GOOD MORNING LADIES AND GENTLEMEN. I AM CAPT
ALEXANDER S LOPEZ, THE ASSISTANT CHIEF OF NAVAL
STAFF FOR OPERATIONS. I WILL BE PRESENTING TO YOU
THE PHILIPPINE NAVY SUPPORT PLAN TO THE AFP
INTERNAL PEACE AND SECURITY PLAN.

FOR THE INTRODUCTION

THE SUPPORT PLAN OF THE PHILIPINE NAVY IS
ENVISIONED TO LEVERAGE THE NAVYS CORE
COMPETENCIES TO HELP ADDRESS THE DICTATES OF
THE AFP IPSP. AS WE LEVEL-UP, NOT ONLY DO WE
EARNESTLY COMPLEMENT THE OTHER SERVICES, BUT,
ALSO, IN TURN, ENHANCE OUR CAPABILITIES IN
ADDRESING THE OTHER MISSION AREAS THE NAVY IS
MANDATED TO UNDERTAKE UNDER THE DEFENSE
PLANNING GUIDANCE.
JUST LIKE THE IPSP, THIS SUPPORT PLAN SERVES AS
THE BLUE PRINT THAT SHALL GUIDE THE PN UNITS IN
HELPING THE NATION IN ATTAINING THE INTERNAL
PEACE AND SECURITY IN THE NEAR AND MEDIUM TERM.

GOING OVER TO SITUATION

THE PHILIPPINE NAVY IS CURRENTLY ORGANIZED AS
SHOWN:
THE PN HAS * TWO TYPE COMMANDS, THE PHILIPPINE
FLEET AND THE PHILIPPINE MARINE CORPS;
* SEVEN OPERATIONAL COMMANDS;
* FIVE SUPPORT COMMANDS; AND
* SEVEN SUPPORT UNITS.

SHOWN IS THE DISPOSITION OF THE PN OPERATIONAL
COMMANDS OTHERWISE KNOWN AS THE NAVAL
FORCES.

FURTHER SHOWN IS THE DEPLOYMENT OF THE MARINE
GROUND FORCES IN *PALAWAN, *SULU, *TAWI-TAWI,
*COTABATO, AND SULTAN KUDARAT WHICH ARE UNDER
THE OPERATIONAL CONTROL OF THE NAVAL FORCES.
* THE 6TH MARINE BATTALION IS CURRENTLY IN MANILA
FOR ITS RE-TRAINING AND REFURBISHING.

THE AUTHORIZED TROOP STRENGTH OF THE NAVY IS *
23,444 PERSONNEL. AT PRESENT, THE PHILIPPINE NAVY
IS * 22,037 STRONG WHICH IS * 94% OF THE AUTHORIZED
TROOP STRENGTH. ANOTHER * 35,946 PERSONNEL
COMPOSE THE PN RESERVISTS.

SHOWN IS THE INVENTORY OF PN SURFACE ASSETS.
OUT OF 109 SHIPS IN THE INVENTORY, ONLY * 72 ARE
DEPLOYABLE DISTRIBUTED TO THE DIFFERENT NAVAL
FORCES.

FOR THE PN AIR ASSETS, OUT OF THE 15 AIRCRAFT IN
THE INVENTORY, ONLY * 8 ARE DEPLOYABLE.

UNDER THE AFP IPSP IS TO ORGANIZE, TRAIN, EQUIP,
MAINTAIN, DEVELOP AND DEPLOY FLEET-MARINE

FORCES IN THE CONDUCT OF SUPPORT OPERATIONS TO


WIN THE PEACE IN ORDER TO ACCOMPLISH THE
OBJECTIVES OF THE AFP IPSP OF ACHIEVING LASTING
PEACE AND PROGRESS.

CONSEQUENTLY, AS RESOURCE MANAGER, THE INTENT
OF THE FOIC IS TO ENHANCE THE OPERATIONAL
READINESS OF ALL DEPLOYED FLEET AND MARINE
FORCES TO A LEVEL THAT CAN EFFICIENTLY AND
EFFECTIVELY SUPPORT THE UNIFIED COMMANDS IPSP
CAMPAIGN PLANS.

CONCEPT OF SUPPORT.

