On April 5, 2016, the citizens of Fulton voted with overwhelming majority


for a 1/2 cent sales tax increase that will generate approximately
$750,000 in annual revenue which will be dedicated to funding a variety
of Parks and Recreation initiatives, as well as some much-needed storm
water improvement projects.
For the first time in the Citys history, the Parks and Recreation
Department will have a dedicated source of funding that will be used for
Park improvements. These funds will be used to respond to the citizens
requests and demands for more recreational opportunities and amenities.
While the City will not start collecting the sales tax revenue until October
1, 2016, we are already in the planning process for some exciting new
facilities. The Park Board made the recommendation to proceed with the
planning and development of a new Community Recreation Center and a
new Baseball/Softball Complex.
Once the Community Center is
complete, the City will begin exploring the possibility of constructing a
new outdoor aquatic center that could be attached to the Community
Center.
As we progress through the planning stages and professional architects
begin to finalize the project designs, we will continue to seek citizen input
on what you would like to see in these facilities. Also, in the Fall we will
have a link on the Citys website that will provide updates on these
projects as well as inform the citizens of how their money is being spent.
This is an exciting time for the City of Fulton and you are guaranteed to
see progress. This is an opportunity to make Fulton a better community
and give our citizens local opportunities so they will not have to travel to
Jefferson City, Columbia and beyond to enjoy quality recreational
amenities. The long-term benefits will be endless.
In the last program guide and over the course of the sales tax campaign, I
asked you to imagine what Fulton would look like in 10, 20 or 30 years
with this small sales tax. You dont have to imagine anymore. Soon you
will see these great improvements and the positive impact they will have
on the community!

cultural and social programs and events that enhance the
quality of life for the citizens of Fulton.

Facility Reservations
Many of the Citys park facilities can be reserved for special events such as family reunions, birthday parties,
company outings, etc. Detailed information on the Citys outstanding recreational facilities, as well as the Facility
Reservation Policies, can be found on the Parks and Recreation website.

Cancellation/Refund Policy
At times, it may be necessary to cancel a scheduled event due to inclement weather. Cancellation decisions will
be made by 4:30 pm on the day of the event and posted on the cancellation hotline (592-3195). If it becomes
necessary to cancel an event after 4:30 pm, a Parks & Recreation staff member will make the decision at the
event.
If an event is cancelled due to inclement weather, no refunds will be given. Events will be rescheduled
whenever possible. In some cases, participants will be given the option of applying all or part of their registration
fee to a future program.

Team sponsorships and program sponsorships are extremely vital to the success of all Parks & Recreation
programs. With the support of local businesses, we are able to continually offer quality recreational opportunities
to the citizens of Fulton. By participating in the Parks and Recreation sponsorship program, businesses are
able to show their support for the community while receiving valuable publicity and advertising at the same time.

Many of the Parks & Recreation programs require pre-registration, while others allow for on-site
registration.
Three Ways To Register:
1. Walk In: Stop by our office in the lower level of City Hall, 18 East Fourth St., Fulton, MO 65251
between 8:00am and 5:00pm (Monday through Friday). We accept check, cash,
money order, and debit/credit (Discover, MasterCard, and Visa). A 3% surcharge will
be added to any credit card purchase.
2. Mail In: Registration forms can be mailed in with check, cash, or money order to Attn: Parks
and Recreation, 18 East Fourth St., Fulton, MO 65251,
3. Fax In/E-Mail In: Registration forms can be faxed or e-mail in but payment must be mailed or
delivered. If registered in this manor than the registration isnt official until payment is
received.
**ALL REGISTRATION FEES ARE DUE AT THE TIME OF REGISTRATION.**

The City of Fulton P&R wants all individuals regardless of income level to have the opportunity to
participate in the programs offered. The Parks and Rec. has a Scholarship Application Form that
can be completed by interested participants to help assist with the cost of the programs we provide.
The form only can be picked up in person by the applicant at our office. The applicant must bring
proof of all sources of monthly income and assistance (Pay check stub, Food Stamps, Social
Security, etc.). In order to meet registration deadline please make your financial aid request at least
two days prior to the program registration deadline. One form will be completed for all household
family members and will remain on file through the current year.

