CONTENTSTANDARDOFPRIMARYANDSECONDARYEDUCATIONFOR2013

CURRICULUM
CHAPTERI
INTRODUCTION
The 1945 Constitution of the Republic of Indonesia Article 31 paragraph (3) mandates
that the Government initiates and implements one national education system, which
increasesthefaithanddevotionandnoblemoralsinordertoeducatethenation,which
isprovidedbytheLaw.Basedonthismandate,LawNumber20Year2003concerning
NationalEducationSystemhasbeenissued.
The basis, function, and objective of the national system according to Law Number 20
Year2003concerningNationalEducationSystemisthatthenationaleducation,based
ontheFivePrinciplesand1945Constitution(Article2),hasthefunctiontodevelopthe
capabilitiesandshapecharacteranddignifiedcivilizationofanation,hastheobjectiveto
develop the potential of learners to become people with faith and devotion to God
Almighty, have noble morals, healthy, knowledgeable, capable, creative, independent,
andbecomedemocraticandresponsiblecitizens(Article3).
The implementation of Law Number 20 Year 2003 concerning National Education
System is elaborated into a number of regulations, among them are Government
Regulation Number 19 Year 2005 concerning National Standards for Education and
Government Regulation Number 32 Year 2013 on the Amendment of the Government
Regulation Number 19 Year 2005 concerning National Standards for Education. These
government regulations provide direction on the necessity of developing and
implementingeightnationalstandardsforeducation,namely:contentstandard,process
standard,passingcompetencystandard,educatorandeducationstaffstandard,facilities
and infrastructure standard, management standard, funding standard, and education
assessmentstandard.
Intheefforttoachievethenationaleducationobjective,aPassingCompetencyStandard
has been established. This is a criteria concerning the passing capability qualification
consisting of attitude, knowledge, and skill. To meet this passing competency, there
needstobeaContentStandard,whichisacriteriaonscopeofmaterialandcompetency
level of students to fulfill the passing competency at particular educational levels and
types.

TofulfilltheneedsofthefutureandtowelcometheGoldenGenerationofIndonesiaYear
2045,therehasbeenanestablishmentofPassingCompetencyStandardbasedonXXI
CenturyCompetency,IndonesianDemographicBonus,andIndonesiasPotentialinbeing
included in the Group of 7 Worlds Largest Economic Countries and also strengthening
Indonesiascontributiontothedevelopmentofworldcivilization.
Thescopeofmaterialandcompetencylevelofstudentsthatmustbemetorachievedat
an educational unit in specific educational level and type are formulated within the
ContentStandardforeachsubject.
TheContentStandardisadjustedwiththesubstanceofnationaleducationobjective,in
the domain of spiritual attitude and social attitude, knowledge, and skill. Therefore, the
ContentStandardisdevelopedtodecidethecriteriaofscopeandcompetencylevelin
accordance to the passing competency formulated in the Passing Competency
Standard, namely attitude, knowledge, and skill. Characteristic, appropriateness,
adequacy, magnitude, and depth of materials are determined in accordance with the
characteristic of the competency and the process to obtain such competency. These
three competencies are obtained differently. Attitude is shaped through the following
activities: receiving, applying, respecting, appreciating, and practicing. Knowledge is
obtained through the following activities: knowing, understanding, applying, analyzing,
evaluating, and creating. Skill is acquired through the following activities: observing,
inquiring, experimenting, reasoning, presenting, and creating. The characteristic of
competenciesandtheprocesstoobtainthemaffecttheContentStandard.
Based on Government Regulation Number 19 concerning National Standard for
EducationasamendedwithGovernmentRegulationNumber32Year2013concerning
theAmendmentofGovernmentRegulationNumber19concerningNationalStandardfor
Education,itisstipulatedthatContentStandardisthecriteriaonscopeofmaterialand
competency level to achieve passing competency at a specific educational level and
type.Scopeofmaterialisformulatedbasedontheobligatorycontentcriteriaestablished
pursuanttolawsandregulations,scholarlyconcept,andthecharacteristicofeducational
unitandeducationalprogram.Furthermore,competencylevelisformulatedbasedonthe
criteria of students developmental level, Indonesian competency qualification, and the
masteryofatieredcompetency.

