1.

Introduction

This descriptive literature deals with the SYN3000 synchronizing device as well as the
SYN3000 synchronizing check relay. The SYN3000 synchronizing check relay
represents a partial assembly of the SYN3000 synchronizing device and basically
differs only by the reduced operating mode potential. Further details are outlined in
Chapter 3, SYN3000 models.
The synchronizing relay SYN3000, from ELIN company, is exclusively applying
microprocessor techniques. The device is employed to synchronize and
parallel synchronous or asynchronous three phase or single phase
systems being either in an energised and/or de-energised state. It is an
improved and re-designed model of the analog auto synchronizing relay
SYN2000. This product development was made possible due to the long
time experience and team work of our design and research staff
applying the most advanced microprocessor techniques available today.

Circuit Diagram SYN3000

The diagram is applicable for the synchronizing device as well as for the synchronizing
check relay. For economic considerations one of the SYN3000 models
available is provided with selection inputs 9 and 10 only.

3.

SYN3000 Models

The SYN3000 can be delivered in the following two relay models:

3.1. Digital Synchronizing Relay


This model includes all features of the SYN3000, e.g. speed and voltage regulation,
etc. There are up to five different synchronizing modes for altogether ten different
parameter settings blocks available. In addition the circuit breaker closing time function
i.e. CB dead time compensation is also included.

3.2. Digital Synchronizing Check Relay


This model contains part of the SYN3000 features such as the synchronizing check
operating mode and measuring of the circuit breaker closing time. The
relay is applied as a manual closing interlock when paralleling two
systems or as an additional safety interlock in automatic transfer control
circuits.
Both models are can be delivered with either 2 or 10 selection inputs.
Due to the application of modern microprocessor techniques both models have
basically the same hardware, the difference lying mainly in the software, e.g. in case of
the synchronizing check relay only part of the possible operating functions are
supported.
For the various plant configurations on site many different operating functions are
required. To cater for these requirements the analog type synchronizing
equipment was composed of several modules with each providing a

different function applicable to the plant.
Also the digital SYN3000 is made up of several function systems, however in this case
on a software basis containing all necessary possible functions in the
memory, i.e. an EEPROM. When loading the integrated menus, the
desired functions are selected by the User and are stored together with
the synchronizing parameters in the relay. Thus the system configuration
may be car ried out on site with consideration of all the required plant
operating conditions. Further any necessary site modifications of the
parameters can be carried out with ease by authorised personnel.

3.3. Selection Inputs


Especially for applications restricted to one unit the above SYN3000 models are also
available with two selection input channels 9 and 10.

4.

Design Features

4.1. Optimum Plant Conformity


4.1.1. 5+1 Synchronizing Modes
To apply the SYN3000 to all required plant configurations the relay is provided with 5
synchronizing operating modes. From the synchronizing mode selected the
corresponding related settings have to be configured. A further, sixth, synchronizing
mode is provided for measuring the circuit breaker closing time.
Mode 1:
Generator to bus bar or power line
Mode 2:
Synchronous or asynchronous power systems or lines
Mode 3:
Synchronous or asynchronous power systems or lines similar to mode
2, however with additional dead line or dead bus charging
Mode 4:
Synchronizing check for manual closing operations
Mode 5:
Fast automatic transfer of bus bar systems
Mode 6:
Measuring of the circuit breaker closing time
4.1.2. 2 or 10 Selection Inputs
To optimise plant performance the SYN3000 is equipped with 10 selection input and an
additional selection input for fast automatic bus bar transfer operations.
Thus it is possible to apply a single relay to several synchronizing
control circuits, e.g. Unit 1, Unit 2, etc., and/or synchronizing modes to
the very same synchronizing control location, i.e. Unit synchronizing to
bus bar system, synchronizing check function, etc.
For each of the selection inputs specific parameter setting values can be configured,
i.e. synchronizing mode, voltage level and frequency level limits,
permissible voltage and frequency difference, CB closing time, i.e. CB
dead time compensation, etc. When selecting a selection input, the
corresponding setting parameters are loaded from the internal memory
and the synchronizing operation is performed according to these
parameters.
Simultaneously, it must be ensured that the external control circuit is applying the
correct running and incoming voltages to the SYN3000 and to connect the SYN3000
control outputs to the corresponding equipment, e.g. circuit breaker closing coil and
speed and voltage regulator.

4.1.3. Flexible Installation
The SYN3000 is produced in the 19" rack housing technique with following possibilities
for mounting:
Mounting into an existing 19" rack Flush panel mounting
When installing the relay into an existing 19" rack the space required is half a rack, i.e.
two relays can be mounted into a single rack.

