INTRODUCTION:
ISSUE #1 - WHO DO YOU TRUST?
Typically when primers, reports, & intelligence
briefings are issued, you trust them because
these briefings come to you through official
channels. You trust the information given to you
by your colleagues, and you depend upon your
chain of command to pass along information that
will keep you safe. Your colleagues and your
supervisors, like you, also depend on the chain
of command to provide current, accurate,
trustworthy and useful intelligence concerning
criminal threats to the public and specific threats
that officers may face.
But what if the intel that you depend upon to
maintain your safety through situational
awareness has been compromised? Recent
reports including one published by a Midwestern
state’s ‘fusion center’ draw directly from sources
that are compromised. The ‘who’ and ‘what’ will
be explained in this report.
There is historical precedent for this happening.
Years ago some larger metropolitan police
departments had to contend with corruption in
the ranks at levels that in some cases went right
to the top. It was necessary to establish internal
affairs and special intelligence sections, or other
units whose members’ integrity had been well-
proven. The first of these officers were known
as “untouchables”.
In time, law enforcement has improved its
dependability, honesty and integrity to the point
that most police agencies have implicitly trusted
intelligence shared by other agencies including
but especially the federal government. Most
police officers now accept information from other
agencies at face value because of the credibility,
trustworthiness and dependability of their peers.
Nonetheless, these was a period in the late
1980s / early 1990s when the infiltration of
propaganda concerning teen suicide, apparently
satanic religious activity and role-playing games
like ‘Dungeons & Dragons’ had some police
looking for crimes that weren’t occurring and
threats that didn’t exist. It is understandable; we
all have families - we try to protect our children
just as any parent would against the obvious
threats, and then police are told that an esoteric
new threat is emerging. As it turned out, all the
literature that circulated throughout law
enforcement regarding ‘Dungeons & Dragons’
had its genesis with a grieving mother who
blamed the game for her son’s suicide, and her
unethical use of a Virginia private detective
license to network with police so as to advance
her crusade against the gaming hobby, its
publishers, and consumers. Then, as now, the
‘information’ presented was simply propaganda.
The intent was to use the police to create a
‘chilling effect’ in society to delegitimize and
ultimately cause “D&D” games to be banned.
The circulation of the propaganda through the
law enforcement community directly led to at
least one instance of false arrest, and one police
officer committing battery against his game-
playing son. This… because of the infiltration of
political propaganda into a venue where facts,
not propaganda, should be shared.
Most of us who have put on the uniform and
have served the public safety for some time
have developed insight into the infallibility (or we
should say, the potential for error) of information
obtained from other agencies. We filter out
information given to us we know to be
extraneous, unnecessary, unsupported, or
simply false. But this is not always the case for
all law officers.
In the case of Randy Weaver [Wikipedia
reference: http://en.wikipedia.org/wiki/Ruby_Ridge],
conflation of intel between agencies was the
most probable cause of the escalation of
enforcement action against this individual and
his family. In this case, one agency (BATF)
exaggerated the threat posed by Weaver to
another agency (USMS) that was becoming
involved. While the story of Randy Weaver is
controversial, there are many lessons there that
have been missed by the law enforcement
community, and that fact has been noted by the
growing militia movement over the intervening
years, and is a topic of this report. Distrust of
the government and the police will be covered
separately, later.
The intel presented in this report is obtained
from credible assets within the militia movement
that see an impending repeat of mistakes that
were made throughout the years when the
Clinton administration was setting policy. In the
U.S. law enforcement community, mainly
coming from federal government sources, the
threat being presented to law enforcement was
largely one of domestic ‘homegrown’ terrorism.
The mistake has been to focus on militias as if
they represent a criminal or terrorist threat, to
the detriment of recognizing actual terrorist
threats.
The mid-to-late 1990’s saw a substantial
increase in law enforcement reports and other
information telling us to look at the militias as
‘the’ threat. In fact, subsequent investigations
strongly indicate that the Oklahoma City
bombing was in fact the work of middle-
easterners legally residing in the U.S. and acting
through a ‘handler’. [Cf. “The Third Terrorist” by
Jayna Davis] By 1999, however, the domestic
terrorism threat cited in the FBI’s “Megiddo”
report duplicated material presented by the ADL
(Anti-Defamation League) and Southern Poverty
Law Center (SPLC) that was so strongly worded
it would leave the casual reader with the
impression that militia groups all over the
country were planning on using the Y2K rollover
as an excuse to initiate the overthrow of the U.S.
government. The Y2K collapse, which was most
strongly expected by the federal government in
the extant literature and contingency planning,
did not happen. The Y2K overthrow did not
happen; in fact the whole affair was marked
by the absolute absence of any kind of militia
activity...
