General
The University may, at its sole discretion, accept or reject any and all bids, proposals, or work not meeting the
standards and criteria set forth in this section.
All references in this document to approval shall mean approval by the Communications Facilities Manager or
his designate. No other member of the University may provide an approval for work covered in this section. All
references to the Communications Facilities Manager include the Manager or a designate.
The communications system shall include underground and aerial cabling, riser systems, horizontal distribution
pathway, wiring Communication Rooms, outlets, and other specified equipment, which supports telephone, data,
and CableTV services.
Carnegie Mellon Universitys master wiring plan for data and voice communication specifies Category 5e for
horizontal Unshielded Twisted Pair (UTP) applications. This specification may at times include the use of
Category 6, Category 6A and Category 3 UTP when conditions call for it, and when the Cable Plant Manager
specifically approves that usage.
The Contractor shall install all Category 5e, 3, 6 and 6A UTP wiring and related equipment as outlined in the
TIA/EIA specifications.
The University requires that a Contractor be certified by the manufacturer of a structured cabling system as to
Contractors ability to install such a system. A copy of Contractors certificate shall be included with all bid
proposals.
The master-wiring plan also includes fiber-optic cable in both multimode and singlemode types, copper plant, and
coaxial cabling for cable television (CableTV).
The scope of work varies from the in-building installation of Cat 5e station outlets, to the installation of backbone
cable, to the construction of wiring Communication Rooms. This work may include installing intra- or interbuilding backbone twisted pair cable, coaxial cable and fiber optic cable, backboards and wire management, racks,
power and lighting, and HVAC.
All underground, aerial, between-building and in-building cable or other facilities abandoned as part of a project
shall be removed by that project in a timely fashion as specified and required by the National Electrical Code
(NEC) per section 800.52(B).
The University is actively phasing out all IBM wiring and support equipment (IBM type 1 and type II cabling,
IBM distribution panels, etc.). No IBM wiring or support equipment shall be installed or reinstalled under any
circumstances.
The Contractor shall obtain approval in advance from the Communications Facilities Manager before starting any
and all work. Unauthorized changes (e.g. cutting, modifying, etc.) to cabling can cause communications network
failures campus-wide and will not be tolerated.
The Contractor shall comply with all of the Universitys Special Conditions as they apply to this work.

Prior to beginning, the tasks described below the Contractor shall meet with the Communications Facilities Manager and
establish a schedule of work.
It shall be the Communications Facilities Managers responsibility to arrange the disconnection and reconnection of all
voice, data, and CableTV services affected by any work.
The Contractor shall visit the project site on a scheduled walkthrough date in order to verify conditions on the job site.
The contractor will notify the Communications Facilities Manager in writing of discrepancies, conflicts, or omissions
promptly upon discovery.
By submitting a bid, the Contractor is attesting that responsible Contractor personnel did have in fact, visited the site during
the bidding period and have verified all pertinent conditions.
1.1.2

Material Submittals
The Contractor shall provide, prior to commencement of work, cut sheets for all materials required by the
project demonstrating that the materials meet the requirements as listed in this document.

1.1.3

Testing
All communications facilities shall be installed and tested as specified in accordance with industry standards,
and as specified in this document. The more stringent of the standards will apply. Vendor must obtain a
written approval from the Communications Facilities Manager on all changes to the communications system
and testing. Failure to follow this procedure will result in Contractors work being considered sub-standard
and unacceptable.

DESIGN

1.4.1
Upgrade of cabling between Buildings
Establish new Distribution Frames within the indicated buildings installing fire treated backboards and feed cable conduit
infrastructure as required.
Utilizing existing conduit install the following cables between the indicated buildings:
a. XXX pair telco copper cable. (XXX = number of pair)
b. XXX strand hybrid fiber optic cable (XX multi-mode / XX single-mode, whereas, XXX or XX = number of
strands of fiber)
Where Outside Plant cable extends more than 50 feet into a building, the cable shall upon entering the building transition
from a flooded PE cable to non-flooded PVC cable using interior splice cases, unless the gel-filled cable is installed in rigid
metallic conduit.
Test and document all cable in accordance to the specifications set forth in section 3 of this document.
1.4.2
Upgrade of cabling within Buildings
Install data/voice/ CableTV outlets where indicated using cables specified in section 2 of this document. See UTP
Workstation (WS-1) and Closet or Communication Rooms (CL-1) drawings for detail.
Wire plant infrastructure shall be constructed of EMT conduit, plastic raceway and drive rings as called for by the plans.
Label, test and document all cable in accordance to the specifications set forth in sections 2 and 3 of this document.
2

