Environmental, Health,

and Safety Guidelines


for Telecommunications
PREPARED

What EHS is:

Health- Preserving Human Health both Chronic and
Acute (preventing illness)
Safety- Preserving Human and Community Safety/
Well Being (preventing injury)

Applicability
The EHS Guidelines for Telecommunications are
applicable to telecommunications infrastructure
such as fixed line and wireless voice and data
transmission infrastructure, including long
distance terrestrial and submarine cables (e.g.
fiber optic cables), as well as radio and television
broadcasting, and associated telecommunications
and broadcasting installations and equipment.

Fitness for Work

All climbers on towers must undergo periodic medical

examinations every two years (annually for those over fifty


years of age) to ensure that they do not have any medical
conditions, physically or mentally, which may interfere with
their work or put themselves or others at risk.

Any person involved in the climbing of towers who is aware


of any personal medical complaint, or any other reason
which might in any way affect his ability to climb or work,
and which might endanger himself or any other person,
must tell the team leader, who must immediately inform
the External Works Supervisor, they must not climb until
agreement

Training and/or Experience


No person shall undertake work which involves climbing

radio towers unless they have previously received adequate


and suitable training or have previous experience of that
work. Documentary evidence shall be provided of the
training and experience of each member of the team.
Suitable evidence would be a statement of training
certificates and full details of work undertaken to date,
provided by the contractor to the engineer in charge of the
project.

Protective Clothing
Personnel involved in climbing a tower shall be suitably clothed
for the weather conditions prevailing at the time. Compound sole
boots or shoes. Clothing, including gloves, shall not unduly
impede movement. Bright colored clothing or reflective patches,
for identification purposes, are recommended. Climber's helmets
complying with safety shall be worn at all times when working
either on or in the near vicinity of an operational tower.

Safety Equipment

Types of Equipment All persons climbing towers are to wear and


use a Safety Harness complying with the requirements. Adequate
precautions shall be taken against an accident, and in particular
a fall, when personnel are working, changing positions at heights
on towers, or when ascending or descending towers not fitted
with caged climbing ladders. All personnel are to be permanently
attached to the structure at all times by suitable purpose
designed equipment once they move away from a recognized
place of safe access from where a fall from height is possible. A
working platform or a caged permanent climbing ladder
conforming to the requirements of the Construction (Working
Places) Regulations would constitute a place of safe access. It is
the responsibility of the team leader to confirm places of safe
access on the structure with the External Works Supervisor.

Storage of Safety

Equipment Safety equipment shall be stored in a cool dry


place, adequately ventilated and not subjected to direct
sunlight. Precautions shall be taken to avoid contact with
sharp objects, corrosives and other possible causes of
damage.

Examination and Maintenance

Before every climb, all safety equipment which may be used


shall be examined by the intended user for wear and any
damage or malfunction. Any defective items shall be
replaced with suitable ones before climbing.

Radiation and Electrical

Hazards Before any climbing on a radio tower is undertaken,


all practicable precautions shall be taken to eliminate danger
due to live electrical cables, or apparatus which is liable to be
a source of danger. All potential hazards in the work area will
be stated on the Permit to Work.

Climbing and Working


Conditions Once the BT External Works Supervisor has given approval
to climb, the team leader is responsible for the final decision as to
whether to undertake a climb, the opinion of the personnel who will
be involved in work on the tower should be taken into consideration.
In normal circumstances climbing should not be commenced if:

The steelwork has ice or snow on it.


There are high winds, or heavy rain.
Thunder is heard.
A storm is forecast.
Visibility is such that the working location on the tower cannot be
seen from the ground.

Work on Towers

In situations where the nature and location of the work only


requires one person to climb the structure, there must be at least
one other person on site in contact with and watching the person
on the tower. The second person must also be trained and
competent to work at height on towers and masts and must be
familiar with rescue procedures. Unless it is essential, one person
should not work in a position directly under another and be
exposed to the danger of being hit by falling tools or other items.
The External Works Supervisor will not act as this second person
for a contractor.

Driving Safety
Before beginning a long drive, always get enough sleep and eat something before you go. Highly

caffeinated beverages are not necessarily the best way to stay awake while driving. While initially you
will feel more alert, the effects can recede with time, and your attention may wander although you
remain awake.
Pull over and take breaks every couple of hours, even if you don't feel sleepy. Grab a snack, get some
fresh air, and stretch your legs by walking around. If you need to, take a quick nap.

If you can, share the driving responsibilities with someone else. This will allow you to keep an eye on

each other while driving and also enable you to nap without losing time. If you're driving alone, turn on
the radio or put on some music, and keep your window cracked open. You may also want to refrain
from using your cruise control if you're driving alone at night -- having to concentrate on maintaining
your speed can help you stay awake.

If you do have to pull over, move your vehicle off the road. Never park on the shoulder or in the
breakdown lane for any reason except an emergency.
If you are driving a rental vehicle, familiarize yourself with the car and all of its equipment (horn,
brakes, hazard lights).
Before setting off on a long car trip, be sure your vehicle is in prime condition -- that tires are properly
inflated, all fluids are at their proper levels and you have a full tank of gas. (For particularly long road
trips, you may want to have your mechanic do a more thorough check.)

Electrical Safety
Telecommunications workers may be exposed to occupational hazards from contact with live
power lines during construction, maintenance, and operation activities. Prevention and control
measures associated with live power lines include:

Only allowing trained and certified workers to install, maintain, or repair electrical

equipment;
Deactivating and properly grounding live power distribution lines before work is performed
on, or in close proximity to, the lines;
Ensuring that live-wire work is conducted by trained workers with strict adherence to specific
safety and insulation standards. Qualified or trained employees working on transmission or
distribution systems should be able to achieve
Ensure proper use of special safety equipment and procedures when working near, or on,
exposed energized parts of an electrical system
Workers should not approach an exposed, energized or conductive part even if properly
trained unless:
The worker is properly insulated from the energized part with gloves or other approved
insulation
Where maintenance and operation is required within minimum setback distances, specific
training, safety measures, personal safety devices, and other precautions should be defined
in a health and safety

Electrical Safety
Recommendations
to prevent, minimize, and control injuries related to electric
shock include:

All electrical installations should be performed by certified personnel and

supervised by an accredited person. Certification for such work should


include theoretical as well as practical education and experience;
Strict procedures for de-energizing and checking of electrical equipment
should be in place before any maintenance work is conducted. If deenergizing is not possible, electrical installations should be moved or
insulated to minimize the hazardous effects;
Prior to excavation works, all existing underground cable installations
should be identified and marked. Drawings and plans should indicate such
installations;
All electrical installations or steel structures, such as masts or towers,
should be grounded to provide safety as the electrical current chooses the
grounded path for electrical discharge
Personnel training should be provided in revival techniques for victims of
electric shock.