It is worth noting that every terrorist attack in
America has no connection with militias:
OKC, the 1993 WTC bombing and 9/11 all
involved external threats, all of which have a
Mideast connection; and all of these terrorist
incidents were carried out (or in the case of 9/11
was planned) during the course of a liberal-
Democrat administration that was obsessed with
targeting militia & patriot groups to the exclusion
of actual and imminent threats. This illustrates
how misplaced priorities have contributed to a
fatal distraction: rather than looking at militias,
our nation should have been looking to the real
terrorist threats.
Now the federal government has transitioned
from a nominally pro-gun, right-wing
(Republican) administration and congress back
to a left-wing anti-gun administration under
Barack Obama and a Democrat congress, we
see a re-emergence of the political propaganda
that demonizes militia groups and gun owners in
general, but has expanded to anyone who is an
ardent liberty activist. By labeling law-abiding
citizens as “anti-government”, “extremist”, and
“potential terrorists”, we chill political speech and
dissent, not to mention increase distrust of
government and police at a time when
Americans are already deeply concerned about
the direction of our country and our economy.
Policing in America is a reactive profession.
While some other countries may use their police
forces to pre-empt political dissent, we on the
other hand have taken an oath to uphold and
protect the Constitution, which is the supreme
law of the land. Police officers have a duty to
study and understand it, and certainly anyone
expressing strong support for the Constitution by
means of a bumper sticker, patch or tee-shirt is
not a ‘potential terrorist’. If people wish to
lawfully exercise constitutionally-guaranteed
rights, particularly the expression of dissenting
views, police in this country have a duty to
protect the exercise of those rights, not suppress
them. Suppression of political speech, aside
from being futile and counterproductive, only
serves to fuel the distrust of government held by
many within the militia movement.
What was represented to the law enforcement
community was not what was actually going on
within the militias. Moreover, the organizations
that the federal government relies upon the most
(the ADL & SPLC) to infiltrate and surveil the
militia movement have themselves failed to note
some of the most significant developments
within the patriot and militia movements over the
last 8 years. Rather, their “intelligence” reports
have consisted of only one major publication
during this time. While the militia movement is
largely a conservative social movement, these
sources of anti-militia ‘intel’ are largely left-wing
organizations, collaborating with a media
establishment that has admitted to a deep-
seated liberal bias that substantially influences
their reporting and coverage.
Should law enforcement trust partisan special-
interest groups to be the sole provider of
‘intelligence’ concerning militia groups? Are law
enforcement briefings and personnel being
subtly influenced by pejorative terms designed
to effect incremental changes in opinion? An
officer can trust his colleagues tell him, but only
to the extent that he trusts that they are sure of
what they know. If intelligence reliability is
uncertain, an officer’s best defense is to find out
for him/herself what is true. Our judgment and
our own direct observation are the surest ways
to establish facts and the truth. In fact, most
militia groups are happy to give police officers a
“grand tour” of what they are about and what
they do. These groups typically are open to the
public and above-board in their activities.
This report asserts that the best intelligence
regarding militias comes from first-hand
observation and liaison with militia groups, why
the current sources of intelligence regarding
militias are untrustworthy, and why the
information presented by their publications and
briefings actually endangers officer safety.
This report is necessarily longer than most
primers on the militia movement. The subject is
only somewhat complex, but facts take greater
time and space to properly present than most
forms of propaganda which depend on smaller,
more easily remembered “sound bites” and
pejorative euphemisms. Words and phrases like
‘extremist’, ‘right-wing’, ‘anti-government’ and
‘potential terrorist’ will be examined, and how
these labels can prejudice what are otherwise
supposed to be factual, unbiased and objective
assessments. Extant anti-militia literature
makes sophisticated use of, and placement of,
these pejorative labels to influence officers into
thinking of and treating liberty activists as the
domestic enemy.
In short, trust your own judgment and research
this for yourself.
ISSUE #2:
ORIGIN of TODAY’S MILITIA MOVEMENT
It is surprising that when there are several first-
person narratives of the militia movement online,
those who would negatively characterize the
militia movement fail to make use of them.
Although he has not (yet) taken the time to write
his personal memoirs, Maj. Gen. William Flatt of
the Indiana Militia Corps is a patriot historian
who has personally participated in significant
militia events going back to the 1990’s when it
all began. He has personal relationships with
many militia leaders and other leaders within the
patriot movement at large. His comments have
gone unnoticed.
Jon Roland is another who has chronicled the
actual beginnings of the patriot movement and
was directly responsible for coordinating the
very first post-Waco, pre-OKC militia call-to-
muster. He notes, among other things, the
sometimes disorganized efforts of patriots
around the country prior to 1996. He is the
author of “The Texas Militia Papers”, which were
foundational to the development of the modern
militia movement after 1995.
