    The United States Court of Appeals for the Fourth Circuit dismissed an appeal from Patrick E. O'Neill, Jr. challenging the district court's denial of his petition for habeas corpus relief under 28 U.S.C. § 2254. The appellate court found no reversible error in the district court's decision after reviewing the record. It therefore denied a certificate of appealability and dismissed the appeal, agreeing with the reasoning of the district court's opinion dated April 2, 1998 that had denied O'Neill's habeas petition.

    PER CURIAM:
    Appellant appeals the district courts order denying relief on
    his petition filed under 28 U.S.C.A. 2254 (West 1994 & Supp.
    1998). We have reviewed the record and the district courts opinion
    and find no reversible error. Accordingly, we deny a certificate of
    appealability and dismiss the appeal on the reasoning of the district court. ONeill v. Beshears, No. CA-97-3790-DKC (D. Md. Apr.
    2, 1998). We dispense with oral argument because the facts and
    legal contentions are adequately presented in the materials before
    the court and argument would not aid the decisional process.

    DISMISSED
