STUDENT DISCIPLINE
UNIVERSITY RULES
AND REGULATIONS

As a student of the University, you


are expected to maintain and uphold
the highest standards of integrity
and honesty at all times, as well
as embrace community standards,
diversity and mutual respect for one
another, both within the University
and the wider Singapore community.

LEAVE OF
ABSENCE

Students may be granted leave


for periods of absence from the
University. The policy for the leave of
absence may be reviewed from time to
time by the University. Please refer to
nus.edu.sg/registrar/adminpolicy/loa.
html.
For undergraduates, such leave of
absence is normally not counted
towards the maximum candidature
of the programme pursued by the
student concerned.
No leave will be granted during the
official University examination periods,
which includes the Reading Week.
However, arising from medical and other
emergencies, students may request for
Special Considerations. Information
on the Special Considerations can
be found in the online Examination
Directory at https://myportal.nus.edu.sg/
studentportal/academics/all/examinationdirectory.html which is only accessible to
students after they have completed all
the registration procedures.

You should be familiar with the


NUS Code of Student Conduct
(nus.edu.sg/osa/coc) which is intended
to serve as a guide for students
conduct in both the academic and
non-academic aspects of University
life. It provides an overview of the
behaviour generally expected of you
as a member of the University
community.

Discipline with respect to students


is governed by the NUS Statute 6 and
Regulation 10 (nus.edu.sg/registrar/
adminpolicy/discipline.html).
The University takes a very serious
view of any breach of its rules and
regulations. Any student who is alleged
to have committed or attempted to
commit offences listed in Clause 3 of
Statute 6 may be subject to disciplinary
proceedings.

Leave of absence may be granted for the following reasons:


Medical Reasons
Students are required to submit a
medical certificate from the Universitys
Health Physician (University Health
Centre) who will submit an assessment
to the relevant Faculty on whether the
student is indeed unfit to study for the
semester(s).
Students who are on medical leave
of absence for one semester (term)
or more, must also be certified fit to
resume studies by the Universitys
Health Physician before he/she can
start attending classes. If a student
has been consulting a medical
practitioner other than one from the
University Health Centre during the
period of leave, a medical report (in
English) from that medical practitioner
must be submitted to the Universitys
Health Physician. Students will not be
able to register for modules until they
have been certified fit. Should they still
be unwell, the medical leave of absence
may be extended. Such applications for
leave extension will be evaluated based
on medical recommendations and the

students academic records. Normally,


a student who is granted leave of
absence on medical grounds during a
semester will be given IC grades for
all modules taken in that semester.
Academic Reasons
Leave may be granted for students
to participate in other external
academic activities.
Personal Reasons
Leave may be granted for students
to participate in activities such as
competitions, sports, seminars and
community services, to start-up a
company or to attend to personal
matters.
Students who require leave of one
semester (term) or more should obtain
approval in advance of the semester. If
a student applies for semester (term)
leave of absence beyond Instructional
Week 2, he/she is liable to pay fees
for the entire semester. Not having
attended any class or not having
utilised Universitys resources are

notify the relevant module instructors
and departments regarding his/her
absences from the scheduled academic
activities. Students who are absent
for an extended period without first
obtaining approval for leave will be
regarded as being absent without
permission and are liable to have their
registration status terminated.
International Students who are granted
leave of absence consecutively for more
than 2 years will have to cancel their

Checkpoints Authority (ICA).
In additional, International Students
who are granted leave of absence to
participate in a local internship during
the regular semester which does not
earn any credits for graduation will
have to cancel their Students Pass
and apply to the Ministry of Manpower
(MOM) for the necessary Training
Employment Pass through their
employer. For more information, please

At least one month and not more than


two months before the resumption
of studies, the International Student
will have to contact the Registrars
Office (via email to regenquiry@
nus.edu.sg) to activate the process
of re-applying for Students Pass
via the Immigration & Checkpoints
Authority (ICA) in order to resume
studies at NUS in the following
semesters. For more information on

WITHDRAWAL
FROM UNIVERSITY

Students Who Have Registered


Should you wish to withdraw from the
University after you have registered,
please download and complete the
Withdrawal from the University
Application Form available at
nus.edu.sg/registrar/forms.html.