4.2. Safety Considerations


4.2.1. Dual Channel Feature
The program sequence for determining the voltage, frequency and phase angle is executed
on a multi-redundant basis with cross check plausibility control. Further, the Circuit
Breaker Closing Command is initiated by the Processor via an additional fail-safe circuit
operating the relay out- puts. This feature prevents false synchronizing due to hardware
component failure.
For especially high safety requirements a dual channel device can be delivered. Two
SYN3000 are combined to one unit with an additional supervision board DCS3. Both
synchronizing relays are configured with the same parameter settings and the
supervision board is monitoring the si- multaneousness of the control and closing
commands. The final control outputs are set after ex- tensive verification via additional
contacts on the DCS3 board.
The additional display and indications on the DCS3 are showing the respective state of
operation. Due to the modular design, existing synchronizing schemes can be
upgraded with the DCS3 at any time required.
4.2.2. Parameter Setting Check for All Synchronizing Modes
Configuring the parameters is supervised by the software and only plausible setting
values are accepted, whereas wrong programming and invalid parameters will be
rejected. The parameter setting range is designed to prevent false synchronizing due to
inadequate settings.
4.2.3. Password Function
To protect against unauthorised operation the SYN3000, a 5 digit access code
is provided. However, the set parameters and the measured values for synchronizing
operations can be vie- wed any time without the use of the access code. But
modification of the various parameter set- tings can only be performed after entering
the correct password. On delivery from our Works the manufacturing default setting for
all new synchronizing relays is 00000.
4.2.4. Performance Indication
A 16 LED display is provided at the relay front showing the performance state and
alarm indica- tions. This indication provides information at any time about the operating
state of the SYN3000, i.e. Ready, Remote Control Activated, etc.
4.2.5. Performance Signalling
The remote signal indications "SYN3000 Ready" and "SYN3000 Alarm" are potential
free contacts wired to terminals at the rear of the relay. By a combination of the signals
"SYN3000 Not Ready" and "SYN3000 No Alarm", the signal "SYN3000 Selected" can
be derived since the "SYN3000 Ready" signal is reset when selecting the relay. Also
refer to chapter 6.3, "Terminal Connections".
4.2.6. Measured Value Indication
On a 4 digit LC-display at the front, the most important currently measured values are
displayed, i.e. V1, V2, f1, f2 and the phase angle

4.3. User Facilities


4.3.1. Integrated Operating Elements
All operating and display facilities are located at the front of the relay. The main feature
being that for configuration of the parameters no additional external programming aid is
necessary.
4.3.2. Menu Operated Parameter Setting
The password as well as the synchronizing mode and all parameters are entirely menu
operated via the 4 row LC-display and the integrated key pad. After configuration of the
parameters and with a subsequent safety confirmation, the parameter settings are
permanently stored into the EEPROM and retained even in case of supply failure.
The access code can be modified by the password User at any time.
4.3.3. LC-Display
Without entering the access code, the set parameters and the synchronizing mode can
be chekked. Further, the five relevant measured values of the
current synchronizing operation can be displayed.
Via the key pad also the data about the last synchronizing sequence can be recalled
whereby two sets of data are displayed.
The first set of data indicates the actual measured values at the instant of initiating the
CB closing command and the second one displays the actual measured value at the
time the CB poles have reached the closed position.

4.3.4. Serial Communication Interface
With the visualization software SYN-WIN you can via the serial communication port at
the relay front the stored data of the most recent synchronizing operation can be
loaded to a PC and displayed. Likewise all parameters can be (pre-)programmed by
PC with SYN-WIN, saved to a file and loaded to the SYN3000 via the serial
communication port.
The visualising software SYN-WIN requires at least Windows95 or NT4.0. It displays
the current synchronizing process in real time and also shows the recorded curves of
the last synchronization.
On a 50 Hz basis the memory for the recorded curves of the SYN3000 can
accommodate a pre- synchronizing period of 4 minutes and stores the measured
values of the running and incoming voltages, their frequency and phase angle and

the logic state of the variables

sampling rate of 12,5 values per second.
A demo-version of the SYN-WIN software is also available displaying all the above
functions with the exception of the serial interconnection to the SYN3000.
4.3.4.1. Caution Notice to SYN-WIN
The SYN-WIN software provides the display of the actual measured values and also an
image of
a synchronoscope. Although the synchronoscope looks deceivingly real it can
in no way whatsoever be taken as a guide for manual synchronizing.

WARNING
The timing may not be real time and the displayed measured values and the
pointer of the synchroscope may differ from the actual values and position.

4.4. Additional Functions at Software Versions Starting at 2.19


At software versions

V2.19 additional functions are implemented to increase the safety and the comfort for
operation. The software version of the SYN3000 is shown on the LC-display (main
menu).
4.4.1. Maximum Permissible Phase Angle
The SYN3000 has an accuracy of

0,5 (due to the internal measuring). Now the accuracy at the

calculation of the phase angle has been increased. The permissible phase angle now
can be also set to 0, in steps of 1 (in the old version minimum setting was 1). By this
the maximum accu- racy at CB closing is

0,5 (at 0 setting),

1,5 (at 1 setting), etc. The closing times based on

this accuracy are calculated in chapter 12, "Remarks to the Accuracy".


4.4.2. Impulse Length for CB Closing Command
At the old version the impulse length for CB closing command could be set with a
minimum length of 1 sec. Now this command is fixed to a length of 0,7 sec. Only in
mode 4 (synchrocheck) the contact closes for the whole period, when the
synchronization conditions are fullfilled. Merely at earlier reset by selection input the
closing time may be shorter. See chapter 5.1, "Operating Se- quence of the
SYN3000".

4.4.3. First Slip Measuring
If in mode 1 (generator to bus bar or power line) the same voltage is switched to both sides
of the SYN3000 by mistake, the old software has gives a CB closing command, as by this
wiring failure
the synchronization conditions seem to be fullfilled. In the new software such external
wiring failures can be recognized and no wrong closing command can be applied. This is
realized be the implementation of the following condition:
After selection of the SYN3000 the slip must be at least

0,025 Hz for one moment for activating


the calculation.

