1. General
With regard to maintenance of railway vehicles, the complementary rules and
regulations of the series of standards DIN 27201 ff apply in Germany. These rules and
regulations have been introduced by the national safety authority in Germany (EBA).
On the basis of the EBA introducing letter from 26th February 2008 -35.1835Xff/001001#001-, the requirements of the DIN 27201-6 must be demonstrated additionally for
the weld repairing of railway vehicles.
According to the EBA introducing letter, following complementary requirements apply on
the certification of the welding manufacturers:
1. Only those bodies are entitled to conduct a certification that can prove to have both
the recognition as a manufacturer certification body according to EN 15085-2 as well
as recognition by the EBA to do certification according to DIN 27201-6. These
recognized manufacturer certification bodies are entered into the Online-Register
Railway Vehicles; see "www.en15085.net".
2. The auditors of the manufacturer certification bodies must possess an authorization
from the EBA to conduct audits according to DIN 27201-6. The recognized auditors
are entered into the Online-Register Railway Vehicles; see "www.en15085.net".
3. The base for the certification is given by the series of standards EN 15085, DIN
27201-6 as well as this supplement.
4. Only those certificates are valid which are entered into the Online-Register Railway
Vehicles and which include in their scope "repairing according to DIN 27201-6".
As completion to the guideline of the Coordination Committee "Railway Vehicles", this
supplement contains the completing regulations for the certification of welding
manufacturers who do weld repairing of railway vehicles according to DIN 27201-6. It is
obligatory for all manufacturer certification bodies recognized by the EBA to apply the
supplement for the certification according to DIN 27201-6.

3. Classification of the Certificates
According to DIN 27201-6, following certification levels are possible for the weld repairing:
CL 1, required scope of application: repairing according to DIN 27201-6.
CL 2, required scope of application: repairing according to DIN 27201-6, table 1. This
level only entitles to weld repairing of the components listed in table 1 of DIN 27201-6.
CL 4, required scope of application:
O Construction for the repairing according to DIN 27201-6. This certification is
necessary for enterprises that develop and design repairing measures (e.g.
construction offices).
O Purchasing for repairing according to DIN 27201-6. This certification is necessary
for enterprises that purchase or subcontract weld repairing (e.g. owners / electricity
supply companies who do not maintenance themselves).

4. Requirements
As completion to the guideline of the Coordination Committee "Railway Vehicles",
section 4, following requirements apply:
4.1 Welding Coordinators
Generally, the requirements of the guideline of the Coordination Committee "Railway
Vehicles" apply, section 4.2.1. For the qualification of the Welding Coordinators, there
are following restrictions specified:
Welding coordinators level A: IWE/EWE.
Welding coordinators level B: IWT/EWT.
Welding coordinators level C: IWS/EWS or IWP/EWP.
Also proved comparable national qualifications are admissible. Welding coordinators
with IWT/EWT-qualification can also be recognized as of level A, if there can be proved
that the IWT/EWT training corresponds fully to the IWE/EWE training (proof: besides the
IWT/EWT-certificate an attestation of the training centre on the IWE/EWE-training).
Following complementary regulations apply for sub-contracting Welding Coordination:
A Welding coordinator, who is employed with a welding manufacturer certified according
to EN 15085-2 in the scope "repairing according to DIN 27201-6", can be admitted as
welding coordinator with two further welding manufacturers, located such that they can
be reached within the legally regulated working time. The following table shows the
possible variants for the maximum number of welding manufacturers for which a
Welding coordinator can be admitted within the validity range of DIN 27201-6:

with regard to the manufacturer where the welding coordinator is firmly employed
the Welding Coordinator must belong to a welding manufacturer being certified for the scope
"repairing of railway vehicles " according to EN 15085-2

Deviations are to be aligned with the national safety authority per particular case.
4.2 Welders
Generally, the requirements of the guideline of the Coordination Committee "Railway
Vehicles" apply, section 4.2.3. As completion there is to be considered that the welders'
qualifications include the required welding positions (PC, PD, PE, PF).