Please submit the form together with


your Student Card to your Deans
Office. A letter confirming your
withdrawal from the University will be
sent to you within three weeks upon
the receipt of your request. If you hold
a Tertiary Student EZ-link card, your
eligibility for concessionary travel will
cease upon your withdrawal from the
University. However, you may use your
card to pay for transportation needs at
adult fares or request for a refund of
any remaining value in your card when
you surrender it at any TransitLink
Ticket Office or TransitLink Card
Replacement Office.
If you are holding a Students Pass
issued by the ICA, you must surrender
it to ICA within seven days upon
termination of your study. A student
who leaves the University after

UNDERGRADUATE
CURRICULUM
University education at NUS aims to
cultivate well-informed and articulate
people capable of critical thinking and
learning. To meet this objective,
NUS undergraduate programmes
strive for a healthy balance that would
satisfy both the specialisation needed
for a subject major and the broader
expectations of University education.

The undergraduate curriculum comprises


three main components, namely, University
Level Requirements (ULR), Programme
Requirements, and Unrestricted Elective
Modules (UEM). Whereas Programme
Requirements privilege depth, ULR and
UEM are designed to foster breadth of
learning.
University Level Requirement
General Education (GE)
NUS General Education aims to connect
disciplinary knowledge and perspectives
with the skills needed for lifelong
learning beyond the university. The GE
curriculum consists of modules that cut
across the wide range of disciplines that
a comprehensive university like NUS
offers, encouraging students to explore
disciplinary practices and thinking in
the humanities, social sciences, sciences
and engineering sciences, engaging
all students in discussions about the
social, cultural, scientific, and historical
topics that will at the same time lay
the foundations for important life skills
such as critical thinking, communication,
and reasoning. In a nutshell, the NUS
GE curriculum aspires to inculcate the
habits or qualities of mind that define a
successful graduate.

Programme Requirements
a) Faculty Requirements serve to
introduce a student to the different
disciplines in a Faculty or to certain
basic areas of study that prepare him/
her to pursue a particular discipline.
b) Major Requirements provide
specialised education in a subject
and include both essential and
elective modules. While the essential
modules are concerned with the core
knowledge and abilities expected of a
graduate majoring in the discipline of
choice, the elective modules combine
the flexibility of choice with further
specialisation within the discipline.
Unrestricted Elective Modules
These modules allow students to explore
greater breadth or depth in any subject
and at any level. For more information,

CENTRALISED ONLINE
REGISTRATION SYSTEM (CORS)
At the beginning of each semester,
all students must enrol in the modules
they will read during the semester.
Except for students from the Faculties
of Dentistry, Law and Yong Loo
Lin School of Medicine (excluding
the Bachelor of Science [Nursing]
programme), all other students who
are successfully admitted into their
faculties and schools must register
for their modules through CORS.
New students should obtain academic
guidance before enrolling in classes.
Academic advisors can help students
formulate degree objectives based on
interests, abilities and career goals.
These advisors are also able to help
students plan towards the fulfillment
of the University and degree
programme requirements necessary
for the completion of the programme.

The main feature of CORS is that students


are required to bid for their desired
modules online. This bidding system
requires students to carefully consider
their priorities as each decision has an
impact on their future career choices. It is
an opportunity to educate students on the
need to weigh their options, make their
decisions accordingly and appreciate the
consequences of their actions.
Each full-time undergraduate student
will be given a fixed amount of bid
points per semester at the beginning
of each semester to bid for modules.
The bid points will be allocated to the
following two accounts according to
pre-determined proportions:
a) Programme Account
Points in this account are to be
used for the bidding of modules

that students are required to take to


fulfill their Programme Requirements,
which comprise Faculty and Major
Requirements.
b) General Account
Points in this account must be used to
bid for modules under the University
Level Requirements (comprising
General Education modules, Singapore
Studies modules and Breadth
modules); Unrestricted Elective and
other requirements for their respective
degrees.
Any unused bid points after each round
will be carried over to the next bidding
round or to the next semester at the end
of the registration exercise. These points
will be reflected in the respective accounts

INTERNATIONAL
OPPORTUNITIES
The Student Exchange Programme
(SEP) is a part of NUS commitment
to global education. It allows NUS
undergraduates to spend a semester or
two at an overseas partner university
to earn credits towards their NUS
degree. Students can choose from a
list of over 300 universities from
50 countries around the world.

