1. Assuming the replacement structure types are the same as those proposed in the
Application, the closest the new structures could be constructed to the existing ones is
five feet, measured from structure centerline to structure centerline.
Because the existing A Flex Towers and A+10 Flex Towers have continuous arm
members supporting the circuits on both sides of the towers, five feet is the minimum
distance whether or not the existing arms are removed on one side. Removal of one side
of the arm from the insulator attachment point on the tower body connection will create
excessive loads on the opposite side of the arm (the side with the conductor still
attached). It is possible to alleviate this condition, but that necessitates either use of an
intermediate structure or a temporary structure to support the conductor on the side being
replaced, or reinforcement of the flex tower prior to its retirement. Attachment A, A
Flex Tower Analysis, which includes a tower loading drawing and element usage report
for an A Flex Tower, further illustrates this loading case. (The attachment is illustrative
for the A+10 Flex Tower as well, since that type is identical to the A Flex Tower except
for a ten foot tower extension at its base.)
National Grid notes that placing the new structures five feet from the centerline of the
existing structures would not materially change the amount of additional vegetation
management rights area required. This spacing would necessitate approximately 37.5
acres of additional vegetation management rights area, only slightly less than the
approximately 39.4 acres required for the Project as proposed in the Application.
Finally, placement of the new structures five feet from the centerline of the existing
structures would increase the Project cost by approximately $1,750,000 because it would
necessitate multiple trips to each structure work site to construct one circuit on the first
side of the double circuit structure under one outage, then the opposite circuit under a
different line outage.