4.4.4. Voltage Adaptation by Software


In some applications it may happen that the level of the two VT-voltages for the
SYN3000 are not 100% the same. The reason can be in different VTratio or in incorrect matching of the VT primary voltage to the rated
generator or line voltages. Now with the SYN3000 the voltage of system

(line) can be multiplied with a factor for adaptation. This factor ranges from 0,8
- 1,2 (80% - 120%).
An adaptation of the phase angle by software is for safety reason not provided (too
dangerous at incorrect parameter input!).
4.4.5. Speed Commands
The speed commands have been improved in two ways:
1. The turbine governours react very sensible to speed signals. So the range for the
parameter input has been refined. Now it ranges from 0,1... 20 sec./Hz (in steps of
0,1 sec./Hz) (possible input is 1...200 sec./10 Hz), with a maximum pulse length of
2,5 sec.
2. If the slip regulation regulates to a slip of 0, it can happen that the synchronoscope
stays at a phase angle with a slip of 0. Then it takes much time to sychronize the
generator. We have implemented now the function that the slip is regulated to a
fixed small value greater than 0.
Remark to 2:
The SYN3000 regulates to a slip of 0,03 Hz over-synchronous. That means, also in the
range of 0 to 0,03 Hz over-synchronous it applies "speed raise-commands" to get this
slip.
The length of the speed commands is given by the difference of the actual slip to 0,03
Hz. The- refore, for example, at 0,06 Hz the "lower"-commands have the same length
as at 0 Hz ("raise"- commands). That means that the pulse length is unsymmetrical to
the slip zero point.
Exception:
When the maximum frequency difference +dfmax is set to a value below 0,06 Hz, the
set point for the slip regulation is not 0,03 Hz, but +dfmax/2 (see also chapter 5.6.3.9,
"Definition of Setting Pa- rameters").
4.4.6. Activation Time
The activation time of the SYN3000 has now a minimum setting of 1 second (in steps
of 1 sec. up to 25 sec.). This ensures that the SYN3000 gets valid voltages when the

SYN3000 selection and voltage application are started at the same time.

5.

Functional Description

To cater for any variety of switchgear at site the SYN3000 is equipped with 10 selection
inputs
and thus can universally be employed for service requirements. The selection inputs
are initiating
the entire functions of the SYN3000. Before synchronizing is carried out each
input channel in use has to be programmed once with the relevant
set of parameters applicable to the plant- specific plant. The setting
parameters comprise the synchronizing mode and its associated set of
parameters, e.g. voltage level, frequency difference, etc. When
terminating the setting procedure,
all data are permanently stored into the memory and the selection input is ready for
operation.
On the assumption that the SYN3000 is connected to an auxiliary supply all the time,
the selec- tion inputs are actuating the relay functions. As long as an input is set, the
SYN3000 is evaluating its corresponding VT input signals and is producing the
necessary raise and lower control com- mands and provides the CB close command or
the closing interlock clearance when the system conditions are within the set limits.
When resetting the selection input selection the synchronizing function of the SYN3000
is imme- diately terminated. With the range of parameters provided for each
synchronizing mode the SYN3000 can be adapted to all plant configurations.
As soon as the auxiliary power supply is switched onto terminals 13, 14 the SYN3000 is
"Ready"
for operation which is indicated by the "Ready" LED at the front, meaning that the relay can
be initialised via the selection inputs. A synchronizing operation is started by selection, i.e.
setting of
a selection input. This procedure will alter the relays ready state to the operation
state and si- multaneously the "Ready" LED indication disappears and the "Selected"
LED will start flashing. The flashing will continue until CB closing has occurred and is
then converting into a steady-on indication. The LEDs "

Low" provide information when the setting value is

approached. When all three LEDs are energised the synchronizing conditions are
fulfilled and either the CB closing command or the closing interlock clearance is given. The

or interlock clearance is also indicated by a LED.
Every time when the phase angle is 0 or when the synchronization conditions are fullfilled,
a CB
closing command is produced. That means that in one selection period several
commands can be
given if one is not successful. The length of this command is
fixed to 0,7 sec. Only in mode 4 (synchronizing check) the command closes for the
whole period, while the synchronization conditions are fullfilled.
At synchronous systems or when the slip is below 0,008 Hz, a closing command is
produced every 5 sec.

This time delay is provided to consider any possible delays of connecting the external
VT voltages and cle- arance condition of the external synchronizing control circuitry.
After this time delay the SYN3000 begins to evaluate the running and incoming voltage
signals of its measuring inputs and is giving the resulting CB closing command or
providing the interlock clearance for closing, as soon as the system conditions are
within the set limits.
Immediately after remote control selection and during the time delay t W the SYN3000
is loading the corresponding parameter set from its memory.
The main component of this parameter set is the so-called synchronizing operating
mode. This mode defines which set of systems are to be connected together. All other
setting
parameters are depending on the synchronizing mode. This way 10
different planttw locations with their associated parameter settings and various types of
plant equipment can be catered for. For example, the selection input 1 may represent
a generator to be synchronized to a bus bar system and input 2 a
bus bar system to be
connected to a power line. Each selection input can be configured to one of
the possible 5 synchronizing operating modes.

5.1. Operating Sequence of the SYN3000


The following time based diagram is showing the operating sequence of the SYN3000
for all syn- chronizing modes.

the closed position thereby resetting the selection input selection via the external
synchronizing control cir- cuit. The de-activation of the control input will
immediately terminate all operations of the SYN3000 which subsequently is
resetting the CB control command output "CB-Close". The delay in de-energising
tCB-Close determines the CB close command pulse length (0,7 sec.).

To prevent false synchronizing the procedures described have strictly to be


observed. The omission of one or both VT voltage signals during the active
remote control selection of a synchronizing mode with live and/or dead bus
conditions, i.e. synchronizing mode 3 and 4
may lead to false synchronizing.

5.2. User Control of the SYN3000


The front of the SYN3000
contains all controlfacilities necessary for commissioning and service operation.

