PLAYGROUND
SAFETY INSPECTOR COURSE

This certified Playground Safety Inspector (CPSI) course is organized by Perbadanan Putrajaya (PPj) and in
collaboration with Playground Safety Association of Malaysia (PSAM) and the International Playground Safety
Institute (IPSI). This 3 day rigorous program will be held on 26 th to 28th March 2015, followed by the CPSI
Certification Examination on the 30th March 2015.
In its fourth consecutive years of running the course in Malaysia, this years program will be even more
comprehensive, with a tutorial session being held to help participants taking the CPSI certification examination
improve their confidence and refresh their knowledge for the examination.
Also years program is a site audit workshop on playground safety, so new participants and CPSI aspirants may
gain practical knowledge in conducting proper safety audits at actual site.

Warm Greetings.
Welcome all participants to the 4 th Putrajaya
Playground Safety Program 2015.
The safety program encompasses technical
capacity building courses by Putrajaya
Corporation, in collaboration with IPSI. We are
proud to share the opportunity of having the
course with participants from all over Malaysia
and abroad.
This year Putrajaya Corporation is happy to
introduce Playground Safety Association of
Malaysia (PSAM) as our smart-partner and coorganizer for the 4th Putrajaya Playground Safety
Program 2015 which carry 3 important courses,
namely the CPSI Course and Examination, the
CPSI Exam Tutorial course, and the Playground
Safety Audit Workshop.
On behalf of Putrajaya Corporation, I thank

Secretariat Services for the course, and
promoting the Putrajaya Playground Safety

Greetings !
The Playground Safety Association of Malaysia
(PSAM) is honoured to be appointed by

manage the 4th Putrajaya
Playground Safety Program 2015. And on behalf
of PSAM, I would like to express our thanks and
sincere gratitude to the Yang Berbahagia Tan Sri
Dato Seri (Dr) Aseh bin Che Mat, the Honourable
President of PJC , for not only making this
possible but also for his far sight and role in the
continuous championing of the much needed
Playground Safety Inspector Certification Course
and Examination so that our children are
accorded with the best and safe playground
environment to play.
The playground safety movement in Malaysia is
honoured to have the committment of IPSIs
Executive Director Mr. Kenneth Kutska and Mr.
Thomas Kalousek who have travelled half the
Globe for the past

years to train our
playground
executives and technicians in
person. The CPSI in Malaysia has been extremely
fortunate to have PJC and IPSI , collaborating
and
supporting the establishment of an
association now known as Playground Safety
Association of Malaysia (PSAM) that was formally
registered on 18 November 2013.

Playground safety effort and


consciousness in Malaysia is gaining
momentum with all round support
from various governmental as well as
non governmental organizations. The
Ministry of Federal Territory
has
formalized the Playground Safety
Policy signed by the Honourable
Minister Yang Berhormat Datuk Seri
Tengku Adnan Tengku Mansor on 2
September 2013. We are indebted to the Ministry for funding the
review of Malaysian Standard for Playground MS:966:2001 and
the Department of Standard Malaysia for agreeing on the review
process which is targetted for completion this year.PSAM would
also like to thank Kuala Lumpur City Hall (DBKL); Ministry of
Domestic Trade, Cooperatives and Consumerism; QAS SIRIM; the
National Landscape Department and the Institute Of Landscape
Architects (ILAM) for their continuing support in championing
children safety in playgrounds.

Why is the CPSI programme essential?


According to the Unites States Consumer Product Safety
Commission (CPSC), it is estimated that each year over
205,000 injuries requiring emergency room medical treatment
occur on playgrounds with an average of 15 death occurring
from playground related injuries. Lack of or improper play
area inspection and maintenance is alleged to be a major
contributing cause of nearly 40% of these injuries.
These statistics are for the United States of America alone. In
Malaysia, the Ministry of Health estimated that over 3,000
cases of playground related injuries occur every 3 months to
children aged 5 to 9 years old. The estimate was based on
cases reported or recorded in hospitals.
Therefore, PPj and PSAM are working together in promoting
the CPSI course, as it is the most comprehensive training
program on playground hazard identification and risk
management methods offered anywhere.
With sufficient qualified CPSIs in Malaysia, we could adopt a
voluntary program where all public playgrounds undergo
CPSI inspections to ensure its safety to subsequently reduce
the number of playground related injuries.

PLAYGROUND SAFETY IS A SHARED RESPONSIBILITY


In accordance to MS 966:2001, the Malaysian standard users
guideline for Children Playground Safety, all playground
requires regular safety inspection every 6 months to ensure
children are safe on the playground.
It is the responsibility of municipalities, schools, childcare
facilities, health departments, playground manufacturers and
installers, park and recreation agencies, public facilities
managers and technicians and others responsible for the day
to day operations and safety of playground.
As part of that shared responsibility for public awareness on the
issue of playground safety, Perbadanan Putrajaya (PPj)
together with the Playground Safety Association of Malaysia
(PSAM) are proud to continue organizing the CPSI course and
certification program in Malaysia.