WITH THE NAVYS MISSION AND COMMANDERS INTENT
EARLIER MENTIONED, SHOWN ARE THE * FIVE
OBJECTIVES

FROM

STRATEGIC

IN ORDER TO INSTILL RESPECT FOR HUMAN RIGHTS AND
INTERNATIONAL HUMANITARIAN LAWS, WE SHALL *
ENHANCE TRAINING ACTIVITIES RELATIVE TO RESPECT

AND
ADHERENCE
TO
INTERNATIONAL HUMANITARIAN LAW, * PROVIDE
ADEQUATE LEGAL AND PARALEGAL SUPPORT TO

UNITS AS HUMAN RIGHTS OFFICERS.

IN OUR DESIRE TO HAVE AN INFORMED AND COMMITTED
ADHERENCE TO ALL PEACE PROCESSES BOTH
NATIONAL AND LOCAL, THE NAVY SHALL * RESPECT AND
ABIDE TO PEACE AGREEMENTS ENTERED INTO WITH
THE DIFFERENT THREAT GROUPS.
THE COMMAND ALSO INTENDS TO SUPPORT THE
CONDUCT BY OUR UNITS OF * CONFIDENCE-BUILDING
MEASURES TO ENTICE WARRING MEMBERS OF THE
COMMUNITY TO SEEK PEACEFUL SETTLEMENT OF THEIR
DISPUTES.
* THROUGH THE ESTABLISHMENT OF MECHANISMS FOR
COORDINATION AND PARTNERSHIPS WITH OTHER
GOVERNMENT AGENCIES, NGOS, AND PEOPLES
ORGANIZATIONS, WE HOPE TO DEVELOP A RELIABLE
CONFLICT EARLY WARNING SYSTEM, MANAGE CRISIS
AND DISPUTES IN A MORE EFFICIENT WAY AND SUPPORT
INDIGENOUS DISPUTE RESOLUTION MECHANISMS.
WE SHALL PURSUE THE * ESTABLISHMENT OF A SYSTEM
FOR CONFLICT MAPPING THAT WILL SHOW WHERE
ARMED CONFLICTS ARE LOCATED, THE NATURE OF THAT
CONFLICT,
WHO
ARE
INVOLVED,
AND
WHAT
INTERVENTIONS ARE AVAILABLE FOR ITS RESOLUTION.

TO ENHANCE THE CAPABILITY OF FLEET AND MARINE
FORCES TO ADDRESS THE REQUIREMENTS OF THE AFP
IPSP , THE NAVY SHALL CONDUCT

MASSIVE ORIENTATION OF OUR OFFICERS AND


PERSONNEL ON THE NEW SECURITY PARADIGM, AND

INSTITUTE
SYSTEMS
FOR
TRANSPARENCY,
ACCOUNTABILITY, EFFICIENCY AND MANAGEMENT
CONTROLS FOR BETTER GOVERNANCE.
THE COMMAND SHALL ALSO ENDEAVOR TO DEVELOP
A ROBUST STRATEGIC COMMUNICATIONS CAPABILITY.

TO STRENGTHEN THE TRANSFORMATION OF OUR FLEETMARINE FORCES INTO EFFECTIVE MANEUVER AND
PEACEKEEPING FORCES, WE SHALL CONTINUE TO
PURSUE THE * INSTITUTIONALIZATION OF THE FLEETMARINE CONCEPT IN THE ORGANIZATION OF OUR
OPERATING COMMANDS.
OWING TO THE REQUIREMENTS TO SUPPORT THE
PEACE PROCESS, WE SHALL * UPDATE OUR FLEETMARINE
OPERATIONS
DOCTRINE
TO
INCLUDE
APPLICABLE
PRINCIPLES
OF
PEACE
SUPPORT
OPERATIONS.
RESOURCE PRIORITIES SHALL BE PROVIDED TO ASSETS
THAT CAN * PROVIDE SUPPORT TO SMALL UNIT
OPERATIONS AND SPECIAL OPERATIONS UNITS AS OUR
RESPONSE TO THE NEED FOR * FOCUSED MILITARY
OPERATIONS THAT ARE INTELLIGENCE DRIVEN.
WE ALSO INTEND TO * ENHANCE COOPERATIVE
MECHANISMS WITH OUR NEIGHBORS AND PARTNERS TO
DENY TERRORISTS TRANSIT TO OUR WATERS.