For a quick reference and without activating any additional keys the SYN3000 is
provided with altogether 16 LEDs displaying the operating state of the relay.

the type of fault is indicated on the LCdisplay.

Serial Interface
The relay front is provided with a 9 pole D-SUB-MIN-socket for connection of an
external PC. This serial communication port enables by software SYN-WIN to read and
to display the actual values, the setting parameters and the synchronizing procedures
from the SYN3000. Likewise all para- meters can be (pre-)programmed by PC with
SYN-WIN, saved to a file and loaded to the SYN3000 via the serial
communication port.
LC-Display
To facilitate operation and reading data for the User, the SYN3000 is equipped with a 4row LC- display. In conjunction with the key pad the SYN3000 can be operated and
configured without the aid of a hand terminal or a PC. The communicating language

can either be English or German and is set at our Works.
Key Pad
For ease of operation and not having multi-function keys the SYN3000 is provided with
a 10-key pad and 6 control keys. Thus the setting parameters can be entered directly
without effort. The design of the key pad ensures an exact point of operation with a
minimum amount of pressure applied for definite key operation.

5.3. Menu Controlled Environment


The menu operation is basically divided into two levels. First in a service level, which
includes the records and enables reading of setting parameters and measured values
without influencing the functional availability of the device. Second in a safety level
menu, containing the setting para- meters which can only be accessed by entering the
correct password.

The first line shows the actual software version including the creating year ( Vx.xx,
xx).
Further more the actual software version can be read out with the
visualization software SYN- WIN. With the basic selection, in addition to the LED
indications also the actual state of the SYN3000 is displayed.
Following operating modes are possible:

- INITIALISED After connection of the SYN3000 to the auxiliary supply the microprocessors
undergo special check sequences in order to verify the correct state of
the components. Then the internal communication is initiated and the
SYN3000 either displays the Ready state or indicates a Remote
Control Selection.
-- READY -The SYN3000 has the auxiliary voltage supply and is not selected via a remote control
channel.
In this operating mode the actual measured values cannot be displayed, since without
any remote control selection the incoming VT secondary voltages are
not available. Only this particular operating mode permits the
modification of setting parameters, because otherwise a change of parameters may adversely affect a synchronizing sequence already in
progress. The Ready indication indicates the correct service function
of the components as well as that no fault alarm has developed.

The user control of the SYN3000 is divided into a protected and an unprotected access
level. The un-protected level, i.e. Records, can be entered any time and even during a
synchronizing control sequence the settings and measured values can be called up
without endangering the plant.
The protected level, i.e. settings, can only be accessed when the SYN3000 is in a
Ready state and
the correct password has been entered. This mode enable to measure the CB closing
time and modification of the setting parameters.

5.5. Structure of the Sub Menu Records


The sub menu can be entered without the application of an access code and therein
only measu- red values and setting parameters can be displayed. Any modification of
the set values or influ- ence onto functionality of the SYN3000 is prevented.

Via the [1], [2], [3] key the particular functions can be called up and the [ESC] key gets
you back into the main menu.
5.5.1. [1] Last Synchronizing and Display of Measured Values
One of the special features of the SYN3000 offers the possibility to review and assess the
per- formance of the most recent synchronizing operation with the aid of the recorded
measured va- lues.
During the whole synchronizing sequence the current measured values of the
running and in- coming voltages, the frequency and the phase angle are updated
each 6th measuring period, which is equivalent to 0,12 seconds on a 50 Hz basis.
When all synchronizing conditions are fulfilled the SYN3000 will produce a circuit breaker
closing command and at this instant all relevant actual measured values are written into a
reserved register and an internal timing stage is started. The time delay of this stage is
equal to the prior set
CB dead time compensation of the particular remote input channel. After this time has
expired a new set of measured values is stored into the memory.
Thus two sets of measured values are available, i.e. the ones at the instant of the
CB closing command and the others when the CB poles have just closed.
The requirements to perform the measuring at the instant of the actual CB poles
closing are as follows.
The auxiliary CB contacts must not be of the early make type in order not to
prematurely terminate the remote control selection thus also disconnecting the VT
voltages.
The auxiliary supply of the SYN3000 must not be disconnected when terminating
the synchronizing operation.

dead time compensation is set to 500 ms with a resulting time display in the last line of 17:00
hours, 53 minutes, 21 seconds and 74 hundredth of a second, i.e. 500 ms later.

When the auxiliary supply of the SYN3000 was switched off since the last synchronizing operation and restored again the memory has been erased and the display on this page will only show
zero readings instead of time and date.
The next page, page 2, is attained by operating the [SKIP] key.

The [ESC] key is pressed to return to the main menu. For ease of operation all menu levels are
entered in one direction only. In order to reach a preceding page all menu selections have to be
selected again.
5.5.2. [2] Setting Values and Display of Parameter Settings
To accommodate several synchronizing locations into one SYN3000 the relay is provided with 2
or 10 selection inputs. When selecting such a control input the SYN3000 is activated and a synchronizing sequence commences according to the set parameters of this particular channel. To
outline the internal structure of the SYN3000 again, there is a brief description about the parameter setting procedure as follows.

For all synchronizing modes in common there is a super- set of entries. Each synchronizing mode
is using a defined mask menu to only display the setting prompts relevant for this mode of operation.
By this feature all parameter setting values can be displayed for each selection input without impairing the functionality of the SYN3000. After selecting this function the LC-display will be as
indicated below.

This window will request the entry of the selection input number desired to be viewed. The possible range is from 1 to 10 and to finalise the selection procedure the [OK] key is operated. To abort the function and to return to the main menu the [ESC) key is activated.