If the welding task requires production weld tests for qualifying the welders, these tests
are to be performed directly prior to fabrication start, under fabrication conditions. The
production weld tests are to be documented. With regard to validity, they are treated as
welders' qualifications.
4.3 Inspection Personnel
Generally, the requirements of the guideline of the Coordination Committee "Railway
Vehicles" apply, section 4.2.4. As completion, there is to be considered that the
qualification includes the product sector "welded products (w)", independently from the
industrial sector.
Furthermore, the NDT-testers must verifiably be introduced by the Welding Coordinators
into the necessary qualification criteria of the DIN EN 15085-3.
Note: For the non-destructive testing of railway components with weld seams within the
frame of maintenance, the completing requirements of DIN 27201-7 are to be observed
(if necessary, qualification of the NDT-testers in the industry sector "Railway
Maintenance ").
4.4 Welding Specifications, Validation via Production Weld Tests
Generally, the requirements of the guideline of the Coordination Committee "Railway
Vehicles" apply, section 4.4.
For the weld performance classes CP B to CP C2 according to DIN EN 15085-3, the
validation of welding specifications via documented production weld tests is generally
admissible for manual and semi-automatic welding processes and the material groups
according to CEN ISO/TR 15608 / materials:
Unalloyed steels (1.1 - 2.1 and 11),
Stainless steels (7 and 8),
Al and Al-alloys (21 26),
Cast iron (71 - 73),
Unalloyed steels, cast steel, cast iron / X120Mn12.
Note: For unalloyed steels (1.1 2.1), stainless steels (7 and 8) and Al-alloys, a
procedure qualification is required per each welding process, according to the guideline
of the Coordination Committee "Railway Vehicles", section 4.4.
4.5 Welding Consumables
In completion to the requirements of DIN EN 15085-4, the selection criteria according to
the leaflet DVS 1623 apply for the choice and use of the consumables.
For the consumables used, the product certification according to DIN EN 13479 is to be
proved via an admission certificate in the Online-Register Railway Vehicles of the SLV
Halle.
4.6 Dealing with old Drawings
For the weld repairing, planning documents as to welding must be available that
correspond to the actual state of standardisation.

Following regulations apply for drawings that do not correspond to the standard series
DIN EN 15085:

With regard to constructive design, there holds a "protection of continuance": no


drawing modifications are required.

Following actual indications are required:


O certification level according to DIN EN 15085-2,
O weld performance class according to DIN EN 15085-3,
O if necessary adaptation of the seam type to DIN EN 15085-3,
O materials and welding consumables according to the actual state of standardisation.

Upon actualisation, the requirements of leaflet DVS 1623 are to be observed.


5. Certification Procedure
As completion to the guideline of the Coordination Committee "Railway Vehicles",
section 5, following requirements apply:
5.1 Application
The certification according to DIN EN 15085-2 with extension for the scope "repairing
according to DIN 27201-6" is to be applied for via the application form according to the
guideline of the Coordination Committee "Railway Vehicles", annex 1.
5.2 Interview
In completion to the guideline of the Coordination Committee "Railway Vehicles" section
5.3.2, the interview with the welding coordinators must also account for the particularities
of the weld repairing according to DIN 27201-6. The Welding Coordinators must prove to
have the respective knowledge.
5.3 Issuance of the certificate
The certificate for welding according to DIN EN 15085-2, with extension to DIN 27201-6,
is to be issued according to the requisitions of the guideline of the Coordination
Committee "Railway Vehicles" section 5.6.
According to the application, following certifications are possible:
Certification level CL 1 according to DIN EN 15085-2,
scope of application: repairing according to DIN 27201-6.
Certification level CL 2 according to DIN EN 15085-2,
scope of application: repairing according to DIN 27201-6, table 1.
Certification level CL 4 according to DIN EN 15085-2,
scope of application: design as to repairing according to DIN 27201-6.
Certification level CL 4 according to DIN EN 15085-2,
scope of application: purchasing as to repairing according to DIN 27201-6.
According to the guideline of the Coordination Committee "Railway Vehicles" section
5.6, the certificate is to be entered into the Online-Register Railway Vehicles.
