G.N.P. of the country by
making more attention by establishing value added industry which will
increase the export of the country and resulting decrease of the import of
country so as to have the balance of trade in favour of country. Furthermore,
every effort will made to bring the balance of payment in favour of the
country which we feel is the only key of success of the country.
3. To promote equality, unity, solidarity and brotherhood amongst the
citizens and to strive for a Pakistani identity proving by means of education,
character, discipline, civilizations by respecting customs, traditions, rights,
culture, honesty and dignity of all.
4. To achieve the mission of Meo community of a welfare state to
establish a free and prosperous society by making following development
and promotional programes/polices implementation thereof, within the
limited sources of the country by making honest and dedicated efforts:-

5. To tax all sources of income including agriculture on land of more
then 12 ½ Acres and charging nothing from the formers having less land of
12 ½ Acres and also to reduce 50% abiana on this land and ensure water at
the tail end formers and giving exemplary punishment to those who are
involve in stealing water by illegal means and thus damaging the canal
system in Pakistan which is a great injustice to the small farmers.
6. To provide soft term loans to Meo community especially agricultural
farmers at their door step to purchase seed, fertilizer and to install tubewell
or peter engine to irrigate their lands and to provide interest free loan to
breed cattle and promote milk and meat supply animals like sheep, goat,
baffallow, cow etc.
10. To make rules and regulations for the skilled and non skilled labour
and to provide them basic necessities of life with incentive to produce more
which will play a pivotal role in the development of economy and
improvement Meo community.
11. To strive for the cause and right of self determination for the people of
Kashmir in accordance with the united state resolutions for which effort will
be made to implement then in letter in sprit and support international efforts
for welfare and dignity of global community and to establish a just and
international economic order.

24. Each WARD COUNCIL shall consist of office bearers of all Primary
Councils Within its area, who shall form into its electorate and shall elect the
following office bearers:

Publicity Secretary, and
Finance Secretary.
25. Each TEHSIL COUNCIL shall consist of office bearers of all the Ward
Councils within its area which shall form its electorate and shall elect the
following office bearers:

Two Vice Presidents.
Secretary.
Two Joint Secretaries.
Finance Secretary.
Information Secretary.
Secretary Legal Affairs.
Secretary Public Welfare.
Secretary Literacy, and
Secretary Culture.
26.DISTRICT COUNCILS
There shall be a District Council for each District which shall consist of office
bearers of all Tehsil Councils in the District.

27. CITY COUNCILS (only District City) There shall be a City Council for
each City which shall consist of office bearers of all Zonal Councils in the
City.
A City Council shall elect the following office bearers:

Finance Secretary.
Information Secretary.
Secretary Legal Affairs.
Secretary Public Welfare.

There shall be a Divisional Council for each Civil Division which shall
consist of office bearers of all District and City Councils within the Civil
Division.

CENTRAL COUNCIL .
• The Central Council shall include as many elected members as are the
number of districts and the Constituencies of the members of the
National Assembly in the country. The members of the Central
Council shall be elected by the District and City Councils. Each
District or City Council shall elect as many members from the District
as are the number of constituencies of National Assembly plus one
district seat from that District.
• There shall be twenty members, five elected each from Youth Council,
Labour Council, Minorities and Overseas Pakistani Council.