5.5.3. [3] Current Value, Display of Actual Measured Values


An additional feature of the SYN3000 enables the simultaneous display of all actual measured
values, precondition being that a selection input of the SYN3000 is selected. Otherwise the VT
circuits may not be connected due to the interlocks of the external control circuit.

When choosing this function when the SYN3000 is not selected following display will appear.

In order to prevent accidental modification of the parameter settings all menu options which can
impair the functionality of the SYN3000 are protected by a password. Upon delivery from our
Works this access code set to 00000 and can be replaced by a desired five digit number at any
time.

Description of the various Functions


Via the [1], [2], [3], [4], [5] keys the respective menu options are called up. The [SKIP] key will
change the menu pages and with the [ESC] key the main menu is entered again.

5.6.1.

[1] CB Closing Time, Measuring the CB closing Time

The possibility to measure the CB closing time described in this Chapter represents a powerful
feature of the SYN3000. The measuring method can be applied at any time without interfering
with the switchgear configuration to determine the CB closing time including the time required for
any auxiliary relays associated with the closing control circuit. Instead of an extensive test circuit
needing the CB auxiliary contacts for starting and stopping of the timer, just using the system
voltages to exactly measure the closing time proved to be a much more reliable and accurate
method.
For measuring with the SYN3000 one system on each side of the circuit breaker has to be deenergised from the start. And with the CB in open position the other side is alive with the nominal
system voltage. Via this special menu option a CB closing command is given by the SYN3000

Following procedures have to be applied in order to carry out the measurements:


All necessary safety precautions for a manual closing of the circuit breaker have to be
taken.
The particular selection input has already been set to synchronizing mode 6, i.e. the CB
closing time measuring.
One system side of the CB is de-energised whereas the other one has rated voltage, i.e.
with a minimum of 30 V secondary voltage.
The remote selection input of the relevant synchronizing location is activated.
Operating the [1] key will result in the display below containing a caution notice.

The caution notice emphasises that when proceeding further a CB closing command will be initiated to the selected synchronizing location.

This safety request will prevent an accidental initiation of a CB closing command when browsing
through the menu and shall further bring to attention which menu option has been selected.
The safety prompt will request you to enter the digits 18534721. The procedure can be aborted
at any time with the [ESC] key. Once the number sequence has been entered correctly following
display will appear.

After having activated the [OK] key the SYN3000 is undergoing several safety checks. Thereby it
is verified that only one of the systems is in an energised state, the corresponding selection input
configured correctly and the SYN3000 input selected.
When these pre-conditions are not fulfilled following display is shown.

The window above indicates that the SYN3000 was not properly selected at the time of initiating
the command. However, this does not exclude some more and other types of faults. Without the
remote control selection neither the CB closing command is attained nor the VT voltages are
connected are connected for measuring. Therefore measuring the CB closing time cannot be
performed.

Further possible fault displays can appear.

Before the SYN3000 actually commences the CB closing command several safety checks are
started. Among others it is verified that only one system is energised. Otherwise the closing time
cannot be determined or else there is the possibility that the two systems are not in a synchronous condition and thus the synchronizing computations do not confirm synchronous conditions.
When voltage on the two systems has been detected the operating procedures are terminated by
the SYN3000 and above message will be displayed. Most of the times the causes are either incorrect wiring or a fault in the test circuit when doing the measurements and immediately after
selection the selection input is de-activated.

When everything correct then following display will appear.

The User control facility of the SYN3000 is provided with a completely independent microprocessor system which is controlling the whole menu environment. To activate a CB close command
from this menu option an extensive data exchange is commencing between the User control facility and the SYN3000 main processor. Even minute discrepancies during the safety cross-checks
will result in an excess time error and the above display will appear. The reasons for this may be
electromagnetic interference via the inputs and outputs of the SYN3000 or an internal error.
Should the fault display persist during several re-tries the SYN3000 must be returned to our works
for further extensive tests.

The maximum permissible setting value for the CB closing time is 0,5 seconds. Although the
SYN3000 is waiting for 2,55 second for the appearance of the second system voltage it will display values above 0,5 seconds null and void.

For a successful measurement with a valid CB closing time the above display is shown. The value
of the closing time is indicated in milliseconds and will be rounded off to the nearest 10 ms. The
bottom line shows the number of the selection input used. The measuring result will not be stored
and it is recommended to carry out several successive tests for each synchronizing location to
verify the time. The mean value of the test results is taken for configuring the corresponding control input.

The [ESC] key will place you one level higher into the "Parameter Setting menu.
5.6.2.

[2] Date and Time, Setting the System Time

Among others the SYN3000 is provided with battery-buffered time module, a NV-time module, for
the current time and date. These values are only used to indicate the time and date of the last
synchronizing operation.
This menu enables setting and modifying of the time and date. Operating the [2] key will result in
the following display.

The bottom line is indicating the possible setting values. For example the window above displays
a setting range of 1 to 31 for the day. The [OK] key will place the values configured into a temporary memory and the cursor will months position. If the values from the SYN3000 at the New:
position are not overwritten they will be kept during subsequent storing.
When all three date positions have been set and terminated with the [OK] key following display

The [OK] key will enter the new values into the clock memory whereas the [SKIP] key will by-pass
this storage process and the old values will remain valid. Thus this sub menu is terminated and
the display will revert to the [2] Parameter Setting menu.
5.6.3.