1.4.3
Wire Routing
Main routing is the routing of groups of cable from rooms to wiring Communication Rooms, or between wiring
Communication Rooms, and includes both horizontal and vertical runs.
Horizontal runs are typically installed via cable tray sized by the number of horizontal cable being installed with a maximum
40% fill factor. The tray shall be suspended above dropped ceilings with a continuation on j-hooks or conduit. All threadhangers shall be covered with a rubber or plastic sleeve to protect cable abrasion in the tray. In some cases, cable can be
bundled above finished ceilings in channels or crawl spaces where access panels are installed so cable can be added or
removed at minimal expense for the University. The Communications Facilities Manager must approve this type of
installation.
Vertical runs typically use riser space, vertical cable tray, or in some cases conduit metal raceway (4 minimum with one
spare) that is installed specifically for this purpose. If these raceways do not exist in the areas in question, then a similar type
must be installed to facilitate installation of the new wiring. In most buildings, a fill factor of 40% is used for all main
pathways, except that within rooms. At no time shall cable be routed other than described here, unless authorization is
obtained from the Communications Facilities Manager.
Last Revised 8-7-08

Division 16700 Communications Wiring Standards

Carnegie Mellon University Computing Services
In all cases, horizontal runs of cable enter rooms via conduit or sleeved penetrations, ideally above suspended ceilings.
All penetrations shall then be sealed, using an approved fire stop compound and installed per the manufacturers detailed
instructions.
In large rough-finished rooms, such as laboratories, high bay spaces, shops or mechanical spaces, cable tray of varying
widths can be used for within-room routing. In such spaces, conduit shall be used to route individual cable from the cable
tray to outlets. Outlets in these areas shall be mounted in metal raceway or in surface-mounted devices.
In classrooms, auditoriums, and other similar spaces that are finished, every attempt should be made to conceal cable above
ceilings and within walls using flush-mounted boxes. Many varieties of techniques are used to route cable within small
rooms and offices. From the point of penetration into the office, cable shall be installed in conduit or cable tray or free flown
(in a code- approved manner) above suspended ceilings to a wall, then fished through the wall inside conduit to an outlet
box. The university does not approve the use of poke-through or dog house outlet boxes. Only approved floor enclosures
will be used. Outlets can also be installed in Wiremold series G-4000D (or authorized equivalent) and terminated in
approved connectors and plates See UTP drawing WS-1 for illustration
Approved tie supports shall be used for UTP and coaxial cable and shall be installed per the cabling manufacturer's
specifications. The University requires the use of Velcro ties for the bundling of cable, as they allow bundling without any
effect on cable performance.
3H

1.4.4
Wiring Closets (Communication Rooms)
a. Each building shall have one or more wiring Communication Rooms based on the size and shape of the building,
the number of outlets in the building, the size of the wiring Communication Room, and the length of the individual
runs. If more than one Communication Room exists in a building, one Communication Room is designated as an
entry (E) closet, typically known as the Building Entrance Facility or BEF.
b. The E-closet is the main distribution Communication Room for all services. This imposes special requirements as
noted in TIA/EIA-569 Entrance Facilities.
c. Every data/voice/ CableTV outlet (workstation) in a building is connected directly to the nearest wiring
Communication Room (home run wiring). The maximum allowable cable length for horizontal UTP and coaxial
cabling is 90 meters (295 feet). This distance limitation also applies to Communication Room-to-Communication
Room cabling using UTP Category 5e.
d. If more than one wiring Communication Room exists in a building then Category 5e, fiber-optic cable, 300 pair
ARMM Riser Cable, and a single 0.5 in. coaxial cable shall be run from the E-closet to each satellite
Communication Room. Note that the coaxial tie cables shall be run from the E-closet to additional
Communication Rooms in accordance with the CableTV system design, which may differ from the Category 5e
system design.
e. For every twenty-four Category 5e horizontal cables that run from a satellite Communication Room to an outlet,
one Category 6A cable shall be installed from the E-closet to the satellite Communication Room (a twenty-four toone ratio). The same ratio applies to any UTP horizontal cabling.
f. Wiring Communication Rooms are sized according to the number of cables which terminate there, plus a
sufficient amount of spare capacity for future growth. Typically, 120 square feet is required for present and future
installs for satellite Communication Rooms and 150 square feet for building entrance facilities. Each satellite
Communication Room must accommodate a minimum of three (3) 19-in.wide electronic racks. The E-closet
must also accommodate a minimum of three (3) 19-in. wide electronic racks. The minimum distance from the
back wall to the center of the floor plate for the rack is 36.
g. The standard height of wiring racks is 7 feet; so Communication Room ceilings must be at least 8.5 ft high to
accommodate cable runway within the Communication Rooms. There shall be no dropped or suspended ceilings
or finished ceilings in new communication rooms.
h. Alternate spaced cable runway shall be mounted so that cable runway radius drops clear the vertical wire
managers.
i. The first rack in the E-closet and any satellite Communication Room is dedicated, voice terminations. The second
rack in line shall be specifically used for fiber optics and electronics. The succeeding racks shall be specifically
for horizontal UTP data terminations and equipment electronics.
j. A minimum of one conduit (4-in.) plus an additional spare conduit (4-in.) for spare (or equivalent) shall be
provided to interconnect multiple Communication Rooms.
k. In tray, install cable drop-outs for all horizontal cabling. Use drop-outs for every cable that is leaving a tray, both
for horizontal and for vertical exits.
l. Communication Rooms shall provide easy access to all trays within the Communication Room.
m. As the university is moving toward VoIP, it has become necessary to electrically design the power in all of the
Communication Rooms to be easily converted to a universal UPS system. To do so, a trough should be placed
between the electrical distribution panel and the branch circuits for future conversion
n. Lighting levels in the wiring Communication Room shall be at least 50 foot-candles above the finished floor at
both the 19-in. racks and CableTV at wall-mounted backboards.
o. A minimum of 6-in. must be maintained between Category 5e UTP cable and all fluorescent lighting fixtures.