Beyond SEP, students can enrich their


learning experience through shortterm overseas programmes including
International Summer Programmes
(i-SP), International Internships (i-Intern),
International Research Attachment
Programmes (i-RAP) and Special
Programmes such as the Yale Visiting
International Student Program (Y-VISP).
Innovative programmes, like Study Trips

for Engagement and EnRichment (STEER),


take students to newly emerging regions
and countries, such as Latin America,
the Middle East, and Kazakhstan for
enrichment and exposure. Students can
also apply for scholarships funded by the
University and external organisations.

PARTICIPATING IN THE LANGUAGE


PREPARATION PROGRAMME (LPP)
French, German and Korean
Students who wish to go on exchange
to Austria, Belgium, France, Germany,
South Korea or Switzerland are strongly
encouraged and may be required to be
proficient in the relevant language
(French, German or Korean). Those who
do not possess the required level of
language proficiency may apply for
the respective Language Preparation
Programme (LPP). For more details,
please visit www.fas.nus.edu.sg/cls/

Students who are enrolled in the LPP are


guaranteed four semesters of language
modules at the NUS Centre for Language
Studies (CLS) during their regular
semesters. They are also expected to go
for SEP in the country where their LPP
language is spoken to put their language
skills to good use. In addition, LPP
students are given priority to apply for
the Language Immersion Award (LIA)
to sponsor their participation in a cultural
immersion programme in France, Germany
or Switzerland in the summer between
their first and second year of studies
in NUS.

Students who are interested in French/


German/Korean-speaking destinations
and who have not been selected for the
LPP can bid for the respective language
modules at CLS to prepare themselves
language-wise for SEP to Austria/
Belgium/France/Germany/South Korea/
Switzerland. Students who have prior
knowledge of any of the languages can
sit for the CLS Placement Test in order
to take higher level language classes in
NUS. Please check the CLS website at

Eligibility
a) First-year undergraduates for
AY 2016/2017 are eligible, except
for those who are pursuing their
studies in the following faculties/
departments (due to restrictions in
the programme structure): Dentistry,
Law, Medicine, Music, Pharmacy,
Nursing, Accounting, and Business
Schools double degree students.

b) Students must be committed to go


for one or two semesters of Student
Exchange Programme (SEP) in
Austria/Belgium/France/Germany/
South Korea/Switzerland in the second
or third year of their studies after the
completion of the respective LPP.
c) Students should have good A Level
results and CCA records, and possess
the right attitude and aptitude
to thrive in a foreign language
environment.
d) Students who have taken French
or German at A, AO, or O Level
or their equivalent or have learnt
French/German/Korean in any private
institution for any length of time are not
eligible to apply for the respective LPP.
e) Students who are merely interested
in learning the language and have no
intention of going on SEP to any of the
above countries should not apply for
the LPP. They should instead bid and
register for the language modules
through the Centralised Online
Registration System (CORS) as
they do for other regular modules.

is to infuse the spirit of enterprise into
the NUS community, providing qualified
students with entrepreneurial education
and exposure in six overseas locations as
well as Singapore, through the NOC and
iLEAD programmes.

NUS Overseas Colleges (NOC) is
a prestigious entrepreneurship
development programme that gives
NUS students the opportunity to spend
up to a year of their undergraduate life
abroad, working and studying in leading
entrepreneurial and academic hubs
around the world. NUS students will
have the opportunity to work closely with
entrepreneurs or founders of the startups and experience first-hand
the day-to-day challenges of starting up
a company and realizing their dream.
The programme aims to cultivate
successful entrepreneurs as well as
resourceful and enterprising self-starters.

Undergraduates are placed in start-ups


for six-month or year-long internships.
While working full-time, the interns also
take entrepreneurship related courses at
prestigious partner universities abroad.
Interns on year-long programmes can earn
up to 36 Modular Credits of Internship
Modules which will count towards NUS
Programme Requirements in most
Faculties/Schools.

College Programme (UTCP) emphasises
multidisciplinary learning and active
small-group learning. Students from

Hostel Options for Undergraduates
Living on campus provides you with
the opportunity to be immersed in an
internationally vibrant environment
where you can meet and make friends
from all walks of life. In addition,
you can enjoy the convenience of living
close to your Faculty/School,
sports facilities, libraries and other
campus amenities. There is no easier
way to balance them all from joining
student organisations to attending
athletic events, concerts, conferences
and other activities while studying
than living on campus.
Select from the different types of

and Colleges. There are approximately
9000 hostel places for undergraduate
students and all rooms are furnished
with a bed, mattress, wardrobe, study
table, book shelves and ceiling fan.
Students are required to provide their
own pillows and bed linens which can
be purchased locally. Power points for
telephone and computer linkage to
the Universitys internet network are
available in every room.