[3] Synchronizing, Synchronizing Modes, Configuring the Synchronizing Parameters

This sub menu enables the set up of the synchronizing mode and depending on this mode all
other associated parameters to be configured are listed in the menu. After entering the last setting value there is a choice of either repeating the setting procedure or to save the parameters. If inbetween the setting procedure is terminated by the [ESC] key the old values remain valid.

Synchronizing Modes
As described previously, the SYN3000 is provided with 2 or 10 selection inputs enabling the execution of 2 or 10 different synchronizing operations. When the plant requires several synchronizing locations, it has to be ensured that the interchange of incoming and outgoing signals between the plant and the SYN3000 is correct, i.e. the running and incoming voltage signals, the
speed and voltage raise/lower commands and the CB closing command, and has reached a
steady state within the set waiting period.

The external synchronizing control connecting these circuits to the SYN3000 has to be of a reliable and fail-safe nature. When selecting a selection input the corresponding setting parameters
are internally loaded in the SYN3000, defining the synchronizing operating mode and the parameters for the subsequent synchronizing action. The relay itself cannot determine whether the
external circuits are switched correctly to its terminals. This has to be ensured by the external
synchronizing control circuit.

For each selection input one of 5+1 synchronizing modes can be selected. The synchronizing
modes possible are described as follows.
5.6.3.1.
Synchronizing Mode 1: Generator to Bus Bar or Power Line
Model: Digital Synchronizing Relay
The generator voltage System 1 and the bus bar voltage System 2 is compared by the SYN3000.
Via the speed and voltage raise/lower output commands to the speed regulator and voltage regulator respectively, the frequency difference and the voltage difference is controlled to zero.
When the frequency- and voltage difference limits are approached and, by taking into consideration the CB closing time, the computed phase angle is zero, and the voltage values of System 1
and System 2 are within the set range, the circuit breaker close command is given. Live and/or
dead system synchronizing cannot be carried out in this operating mode.
The CB closing command is given several times in one selection period, every time when the
phase angle is 0. When the systems are synchronous or when the slip is below 0,008 Hz, every
5 sec. a closing command is produced.

5.6.3.2.
Synchronizing Mode 2: Synchronous or Asynchronous Power Systems or Lines
Model: Digital Synchronizing Relay
The SYN3000 offers the means to parallel synchronous and/or asynchronous power systems.
When a frequency difference is measured between the two systems the SYN3000 is computing
the instant of time where the phase angle is zero degrees by taking into account the preconfigured CB closing time and sets the CB close order accordingly. With power systems having
a remote point of interconnection there exists no frequency difference and the requirement for CB
closing depends on the PHImax. angle setting parameter.
As mentioned previously, CB closing is carried out when the setting limits for the voltage- and
frequency difference are not exceeded and the computed phase angle, with consideration of the
CB operating time, is zero. CB closing is prevented when either one or both voltage systems are
below 30 V. In order to initiate a CB closing control, both system voltages have to be within the
set range of 30 V - 150 V.
The CB closing command is given several times in one selection period, every time when the
phase angle is 0. When the systems are synchronous or when the slip is below 0,008 Hz, every
5 sec. a closing command is produced.

As with the synchronizing mode 2 either synchronous or asynchronous systems can be paralleled
and the parameter setting values, voltage- and frequency difference are considered. CB closing
will be performed when these parameters are within the set limits by also taking into account the
phase angle and the CB closing time. Each running and incoming system can be configured for
an upper and lower system voltage limit for which within this range the CB closing operation can
be actuated. Further, the system dead condition can be defined whereby below this setting value
the power system is considered to be de-energised and the paralleling operation can be carried
out.
The CB closing command is given several times in one selection period, every time when the
phase angle is 0. When the systems are synchronous or when the slip is below 0,008 Hz, every
5 sec. a closing command is produced.

5.6.3.4.
Synchronizing Mode 4: Synchronizing Check for Manual Closing
Model: Digital Synchronizing Relay and Digital Synchronizing Check Relay
Contrary to the previous synchronizing modes, including mode 5, i.e. automatic transfer operations of bus bars, the CB close command is not extended during the synchronizing operation.

In this operating mode the SYN3000 is not initiating the CB close command but is functioning as
an interlock facility for an external Sequence Control System or a Manual Close Operation. The
relays output contacts are connected in series to the control circuits. For both voltage systems an
upper and lower operating limit can be set. When the voltage levels of the two systems are outside these setting parameters, the interlock function will not be cleared and the CB closing circuit
remains open.
Configuring the systems dead setting values enables the connection to de-energised power systems. When both systems are alive the usual synchronizing conditions, i.e. voltage- and frequency difference, have to be within the setting parameter ranges. Different to the other synchronizing modes, mode 4 also provides a CB closing interlock clearance when the system phase
angle is moving outside the zero degrees as long as the slip frequency is below 0,02 Hz and the
phase angle parameter PHImax. is not exceeded. This mode is also provided with a CB dead time
compensation by taking into account the CB closing time when computing the angle for the closing operation.

The relays output contacts for interlock clearance are operating as many times as synchronizing
conditions are attained during a synchronizing sequence.
5.6.3.5.
Synchronizing Mode 5: Automatic Transfer of Bus Bar Systems
Model: Digital Synchronizing Relay
To enable the application of the SYN3000 in an manual and automatic transfer scheme for power
station auxiliary supply systems, the synchronizing mode 5 is provided for this purpose. In principle, mode 5 represents mode 2 with an additional initiating input. Usually, a selection input selection will result in a CB closing operation or a CB interlock clearance action according to the
configured synchronizing mode. Before this operation several internal comparison checks are
made and also a few timing stages are being run through.

