The following resolutions are adopted in response to the points/queries raised by the bidders
present in the Pre-bid meeting.
QUERIES
Can the part of the experience criterion for
Eligibility be relaxed in terms of reducing the length
of experience of operating helium balloon, as
helium tethered balloon is less than 2 years old in
India.
The eligibility criterion of the applicant bidders
having an average annual turnover of Rs.10 crore
during the last three years should be reduced to
secure wider participation.
Condition of balloon equipment & apparatus to be
specified.
Tenure of contract should be at least ten years and
should be extendable on mutually agreed terms &
conditions since huge investment and operational
cost are involved.

RESPONSE OF KIT/KMDA
It is resolved to modify the part of the
Eligibility criterion as follows: The bidder
should have experience of at least one year
in using tethered balloon anywhere in India
and abroad. Other part of the experience
eligibility criterion remains unaltered.
It is resolved to reduce the required average
annual turnover to Rs.3 crore during the last
3 (three) Financial Years ending with 201011.
Completely new equipment & apparatus to
be installed.
It is resolved to extend the tenure of the
contractual period from 5 years, as per the
pre-bid document, to 10 years, in
consideration of financial viability. After
completion of tenure of contract, all assets
attached to the ground of the project site are

to be handed over to KIT free of cost.

It is resolved to reduce the minimum ride
duration from 15 minutes to 10 minutes.
The maximum base ticket price per person
per ride should be Rs.100 + applicable tax.
The base price of Rs.100 may be increased
25% after every 3 years. As for differential
pricing, the selected agency shall be free to
decide on the same, provided the maximum
price shall not exceed the base price at any
point of time.

Each bidder must submit VAT, Professional Tax & Service Tax Clearances along with the technical
offer.

The selected agency shall have to comply with certain performance benchmarks in respect of
parameters like cleanliness of premises, provision of safe drinking water, beautification of the entire
premise and the surrounding spaces, fencing, pathways, pavement etc., maintaining the illumination
as approved by KIT, compliance with pollution control norms, staff in uniform, courteous behaviour
by the staff and the like. Repeated failure to comply with the benchmarks may lead to forfeiture of
performance security/termination of contract.
The last date for submission of bids is extended upto 07.09.2012 at 2.00 p.m. and opening of bids
will be at 3.00 p.m. of the same day.
The above resolutions/amendments will be treated as integral part of the RFP. All other conditions
of the RFP remain unaltered.