Mark Koernke, formerly a part of the original
Michigan Militia Corps, has also participated
from the early days and was part of a group of
Michigan patriots who had determined prior to
April 19, 1995 that the Oklahoma federal
building was going to be attacked. Rather than
being tapped as an intelligence asset to prevent
the attack, federal law enforcement ignored the
Michigan Militia till after the bombing. Later, in a
reversal of the actual facts, the mainstream
(liberally biased) media went so far to accuse
Koernke and the MMC of involvement (or at
least close connection) to the OKC bombing,
even though the FBI had already cleared the
entire Michigan Militia membership of any
connection to OKC. Koernke continues to
maintain a blog and an internet radio program,
but no one has contacted him for an accurate
accounting of militia history.
The paucity of direct citation concerning the
actual origins and development of the militia
movement has resulted in a dearth of knowledge
about what its members believe, what
organizations have existed across the states,
and what their goals are. Basic research on the
militia movement - that is, independent direct
contact and inquiry - is seldom if ever
conducted. If it were, the researcher would find
an immediate disconnect between the claims
made against constitutional citizen militias and
their actual beliefs, practices, and relation to the
police and local sheriffs.

Some incorrectly assume that it began with the
Ruby Ridge incident in Idaho, where Randy
Weaver’s son and wife were killed. Although
many of the people who showed up to protest
the siege, and later the killings when that
revelation was made, nobody there were
organizing or part of a militia …the idea had
simply not occurred.
Jon Roland notes a specific date for the
inception of the modern militia movement: April
19, 1994. This is why detractors have long
sought to demonize the observance of April 19th
as an ‘extremist’ holiday. The problem with this
is two-fold: This is not merely the date of the
Waco massacre (day 51), but it is also
legitimately observed as Patriot’s Day in New
England as the day the first shots of our War for
Independence began (Lexington & Concord). It
is also the date of the Warsaw Ghetto Uprising,
a significant date given that some militia
members are Jewish. While militias welcome
people of diverse backgrounds, detractors
falsely and incorrectly assume that militias are
anti-Semitic. This may stem from Randy
Weaver’s references and belief before his wife
was killed that a Jewish conspiracy was seeking
to establish a global Zionist government,
sometimes called “ZOG” by white supremacists.
While Weaver and some of the protestors who
were present during the Ruby Ridge siege may
have held certain racial-separatist beliefs, this
incident predated the introduction of the patriot
movement and constitutionalist militias.
Militia members’ sympathy with Randy Weaver
had nothing to do with his beliefs as much as it
did with his family’s martyrdom and most
patriots’ sense of justice. Weaver had become a
folk hero by 1994 and was claimed as a ‘patron
saint’ by so many diverse groups that it would be
impossible to attribute to any group the beliefs
most commonly associated with Weaver at the
time of the Ruby Ridge incident.
The ADL & SPLC continue, however, to falsely
characterize militias as being white supremacist,
anti-Semitic, neo-Nazi, ad nauseam; even
though most militias denounce those views and
prohibit bigots, neo-Nazis & Klan supporters
from their organizations. Just as one abortion
clinic bomber is not representative of the pro-life
movement; neither do Klansmen, Nazis, and
anti-Semites represent what militias believe in.
OKLAHOMA CITY AND THE MILITIA
Contrary to reports that the militia movement
peaked in 1996, this was the year that militia
recruitment actually began to grow in earnest.
The most direct confirmation of this is the
widespread belief among present and former
militia members that OKC was an “inside job”,
but at the least an avoidable tragedy that was
allowed to go forward (i.e. WTC’93). Even today
among patriot movement adherents there is a
general sense that conventional wisdom on
OKC is wrong; the official story didn’t wash, a
retired Air Force general declared that the Ryder
truck bomb didn’t bring the building down but
rather masked a secondary device that actually
did structural damage, and initial (uncensored)
media reports where first responders confirmed
the presence, defusing, and removal of multiple
undetonated follow-up devices, some of which
were recovered from areas of the federal
building that were restricted to law enforcement.
Finally, there is the matter of numerous federal
law-enforcement agents being paged with
messages either not to report to work at the
building, or the fact that nearly all agents on duty
that morning all went on a coffee break 10
minutes before the bombs went off; and they
didn’t go across the street to their customary
coffee shop, but to another coffeehouse several
blocks away.
CONSPIRACY THEORIES?
There has been much discussion of “what really
happened” at OKC, and other events including
9/11. While it is easy to dismiss such talk as
‘conspiracy theory’, a closer examination of the
many issues that concern people in the patriot
movement cannot be so easily dismissed;
inconvenient questions pop up, such as
why/how Building 7 fell on 9/11 when there were
no major fires and no plane hit the building.