The Fulton Parks & Recreation Department depends greatly on volunteer coaches. We are
always searching for individuals who can serve as mentors and positive role models for the
children of our community. If you are extremely energetic, enthusiastic, possess a positive
attitude and truly enjoy teaching and working with young children, the Parks & Recreation

Veterans Park
Centrally located on 30 acres, Veteran's
Park is the largest, developed park in
the Fulton Park System. The park
currently houses five shelters, Murphy
Ball Field, one fishing pond, horseshoe
pits, three sets of playground equipment, two
lighted basketball courts, two sand volleyball
courts, a concession stand, amphitheater,
skate park, disc golf course and the historic Scout Cabin.

Memorial Park
Located on 2nd Street this 5 acre park was
constructed in 2012. This park consists of a
memorial cannon, a
shelter, a .25 mile
walking trail surrounding the park, gazebo,
playground, concession area, restrooms,
and a performance area with bleachers.

Wallace Backer Park

Hockaday Hill Park


Located on Ravine this 1.5 acre park is
also known as Indian Park. This park is
handicap accessible with a restroom,
shelter, and two play areas.

Carver Park
Located on Westminster Avenue
next to the Fulton Fire Department,
the park consists of 8.3 acres that
contain two shelters, three full-size,

playground equipment, bathroom facilities and a
concession stand.

Smith Branch Park


Located on Bluff Street, this small 1
acre roadside park is perfect for a
lunchtime picnic.

Located on Jefferson City Road this 5.5 acre


park was donated to the City in 2009 by the
Fulton Garden Club. It is an undeveloped
park perfect for nature hikes or other

Fulton Dog Park


Located on Wolking Drive next to the
Stinson Creek Railroad Bridge this 2.5
acre park was constructed in 2010 and
consists of a large dog area and small
dog area for dogs to run and play.

Truman Park
Located on Westminster Avenue, this 6 acre
park is a great spot for having a picnic or doing
some fishing.

Morningside Park

Tennyson Park
Located on Tennyson Road this undeveloped 55 acre park was
designated as a City park in 2009. The City plans to begin park
development in this area in the near future.

ESTES BASEBALL COMPLEX


Better known as Hensley Field this facility
was donated to the City by the American
Legion.
Located in Memorial Park this
regulation High School baseball field hosts youth league
baseball games and practices.
This complex has batting
cages available to the public.

MORGAN SOCCER
COMPLEX

Located on the west side of Fulton,


adjacent to the airport, Morgan Soccer
Complex consists of 5 lighted playing fields, playground
equipment, concessions stand, two shelters, restrooms and
a picnic area.

McBRIDE FIELD
Renovated in 2009, this field is
located in Carver Park and is
used for youth baseball/softball,
youth kickball, and adult
kickball.
Facilities include
restrooms, two shelters, 3 full
sized basketball courts, and a concession stand.

A little bit of the country right here in


the citythis 52 acre park is the largest
outdoor recreation area in Fulton.
Located on Jeff Battles Drive, this park
has a nature trail, and is connected to
the Stinson Creek Trail. This area is great for picnicking,
hiking or fishing.

BACKER SPORTS COMPLEX


Backer Sports Complex is the premier baseball/softball
complex in the City of Fulton. The facility includes three
fields: one regulation softball field, one regulation baseball
field, and one multipurpose ball field that is used primarily
for Adult Softball.
This facility is a
collaboration of efforts by both the City of
Fulton and William Woods University and
serves as the home field for the William
Woods University Softball and Baseball
teams during the Spring & Fall.

MURPHY FIELD
Located in Veterans Park, Murphy Field is used for youth
kickball, baseball and softball. With restrooms, concession
stand, a playground and Ingle shelter
nearby, this is a great
place for a family outing
or picnic.

SEAMAN COMPLEX
Located on State Street, this complex is
home to both Seaman Field and Anderson
Field. Facilities include restrooms, shelter
and concession stand.
Seaman and Anderson are
primarily used for Adult
Softball and Youth Baseball.