In case of synchronizing mode 5, the remote control selection will result in an immediate internal
check sequence but the output relays are energised only after the input "Q-SYNC" is set, i.e. terminal 93, a synchronizm has been measured with consideration of the phase angle and the CB
closing time and also the voltage- and frequency difference is within their set parameters. In this
operating mode no over- and under voltage setting limits are configured. Further the control output is suppressed when either one of the systems is in a dead state.

5.6.3.6.
Synchronizing Mode 6: Measuring Circuit Breaker Closing Time
Model: Digital Synchronizing Relay and Synchronizing Check Relay
In this mode of operation the total operating time sequence of the CB closing command is measured. Pre-conditions for this measuring is that either of the two voltage systems is de-energised
prior to C.B. closing.

For measuring the CB closing time the SYN3000 is provided with a menu sequence whereby the
CB close command can be given via a key operation when the relay is adjusted to synchronizing
mode 6. Otherwise when selecting the selection input and connecting the associated VT voltage
the usual synchronizing sequence will be initiated.
The CB close command is given by key operation after an internal safety cross-check.
5.6.3.7.

Additional Settings

The selection of the synchronizing mode determines which parameters are offered in the menu
for setting or modification. In the following chapter, 5.6.3.9 Definition of Setting Parameters, these values are listed and each one displayed in a separate window.

In order to minimise the number of characters used when programming data, the generators, power systems, bus bars or lines are denominated as System.
When applying synchronizing mode 1 the proper connection of the generator- and bus bar system to the terminals of the SYN3000 relay is of utmost importance to obtain the speed and voltage regulation signals in the proper raise and lower sequence. Therefore it is defined that the
generator is always denominated System 1 and the bus bar or line always System 2.
The other synchronizing operating modes do not produce any raise/lower commands and connection of the plants incoming signals to either System 1 or System 2 is of no importance.

System 1 voltage is adjusted by excitation raise/lower control commands. The speed of the voltage control should be equal to the operating time of the setting value potentiometer in the voltage regulator. The length of the control pulse is proportional to the measured voltage deviation
with a limited maximum setting of 25 seconds. The setting parameter is in sec./10 V units, with
respect to the rated VT secondary voltage. The time required for a complete travel of the setting
value potentiometer is, for example, 40 sec. to produce a voltage regulation of +/- 5% of the
rated generator voltage. Therefore the resulting correct setting of the raise and lower control
would be 40.

The setting can also be interpreted differently, stating that with a difference of 1 V between the
actual and the rated VT secondary voltage and a setting of 40, the voltage control command will

Frequency Regulating Control Speed
The speed control of the generator System 1 is carried out via speed control pulses. Setting of
the regulating speed should be in accordance with the time required for the setting value potentiometer in the turbine speed regulator equipment. The length of the control command is proportional to the measured speed deviation and is limited to a maximum of 2,5 seconds. The parameter is set in sec./10 Hz units and, for example, if the time required by the speed setting value
potentiometer is 30 sec. during a frequency deviation of +/- 1 Hz of the rated frequency, the resulting value should be set to 150.
With a different interpretation, the setting value for speed regulation can be derived by saying, a
frequency difference of 0,1 Hz and a setting of 150 will result in a speed control pulse of 1,5 sec.
duration.
The SYN3000 regulates to a slip of 0,03 Hz over-synchronous. That means, also in the range of 0
to 0,03 Hz over-synchronous it applies "raise"-commands to get this slip.
The length of the speed commands is given by the difference of the actual slip to 0,03 Hz. At 0,06
Hz the "lower"-commands have the same length as at 0 Hz ("raise"-commands). That means that
the pulse length is unsymmetrical to the slip zero point.
Exception:
When the maximum frequency difference +dfmax is set to a value below 0,06 Hz, the set point
for the slip regulation is not 0,03 Hz, but +dfmax /2. At a setting of +dfmax = 0,04 Hz the set
point for the slip is 0,02 Hz, for example.

6.

Mounting of the SYN3000

6.1. Scope of Supply


Right after delivery the SYN3000 should be unpacked and carefully inspected for any mechanical
damage which could occur during transport. Subsequently the relays nameplate and case should
be checked according to following check list, to ascertain that the correct model has been received.

6.2. External Wiring


The SYN3000 is provided with pull-off type terminal blocks at the rear of the case which can accommodate wire cross sections with up to 2,5 mm.
Please check that the wiring is not alive prior to connecting to the terminal block.

Please note the CB close circuit should only be connected when all remaining wiring
has been completed.

6.3. Terminal Connections


The terminals of the SYN3000 are located at the rear. These terminal blocks are of the pull-off
type and also have integrated test connection points. To facilitate installation and commissioning
the terminals are numbered and the associated connection diagrams are also shown on the rear
plate.

Via this potential free change over contact the


service readiness of the SYN3000 can be derived. The normally open contact of terminals
61,62 is indicating when closed that the
SYN3000 is ready for operation, provided that
the auxiliary supply is switched on and no
internal and/or external abnormal conditions
have been detected. The relay is ready for a
remote control selection. When selecting a
selection input or with the occurrence of an
external and/or internal failure the contact of
terminals 61,62 opens and from the now closed contact of terminals 61,63 the indication is
derived that the SYN3000 is not ready to receive a further remote control selection.

This potential free relay contact is provided for


direct operation of the CB close coil. The contact is closing when all synchronizing conditions for the particular selection input are satisfactory.
For control circuits applying a double pole

direct operation of the CB close coil. The contact is closing when all synchronizing conditions for the particular selection input are satisfactory.

terminals 49, 52, is incorporated. Both contacts
are always operating simultaneously.