Division 16700 Communications Wiring Standards

Carnegie Mellon University Computing Services
1.4.5
Manholes
For safety reasons, access to any communications manholes shall only be with the approval of the Communications
Facilities Manager.
No power lines may be run through a communications manhole or other communications outside plant (i.e. conduit, duct
banks, etc.) without approval from the Communications Facilities Manager.
All required safety practices must be followed for confined space entry.
1.4.6
Wiring Types
a. UTP cable shall be terminated with an 8-pin modular connector on the outlet end, and be terminated into a
Systimax 24 port PowerSum patch panel 1100PSCAT5E-24 Angled (T568B) on the rack end.
b. Horizontal coaxial cable shall be terminated with a type-F connector on the outlet end, and on the rack end be
terminated with a type-F connector and placed onto a CableTV tap per the system design. In non-residential
buildings, connect horizontal cable to tap only while dressing cable -- contractor must remove cable from taps
after dressing.
c. If more than one Communication Room exists in a building, 300 pair ARMM- riser type cabling shall be installed
from the E-closet to each of the satellite Communication Rooms. This will be terminated on the racks.
d. A twenty-four strand, dual-mode, 50/125 micron multimode fiber-optic cable (Corning LazerOptimized) and a
twenty-four strand, dual-mode, 8.3/125 micron singlemode fiber-optic cable shall be installed from the E-closet
to each of the satellite Communication Rooms. This fiber cable shall terminate in the E closet on a separate 19-in.
rack in a fiber patch panel. (Note that fiber is not referred to as paired. Each fiber is considered a single strand.
This can be confusing when designing, ordering and during installation. A 12-strand fiber should automatically be
considered 6-pair, but referred to as 12-fiber.)
e. UTP Category 6A shall be terminated on a 1100GS5-24 Patch Panel.
1.4.7
Outlet Design Criteria
a. The number of outlets allocated to a particular space depends on the type of space, the number of occupants of the
space, and their communication requirements. Outlet location often needs to be carefully planned to balance cost
and convenience. Design Consultants shall confer with the new occupants of the space in conjunction with the
Communications Facilities Manager. The Communications Facilities Manager can be helpful in determining
whether to include additional voice wiring to certain locations as well as other tenant needs.
b. Note that even if the occupant does not want a data/voice outlet, a minimum number of outlets MUST be installed
based on the size of the space. If the occupant does not require a data/voice outlet, the following table shall be
used to determine the number of outlets.

c.

Residence halls often have space allocated for computer clusters and must be wired accordingly. The rule for
student rooms is that there must be at least one outlet (two types of media) for every student in a room or suite of
rooms. When a suite of rooms is being designed (a suite consists of several bedrooms and a common-use area such
as a living room), outlets shall be placed at each student desk area at a minimum.
For offices, the general rule is to install one data/voice outlet for each occupant of an office. In cases where
modular furniture is used, one outlet per workspace.
For residences, there should be a single CableTV outlet in each student room. The preferred location is near the
corner farthest from the entry door.
Specialized settings such as lecture halls; clusters and classrooms require additional CableTV outlets (for example
in conference rooms, projection rooms and near blackboards in classrooms).
In non-office spaces, such as classrooms, lecture halls and lab spaces, the area must be specially designed. The
current design is one data outlet per computer located in the space. As computers are now used more frequently in
classrooms and lecture halls as a necessary teaching tool, each lectern and each projection booth shall have at least
one data outlet.

1.4.8
Wireless Access Points
All University Buildings are also served with Wireless Data, and adequate provisions for such service as noted:
a. Locations for Access Points for 802.11 Wireless LAN service are determined after construction is completed, the
space is furnished and occupied. This is relevant for all new campus buildings, major renovations and for smaller
campus, building renovations whose wireless infrastructure will require redesign.
b. Data outlets to connect Access Points will be installed after the Access Point densities and locations are known.
Designs shall provide for one Access Point for every 1500 square feet of interior space, rounded up to the nearest
whole number.