There is a complimentary internal


shuttle bus service which services the
entire campus. Most hostels provide or
are in close proximity to sports facilities
such as basketball courts, tennis
courts and gymnasium, as well as
laundry rooms that come complete with
washing machines and dryers.

in the first two years of studies

MEDICAL
EXAMINATION

All successful applicants are required to undergo a pre-admission medical


examination. The University reserves the right to refuse your admission to or exclude
you from any particular course of study if you decline to undergo such health
examinations or to be tested for any organic or communicable disease. The medical
examination may be done by your own physician or at the University Health Centre
(UHC), Level 1, 20 Lower Kent Ridge Road, NUS.

a) Online booking for your medical


examination:
Every year there are a few
thousand undergraduate medical
examinations conducted at UHC.
To ease waiting time, we advise
Singaporeans and Singapore
Permanent Residents to complete
the medical examination as early as
possible in order to avoid congestion
from late-July to mid-August when
our fellow international students
arrive in Singapore.
For female candidates, please book
a date for medical examination
at least five days after the end
of your menses. This is because
menstruation will affect the results
of the urine test.
No fasting is required for the
medical examination.

the application of Students Pass.

can be done in the country of origin or

NOTE: The medical, laboratory test

b) Original Laboratory test and chest

emergencies can walk in during office

MINISTRY OF EDUCATION
(MOE) TUITION GRANT
The tuition fee subsidy from the
Government of Singapore comes in
the form of a Tuition Grant which
is administered by the Ministry of
Education (MOE) and offered to all
eligible admitted students. Students
who apply for and receive the Tuition
Grants need only pay subsidised fees.
While the Tuition Grant does not need
to be repaid and Singapore citizens
in receipt of it will not be required to
serve a bond, the following conditions
will apply:
i. Singapore Citizens on Public Service
Commission (PSC) scholarships or
bursaries will be required to serve
a bond under the terms of such
scholarships or bursaries.

ii. All students, regardless of nationality,


admitted to the faculties of Medicine
or Dentistry (only applicable to
Singapore Citizens who are not on
PSC scholarships or bursaries) will
be required to serve a bond with the
Singapore Ministry of Health for five
or six years for Singapore Citizens
or Singapore Permanent Residents/
international students pursuing the
Medicine course respectively, and four
or five years for Singapore Citizens
or Singapore Permanent Residents/
international students pursuing the
Dentistry course respectively.
iii. All Singapore Permanent Residents
and international students (except
those who are already required to
serve a bond with the PSC or the

Ministry of Health) will be required


to serve a bond under the terms
of the Tuition Grant to work in a
Singapore-registered company for
three years upon the completion
of their degrees so as to discharge
their obligations to the Singaporean
public for the significant subsidy of
their university education.
The application procedure for the
Tuition Grant is set out on page 26.
Scholarship holders are advised to
check with their respective scholarship
administrators as to whether their
scholarship covers the Tuition Grant.
If the scholarship does not cover the
Tuition Grant, an application should be
made for the Grant if needed.

Students who do not apply for the


Tuition Grant by the stipulated deadline
will be charged the full tuition fees and
the 7% GST. Students must inform the
NUS Office of Financial Aid in writing at

wish to accept the Tuition Grant.
Eligibility Guidelines for Tuition Grant
1) Students with a Bachelors Degree or
Higher Qualification

be eligible for the Tuition Grant
if they wish to pursue a second
course of the same or lower level
in NUS. They are eligible as long as

course after subtracting the number of

agreement. Sureties can be of any
nationality, must be above 21 and
below 65 years of age and must not be

The tuition fee effective for each academic
year applies to new as well as existing
students. National servicemen, whose
enrollment to the University is delayed
by one to two years, as a result of their
national service commitments, will enjoy a
one to two years lag in tuition fee payable

respectively. This takes into account


their delayed enrollment due to national
service.
The tuition fee payable will depend on
the year when they were first offered a
place in the University. If the National
Serviceman does not accept the place
first offered and accepts offers from
NUS in the subsequent years, he will
not be able to enjoy the lag in tuition
fee effective in the year of his first
offer. He will have to pay the tuition
fee effective in the latest year of offer
which he has been accepted.
National Servicemen offered and
accepted places in the University for
the first time in 2014 will pay the 2014
tuition fees for the rest of their course.