Know your CPSI Course Facilitators...


Ken Kutska, CPSI
Ken Kutska is an independent consultant in the area of safety specializing in
play spaces for children. He is a certified Park and Recreation Professional
and a Certified Playground Safety Inspector with more than 35 years of fulltime experience in all aspects of public park operations management. He
chaired his agencies Safety Committee from 1984 until retiring in 2006.
Ken is an active member of the Illinois Park and Recreation Association (IPRA)
and the National Recreation and Park Association (NRPA). He has previously
serve on the IPRA Board of Directors, chaired the IPRA Park and Natural
Resource Management Section, chaired the NRPA Great Lake Regional
Council, The NRPA National Forum, served on the NRPA Board of Trustees,
and was President of the NRPA in 1995. Ken is the co-founder of the NRPA
National Playground Safety Institute (NPSI) that has certified more than 30,000
CPSIs, and has been a CPSI course Certified Instructor since 1991.
Ken continues to work towards further developing the International Playground Safety Institute (IPSI) in hope that every
municipality, school district and public play area owner and operator has at least one trained and certified staff
member responsible for each public playground. His work has currently taken him to many parts of the world including
Europe, Australia, Japan, Hong Kong, Singapore and Malaysia.

Tom Kalousek, CPSI


Tom Kalousek worked at Rockford Park District for a total of 21 years, during
which time he became Director of Park Services and managed all capital
planning, maintenance, land acquisition, police services, and special event
services. He retired in 2013 as the Executive Director of the Winnebago
County Forest District of Northern Illinois in 1999. As such, he manages over
10,000 acres of park and preserve areas that consists of a 147 acre
arboretum, 4 campgrounds, 3 full golf courses, and 2 environmental
education facilities.
Tom has been a member of the ASTM F15.29 public playground committee
since 1988. He has also served on ASTM committees concerning home
playgrounds, soft contained play equipment, play equipment for children
under two, and playground surface systems.
Tom is also an instructor for the NRPA National Playground Safety Institute (NPSI) Certified Playground Safety Inspector
(CPSI) course. Over the 16 years as an instructor he has taught over 130 courses, including courses in Singapore, Hong
Kong, Okinawa, Japan, and Germany. He has also chaired NPSI three times and served on the NPSI Exam and
Instructor committee.
Tom is also on the steering committee of the US Play Coalition that was formed at Clemson University in 2009. The US
Play Coalition combines organizations and interested individuals to promote play as a valuable and necessary part
of a healthy and productive life. Tom's own philosophy of play supports these values: Play is a state of mind and we
should never forget the joy and happiness we feel when we are free to be or do whatever our hearts and mind can
conceive. He also agrees with Plato that You can learn more about a person in an hour of play then in a year of

equested via email from psam_secretariat@yahoo.com.my or by phone at +603 8893 6367.

Email the completed registration form to psam_secretariat@yahoo.com.my by 13 th March 2015 and await
placement confirmation and invoice.

Payment can be made as per invoice through cheques payable to Pertubuhan Keselamatan Taman Permainan
Malaysia or transferred to Maybank Account No. 5560 1061 1024.

Placements are on a first come first serve basis. Full payment must be made by 20 th March to confirm attendance,

PSAM objectives and agendas, as its organization name suggest, is primarily to


advocate for greater attention to the safety aspect of playgrounds, so children can
play in a safe and secured environment that they deserve.

Create Greater Awareness on Playground safety and impart knowledge and


information to decision makers of playground industry (from supplier,
manufacturers, consultants, owners, installers, etc.....) to enable better and safer
playgrounds are installed in the future.

Impart basic knowledge and information to members of the public (parents and
care givers) so they take proactive efforts to detect and rectify potential hazards
at site, to protect children from injuries at playgrounds.

Advocate for mandatory post-installation inspection (preferably by qualified


independent personnel) to ensure playgrounds meets proper safety requirements
before utilization by users.

Ensure that the latest safety standards and practices for all aspects of playgrounds
in Malaysia are adopted to ensure that our countries recreational facilities adhere
to the latest international requirements.
As a non profit organization, we are seeking support from individuals, companies,
governmental and non governmental agencies to join as a member of the
association to create a bigger voice and help spread the awareness of the
importance of playground safety in our community. This is very important so that our
children can play in a safe environment of the playgrounds. All proceeds from
membership fees, sponsorships and events will be channeled towards this cause.