The scenic Stinson Creek Trail is


one of Fultons most popular
recreation amenities. The paved
trail currently is 4.83 miles long
and wanders through the city and
along the Stinson Creek. Parking
areas are located near the trail in
five different locations:
1) Behind McIntire Elementary
School
2) Next to the west side of
Memorial park and the Covered
Bridge
3) On State Street next to Seaman
& Anderson Fields
4) On Brookside Drive across from
the Railroad Bridge,
5) At Morningside Lake.

PARK LAKES

AMPHITHEATRE

Fulton lakes consist of Morningside (7 acres), Truman (4 acres), and


Veterans (2 acres).
All lakes are governed by the Missouri
Department of Conservation regulations. The MDC also manages
the fish population. The lakes are handicap
accessible, making it possible for all to enjoy.
Swimming or ice skating is not allowed in
these lakes.

FULTON WATER WORKS


Constructed in 2014, Fulton Water works is
located by the Covered Bridge in Memorial Park. It
features 11 above ground water features and 25
surface water features. The Water Works is open
early May and closes late October, weather
permitting. Daily hours are 11:00 am9:00 pm.
There is no admission fee to use this facility.

GAZEBO
Located in the center of Memorial Park, the Gazebo is
handicap accessible and has electrical outlets. This
gazebo is also available to reserve for weddings or
special events.

SAND VOLLEYBALL COURTS


The sand volleyball courts are located on the
northern edge of Veterans Park and across the
street from the Fulton Country Club. The courts
are open to the public year round.

SCOUT CABIN
Renovated in 2007, the Scout Cabin
was built in the 1930s and is located
on the south side of Veterans Park.
It is used by local Boy Scout Troops
& Girl Scout Troops for meetings.
The facility is open to the public for
reservations per its availability.

Located in Veterans Park, the


Amphitheatre is a good location to
host a concert.
This facility
includes stone seating in the front
and has been utilized for many
weddings.

SKATE PARK
Built in 2003, the skate park is
extremely popular with the young
kids and teenagers of the
community.
It is located in
Veterans Park approximately one
hundred yards behind the Scout
Cabin. The Fulton Skate Park is comprised of a 7,770
square foot concrete pad and a variety of semipermanent obstacles including: ramps, quarter-pipes,
a pyramid, rails, a half-pipe, and benches.

DISC GOLF COURSE


Located in Veterans Park, this 18 hole
disc golf course was built in 2009. It
hosts various clinics, tournaments,
and is open to the public during park
operating hours.

BASKETBALL
COURTS

Located in both Veterans and


Carver Park the courts are open
daily from 6am -Midnight.
Veterans Park courts are located on the north side of
the park; the facility has one full size, enclosed
basketball court and two half-court goals. Carver Park
courts are located in the center of the park; this
facility consists of three full size, enclosed basketball
courts. Both facilities have lighting available.

Going into its 36th season, the Fulton Wrestling Club is one of Fultons oldest and most
popular youth sports programs. Participants will practice 2-3 times per week and have the
opportunity to participate in competitive tournaments on the weekends. While there is
additional cost for tournament entry, wrestlers may compete in as many or as few
tournaments as they like. Season begins in November and concludes in early March with
District, Regional, and State Wrestling tournaments. Open to boys and girls ages 6-14.

Back for the 12th straight season, this game is not just for kids! One of
Americas favorite playground games is one of the latest crazes that is
sweeping Mid-Missouri and the nation. Come relive some of the glory days

Fulton Parks & Recreation has teamed up with the Missouri School for the Deaf to offer the
6th Annual Adult Co-Ed Volleyball League. This is a great opportunity to enjoy the
excitement of playing adult volleyball. League games will be played Saturday mornings
starting at 9 am. The league will consist of 8 games with double headers each day, running
Oct. 8th, Oct. 15th, Oct. 22nd, Oct. 29th, and Nov. 5th. Post-season tournament will take
place Nov. 12th.

6th Annual Pumpkins in the Park


Put your artistic talents on display and donate a carved pumpkin to the 6th
Annual Pumpkins in the Park. This event will take place at Memorial Park on
Friday, October 28th. All carved pumpkins that are donated will be lit Friday
evening and be on display through Halloween. Pumpkins will be awarded
prizes for the categories of Scariest, Most Original, and Biggest Pumpkin.