In the case of National Servicemen who


are offered and accepted places in the
University for the first time in 2015,
they will pay the 2015 tuition fee when
they eventually enroll in the University.
National Servicemen who have been
successful in changing their course of
studies will pay the fee applicable to the
year of their first offer, i.e. if they had
accepted their first offer in 2014 and
decided to change the course thereafter
in 2015, they will have to pay the tuition
fee applicable to the year of their
first offer.

TUITION FEE LOAN (TFL) SCHEME

OF FINANCIAL DIFFICULTY.
Students can apply for the Tuition Fee
Loan (TFL) Scheme.
Under this scheme, students who are
either enrolled in full-time or parttime undergraduate courses and who
are doing their first undergraduate
degree at NUS can apply for loans to
cover up to a maximum of 90% of the
subsidised tuition fees payable by
Singapore citizens (excluding hostel
and other miscellaneous fees). Such
loans will be extended to all who are
eligible to apply and will be available for
the duration of their course.
Please take note that students are not
allowed to apply for TFL retrospectively
for previous semester or semesters.
National Servicemen who were first
offered and accepted admission in
AY2014 can apply up to a maximum

of 90% of AY2014 tuition fees payable


for the rest of their course.
Similarly, National Servicemen who were
first offered and accepted admission in
AY2015 can apply up to a maximum of
90% of AY2015 tuition fees payable.
Students who require additional financial
assistance to cover the balance of their
direct payment portion of their tuition
fees (not covered by loans from the TFL
Scheme), hostel and other miscellaneous
fees may apply for the NUS Financial
Aid, which includes the NUS Study Loan,
the NUS Student Assistance Loan and
bursaries. However, due to limited funds,
such bursaries and loans will only be
given to needy students. More details

Note: The university does not provide financial

OF THE TUITION FEE LOAN
a) Interest Rate
Interest at the average of the prime
rates of the following banks: DBS,

OCBC and UOB, prevailing on the first


day of each quarter or such other rate
as may be determined from time to
time will be charged upon graduation.
Interest will commence on 1 March
of the year following graduation for
students who graduate at the end
of Semester 1 or 1 August in the
year of graduation for students who
graduate at the end of Semester 2.
For students who graduate in Special
Term 3 and Special Term 4, interest
will commence on 1 September and
1 October respectively within the
same year. For final year Medical
students who are sitting their final
re-examination in September, interest
will commence from 1 November in
the year of graduation. For final year
Dental students who are sitting their
final re-examination in December,
interest will commence from 1 March
in the year of graduation. Interest
will accrue on a monthly basis. In the
event that the borrower leaves NUS
without completing his or her course
of study, interest will be chargeable
with effect from the first day of the
month following his or her departure
from the University.

i) Repayment of the loan can

University may allow depending
on the circumstances of

iv) Early repayment of the loan in
full or in part will be allowed.

STUDENTS
For Singaporean/SPR students who
wish to apply for Tuition Fee Loan
(TFL), from either OCBC Bank Limited
or DBS Bank Limited, the application

payment deadline, a late fee of S$25
will be imposed and the University
reserves the right to take further action

POST-SECONDARY EDUCATION
SCHEME (APPLICABLE ONLY
TO SINGAPOREANS)
Students who have funds in their Post-Secondary Education Accounts (PSEA)
are permitted to utilise the funds for payment of tuition fees and miscellaneous
student fees. PSEA is not applicable to Singapore Permanent Residents and
international students.
PSEA allows students to utilise their own or
their siblings PSEA funds up to a maximum
of three siblings for payment of tuition
fees (inclusive of miscellaneous student
fees), Special Term fees, Compulsory
health screening and vaccination fees
for Health Science students, University
Town College Programme, Ridge View
Residential College Programme and
University Scholars Programme college
fees as well as enrichment programmes
approved and endorsed by the University.