CHAPTERII
COMPETENCYLEVEL
In the effort to achieve Passing Competency Standard as established for each
educational unit and level, the mastery of passing competency is grouped into several
CompetencyLevels.CompetencyLevelshowsthestagesthatmustbepassedinorder
toachievepassingcompetencyestablishedinthePassingCompetencyStandard.
Competency Level is a generic competency achievement criteria that must be met by
studentsateachgradeinordertoachievePassingCompetencyStandard.Competency
Level consists on 8 (eight) levels, that must be achieved gradually and sustainably by
students. These Competency Levels are applied in connection with grade, since
students enrolled in Kindergarten (TK/RA), 1st Grade all the way to 12th Grade of the
primary and secondary education. TK/RA Competency Level is not a prerequisite for
enrollingin1stGrade.
Competency Level is developed based on the following criteria: (1) Students
developmental level, (2) Indonesian competency qualification, (3) Mastery of tiered
competency. In addition, Competency Level also considers the following complexity of
competency,functionofeducationalunit,andrelevantintegrationbetweenlevels.Based
ontheaboveconsiderations,CompetencyLevelisformulatedasfollows:

Remarks:
SDLB (Extraordinary Elementary School), SMPLB (Extraordinary Junior High School),
andSMALB(ExtraordinarySeniorHighSchool)mentionedaboveareonlyintendedfor
theblind,deaf,quadriplegic,andunsociablestudentswithnormalintelligence.
CompetencyLevelispreparedbasedonStructureofTheObservedLearningOutcomes
(SOLO) Taxonomy. Based on this taxonomy, learning outcomes are grouped into 5
categories,namely:PreStructural (0), UniStructural (1), MultiStructural (2), Relational
(3),andExtendedAbstract(4and5).(CollisandBiggs:1976)
Theoretically,abovetheExtendedAbstractcateogy,therearethreelevelsthataremore
complex,namelyPsychodelia, Illumination, and Creativity (Gowan and Erikson:1981),
in which all of them are more abstract learning outcomes. Based on this, Competency
Levelisdevelopedadaptivelyto0,1,2,3,4,5,and6.EachoftheCompetencyLevel
includes 2 (two) grades, except Competency Level 4A and 6, which only has 1 (one)
grade. Competency Level 4A is the transitional capability from primary education to
secondary education, and Competency Level 6 is the transitional capability from
secondaryeducationtohighereducation.
Based on such Competency Level, a generic competency is established, which will
furtherbeusedasreferencetodevelopspecificcompetencyforeachcurriculumcontent.
Then, competency and scope of material are used to determine Basic Competency in
developingthecurriculumofeducationalunitsandlevels.
The generic competency includes 3 (three) domains, namely attitude, knowledge, and
skill.Theattitudedomainisdividedintospiritualandsocialattitude.Thiscategorization
isneededtoemphasizetheimportanceoffunctionalbalanceasawholehumanbeing,
which includes spiritual aspect and social aspect, as mandated in the objective of
national education. Therefore, the generic competency consists of 4 (four) dimensions
thatrepresentthespiritualattitude,socialattitude,knowledge,andskill.
EachCompetencyLevelaffectsthedemandinthelearningandevaluationprocess.This
means that learning and evaluation at the same level have characteristics that are
relativelythesame,andthisenableslearningaccelerationin1(one)CompetencyLevel.
Inaddition,differentCompetencyLeveldemandslearningandevaluationwithadifferent
focus and emphasis. As Competency Level gets higher, the students learning
experienceintensityandlearningandevaluationprocessbecomesmorecomplex.
Description of Core Competency for each Competency Level is presented in the
followingtable.
