* FIVE SUPPORT COMMANDS; AND
* SEVEN SUPPORT UNITS.

SHOWN IS THE DISPOSITION OF THE PN OPERATIONAL
COMMANDS OTHERWISE KNOWN AS THE NAVAL
FORCES.

FURTHER SHOWN IS THE DEPLOYMENT OF THE MARINE
GROUND FORCES IN *PALAWAN, *SULU, *TAWI-TAWI,
*COTABATO, AND SULTAN KUDARAT WHICH ARE UNDER
THE OPERATIONAL CONTROL OF THE NAVAL FORCES.
* THE 6TH MARINE BATTALION IS CURRENTLY IN MANILA
FOR ITS RE-TRAINING AND REFURBISHING.

THE AUTHORIZED TROOP STRENGTH OF THE NAVY IS *
23,444 PERSONNEL. AT PRESENT, THE PHILIPPINE NAVY
IS * 22,037 STRONG WHICH IS * 94% OF THE AUTHORIZED
TROOP STRENGTH. ANOTHER * 35,946 PERSONNEL
COMPOSE THE PN RESERVISTS.

OUT OF 109 SHIPS IN THE INVENTORY, ONLY * 72 ARE
DEPLOYABLE DISTRIBUTED TO THE DIFFERENT NAVAL

ACCOUNTABILITY, EFFICIENCY AND MANAGEMENT
CONTROLS FOR BETTER GOVERNANCE.
THE COMMAND SHALL ALSO ENDEAVOR TO DEVELOP
A ROBUST STRATEGIC COMMUNICATIONS CAPABILITY.

TO STRENGTHEN THE TRANSFORMATION OF OUR FLEETMARINE FORCES INTO EFFECTIVE MANEUVER AND
PEACEKEEPING FORCES, WE SHALL CONTINUE TO
PURSUE THE * INSTITUTIONALIZATION OF THE FLEETMARINE CONCEPT IN THE ORGANIZATION OF OUR
OPERATING COMMANDS.
OWING TO THE REQUIREMENTS TO SUPPORT THE
PEACE PROCESS, WE SHALL * UPDATE OUR FLEETMARINE
OPERATIONS
DOCTRINE
TO
INCLUDE
APPLICABLE
PRINCIPLES
OF
PEACE
SUPPORT
OPERATIONS.
RESOURCE PRIORITIES SHALL BE PROVIDED TO ASSETS
THAT CAN * PROVIDE SUPPORT TO SMALL UNIT
OPERATIONS AND SPECIAL OPERATIONS UNITS AS OUR
RESPONSE TO THE NEED FOR * FOCUSED MILITARY
OPERATIONS THAT ARE INTELLIGENCE DRIVEN.
WE ALSO INTEND TO * ENHANCE COOPERATIVE
MECHANISMS WITH OUR NEIGHBORS AND PARTNERS TO
DENY TERRORISTS TRANSIT TO OUR WATERS.

MANAGEMENT AND LAW ENFORCEMENT OPERATIONS,
THE NAVY SHALL
* INCORPORATE THE CONCEPTS OF COASTAL
RESOURCE MANAGEMENT, MARINE ENVIRONMENTAL
PROTECTION, AND SUSTAINABLE DEVELOPMENT INTO
EXISTING CIVIL AND PUBLIC AFFAIRS ACTIVITIES.
FURTHER CONSIDERING THE UNIQUENESS OF THE
OPERATING ENVIRONMENT WHERE MAJORITY OF OUR
FORCES ARE DEPLOYED, * WE SHALL ESTABLISH
LINKAGES WITH VARIOUS GROUPS AND TRADITIONAL
LEADERS TO ASSIST IN THE RESOLUTION OF RIDOS AS
PART OF THE PSYOPS EFFORTS.
WE SHALL CONTINUE TO * SUPPORT OTHER
GOVERNMENT AGENCIES IN LAW ENFORCEMENT
THROUGH THE COAST WATCH SYSTEM.
FURTHERMORE, WE SHALL PROVIDE CONTINUING *
SUPPORT TO THE NATIONAL DEVELOPMENT SUPPORT
COMMAND AND * MAXIMIZE THE POTENTIALS OF NAVAL
RESERVISTS IN CMO ACTIVITIES AND DISASTER
RESPONSE OPERATIONS.

GOING OVER TO THE CAPABILITY REQUIREMENTS AND
THRUSTS, THE NAVY SHALL * REVIEW, VALIDATE OR
CHANGE, AS NECESSARY EXISTING DOCTRINES; *ADOPT
APPLICABLE ONES; AND *DEVELOP SOME, BASED ON
DOCUMENTED LESSONS LEARNED.

FOR MATERIEL, * MAINTENANCE AND OPERATIONAL
SUPPORT SHALL FOCUS ON HIGH-VALUE SEA ASSETS TO
PROVIDE RAPID DEPLOYMENT AND MANEUVER AGAINST

* UPGRADING OF AIRCRAFT TO PROVIDE ISR SUPPORT
FOR
GROUND
OPERATIONS
AND
MARITIME
SURVEILLANCE OPERATIONS WILL BE GIVEN PRIORITY IN
OUR CAPABILITY UPGRADE PROGRAM.
FOR INTEGRATED MARITIME DOMAIN AWARENESS, THE *
DEVELOPMENT OF THE COAST WATCH SYSTEM WILL
ALSO BE PROVIDED WITH ADEQUATE RESOURCES.

AS THE CUTTING EDGE IN OUR OPERATIONS AGAINST
TERRORISTS, * MISSION ESSENTIAL REQUIREMENTS OF
PMC FORCES SHALL BE PROVIDED TO INCLUDE THE *
REFURBISHMENT REQUIREMENTS OF TWO PMC
BATTALIONS PER YEAR.
TO ENHANCE THE CMO AND DISASTER RESPONSE
CAPABILITIES OF OUR UNITS, WE SHALL PROGRAM
RESOURCES FOR THE UPGRADING OF THE *
CAPABILITIES OF OUR ENGINEERING UNITS AND BUILDUP OF OUR * RESERVISTS MOBILIZATION STOCKS.