Financial Aids website in July and must
return or mail the completed form to the
Office of Financial Aid in the 1st week of
August or check the website in July for
the latest updates. Further details on the

Under the Central Provident Fund (CPF) Education Scheme, students who are
CPF members or whose parents or siblings (only in special cases and on a case-bycase basis) are CPF members, can use CPF savings for the payment of tuition fees.
The scheme does not cover the tuition grant subsidy and payment for hostel and
other miscellaneous fees. Students paying full tuition fees are not eligible to use
CPF savings to pay for their tuition fee. Students receiving the following financial
awards are not eligible to use CPF towards payment of tuition fees:
a) Government/Statutory Board/NUS
Scholarships which cover tuition fees;
b) Full Tuition Fee Subsidies from
MENDAKI.
Students who wish to apply for the use of
CPF savings under the scheme are required
to apply online through the CPF Boards
website. The handbook on the scheme is

Payment Sequence
For students who are using both CPF
savings and Tuition Fee Loans to settle
their tuition fees and did not indicate the
quantum from each loan, payments will
be processed in the following sequence:
Disbursements from CPF funds
Disbursements from TFL
GIRO deductions/NETS/others
The total disbursements from CPF funds
and TFL shall not exceed tuition fees
payable and shall not cover the payment
for hostel and other miscellaneous fees.

FINANCIAL AID
We understand the challenge of financing your University studies. While you are
ultimately responsible for your tuition fees and living expenses, we strive to help you
tap on all the resources which you are eligible. Financial aid is administered by the
Office of Financial Aid (OFA) which is set up within the Office of Admissions.
Application for Financial Aid
NUS Financial Aid applications are
processed before the start of each
academic year. If you are a prospective
student, you should apply for Financial
Aid via the Undergraduate Financial
Aid Portal at http://www.nus.edu.sg/
financialaid after you have applied for
admission, and before the admission
closing date, or by 1 April, whichever is
earlier. If you require financial assistance
and have not applied for Financial Aid
by 1 April, please login via the above
mentioned Undergraduate Financial Aid
Portal and state the reason(s) for your
late application before proceeding
to apply accordingly.
All Financial Aid applications must
be duly supported by documentary
evidence of pertinent information,
such as family income and household
size, to facilitate the assessment of
the respective applicants financial
situation. In addition, please note that
Financial Aid applications should be
made regardless of whether you intend
to apply for scholarships and/or other
forms of financial assistance offered or
administered by other sources.

Key Information on Financial


Aid Schemes
a) Tuition Fee Loan Scheme (TFL)
This scheme is externally administered
by OCBC and DBS Bank. It is a needsblind scheme and is open to all full-time
undergraduate students and needy parttime Singapore Citizen undergraduate
students. Full-time graduate students
reading selected programmes are also
eligible to apply.
The quantum of the TFL is up to 90%
of the tuition fee payable#. The TFL is
tenable for the entire course of study
and is repayable upon graduation by
installments over a maximum period of
20 years. Interest based on the average
prime rate of DBS, OCBC and UOB,
is deferred until graduation. Interested
applicants have to download the
application form from OFAs website at
nus.edu.sg/financialaid upon acceptance
of the offer of admission and submit the
completed form directly to either OCBC
or DBS for processing by the stipulated
deadline stated in the website. Please
refer to page 27 for more details.
b) CPF Education Scheme (CES)
This scheme is administered by the
CPF Board and is open to full-time
undergraduate students who have and/or
whose family members have CPF accounts.
The scheme covers up to 100% of the
tuition fee payable and does not cover the
miscellaneous student fees. The member
can only withdraw up to 40% of the
accumulated Ordinary Account savings,
or the remaining balance in the Ordinary
Account after setting aside any amounts
reserved for housing or other schemes
(if any), whichever is lower.
The CES is tenable for the entire course of
study and is repayable upon graduation
by installments over a maximum period of
12 years. Interest starts accruing from the
day of withdrawal and it is pegged to the
prevailing CPF Ordinary Account interest
rate. Interested applicants have to apply
online at the CPFs website in July. Please
refer to page 31 for more details.