ENHANCE
DEVELOPMENT
EFFORTS,
ENVIRONMENTAL
PROTECTION,
DISASTER
MANAGEMENT AND LAW ENFORCEMENT OPERATIONS,
THE NAVY SHALL
* INCORPORATE THE CONCEPTS OF COASTAL
RESOURCE MANAGEMENT, MARINE ENVIRONMENTAL
PROTECTION, AND SUSTAINABLE DEVELOPMENT INTO
EXISTING CIVIL AND PUBLIC AFFAIRS ACTIVITIES.
FURTHER CONSIDERING THE UNIQUENESS OF THE
OPERATING ENVIRONMENT WHERE MAJORITY OF OUR
FORCES ARE DEPLOYED, * WE SHALL ESTABLISH
LINKAGES WITH VARIOUS GROUPS AND TRADITIONAL
LEADERS TO ASSIST IN THE RESOLUTION OF RIDOS AS
PART OF THE PSYOPS EFFORTS.
WE SHALL CONTINUE TO * SUPPORT OTHER
GOVERNMENT AGENCIES IN LAW ENFORCEMENT
THROUGH THE COAST WATCH SYSTEM.
FURTHERMORE, WE SHALL PROVIDE CONTINUING *
SUPPORT TO THE NATIONAL DEVELOPMENT SUPPORT
COMMAND AND * MAXIMIZE THE POTENTIALS OF NAVAL
RESERVISTS IN CMO ACTIVITIES AND DISASTER
RESPONSE OPERATIONS.

GOING OVER TO THE CAPABILITY REQUIREMENTS AND
THRUSTS, THE NAVY SHALL * REVIEW, VALIDATE OR
CHANGE, AS NECESSARY EXISTING DOCTRINES; *ADOPT
APPLICABLE ONES; AND *DEVELOP SOME, BASED ON
DOCUMENTED LESSONS LEARNED.

ON ORGANIZATION, * WE SHALL MAINTAIN OUR CURRENT


ORGANIZATION.
HOWEVER, SINCE THE PN AT PRESENT DOES NOT HAVE
A DEDICATED CMO UNIT, * WE SHALL PURSUE THE
ESTABLISHMENT OF * PN-WIDE CMO UNIT THAT WILL
PROVIDE DIRECTION AND CENTRAL COMMAND AND
CONTROL FOR ALL CMO-RELATED ACTIVITIES IN
COMPLIANCE TO HHQS GUIDANCE.
WE SHALL ALSO PURSUE THE * FULL IMPLEMENTATION
OF COAST WATCH SYSTEM AS AN INTER-AGENCY
COORDINATING SYSTEM FOR MARITIME SURVEILLANCE
AND RESPONSE OPERATIONS.
TO ENSURE THAT OUR UNITS ADHERE TO THE LEGAL
REQUIREMENTS OF LAW IN THE CONDUCT OF THEIR
OPERATIONS, * WE SHALL STRENGTHEN THE LEGAL AND
PARALEGAL SUPPORT TO OUR UNITS.

INDIVIDUAL AND UNIT TRAINING PRIORITIES TO SUPPORT
THE IPSP ARE * SHOWN ON THE SCREEN. (PAUSE)

THE TRAINING ACTIVITIES SHOWN EARLIER CAN BE
MORE ADEQUATELY PROVIDED IF WE ARE TO * UPGRADE
THE CAPABILITIES OF OUR TRAINING INSTITUTIONS.
ADDITIONALLY, WE SHALL * MAXIMIZE THE POTENTIALS
OF OUR BILATERAL TRAINING ACTIVITIES FOR SPECIAL
AND SMALL UNIT OPERATIONS, * CONTINUE TO INCLUDE
HR AND IHL IN THE POI OF TRAININGS, COURSES, AND
SEMINARS AND * PURSUE THE RETRAINING OF TWO PMC
BATTALIONS EVERY YEAR.

FOR MATERIEL, * MAINTENANCE AND OPERATIONAL
SUPPORT SHALL FOCUS ON HIGH-VALUE SEA ASSETS TO
PROVIDE RAPID DEPLOYMENT AND MANEUVER AGAINST
ARMED GROUPS.
* UPGRADING OF AIRCRAFT TO PROVIDE ISR SUPPORT
FOR
GROUND
OPERATIONS
AND
MARITIME
SURVEILLANCE OPERATIONS WILL BE GIVEN PRIORITY IN
OUR CAPABILITY UPGRADE PROGRAM.
FOR INTEGRATED MARITIME DOMAIN AWARENESS, THE *
DEVELOPMENT OF THE COAST WATCH SYSTEM WILL
ALSO BE PROVIDED WITH ADEQUATE RESOURCES.