Trout Fishing Season


The Fulton Parks & Recreation is excited to announce an amazing winter
Trout Fishing opportunity right here in Fulton! The Missouri Department of
Conservation (MDC), in cooperation with Fulton Parks & Recreation, has
arranged to stock rainbow trout in Veterans Park Lake this winter. This
program is part of the Community Assistance Program (CAP). The CAP is
designed to provide more and better local fishing opportunities. The cost
of stocking trout in Veterans Lake will be evenly divided between MDC
and Fulton Parks & Recreation. About 800 rainbow trout will be stocked
in the lake around November 1st. Most of the fish being stocked will be 10-13 inches long and
weigh about 3/4 pound. Some larger trout (up to 6 pounds) will also be released.
The following special regulations will apply to Veterans Park Lake:
All trout must be released unharmed from November 1 to January 31.
During the catch and release period, only flies, artificial lures and unscented soft
plastic baits may be used.
After January 31, trout may be kept with a daily creel limit of 4 per day.
Anglers age 16-64 must possess a valid fishing permit.
Anyone keeping trout must possess a trout permit.

Turkey Trot 5K Run/Walk


Fultons 12th Annual Turkey Trot 5K Run/Walk is open to all ages and will
take place on Fultons beautiful Stinson Creek Walking Trail. The first 100
entries will receive a free t-shirt. Winners in each age group will receive a
free Thanksgiving turkey and award medal.

Fulton Wish Tree


Fultons 3rd Annual Wish Tree will be lit December 1st in Veterans
Park and will stay on display until News Year Day. The Wish Tree is
located off of Richard Ault Drive by the Amphitheatre in Veterans Park.
Last year the tree held more than 10,000 LED Christmas lights and we
are planning to expand on that this year. Please stop by to admire the
wish tree and drop your holiday wish in the Wish Box.

Free Youth Soccer Clinic

The nations first & largest classroom refresher

and jerseys. This quilt would be a great gift for
someone special. Instructor Karen Luther will
teach students the techniques to preserve those

Digital Photography Class

Beginning Cake Decorating Class

This course provides an introduction to the


fascinating technology that is catapulting the
photographic world into the 21st century. We'll
discuss the basics of digital photography,
equipment, software, printing, Internet and
e-mail use, along with commercial & personal
applications.

This is a great starter class to teach participants


various cake making, icing, and decorating
techniques.
After the class is concluded
participants should be able to create pearl, shell,
and reverse borders and have the experience of
working with pipe gel.

The Parks & Recreation
Department is always looking for volunteer coaches who are dedicated to
serving as a positive role model to the youth of our community. Coaches will be
responsible for teaching the children good sportsmanship, discipline, and
teamwork, as well as the rules and fundamental skills of the game. Parks and
Recreation has coaching opportunities in the sports of baseball, softball, soccer,
flag football, kickball and wrestling. If you are interested in coaching a youth
sport, stop by the Parks and Recreation office and fill out a coaching application

The City of Fulton will be lighting the 3rd Annual Wish Tree December 1st, 2016, at
5:30pm. Last year, the tree was visited by nearly 1,500 people, and we hope to
double that number this year by continuing the Fulton Festival of Lights in
conjunction with the Wish Tree lighting. We are giving the community an
opportunity to be involved in the lighting festival by donating LED lights, a lighted
feature, or making a monetary donation. This will be a great way to get your
business/organization some exposure while brightening the holidays and the
community.
Below are details of our donation levels as well as some picture examples of lighted
features that can be purchased. Our goal is to have a lighted display throughout
Veterans Park. We look forward to creating a community tradition for all of Fulton
to enjoy!
$5,000+ Gold Sponsorship will provide individual/company
with signage at lighting location, advertisement in Fulton Parks
and Recreation Program Guide, and two activity sponsorships
of their choosing.
$1,000+ Silver Sponsorship will provide individual/company
with signage at lighting location and advertisement in Fulton
Parks and Recreation Program Guide.
$500+ Bronze Sponsorship will provide individual/company
with signage at lighting location.