c) MENDAKI Tertiary Tuition Fee


Subsidy (TTFS)
This scheme is administered by Yayasan
MENDAKI and is opened to needy
Malay undergraduate students who are
Singapore Citizens and have enjoyed free
secondary and pre-university education
in Singapore, with a monthly family per
capita income not exceeding SGD$1,500.
The quantum of the subsidy is 50% or
75% or 100% of the tuition fee payable.
Interested applicants can download the
application form from OFAs website from
July onwards and the completed form
must reach the Office of Financial Aid by
1 August.
d) Post-Secondary Education Account
(PSEA) Scheme
This scheme is administered by the
Ministry of Education (MOE) and is
open to all eligible Singaporeans.
It allows students to utilise their own
and/or their siblings PSEA funds up to
a maximum of three siblings for payment
of tuition fees (inclusive of miscellaneous
student fees), University Town College
Programme, Ridge View Residential
College Programme, University Scholars
Programme college fees and iBLOC
Programme tuition fees as well as
enrichment programmes approved
and endorsed by the University.

in July and must return the completed
form to the Office of Financial Aid by the
stipulated deadline stated on the website.

e) NUS Study Loan Scheme
Loans under this scheme are offered to
local and international undergraduate
applicants whose monthly family
per capita income does not exceed
SGD$2,700 and SGD$1,200 respectively.
When 100% of the applicants tuition fee
payable# is covered by the financial aid
schemes under a, b, c, d and/or e,
the applicant can also take up the
annual living allowance loan component
of SGD$3,600 to finance his/her living
expenses. The loans are tenable for the
entire course of study and are repayable

upon graduation by installments
(installments are over five years for
loans offered on non-interest bearing
terms, and 20 years for loans offered on
interest-bearing terms). Interest based
on the average prime rate of DBS, OCBC
and UOB, is deferred until graduation.

for the scheme by applying for Financial
Aid online at the Undergraduate Financial
Aid Portal by the stipulated deadline in
page 32.

At Singapore Citizens tuition fee rate for


the same course of study. For example,
if the tuition fee payable in a course is
SGD$10,000 per annum for Singapore
Citizens and SGD$20,000 for international
students, the coverage of the scheme will be
based on the Singapore Citizens tuition fee
of SGD$10,000.

g) MOE Bursaries Scheme


Bursaries under this scheme are funded
by MOE and are administered by OFA.
The bursaries are only offered to
applicants who are Singapore Citizens
and whose monthly family per capita
income is SGD$1,900 and below.
The quantum of each award is SGD$1,300
or SGD$2,600 per year depending on the
assessed financial need of the applicant.
Each award is tenable for one year and the
recipient is not allowed to concurrently
hold the CDC/CCC Bursary or another
scholarship or bursary or free aid without
prior approval from OFA. Interested
applicants can be considered for the
scheme by applying for Financial Aid
online at OFAs website by the stipulated
deadline in page 32.
h) CDC/CCC Bursary Scheme
Bursaries under this scheme are cofunded
by the Government, Community
Development Council (CDC), and Citizens
Consultative Committee (CCC).
The bursaries are only offered to

MOE Bursary recipients are not allowed to


concurrently hold the CDC/CCC Bursary.
CDC/CCC Bursary recipients who are
eligible for the NUS Bursary may be
allowed to concurrently hold the NUS
Bursary. Interested applicants can be
considered for the scheme by applying for
Financial Aid online at the Undergraduate
Financial Aid Portal by the stipulated
deadline in page 32.
i) Residential Programme Bursaries
Bursaries under this scheme are available
only to eligible needy Singaporean
undergraduate applicants who are
participating in the college programme
and staying at one of the five residential
colleges* or staying at one of the six Halls
of Residences**. The quantum of each
award is at least SGD$450 per annum
and varies according to the assessed
financial need of the applicant. Each award
is tenable for one year and the recipient
may not concurrently hold another
scholarship or bursary or free aid
without prior approval from OFA.
Interested applicants can be considered
for the scheme by applying for Financial
Aid online at the Undergraduate Financial
Aid Portal by the stipulated deadline in

Loans under this scheme are available to
eligible undergraduate applicants who are
recipients of the NUS Study Loan, which
includes the living allowance component.
Scholars whose scholarships do not
provide full coverage for accommodation
expenses may also be considered. The
loan quantum is about SGD$1,000 and
varies according to the nationality and
assessed financial need of the applicant
and is tenable for the entire course of
study. It is interest-free and repayable
upon graduation by installments over
three to five years. Interested applicants
can be considered for the scheme by
applying for Financial Aid online at the

