We,adedicatedgroupofNationalAntiDopingOrganisationsfromaroundtheworld,recognisethatwe
areatacrossroadsinthefightforcleansport.Withthebestinterestsofcleanathletesatheart,we
havecometogethertoproposereformsthatwebelievewillbetterprotectthem,restoreconfidencein
theintegrityofinternationalsportwhichhasbeendeeplydamagedandensurethatthedisturbing
eventsofrecentyearsarenotrepeated.Therefore,atthistimewerecommendandproposethe
following:
1. TheWorldAntiDopingAgency(WADA)hasbeenresponsibleforsignificantadvancementin
thefightforcleansportsince1999.WesupporttheauthorityandautonomyofWADAand
rejectanyeffortstoweakenitsmandate,autonomyoroperations.Wefullyendorsea
strongWADAthatadherestotheprinciplesofindependence,separationofpowers,and
bestgovernancepractices,including:
a. ImprovedmonitoringsystemsforWorldAntiDopingCode(Code)andUNESCO
InternationalConventionAgainstDopinginSportcomplianceinordertopermitthe
earlieridentificationoffailingantidopingsystems;
b. TheCodeshouldbeamendedtoclarifyandbroadentherangeofviolationsandthe
consequencesofCodenoncompliancesuchassystematicsubversionofantidoping
systems(suchasrecentlyoccurredwithRussia),includingadoptionofclear
sanctionswithstrongdeterrenteffect;
c. WADAmusthaveauthorityandcapacitytoinvestigateandtoimposeproportional
sanctionsandconsequencesforallinstancesofCodenoncompliance;
d. Mentoringofdevelopingand/ornoncompliantNADOsmustbeemphasizedtoraise
thequalityandensuretheintegrityofnationallevelantidopingeffortsaroundthe
world;Amechanismshouldbeestablishedthatallowsthepossibilityofantidoping
organisationsmaintainingoperationswhileservingconsequencesforlesssevere
noncompliance;
e. Adoptionandimplementationofbestgovernancepractices,e.g.,independence,
transparency(includingmechanismsforoversight),termlimits,globalinclusivity,
auditcommittee,etc.;and
f. Independenceingovernanceandoperationaldecisionsandactivitiesasdescribedin
proposedreformnumber2below.
2. Theantidopingsystemshouldbeindependentofsportsorganizations.ThecurrentCode
principlethatNADOsmustbeindependentintheiroperationaldecisionsandactivities(Art.
20.5.1)shouldapplyequallytoWADA,MajorEventOrganisations(includingtheIOCasthe
termMajorEventOrganisationisusedherein)andIFs.WerecommendthattheCode
definitionofAntiDopingOrganizationandtheinclusionofIFs,theIOCandMajorEvent
Organizationsthereinbereviewedandmodified.Wefurtherrecommendthat:
a. Officers,directors,employeesandalldecisionmakersofantidopingorganisations
shouldnotsimultaneouslyholdaboardorofficerpositionorotherpolicymaking
positioninanyIFormajoreventorganization.
b. Thechiefexecutiveandanyboardofdirectorsofantidopingorganisationsshould
beselectedindependentlyandtransparentlyconsistentwith2(a)above.
3. ThecontinuinginvolvementofIFs,MajorEventOrganisationsandothersportorganisations
inantidopingrulesformationandevaluation,education,deterrenceprograms,intelligence
sharing,andworkingwithantidopingorganisations,remainscriticaltothefightagainst
dopinginsportandeverystepshouldbetakentoincreasethisinvolvement.
4. Antidopingeffortsarefundamentaltoensuretheintegrityofcompetitionandthevalueof
sport.TheIOChascalledfortheantidopingsystemtobeindependentfromsports
organisations.ItisthereforeunderstoodthattheIOCandIFsneedtocontinuesignificant
independentfundingandshouldmakethefundingavailableinitiallyatnolowerthanthe
levelofthepresentinvestmentinthefightagainstdoping.
5. Inadditiontothecurrentcommitmentoffinancialsupportfromgovernments,thefunding
toantidopingfromcurrentandnewsourcesthatbenefitfromcleansportshouldbe
increased,includingincreasedfinancialcommitmentstoWADAandotherantidoping
organisations.
6. Aprogramfortheencouragement,managementandprotectionofwhistleblowersoughtto
begiventhehighestprioritybyWADA.
Inrecognitionoftheimportantinternationaleventsthathaverecentlytranspired,wefurther
recommend:
1. Supportfor,andcompletionof,theindependentinvestigationofstatesponsoreddopingin
RussiabytheIndependentPerson,RichardMcLaren,including:
a. adequatesanctionsforruleviolationsandallinstancesofCodenoncompliance;
b. meaningfulrecognitionandcompensationforthosewhohavebeenharmedby
dopingviolationscommittedbyothers;and
c. continuationofoversightbyinternationalexpertsattheRussianAntiDoping
AgencyandtheRussiandrugtestinglaboratorytoguaranteetheirreformandthe
reliabilityoffutureantidopingprogramsforthewellbeingofRussianathletesand
thecleanathletesoftheworld.
2. Meaningfulrecognitionandcompensationfortheircourageouscontributionsshouldbe
extendedtoYuliyaandVitalyStepanovandotherwhistleblowersrelieduponinthe
investigationoftheIndependentPersonandprecedingWADAIndependentCommission
investigations,withoutwhomthestatesupportedsystemofdopingwouldlikelyneverhave
beenexposed.Allrelevantorganisationsshoulddoeverythingintheirpowertoprotectand
ensuresafety,security,andasustainablefutureforYuliyaandVitalyandtheother
whistleblowers.WeasktheIOCandRussiatopubliclycommittodoeverythingintheir
powertorecognisethesignificantcontributionstocleansportmadebyYuliyaandVitaly
andtheotherwhistleblowersandtoalsoassistinguaranteeingthesafety,security,well
beingandasustainablefutureforYuliyaandVitalyandtheotherwhistleblowers.
Theproposalswerewrittenandendorsedbyantidopingleadersfromaroundtheworld,including
Australia,Austria,Canada,Denmark,Finland,France,Germany,Ireland,Japan,Netherlands,New
Zealand,Norway,Sweden,Singapore,Switzerland,UnitedKingdom,UnitedStatesaswellasInstituteof
NationalAntiDopingOrganizations(iNADO).
