CHAPTER TWO

BACKGROUND OF THE COMPANY

2.1

DEPARTMENT / COMPANYS SETUP

Department of Veterinary Services and Animal Industry (JPHPT), Sabah, Malaysia is

one of four departments govern by the Ministry of Agriculture and Food Industry,

Sabah. Previously, the Department was known as Veterinary Services Branch whereby

the livestock sectors in Sabah were regulated by Agriculture Department Sabah under

Division of Animal Industry directed by an Assistant Director. At that time, the

main function of the Division is to curb and treat infectious diseases of livestock.

The Veterinary Services Branch was later separated from Agriculture Department and

officially established as Veterinary Department and directed by Director of Veterinary

Services and Animal Industry. To date, the Department expands its activity into

production and development of livestock industry in Sabah.

2.2

OWNERSHIP

Department of Veterinary Services and Animal Industry (JPHPT), Sabah is owned by

Ministry of Agriculture and Food Industry, State of Sabah.

2.3

SHAREHOLDERS

There are no shareholders in Department of Veterinary Services and Animal Industry as

the department is control by the State Government.

2.4

ADMINISTRATION SYSTEM

The administration system of Department of Veterinary Services and Animal Industry is

divided into three main Divisions comprising Livestock Industry Development

Division; Management Services Division and Veterinary Services Division. The three

Divisions are directed by Dr. Yeo Boon Kiat and Deputy of Directors, namely IR

Harun Hj Abbas (Livestock Industry Development Division) and Dr. Nasip Eli (

Veterinary Services Division).

Each of the main division is further divided into different sections as illustrated in

the organization chart and every department is administer by appointed officers.

Whereas for regional units, the assigned officers will be in charge in their units

and will be assisted by a team of workers.

CUSTOMERS

Department of Veterinary Services and Animal Industry is a government organization

which provides services to the customers who involves in livestock business

including business entrepreneur; exporters, importers; commercial farmers,

government representatives university students; suppliers and business tenderers.

2.7

MAIN COMPETITORS

Department of Veterinary Services and Animal Industry competes with private agencies

that owns and running similar productions as the department especially in meat and

poultry productions. These competing agencies are usually from business entrepreneurs

who has similar or advanced technology which may be advantageous for them.

2.8

PRODUCTS

Department of Veterinary Services and Animal Industry provide services and products
such as:

1. To supply high quality productions

Department of Veterinary Services and Animal Industry is focusing on to increase

quality meat and poultry products, eggs and dairy products to cater demand of domestic

and international markets. Besides that, suitable Research and Development (R&D) in

the field of livestock breeding, nutrition, health and livestock production will be carried

out gradually and efficiently where the use of technology in farming, feed processing,

product storage, transport and handling of livestock products will be given priority.

2. Livestock and poultry rearing and productions

Department of Veterinary Services and Animal Industry also own several livestock

breeding units based in Kota Kinabalu, Beaufort, Keningau, Sandakan, Kudat and

Tawau where these units is responsible in rearing and supplying animal breeds for

farmers, such as Dairy cattle, goats and deer. Not only that, the department also involves

actively in poultry breeding for instance, chicken, duck, quail, geese, turkey and ostrich.

All livestock breeding and poultry processing are under quality control as approved

By the department as to ensure the processing unit is complying international

standards including MS ISO 9002, VHM logo (Veterinary Health Mark), HACCP

(Hazard Analysis and Centre of Critical Point), GAHP (Good Animal Husbandry

Practices), GMP (Good Manufacturing Practices) and SCEP (Salmonella Control and

Eradication Programme).

3. To provide license and permits for imports and exports of animals and pets

Department of Veterinary Services and Animal Industry also grant permit and license of

importation and exportation of animals from Malaysia to another country and vice versa

depending on types of animals that may be allowed by the department and local

authorities in accordance with laws and ordinance of States in Malaysia.

This is important as one of safety precautions from potential animal diseases.