Things that were dismissed as ‘conspiracy
theory’ years ago such as warrantless
wiretapping programs, red/blue lists (terrorist
watch-list), “New World Order” (a phrase used
by military officers, congressmen, senators, and
presidents Clinton, Bush, and Obama) have
been borne out. Even some of the most
controversial of so-called conspiracy theories
such as a proposed “Newstates of America”
have been proven by white papers published by
organizations like the CFR in their ‘Building a
North American Community’, which calls for the
creation of a “North American Union” similar to
the EU. These subjects are established and
proven, so they cannot be called ‘theories’.
Another subject of speculation cited by the
detractors of militias involves plans involving
‘martial law’, door-to-door gun confiscation, and
the ‘roundup of patriots into detention camps’.
Yet, what at first blush sounds like a conspiracy
theory starts seeming more like conspiracy proof
when one reads some of the documents posted
on militia websites.
Some of these documents include a military
manual; ‘Internment-Resettlement Operations’,
another titled ‘ENDGAME….Strategic Plan for
Detention & Removal’, and copies of legislation
such as HR645, which calls for the
establishment of emergency relocation centers
on closed military bases.
The distrustful style of American politics is
reflected strongly in the militia movement and
reinforced by the documentary evidence they
have collected. Intelligence reports that grossly
misrepresent the militia movement simply
reinforce the notion that there are ulterior
agendas at work, also seeking to co-opt the
police to disarm law-abiding Americans and
send dissidents to relocation centers. Door-to-
door search and confiscation of firearms, militia
members’ worst fear, was confirmed in 2005
when the military and private military contractors
like Blackwater USA were used to go into New
Orleans and disarm law-abiding citizens before
any type of rescue/relief operation was
undertaken.
What many reports concerning militias tend to
overlook is the core of legitimate concern that
every militiaman has toward an overreaching,
out-of-control government, and is confirmed by
mainstream news reports that are circulated on
the internet. This concern goes far beyond
militia groups and reaches across the entire
spectrum of the larger freedom movement.
Individuals engaged in civil rights activism are
not terrorists.
ISSUE #3:
FALSE ASSOCIATION BETWEEN MILITIA
AND ACTUAL CRIMINAL ELEMENTS
Another notable propaganda tactic used in anti-
militia ‘intelligence’ bulletins is the use of lists of
incidents, arrests and convictions. While some
incidents, arrests & convictions involve white
supremacist groups and their members (Aryan
Nations, Aryan Brotherhood), this is a guilt-by-
comparison tactic. When asked, nearly every
militia member will emphatically and vehemently
disclaim any sympathy for white-supremacist or
Nazi groups. While some Aryan groups, Nazis
and Klansmen will sometimes form tactical elite-
militant units within their organizations that may
call themselves militia, the actual militia-patriot
culture in America refuses to have anything to
do with them. This suggests that while some
people may call themselves militia, the REAL
militia does not recognize them as such and
refuses to associate with such people.
Another tactic in using lists of incidents, arrests
and convictions is to falsely refer to an arrested
gun-owner, even one who is part of the larger
‘patriot movement’, as a militia member. Some
militias have gone so far as to issue I.D.-style
security cards to their members, and to maintain
a list of people whose membership in their militia
was denied or revoked, in case an incident
would occur that would cause the media to refer
to someone as being a ‘militia member’. No
media organization has availed themselves of
the opportunity of contacting the militia to
confirm or deny the status of someone. What
some militias have publicized on the internet and
elsewhere are attempts by some individuals to
falsely claim membership in the militia
organization, presumably for the purpose of
implicating the organization at a later date.
Just because someone wears camouflage, owns
a gun, and is arrested for something doesn’t
mean that a ‘militia plot’ was foiled.
Some incidents listed are outright fabrications,
or lack needed details establishing any
connection to the militia. For example, a
Missouri State Highway Patrol report claims:
“12/08: National Guard and Reserve facilities
received packages with anti New World Order
rhetoric. This would occur within a week of hoax
anthrax mailings to State Governor’s offices.”
The problem with that citation is the absolute
lack of attribution and lack of names. Another
incident, an actual crime, is connected to the
literature package, implying coordination.
However, there are many people who are
opposed to a global government, the United
Nations, or a ‘New World Order’ even though
they may not themselves be a militiaman.
Rough estimates are that for every militia
member there are 200-300 patriots who have
not considered or have decided to join a militia.
Citations such as these are intellectually slothful
and serve only one purpose: to reinforce the
prejudice established by the propaganda. The
implication is that patriots / militia are racists
(even though they are not), that they are
criminals (even though available accounts
suggest militia members are less inclined toward
criminality), that militia members are a national
security threat and potential terrorists (not)!
Other citations appear to confuse issues. One
cite says a Kentucky militia Colonel opened fire
on a policeman, in fact it was not the Colonel but
a man who was personally known to Colonel
Charlie Puckett but who himself was not a
member of the Kentucky Militia. This individual
was wanted on several charges and in fact the
police had gone to Col. Puckett in an attempt to
get him to talk the man down into surrendering.
In this instance, the militia leader was actually
assisting law enforcement, not attacking them!
There are other instances where a group is
called a militia, but consists of five federal
agents and the mark (the schmuck) who gets
arrested because he was gullible enough to
violate the law doing what he was told.
On further examination, citations intended to
illustrate the criminal nature of the militia fall
short. The larger point is the underlying
assumption that militias are illegitimate and that
their activities constitute some sort of crime,
when in fact this is a constitutionally protected
activity.
ISSUE #4:
THE FALSE Y2K SCARE AND MILITIAS
One of the most puzzling statements regarding
militia activity by critics is the notion that militia
preparations for Y2K involved the overthrow of
the government on January 1, 2000. This theory
was promoted by the FBI’s Megiddo Report,
which alleged (again) nonexistent coordination
between constitutional volunteer citizen militias
and white supremacist organizations to foment a
civil war in America using Y2K as a strategic
distraction.
In reality, many militia members are computer
experts and knew that all of the extant hype
relating to Y2K was a lot of ado over nothing.
The prevailing militia opinion was that a lot of
Y2K hype was a sales gimmick by survival
goods dealers to sell storage foods, gas masks
and battery-less flashlights. Militia leaders tried
to calm the Y2K fears of patriots. Most patriots
didn’t fear Y2K as much as they feared the
government using Y2K as an excuse to impose
martial law and install a president-for-life, or
otherwise take a final swipe at the Constitution
and abolish all our liberties.
Most Y2K hype came from the federal
government and the media, and many plans in
preparation for Y2K included American and
Canadian military units being put on alert, as
well as other emergency-management plans by
the government to respond to Y2K. This only
served to further heighten some people’s fears
that the government - not the militia - was going
to do something when Y2K happened. This fear
among segments of the public that liberties will
be taken away under the pretext of emergency
is not without merit (i.e., New Orleans).
ISSUE #5:
“RE-EMERGENCE” OF THE MILITIAS
While it is true that after Y2K, a number of
militias went defunct. This had nothing to do
with Y2K but everything to do with an
administration that appeared willing to uphold
gun rights. Most people who joined militias in
the 1990’s did so strictly because they didn’t
want to surrender their firearms. Militias had a
very difficult time retaining members and gun
owners in general ‘fell asleep’ where threats to
their gun rights were concerned. With John
Ashcroft declaring that gun ownership “…is an
individual Right” some patriots left the militias
falsely believing that these ‘Rights’ would never
again be endangered.
The post-9/11 period was a shakedown time for
militias; to either fold up & make room for new
militia units to emerge, or to become leaner and
more effective organizations. Even if the pre-
9/11 assumptions about militias were remotely
true in some instances, that changed after 9/11.
After 9/11, another reason to join or start militias
was exposed: international terrorism on U.S.
soil. Chief among the militias organized to resist
terrorism is the KISSATA militia alliance.
KISSATA stands for “Keep It Simple Stupid Anti-
Terrorist Alliance”. This militia emphasizes
getting back to basics such as individual soldier
skills.
On September 29, 2001, the Indiana Militia
Corps was formed just as other militias in
Indiana were going defunct. Militias in other
states have formed up along the same
guidelines published by the Indiana Militia
Corps, and this transformation was done without
any fanfare or media scrutiny. Later, the ADL
referred to this transitional phase as “the quiet
retooling of the militia movement,” focusing
mainly on the lawful activities of the Indiana
Militia while maintaining the elements of guilt by
association with racists and criminal activity.
IMC contacted both the ADL and SPLC to
formally warn them of litigation if they did not
desist from referring to the Indiana Militia as
being racist, anti-semitic, or fomenting criminal
activity. Having lost at least one lawsuit already
by a militia member for defamation of character,
the ADL & SPLC struck the offending language
and inserted a new label; “extremist”. In the
intervening years, we are seeing more and more
agencies adopt the use of ‘extremist’ to classify
political dissidents, tax protestors, 9/11 truth
activists, national ID opponents, and even
mainstream political activists such as the
campaign staff & volunteers of congressman
Ron Paul (R-TX).
What the Indiana Militia Corps started among
the militias of the states is the growth of more
sophisticated organizational techniques,
operational security procedures, and enhanced
communication. These militias identify
themselves as the “Continental Militia Network”
and are believed to consist of more than a
dozen militias from coast to coast.
Another trend is for the militias to recruit among
military veterans and national guard. In a couple
of instances, militias are adopting retired military
officers as their state commanders. It is
expected that militias will grow substantially and
achieve a greater state of readiness with actual
military officers running the militias, something
that was missing from militia groups in the
1990s.
THE THIRD CONTINENTAL CONGRESS
After having to expel
some radical elements
from their ranks in the
mid-1990’s, the 3rd
Continental Congress
(3CC) remained as a
viable organization
through 2006. The 3CC
is not a militia nor is it a
militia-related “committee of safety”. 3CC is a
representative body of the patriot movement that
was established initially to issue the “No More
Wacos” declaration; this resolution was a
statement of the organized constitutional militias
that another Waco-style attack would not be
tolerated. It warned the federal government that
there would be severe consequences if the FBI,
ATF, or other agencies laid siege to another
church. Federal agencies took the declaration
seriously, and even though the “No More
Wacos” declaration was a defensive statement,
the 3CC was placed on a list of domestic
terrorist organizations.
In 2006 the last session of the 3CC was
adjourned and the organization folded. Now a
newer Continental Congress has emerged, with
a stronger organizational structure and a
commitment to take action. It seeks the input of
the militias and the establishment of committees
of safety in every state to commission new
militias according to strong membership
standards. In 2009, members of the new
Continental Congress expressed hopeful
anticipation that a new Declaration of
Independence will be drafted.

The significance of this Continental Congress is
that a large segment of Americans are deeply
dissatisfied with the direction this country is
headed, the spread of tyranny, and the inability
of the people to get their government to answer
their petitions for redress of grievances. They
are not militia members, but share the views of
militias and are committed to an orderly
restoration of the rule of law under our
Constitution. Their fear is that like in 1775, their
efforts will be met with governmental violence
and they will be forced to rely upon the militias to
fight for - and secure - lost liberties.
ISSUE #6:
YOU ARE NOT THE ENEMY!
Anti-militia intelligence bulletins boldly proclaim
that you, the police officer, are the enemy to
militias. THIS IS THE BIGGEST LIE YET.
If you take nothing else from this report,
understand that every well-regulated militia in
America wants desperately for the police to work
with them as allies. Militias support their local
sheriffs, and their training is geared to assist
local police in situations where emergencies
may require the police to call upon them.
In Indiana, police called upon members of the
militia; and other militiamen volunteered their
assistance without invitation when extensive
flooding following a cluster of tornadoes
devastated many counties across the state. The
active military and national guard were
unavailable to assist local authorities because
the most powerful tornado to strike Indiana
made a direct hit on the largest military
installation in the state, Camp Atterbury. With
the military preoccupied, the militia quietly
assisted in the recovery effort.
These actions directly contradict the statement
that the militia regards the police as the enemy.
The only way that the militia would be an
opposing force is if police officers obey illegal
orders to deprive people of their rights under
color of law (10 USC 242). In that circumstance,
militias believe that the people have the right to
effect a citizen arrest of those committing that
felony, regardless of the office or commission of
those who are using criminal force or the
criminal threat of force.
This is not a threat to law enforcement, but an
asset. If a fellow officer committed cold-blooded
murder, wouldn’t you arrest that officer? This
happened very recently in a subway station.
The militia is the friend of all who uphold the law
and maintain domestic tranquility, and a potent
nemesis of all who would break the law, and
deprive innocents of life, liberty, and property.

ISSUE #7:
MILITIA SYMBOLS ARE NOT GANG SIGNS
In the recent MIAC intelligence report, as well as
some other militia intelligence primers, some
militia patches, historic flags, and other symbols
of the founding of our nation are presented in
the same style as police bulletins depicting gang
signs, tattoos, and paraphernalia. Police are
urged to recognize this tactic as an illegitimate
attempt to get you to view law abiding patriots as
the enemy.
Again, patriots & militia aren’t anti-government.
They are anti-corruption. While many patriots
and militia are anti - ‘New World Order’, please
understand that anti-globalization activists do
not view police as the enemy, but when police
act in a manner that deprives people of their
right to engage political speech, peaceably
assemble, and so forth, then they view the
police as tools of those who lead the drive
toward globalization.
Some of the flags, patches and symbols of the
patriot movement (not just militias) are
expressions of the spirit of liberty that animates
them. These patriotic icons are symbols that
every American should be proud of. Here are
some examples presented in anti-militia tracts:
Gadsden Flag - “Don’t Tread on Me”
The Gadsden flag was a prominent symbol of
the American Revolution. The rattlesnake
symbolized the ability to hurt whomever would
step on the snake, hence the phrase Don’t
Tread on Me. Americans have historically
preferred that they be left alone, with liberty.
Soldiers currently deployed overseas can be
found wearing subdued patches of this flag on
their field uniforms, along with variations on the
Molon Labe patch (featured next).
Molon Labe – “Come and Get it” – This graphic
from an online catalog shows variations on a
patch which is popular among members of our
active armed forces, gun-owners and patriots.
The “Molon Labe!” theme is a favorite among
2nd Amendment activists who strongly oppose
gun control and expresses their determination to
resist gun confiscation. The Spartan featured is
King Leonidas, who shouted to the Persians
“Molon Labe!” (Come and get them), when told
to lay down their arms and surrender. For more

Incidentally, the subject of ‘Molon Labe’ and
King Leonidas was featured in a recent major
motion picture titled “300”.
Gonzales Flag of 1865
The Gonzales flag is a part of Texas history and
conveys the same sentiment as the Molon Labe
patch.
Other versions of the Gonzales flag:
Ardent gun-owners express their willingness to
resist gun confiscation by suggesting that they
will give up their guns, “bullets first”. As radical
as that may sound, it’s a common sentiment
reflecting the willingness of many Americans to
defend liberty even if it means using lawful force
when necessary, and any effort to impose
general disarmament would be grounds for
lawful resistance.
Civil flag of the United States
This flag has at times been referred to as a
“Sovereign Citizen” flag. It is actually our
nation’s “Peace” flag. If you see someone with
this flag, chances are they are knowledgeable
and will be happy to share with you what they

MIAC Report Commentary: Terrorists
Practice Fear, Revolutionaries Practice Love

DISCLAIMER: The following is my individual
interpretation of the controversy surrounding the
recent MIAC Report. It in no way is meant to
express the views of others within the movement
or Liberty Restoration Project. In recent days,
Officer Holz has repeatedly said that people are
overreacting. I would like to offer the following
critiques as my testimonial to the danger of
propaganda disguised as police informational
reports.

The Missouri Information Analysis Center’s
February 20, 2009 strategic report titled “The
Modern Militia Movement” is a blatantly poor
attempt to divide the loving people of Missouri
against each other. My response is that a true
criminal cares not about constitutional law. A true
Terrorist cares nothing of peace. All across
America people ask for equal rights and
protections under the law, and one by one various
groups of persons have been singled out for their
differences. The true Constitutional liberty
movement sees no race, gender, or political
affiliation. Yet, according to the MIAC/MHP those
who speak freedom the loudest are the ones who
need their freedoms taken.
This report is nothing more than a propaganda
tool meant to drive police to view the Militia and
Constitutional Government Advocates as enemies
of the state. While I am not speaking for others
who would call their selves Patriots, I do have a
straight forward view on the opinions expressed by
members of the movement. I felt the need to take a
common sense examination of this document from
a Patriotic perspective.
The first myth I would like to address is that
this movement is Anti-Government or Anti-Police.
And specifically the portion under the heading -
Implications for Law Enforcement: “You are the
Enemy.” While there is a minority of persons who
do walk a fine line in their rhetoric and actions, and
there are cases where people take things too far, I
would argue that there is almost no demographic
within society where extremists, criminals, thieves,
and killers do not exist. On the contrary, I argue
that many within our movement are not Anti-
Government or Anti-Police, but instead are Anti-
Tyranny, and even those with the most extreme
perspectives on these issues do not act out of blind
hatred for government, but out of shock at the
actions of those in power. Instead, most Patriots
would love to network with Police Officers,
National Guard, and members of the Armed
Forces. We would like to educate you on the
constitutional fundamentals of the country and aid
you in your duties while educating you on how to
perform your functions in a manor that adheres to
your constitutional oaths and does not infringe on
the unalienable rights of the people in the
communities in which you serve. A Police Officer,
Government Official, or Military Person who acts
out of love and protection for the things that they
love is a patriot’s best friend.
Even in most cases where violence is
discussed, the point of view is usually one of
mutually assured destruction. Never fire unless
fired upon and only in self defense do you aim a
weapon at a person. It was John F. Kennedy who
said “When you make peaceful revolution
impossible, you make violent revolution
inevitable.” If someone is afraid of the possibility
of Patriots acting out of fear, the best approach
would be to not incite fear and always attempt a
peaceful resolution first. Essentially, I view this
document as a memo saying “Look these people
are afraid of government! Be afraid of them!”
Where does the fear end and the cooperation
and love begin? I would certainly hope that the
first step is education. One problem I see with this
document is that it makes claims that are spun to
incite a certain type of response.
For example, the examples given of terror-type
activity by the militia movement is laden with
“were plotting” and “were planning.” I’m not
attempting to trivialize possible threats to the
safety of human lives here, but unless the planning
phase begins being put into action, such as the
other examples given of actual explosives, then the
threat is not realized, and therefore no violent
action is truly being put into production.
Other examples given describe the persons as
being “arrested” or “charged” for weapons or
violence. Not once is the word “Convicted” used. I
have not researched all of the cases given, and I’m
sure most have been convicted of some crime,
however, recent use of the words “Arrested” and
“Charged” have been propagandized to assume
guilt. We live in a nation where anyone who has
seen the TV show “Cops” knows, people are
innocent until proven guilty in a court of law.
The next thing I’d like to address is not what
this document says, but what it does not say. It lists
several “motivators,” with very little connection to
why a Patriot would fear such things, often using
the term “Conspiracy theory” with little
background on these issues to determine if any
information is relevant enough to warrant
legitimate fear of these issues.
Two of these are the Ammunition
Accountability Act and the implantable microchip.
Both are identification tracking devices used to
assign an object and number to a person. The
implantable microchip exists, you can find this
information easily on the Internet by searching for
“Verichip.” After the Real ID act passed into law,
we see a government that seems to be striving for
digital and bio-metric identification and the
databases in which to store this information. When
these databases are used for every-day activity, one
can see a scenario where that type of information
becomes increasingly valuable, which means both
a more appealing prize for criminals to attempt to
obtain, and a possibility to simply “turn off”
someone’s ability to function in a society
controlled by account numbers and databases.
The other instances where concerns are blamed
on “Theories”; The New World Order, The North
American Union, and Universal Service are
incorrectly attributed to this movement in this
document. Again, a little research reveals that it is
not the patriot movement coining these terms and
predicting these events. A google news search for
“New World Order” nets thousands of mainstream
news sources. As far as a Global Conspiracy goes,
one can do a google search for “David Rockefeller,
Zbignew Brzezinski, and Henry Kissinger”
examine who they associate with, think tanks they
are part of, and you decide if you believe they are
advocating global decisions to supersede the US
Constitutional government sovereignty.
A youtube search for “Rahm Emanuel Service”
will get you the video where he describes every
person’s duty to serve in order to pay the country
back for citizenship. A YouTube search for former
Mexican President “Vincente Fox Union” will
display videos where he doesn’t simply describe a
NAU, he says it WILL happen.
When patriots discuss these things, they do not
simply make them up as a boogeyman to fear.
They do so because these world leaders have
discussed these concerns publicly, and when
pressed for more information about these subjects,
government officials have denied, hidden, or
changed the talking points of these concerns.
When something happens, and a person has
seen it, and officials deny it ever happened and call
the person a crazy conspiracy theorist, how do you
expect those people to act? When a person is
distrustful of government, it is not always out of
hate and fear. Sometimes there is legitimate
concern upon realization that so much of what has
made this country great and strong for over two
centuries by those who we have entrusted to
preserve, protect, and defend those institutions.
Finally, I would like to address this view of the
Militia as militant right wing terrorists. The spirit
of the militia is every able bodied person being
prepared to help their community in times of war
on the homeland or crisis. Every able bodied
person, from your militant right winger to your
local shop owner with a small pistol, to the average
young lady who learns martial arts to defend
herself in the parking lot at night.
True militia, true constitutionalism goes
beyond group activities, goes beyond race, beyond
gender, beyond sexual preference, beyond political
belief or affiliation. Please see through this divisive
hate speech document and understand why the Ron
Paul revolution logo highlighted “L-O-V-E” in
revolution, because a revolution can only be based
on love. Real change can not happen from the
barrel of a gun, but from education of the peaceful
ways of life and guidance through the hard times.
This goes for both Police and Militia. Embrace
freedom and love as your guidance and you will
never have to fear these “us & them” perceptions
like what MIAC have tried to sell here. The only
terrorists involved here are those who would tell
cops to fear us and spread fear and divisiveness
knowing that such public documents would also
work to make patriots fear cops pitting both against
each other. I beg that anyone involved would not
alter their behavior based upon a document so
obviously based on lies and allusions to guilt by
association.
CONCLUSION
The people referenced in most anti-militia
‘intelligence’ bulletins are honest, peaceable,
non-radical citizens who are devoted to God,
family, liberty, and their communities. They are
the average citizen on the street. They are all
over the internet. They are everywhere. Militias
welcome the police as allies against the criminal
element and maintaining social order….and if
you treat them as a friend, they will NOT be your
enemy.
If any quarter is to be viewed as suspect, it
ought to be those that would tell you that the
patriots of America are ‘the enemy’, because
their agenda is being exposed by America’s
patriots. These patriots include your colleagues
in uniform. As discussed at the beginning of this
report, police officers like you trust your
colleagues because they’re on the same team.
Will you continue to trust your peers rather than
someone on the outside?
Many police officers
have come over to the
side of patriots because
they rightly and justly
became alarmed about
events and initiatives
like H.R. 1955 (passed
in the House during the
last session), which
would place them at odds with their oaths to
uphold the Constitution for the United States and
the constitution for the state in which they live
and work.
You may be one of these officers if you have
been asked, or have considered on your own
whether the greater duty is to ‘obey the orders
given by superiors’, or instead to “uphold and
defend the supreme law of the land”. In every
state, citizens want all of the police to place
freedom above fortune, and stand with them.
