1) Areas less than 250 hectares which are far from, or are
not contiguous with, any certified alienable and disposable
land;
Sec. 3. The rates for the sale of electric light, heat and
power shall always be subject to the regulation of the
Public Service Commission.
Sec. 4. It is expressly provided that in the event the
Government should desire to maintain and operate for
itself the system and enterprise herein authorized, the
grantee shall surrender her franchise and will turn over to
the Government all serviceable equipment therein, at
cost, less reasonable depreciation.
Sec. 5. This Act shall take effect upon its approval.

Sec. 4.
Definition of Terms For purposes of this Act,
the following terms shall be defined as follows:

SECTION 3.
Definition of Terms. For purposes of
this Act, the following terms shall mean:

Ancestral Domains Subject to Section 56
hereof, refer to all areas generally belonging to ICCs/IPs
comprising lands, inland waters, coastal areas, and
natural resources therein, held under a claim of
ownership, occupied or possessed by ICCs/IPs, by
themselves or through their ancestors, communally or
individually since time immemorial, continuously to the
present except when interrupted by war, force majeure or
displacement by force, deceit, stealth or as a
consequence of government projects or any other
voluntary dealings entered into by government and
private individuals/corporations, and which are necessary
to ensure their economic, social and cultural welfare. It
shall include ancestral lands, forests, pasture, residential,

Land Registration Commission. In order to
have a more efficient execution of the existing laws
relative to the registration of lands, there is created a
commission to be known as the Land Registration
Commission, under the executive supervision of the
Secretary of Justice. Said Commission shall have
supervision and control over all Registers of Deeds, as
well as the clerical and archival system of the Courts of
First Instance throughout the Philippines in the exercise of
the duties and functions conferred upon them with the

Section 4. Recognition of Rights. - Pursuant to the abovedeclared principles, the following rights of citizens are