VOTE OF NO-CONFIDENCE
Primary, Ward and Tehsil Council. The functions of the Primary, Ward and
Tehsil Councils shall be:
DIVISIONAL COUNCILS
The functions of the Divisional Councils shall be:
To supervise and co- ordinate with the District and City Councils.
To monitor regional offices through their respective areas and to report
to the Provincial Council.
To co-ordinate between the District and City Councils on the one hand
and the Provincial Councils on the other.
To meet at least once in three months.
To perform all other functions that are delegated by the Provincial and
Central Council s.
PROVINCIAL COUNCILS
A Provincial Council shall be responsible for the work of the Party
Council in the Province.
The Provincial Council shall meet at the discretion of its President at least
once in a year, to perform the following functions-.
To consider all matters arising from time to time relating to the aims and
objects and performance of the Council and to take appropriate
decisions in these matters within its jurisdiction.
To take all necessary steps to give effect to the decisions of the Central
Council and Central Executive Council.
To control, direct and regulate all activities of lower Councils within its
jurisdiction.
To approve budget and appoint auditors.
Provided further that the Chairman may direct the President to call a
meeting of the Provincial Council and the President shall call such a meeting
within fourteen days of the receipt of such direction.
CENTRAL COUNCIL
The Central Council shall be the supreme body of the Party, which shall
review the progress of the Party from time to time, and shall formulate
programs and policies suitable to the needs and demands of the time. The
Central Council shall meet at the discretion of the Chairman at least once in
a calendar year.
For the purpose of, meeting, the quorum shall consist of one fourth of the
total membership of the council. However, quorum of an adjourned meeting
shall be one-fifth of the total membership.
Provided that one-fifth of the total membership of the Central Council may
requisition a meeting of the Council and, on receipt of such requisition, the
Chairman shall convene the meeting of the Council within thirty days
Executive Council.
o Who has not been involved in any kind of political horse trading or
changed his political affiliation for the sake of personal gains.
o Who has not been convicted or charged with an offence of moral
turpitude.
o Who is not known to have affiliation with the underworld, or known
to have amassed wealth from illegal and anti-social activities like
gambling, prostitution, smuggling, qabza group, drug pushing,
narcotic dealing, boot-legging and loan sharking.
o Who is willing to disclose his assets and assets of his immediate family
before filling his nomination papers.
The President shall be the Chief Executive of the relevant Council and
shall exercise administrative control over other office bearers. He shall
preside over the meetings of the Council.
The Finance Secretary shall maintain accounts of all money received and
keep them in a bank or in safe custody in the name of the Council. He
shall make such payments as authorised by the Council or Working
Council or its President and operate the account jointly with the
President/Secretary under the authority of the President and prepare half
yearly accounts. The President may authorise any office bearer to
perform the duties of the Finance Secretary in the absence of the Finance
Secretary.
The Secretary Legal Affairs shall look after the legal matters of the Party
at his respective level. He shall also be responsible for maintaining liaison
with the legal cells of the Party in order to seek redressal of any
grievances that the Party members may have due to political
victimization or any other reason arising out of the Party work.
The Secretary Welfare shall look after any welfare programes that the
Party decides to undertake in its respective area/province.
The Secretary Literacy shall work within his respective area for mass
literacy programme that the Party may initiate at various levels.
He shall have the power to delegate any of his powers to the Secretary
General or to any member of the Central Executive Council.
He shall have power to suspend any office bearer at the national and
provincial levels pending disciplinary action against him.
He shall have all other powers which have not been specifically stated
including power of interpretation of the Party constitution for successful
functioning of the Council. Provided that an appeal against the
Chairman's interpretation could be made to the Central Council .
The Chairman shall be the appellate authority against any order passed
by a Provincial President.
He shall have the power to recruit, with the approval of the Chairman,
salaried persons for the central office of the Party and shall supervise and
guide them.
He shall record the minutes of the meetings of the Central Council and
Central Executive Council.
He may refer the case of any office bearer of the Party to a Disciplinary
Council for action against him.
He shall have the power to delegate any of his authority to the Secretary
General or any member of the Provincial Executive Council.
He shall ensure that all directives of the Chairman and the Central
Executive Council issued from time to time are fully complied, within the
Province.
He shall have the power to recruit, With the approval of the President,
salaried persons for the Provincial office of the Party and shall supervise
and guide them.
He shall record the minutes of the meetings of the Provincial Council and
Provincial Executive Council.
He may refer the case of any office bearer of the Party to a Disciplinary
Council for action against him.-
RESPONSIBILITIES OF COUNCILS.
All Councils of the Party shall, within their respective jurisdictions, act in
advancement of the aims and objects of the Party.
FUNDS
AUDIT
The Part’s funds shall be audited at least once in a year, which will be
audited by the firm of a qualified chartered Accountant appointed by the
Chairman of the Central Council.
The Central Election Commission shall frame its own rules for conduct of
elections.
Only such members of the party shall be eligible for election to party
offices who fulfill the following qualifications:
Who has not obtained plots and permits through influence and bribery.
Who has not been involved in any kind of political horse trading or
changed his political affiliation for the sake of personal gains.
Who is willing to disclose his assets and assets of his immediate family
before filing his nomination papers.

That no action against any Organization shall be taken unless it has been
given a show-cause notice containing in detail the allegations against it and
providing adequate opportunity, including inquiry into the facts constituting
the allegations against such Organization.
That Central Executive Committee can take action against any Organization
at any level on its own motion if it is of the opinion that such Organization is
not performing its functions under the Constitution or is functioning in a
manner detrimental to the party interest.
SPECIAL ORGANIZATION.
There shall be special Organizations for Women, Youth/Student, Labour and
Overseas Pakistanis, which shall form wings of the Party. These wings shall
be autonomous in their working. The Central Executive Committee shall
frame rules for internal working of these wings.
TEMPORARY PROVISIONS.
Until the adoption of this constitution by the Central Council, the Central
Executive Committee shall have the power to make appropriate amendments
in the Constitution.