AS THE CUTTING EDGE IN OUR OPERATIONS AGAINST
TERRORISTS, * MISSION ESSENTIAL REQUIREMENTS OF
PMC FORCES SHALL BE PROVIDED TO INCLUDE THE *
REFURBISHMENT REQUIREMENTS OF TWO PMC
BATTALIONS PER YEAR.
TO ENHANCE THE CMO AND DISASTER RESPONSE
CAPABILITIES OF OUR UNITS, WE SHALL PROGRAM
RESOURCES FOR THE UPGRADING OF THE *
CAPABILITIES OF OUR ENGINEERING UNITS AND BUILDUP OF OUR * RESERVISTS MOBILIZATION STOCKS.

ON LEADERSHIP, WE SHALL FURTHER *ENHANCE THE
CAPABILITY OF OUR CENTER FOR NAVAL LEADERSHIP
AND EXCELLENCE IN ORDER TO FURTHER IMPROVE OR
DEVELOP THE LEADERSHIP QUALITIES OF OUR
PERSONNEL USING THE * PERFORMANCE GOVERNANCE

SYSTEM FRAMEWORK. WE SHALL ALSO DEVELOP


ACTIVITIES TO IMPROVE THE *LEADERSHIP QUALITIES
AND POTENTIALS OF OUR ENLISTED PERSONNEL.

SHALL ENSURE * ADHERENCE TO THE SNDS DEFENSE
PLANNING GUIDANCE ON THE ALLOCATION OF

TO DEVELOP PROFESSIONALISM IN OUR OFFICER
RANKS AND AS PART OF OUR REFORM AGENDA, WE
SHALL * PURSUE THE FULL INTEGRATION OF RESERVE
AND REGULAR OFFICERS THROUGH A SINGLE
INTEGRATED SENIORITY LINEAL LIST AND PROVIDE A
UNIFORM SYSTEM OF PROMOTIONS FOR ALL.
TO ENSURE THAT WE HAVE THE RIGHT SKILLS
REQUIREMENT, THE COMMAND SHALL PROGRAM
RESOURCES TO IMPROVE OUR PRESENT * RANK AND
RATING PROFILE WHILE CONTINUING ON THE
IMPLEMENTATION OF THE * PN CAREER ADVANCEMENT
AND DEVELOPMENT PLAN.
* MORALE AND WELFARE SHALL REMAIN AS A PRIORITY
PERSONNEL MANAGEMENT THRUST. * DISCIPLINE SHALL
LIKEWISE BE STRICTLY ENFORCED AGAINST ERRING
MEMBERS OF THE SERVICE.

GENERATE
SUPPORT
FOR
OUR
CAPABILITY
DEVELOPMENT PROGRAM, WE SHALL * OPTIMIZE THE
USE OF EXISTING FACILITIES, * FORMULATE A
COMPREHENSIVE BASING STRATEGY AND FACILITIES

DEVELOPMENT PLAN, * AND PURSUE PRIVATE-PUBLIC


PARTNERSHIPS IN LINE WITH CURRENT GOVERNMENT
PRIORITIES.
TO FULLY PROVIDE DECENT AND AFFORDABLE HOUSING
TO OUR OFFICERS AND PERSONNEL, WE SHALL *
IMPLEMENT THE PN HOUSING STRATEGY FOR ON-BASE
HOUSING PROGRAM.
FINALLY, WE WILL * IMPROVE OUR STORAGE AND

EXTENSIVELY AND OBJECTIVELY USED TO MONITOR THE
PROGRESS OF THE IMPLEMENTATION OF OUR SUPPORT
PLAN: * ANNUAL PROGRAM AND BUDGET PERFORMANCE
REVIEW, * ANNUAL GENERAL INSPECTION, * ANNUAL
AUDIT, * BIENNIAL MISSION AREA ASSESSMENT, AND THE
* FOIC, PN BALANCED SCORECARD.

TO REALIZE THE OBJECTIVES SET FORTH, THE PLAN
SHALL HAVE FOUR PHASES OF IMPLEMENTATION.
THE * PREPARATION PHASE INVOLVES THE CONDUCT OF
MASSIVE ORIENTATION, DOCTRINES REVIEW AND
FORMULATION, AND
CAPACITY AND
CAPABILITY
BUILDING. AS MANDATED BY THE IPSP, * EXECUTION OF
IMPLANS SHALL BE FROM 2011-2016. THROUGHOUT THE
IMPLEMENTATION OF THIS SUPPORT PLAN, * VALIDATION
AND ASSESSMENT WILL BE CONDUCTED TO REFINE THE

PLAN, AS NECESSARY. * TRANSITION PHASE WILL START


BY 2014 WHEN THE NAVY ATTAINS THE DESIRED EFECTS
OF THIS SUPPORT PLAN AND READY TO SHIFT TO TDO.