+24 V External Auxiliary Supply

When no external 24 VDC supply is available


then an internal supply of the SYN3000 can be
employed to activate the selection inputs.
This voltage supply is isolated from the
SYN3000 internal auxiliary supply and is rated
up to 50 mA. The load current required for a
selection input selection amounts to approximately 5 mA.
This supply is not short circuit proof and damage can be done when overloading or shortening it. Therefore this voltage supply for the
selection inputs should be used only for short
distances. Where considerable control cable
lengths are involved, suitable interposing relays, located in the vicinity of the SYN3000,
have to be incorporated to provide a potential
isolation.
The corresponding minus connection is wired
to terminal 94.

The auxiliary supply for the selection inputs can either be taken from an external 24
VDC source or the internal voltage supply, wired to terminals 81 and 94, can be used.
The remote control out- put voltage has no common connection with the internal DC
supply of the SYN3000 and has a maximum permissible rating of 50 mA.
The above auxiliary supply is by no means short circuit proof and a related
fault on this circuit may damage the SYN3000. Therefore this supply
must only be used for remote selections in the in the immediate vicinity
of the SYN3000, e.g. the synchronizing cubicle. For increasing
distances of the remote selection circuits suitable interposing relays,
located near the SYN3000 have to be employed. Please also refer to

Type 8: Internal Fault, VT voltage input missing
Cause: Wrong wiring of the VT voltage circuits. This will be detected when the synchronizing mode requires both running and incoming voltages, e.g. when synchronizing a generator to a bus
bar system, or when during a synchronizing sequence one of the two VT voltages has disappeared.
Remedy: Check the wiring. Increase the safety time setting. Check the synchronizing mode selection circuit. The safety time delay caters for the time lapse between the selection input selection of the SYN3000 and the actual external connection of the VT voltages and CB close circuit.

Note of Advise:
When the SYN3000 is activated together with the generator excitation during the Unit start up sequence
then the safety time delay has to be set to include the time required for the Unit to reach 100% nominal
voltage. Otherwise the SYN3000 will start evaluating the VT voltage input with a resulting error message
from the SYN3000 since the relay has detected a low level generator voltage condition.

Type 9: Internal Fault, invalid entry in EEPROM


Cause: EEPROM faulty.
Remedy: Re-load selection input parameters. The relay has to be taken out of service and the
manufacturer notified. The relay should be sent to our Works together with a short note of advise.
Effect: Alarm output contacts 64, 65 are closed and the LED "Warning/Error" is on. This failure
can be reset either by reset of the selection input or by pressing the [ESC] - key on the key pad.

SYN3000 are disabled until the reset.

Type 12: Internal Fault, error by the phase angle computation


Cause: EPROM faulty.
Remedy: Take the relay out of service and notify the manufacturer. The relay should be sent to
our Works together with a short note of advise.
Effect: Alarm output contacts 64, 65 are closed and the LED "Warning/Error" is on. This failure
can be reset either by reset of the selection input or by pressing the [ESC] - key on the key pad.
The text on the LC-display must be reset by the key pad in every case. All function of the
SYN3000 are disabled until the reset.
Error Code: 015
Internal Fault, RAM error of the User interface
Cause: Internal failure of the User interface of the SYN3000 or extremely high level electromagnetic interference in the vicinity of the SYN3000.
Remedy: Re-attempt setting parameters. The relay has to be taken out of service and the manufacturer notified. The relay should be sent to our Works together with a short note of advise.
Effect: Only text on LC-display. Alarm contacts are not closed. Alarm is self-resetting.

Error Code: 016

Cause: Chip tolerances or ageing

10. Typical Application: Generator to bus system synchronizing with speed- and
voltage regulation control

In the example above the SYN3000 is selected via the selection input No. 1, terminal 83 with the
internal 24 VDC by a potential free contact. This control application is only advisable when the
external control input selection relay is located in the same cubicle as the SYN3000. The internal
control voltage is not short circuit proof and the relay may be damaged by a faulty control circuit.
We therefor recommend for synchronizing control circuits being a considerable distance apart
from the synchronizing relay to either apply an external 24 VDC control voltage or interposing
relays.

The plant represented in the example requires only one selection input selection. The input selection auxiliary relay also enables the CB closing circuit. The running and incoming VT voltages and
the speed/voltage raise and lower circuits can be connected directly to the SYN3000.
Via terminals 49/52 and 50/51 the CB can be closed from the + and - circuit. If only the + control
circuit is used for CB closing then the two contacts can be connected in series to increase the
voltage switching capabilities.

12. Remarks to the Accuracy

The SYN3000 has an accuracy of


0,5 (due to the internal measuring). The permissible phase
angle can be set to 0, 1, 2, etc. (in steps of 1). By this the maximum accuracy at CB closing is

0,5 (at 0 setting), 1,5 (at 1 setting), etc. The closing times based on this accuracy are

The phase angle and also the closing time point is calculated every 120 ms (at 16 2/3 Hzrelays), resp. every 40 ms (at 50 Hz-relays). This calculation must point into the tolerance
window. Only under this condition the closing command is produced (e).
When the slip is very low, the closing command is produced at the border of the tolerance window
(f). That means that at very low slip the SYN3000 switches always with the maximum permissible
angle in advance. (f.e. at 0,02 Hz, setting PHImax = 1, tCB-comp = 100 ms results in a
closing time point = CB dead time + 208 ms = 308 ms).

At a big slip and a small setted phase angle it can happen, that no calculation points into the window and therefore no closing command is produced (g).
Setting advice:
Set permissible phase angle to 3. This ensures a closing command also