the stipulated deadline in page 32.
k) Work-Study Assistance Scheme
This scheme is only available to eligible
undergraduate applicants who are
recipients of the NUS Financial Aid.
Successful applicants will be issued
a letter by OFA requesting for prospective
employers to accord them priority during
job placement and also receive email
notifications on job vacancies. Interested
applicants can be considered for the
scheme by applying for Financial Aid online
at the Undergraduate Financial Aid Portal
by the stipulated deadline in page 32.
l) Overseas Student Exchange
Programme Loan Scheme
Loans under this scheme are available to
undergraduate applicants who have been
selected to participate in the Student
Exchange Programme at an overseas
partner university. The loan quantum is
up to SGD$3,000 per semester, depending
on the assessed financial situation of the
applicant. Interested applicants have to
download the application form from OFAs
website and submit the completed form
to OFA for processing at least three weeks
before departure from Singapore.
m) NUS Students Fund Bursary Award
and Book Grant (administered by
NUS Students Union)
Bursaries under this scheme are offered
to applicants who are in receipt of
financing under the TFL, CES or TTFS
schemes. The quantum of each bursary
is SGD$1,250 per semester and the book
grants are valued at SGD$450 or SGD$150
per semester. Each award is tenable
for a semester. The recipient may not
concurrently hold another scholarship or
bursary or free aid without prior approval
from the respective awarding authorities.

only one season pass, and only one
vehicle will be accepted per season
parking application. The vehicle has
to be owned by the applicant or the
applicants parents, legal guardian,
siblings, children or spouse.
If the season parking lots in a carpark
are oversubscribed, a ballot will be
conducted. Details of the balloting
exercise can be found on the website
stated earlier. Do note that balloting
application will be automatically
disqualified if:

an applicant submitted more than


one vehicle registration number; or
a vehicle is submitted by more than
one applicant.
Once allocated, payment for season
parking and subsequent renewals may
be made using NETS, cheque, GIRO,
AXS, SingPost Services or Credit/Debit
cards payment via NUS Student Intranet
(Parking Services Portal) before the
first calendar day of each month.
The maximum period of advance
payment is three months.

PARKING
ENFORCEMENT
Student season pass holders are allowed
to park only in the white coloured parking
lots at the approved car parks on a firstcome-first-served-basis. Red parking lots
are strictly reserved for NUS staff season
parking holders (unless otherwise stated
at the car park lots). Unauthorised and
illegal parking will pose security and
safety hazards and inconvenience to the
campus community.
Students who tamper with their vehicle
license plates and/or tailgating other
vehicles while exiting or entering the
car parks with the intention to evade car
parking fees will endanger the safety
of other motorists and pedestrians.
A disciplinary committee may be formed
to deal with students who intentionally
evade car parking fees.

Apart from being disciplinary dealt with,


students may also be ordered to pay
restitution of car park fees and subject to
wheel clamping or towing release fees.
Students with persistent parking offences
may not be eligible for season parking
privileges consequently.
The NUS Car Park Management
Committee, which comprises
representatives from student and staff
unions, the Office of Human Resources,
Office of Student Affairs and the
Office of Campus Amenities,
has introduced wheel clamping and
towing of vehicles as enforcement
measures. The purpose is to deter
unauthorised and illegal parking at all
NUS car parks, driveways, fire engine
hard standing areas and access routes.

Students whose vehicles are wheelclamped or towed away will have to pay
a release fee of S$107 (including GST) and
S$160.50 (including GST) respectively.
Wheel clamping and towing warning
signs are prominently displayed in the car
parks and apply to the entire car park,
including the driveways.

NUS FRESHMEN GUIDE 2016/2017

The standard academic calendar consists1 of two semesters and a special term. Each semester normally includes 13 weeks
of instruction and 2 weeks of examinations. The special term takes place during the Semester 2 vacation period. It comprises
of two parts, each of which lasts 6 weeks and is inclusive of an examination period.
1 The Yong Loo Lin School of Medicine and the Faculty of Dentistry operate on a slightly different academic calendar structure.
Dates of public holidays in Singapore are available at the Ministry of Manpowers website.

(C) MINDEF IN-CAMP TRAINING


The University has a standing arrangement with the Ministry of Defence and Ministry of Home Affairs for undergraduate NSmen
from SAF, SPF and SCDF to be called up for In-Camp Training (ICT) only during specific parts of the university vacation.
There will not be any compulsory academic programme scheduled or conducted during the period reserved for the ICTs.
Undergraduate NSmen who are called up for ICT during the reserved period will not be granted deferment on the grounds
of academic commitments. The call-up periods are indicated below:
