Currently the SPCA has a 17 years old SUV that we use for animal rescues and during investigation cases. The
SUV is no longer safe to drive as it breaks down often. The AC does not work under hot weather conditions
and the car has even broken down during several animal rescue missions. Therefore we have no choice but to
fundraise for a new vehicle. So far we have raised more than 50% of our goal; however, if we do not achieve
the full fund raising goal, we will not receive any money from the crowdfunding website at all! To support our

On May 20th, legislators Wang Yu Min and Zhuang Rui Xiongs bill to end cosmetics animal testing passed the
Social Welfare and Environmental Hygiene Committee of the Legislative Yuan. We are ecstatic that committee
members agreed it was time for Taiwan to say goodbye to cruel cosmetics animal testing. Animal testing causes
unimaginable pain to test subjects, and the results are never 100% accurate. The bill will be scheduled for a
parliamentary vote in September. If the bill is successfully passed, Taiwan will join 30 other countries around
the world that have banned this cruel practice, including countries in the EU, Norway, Israel, New Zealand,
South Korea, Turkey and Brazil.
In the past 2 months, the SPCA attended many meetings both with the central government and with local
government bodies, including meetings with the Defense Department, Hsinchu government, legislators Wu Shi
Yao and Chen Man Li, New Taipei City government, etc.

In July, we were invited to meet with the Minister of the Council of Agriculture, Tsao Chi Hung, to give
suggestions on how to improve animal welfare in Taiwan. The SPCA suggested various methods on how to
improve shelter conditions and also spoke out about the improper treatment of pets, particularly regarding both
endangered and non-endangered wild animals. We believe that wild animals should NOT be sold by pet stores
as regular citizens can not provide wild animals with the proper environment they need to flourish and remain
healthy. Pets such as raccoons, civet cats, and even pademelons have been seen on the pet market in Taiwan,
which is very concerning. We urge the Forestry Bureau to take this matter seriously and to stop the trade of
wildlife, starting at the source of importation.

In response to a soldiers brutal killing of a stray dog named Little White, the Ministry of National Defense
(MND) invited TSPCA to join the discussion for the draft of a new regulation Management of Animals in
Military Bases. Besides TSPCA, other participants included the Council of Agriculture, Life Conservationist
Association, Environment and Animal Society of Taiwan, Animal Protection Association of the Republic of China
and Ciai Animal Welfare Foundation. The participants offered suggestions to the draft, and expressed our mutual
request that the MND could focus on educating military personnel about animal welfare. Animal groups suggested to the MND that instead of giving directions on how to deal with animals, MND should set out important
animal protection principles, so that soldiers could still focus on their main combat training tasks. The important
question is how to prevent animal abuse in the future. Besides implementing regulations and holding educational
seminars, we suggested that there also has to be a hotline for all military personnel to report animal abuse anonymously, so that the authorities can investigate and follow-up on a case, without the reporter being subdued to
certain prejudice.

On the 16th of July, TSPCA led a group of passionate volunteers to walk the dogs at the ZhongHe animal shelter
in New Taipei City. Volunteers also bathed the dogs under the great weather. Even though the sun was so strong
that it got our faces tanned, knowing that the dogs had a chance to come outside and enjoy the day was our best
reward. Many times when we go to the shelter, we will see volunteers from Song Gao Senior High Schools SSSH
Loves Strays Student Club. This time, we met two of the students who graduated from the high school but continued to volunteer at the shelter. It is also the goal of our monthly volunteer events to get more people to realize how
great it is to volunteer at the animal shelter.

welfare advocates in New Delhi. We spoke with Azam about the work of the Taiwan SPCA and shared with him
some information about the current rabies situation in Taiwan.

Recently our Investigation Department received a case of animal abuse in Taoyuan City. It is reported that a
miniature poodle who was kept in the yard seemed to be injured, but the owner had not taken it to the hospital
for medical care. TSPCA visited and communicated with the owner in person. According to the owner, the dog
named Mo was bought from a pet store a few years ago. One time he took Mo to the vet for medical treatment,
later that day the doctor suddenly informed him that Mos hind limbs were paralyzed and Mos condition was bad
even after treatment. Mos owner rejected the vets suggestion to put Mo down, so he brought him home. With his
hind limbs paralyzed, Mo was unable to stand up and excrete normally like before. As requested by other family
members, Mo was later kept outdoors. Surprisingly, Mos condition got better soon after it was kept outdoors. Mo
could gradually stand up with his hind legs, but his spine still remained in a curved position when he walked. The
vet was unable to diagnose whether Mos condition is a genetical disorder or it is caused by other reasons. Fortunately, with the attentive care from the owner, Mo has recovered tremendously and Mo now accompanies his
owner for a walk everyday.

INVESTIGATION DEPARTMENT:
TAOYUAN ANIMAL NEGLECT CASE

We came to a private car park in Taoyuan after receiving a report about an animal being neglected. Jake the
dog was encaged and kept inside a rundown house beside the car park. On the day our investigators found
Jake, feces were scattered all over his cage, as so was his food. Jake wandered around his excrements and cried
out to us. The water in his bowl was already yellow in color; we wondered how long he was kept here in this
condition. TSPCA immediately reported the case to the local authorities who later got into contact with the
owner. The owner decided to abandon the dog without a second thought and asked the authorities to take the
dog away.
As requested by the TSPCA, the local authorities asked the owner to sign a relinquishment agreement. On the
day the dog was brought to Xinwu Animal Shelter in Taoyuan, TSPCA drove down from Taipei and adopted him out from the shelter. He was then sent to the vet for a medical check-up. It was the first time Jake had
touched the ground outside his cage. He opened his eye widely to appreciate the world with curiosity. He enjoys being around people and likes to be touched. Even in a new environment, he was calm and well-behaved.

TSPCA held 2 classes at Abraham Academy on July 27th for kids aged 4-10. Our cute little doggy assistant
Sopa tagged along and demonstrated to the kids a number of things, including: how to interact with dogs
properly, the fact that animals have emotions just like us, and that all animals need proper care and respect.
The kids all showed a great deal of attention and interest, they even took turns to get on stage and interact
with Sopa. It was great to see the kids being so gentle and loving with Sopa. We believe that animal
protection education must start at a young age. We hope the next generation will be more affectionate

There are only 7 months until zero-euthanasia policy is effective nation wide. On July 11th, SPCA met with
organizations including Heart of Taiwan Animal care (), Society for Animal Welfare of Hsinchu (
), Wang-Wang Stray Animal Association (), The Eviction (
), NTHU CareLife Club (), and city councillors Li Yen-Hui () and Shih Nai-Ru (
) to discuss with the directors of Hsinchu City Department of Economic Development ()
and Animal Protection and Health Inspection Office () on measures to promote animal
well-being in Hsinchu, following the zero-euthanasia policy.

A. Implementing Selective Capturing

1. Hsinchu Citys current capture policy of stray animals is based on public requests. The reporter does not
need to have a reason for his/her request for the government to catch a stray animal, nor is s/he required to
appear in person to identify the animal, leading to numerous cases of mistakenly seizing harmless dogs or pup13

pies, leaving out the real trouble-makers. The shelter entrance rate stays high as a result, depleting the already
scarce resource and lowering the living condition of in-house animals. Adopting the selective capture method
means catching only dogs that have caused disturbances in the community. People who phone in to report a
case are responsible to provide details on what gave rise to the incident and will need to provide specific physical features of the dog(s) involved. This means capture of a stray animal wont be conducted unless sufficient
information is provided.

2. Some shelters offer cages for individuals to capture stray cats themselves. However, many of the cats
caught are those who have been TNRd, leading to a overcrowding of cats in shelters. Overcrowding increases
the chance of the spread of infectious diseases within shelters. As a result, SPCA suggests that selective capturing be applied to cats as well. The SOP on lending out cat traps need to be more stringent and TNRd cats
should not be caught.

3. The director of Hsinchu Citys Animal Protection and Health Inspection Office indicated in the meeting
that the city will be putting selective capturing into practice, in order to lower the shelter entrance rate before
the zero-euthanasic policy is effective, and also to maintain the living and working condition for both in-house
animals and staff.

Local volunteer groups pointed out the problem of medical resource deficiencies inside the Hsinchu shelter.
The chief of the department stated that he already requested to the city government to arrange for one more
veterinarian to be stationed. The priority now is to control the number of animals entering the public shelter.
After all, no amount of resources will ever be sufficient for an overcrowded shelter.

D. Adoption Concerns
SPCA suggested that the Hsinchu shelter consider Taichung Citys practice of allowing individuals to foster
shelter animals on a temporary basis. This not only gives adult dogs a chance to enter real life homes, it also
lowers the shelters pressure resulting from overcrowding. The chief indicated that he would seek more details
and suggestions from Taichung.

Due to global warming, the summer temperature in Taiwan has been higher than ever before. The Central
Weather Bureau warns citizen all the time to try not be exposed under the sun for too long and reminds us
to take in water often to prevent heat stroke. However under the extreme heat, TSPCA is still getting many
reports around the island that pet dogs are being kept under the sun for long periods of time.
Recently our investigation department received 3 reports from Sanchong District, Sanxia District in New

Taipei city and Changhua County. The owners from these 3 cases all kept their dogs caged outdoors with only
a small piece of wood plank or cloth covering the cage to block out the sun. The insufficient shading means
dogs are exposed under the sun all day with nowhere to hide from the sunlight. The cement or asphalt road that
the cages are on makes the temperature inside even hotter. Dogs can not sweat the way humans do so their heat
endurance is not as good as humans. When the outside temperature is as high as a dogs body temperature, the
effect of panting to cool down becomes limited. For dogs, the long exposure to the sun can be a lethal crisis; it
can cause sunburn, heat exhaustion, shock and even skin cancer.
According to Taiwans Animal Protection Act, pet owners should provide their pets with proper shelter and
pay attention to the temperature of the living environment. Overly hot or cold environments are dangerous for
dogs. We hope that every pet owner can pay more attention to your pets living environment, providing proper
shading and temperature control.

Taiwan SPCA received a report that someone took home a Goshawk chick, an endangered animal, without
providing it with enough water and food. The Goshawk chick was tied to a ladder and was seen struggling to
break loose. The animal was kept in the balcony on the top floor, exposing it to extreme heat. The reporter had
informed the relevant authorities but didnt know how to follow up on the case, therefore the reporter reached
out to the TSPCA for help. Our investigation department contacted the Forest and Nature Conservation Division
of the Agriculture Bureau. We were told that the Agriculture Bureau and the National Police Agency-Security
Police VII Corps had already applied for a search warrant. The next day, the police went in to the house with a
search warrant and rescued the Goshawk chick. The bird was handed over to a professional bird group to train it
so that it can be released back to the wild. Because the Goshawk is a protected animal, this case has been passed
to the prosecutors office for investigation (Animal Protection Act, Article 42 for abuse, harassment of wild
animals).
The TSPCA would like to remind everyone that if you ever come across a wild animal on the streets, do not
bring them home. You may not only be breaking the law but may also be exposed to zoonosis diseases; many
wild animals carry transmittable diseases and parasites. To treat an injured wild animal it requires adequate
professional experience and expertise, therefore the usual pet veterinarian is not going to be able to help the
wild animal very effectively. So when you come across wild animals you should observe from a distance and
not disturb the animal in any way. If you think the animal is injured please report it to the local authorities
immediately and stay at the scene until help arrives.

Every intern at the SPCA is expected to join our monthly intern training session. Through different role-play
scenarios, we allow each intern to practice their public speaking skills and encourage them to be creative think
on the spot. We focus on how they should communicate with the public on behalf of the SPCA, and we provide
each intern with suggestions on how they can improve on their weaknesses. The session also allows every intern
to voice their opinions and to give suggestions to the SPCA.

On July 30th, we teamed up with the Taipei Animal Shelter and held an adoption event for animals confiscated
from cruelty cases. There were over 30 animals, including Maltese, Poodles, Chihuahuas, and Corgis. In order to
find the right homes for these dogs, we interviewed every applicant and chose the most suitable candidate.
The TSPCA would like to remind everyone to choose adopting instead of buying a pet. Before bringing a pet
home, you must also consider if you have the time, budget, and living environment suitable for the animal.

The summer Pet Show that took place from July 9- July12 at the Taipei Nangang Exhibition Center has been
overwhelmingly successful. A big thank you to all our supporters that came to visit us at our booth. Also, we

On June 16th the SPCA participated in an event held by Garena Vindictus. There were a variety of charity booths,
raffle ticket sales, and many gamers brought their pets to support the charity event. Special thank you to the organizers, Garena, and all the charity sponsors. At the end of the day, SPCA was able to raise $14,310 NT TWD, which
will go towards the rescue of animals who need our help. The SPCA is honored to have been invited by Garena to

Raising public awareness on the well-beings of zoo animals and keeping wildlife away from entertainment
purposes have always been TSPCAs primary goals. Hsinchu Zoo had planned to bring in African penguins
from the Ueno Zoo in Japan until a petition was started to stop this from taking place. Mayor Lin Zhi-Jian

expressed in writing that the plan has been permanently called off, and the money that was going to be used
for the purchase will now be used instead on improving the well being of current animals at the Hsinchu
zoo. TSPCA called up the director of Hsinchu Zoo when we learned of this incident. The director indicated
that in the past, people longed for the addition of new animals and questioned why the zoo did not have large
animals like a giraffe. This incident has demonstrated a rise in animal protection awareness from the public.
The director promised to keep improving the living conditions and well being of in-house animals.
Regarding the well being of zoo animals, TSPCA recently made a public announcement regarding the
Hidden Secrets of a Zoo, which has reached over 110,000 people and received vast acknowledgement.
We seek to expose the dark secrets behind capturing, selling, and breeding captive wildlife. Education is the
one of the primary purposes of zoos, and healthy animals is fundamental to this purpose. Without proper care
though, more and more zoo animals are showing stereotypical or self-mutilating behaviors, making zoos unfit
as an educational facility for kids. Recently in China, there is a growing trend of displaying live wild animals
in shopping malls. In a Guangzhou shopping mall, a polar bear is being kept on display and made to endure
continued physical and mental abuse. The polar bear has been named the worlds saddest polar bear by the
media. In Taiwan, such stunts are also common in exhibitions or ranches. The TSPCA invites the public to
join us on defending the well being of captive wildlife. By refusing to participate in activities that involve
wild animals, we can help put a stop to this cruel trade.

In order to observe and to get a thorough understanding of the difficulties each shelter is facing, TSPCAs Research Department is conducting on-site investigations at shelters throughout the island. In this issue, we will
introduce to you two shelters in Chiayi Chiayi City Shelter and MingXiong Shelter in Chiayi County.

In the past, stray animals were regarded no different from trash. So most shelters in Taiwan were set up in remote
areas. Chiayi City Shelter is one such example. Located inside a recycling yard, with rather primitive construction
and with about 30-some dogs inside, the shelter was to our surprise, quite well maintained by its staff. Not only is
the interior free of strong odor and the ear splitting barking of dogs, the drinking water and food for animals were
both clean and sufficient. Unlike common overpopulated shelters where animals often appear fearful, restless or
depressed, dogs in the Chiayi City Shelter were playful, friendly, and non-aggressive towards one another. In the
cat area, most of the cats were kept in individual cages with cat litter, food, and clean water. At the time of our visit,
there were some cats receiving medical treatments. Overall, the example of Chiayi City Shelter revealed that while
shelter expansion has been the popular request among city governments, what actually plays the most essential role
in ensuring both physical and mental well being of shelter animals is the management and care imparted by the shelter staff. The number of in-house animals also links directly to the level of stress animals experience at the shelter.
Therefore, the implementation of selective capturing and reduction of shelter entrance rates are some of our primary
concerns.

In April, 2016, a tragic incident took place in Chiayi County. 47 dogs were suffocated to death due to human error
during transport. Chiayi County magistrate Chang Hua-Guan was furious and dismissed the director of the shelter, at
the same time drew on the secondary reserve fund to expand shelter staffing and to build a primary medical center. 3
months later, SPCA revisited Mingxiong Shelter to show our concerns and to bring public attention to this remotely
located and rundown shelter. Mingxiong Shelter as of today is fully staffed, with two veterinarians and three staff.
The director personally gave us a tour of the temporary medical center, where simple medical procedures are conducted. The gutter previously filled with wastewater is now drained periodically to prevent vector mosquitoes from
multiplying. However, overpopulation of shelter animals is still an issue. Cramming nearly 10 dogs in a confined
space is likely to make the dogs really stressed and aggressive.
In Chiayi County, it is the county sanitary workers who are responsible for capturing stray dogs, so in order to implement selective capturing, the shelter has to conduct governmental cross-department communications via written reports,
which will take some time. The director stated that theyve already submitted the documents, and are looking forwarding
to seeing the city sanitation team adopt selective capturing as they suggested. Otherwise no degree of facility improvements will be sufficient to fix the problems caused by shelter overpopulation. Overall, MingXiong Shelter is now equipped

TSPCA has prepared a diagram to illustrate the practice of selective capturing for the public to understand the
concept. Since this method directly affects the number of animals that will enter a shelter, it is an important measure to implement right away before the zero-euthanasia policy next year. In the past, capturing of stray animals
was conducted based on public requests. The target were mainly dogs that had owners but were left to freely roam
the streets or harmless puppies, leaving out the ones that created nuisances like excessive barking or running after
people and cars. In fact, simply by taking away the dog causing the disturbance from the scene and conducting TNR
on the remaining dogs can largely reduce the conflict within the community. It also gives neutered stray dogs a
chance to live freely. TSPCA takes the stand that selective capturing should be implemented, and the reporter has to
appear in person to help identify the reported dog. This certainly takes time and effort, but works to largely reduce
the entrance rate of dogs to shelters and avoids inhumane killing. Only when the number of shelter animals drop to a
manageable rate can shelters maintain an acceptable level of animal welfare.

TSPCA rescued Dada after being kept in inadequate conditions for a long
period of time, chained to a shelter outside that did not provide enough
protection from strong winds or heavy rain. He was not provided with
enough water or food, which is the bare minimum an animal owner must
do. After working together with the Yunlin Animal and Plant Control Center, the owner decided to relinquish
Dada. TSPCA learned within a few days of this that Dada was going to be euthanized and quickly rushed to
Yunlin to get him the medical treatment he needed and prevent him from being euthanized.
Dada is a handsome fellow with a calm, loving, and obedient personality. He walks with sass and his tail never
stops wagging. Although he has never had the chance to run free, he shows great curiosity towards the outside
world. His ears are always perked listening to his fellow doggie friends around him. He is still very thin but
looking for a warm loving home that can play with him and let him bound around freely.

A while back, the SPCA visited Granny Chang and her more than 30 animals. She has been taking care of these
animals and feeding the stray cats around her neighborhood for over 15 years...
At 89 years old, Granny Chang fears she does not have much time left to care for these animals, so she hired
two help to assist her with the daily feeding and cleaning. However, she is worried that this is not a long term
solution and has decided to adopt out her dogs and cats. She also hopes to find a few volunteers who would be
willing to help her feed the stray cats in her neighborhood.
In the photo album are pictures of her animals, she has 17 dogs and 15 cats (all neutered) that needs to be
re-homed. If you are thinking of adopting, please consider these wonderful animals. Please help to share this
