The Army Family Covenant:

Keeping the Promise

First announced in 2007, the Army Family Covenant (AFC) institutionalized the Army’s
commitment to support Soldiers and their Families. The operations tempo over recent
years has asked Servicemembers and their Families to continue to make greater sacrifices
than in years past. The Army Family Covenant is the Army’s response, a promise back to
Soldiers, that acknowledges their hardships and shows appreciation for the extraordina-
ry challenges Military Families endure. In Stuttgart, a “Purple Community” serving all
branches of the military, the benefits from the Army Family Covenant improve the quality
of life of everyone.

T
his response, the Army Fa-
mily Covenant, supports
a variety of initiatives, but
focuses on five specific areas: stan-
dardization and funding of existing
programs and services; increasing
accessibility and quality of health
care; improving Soldier and Fami-
ly housing; ensuring excellence in
schools, youth services and child
care; and expanding education and
employment opportunities for Fami-
lymembers.
In broad terms, the Army Family Cov-
enant is a continuing multi-billion
to surviving Familymembers of any
fallen Servicemember; reaching out
to private business, thus employing
more than 41,000 military spouses
through the Army Spouse Employ-
ment Program; developing the War-
rior Adventure Quest for Service-
members to participate in outdoor
adventure activities that help them
cope with reintegration after the
stresses of a combat environment;
and, getting 25 states to sign the
Interstate Compact on Educational
Opportunity for military children,
removing major impediments to the
greater access to licensed family pro-
fessionals at the Stuttgart ACS are a
result from additional AFC funding.
AFC allows CYS Services to provide
Families of deployed Servicemem-
bers the following support services:
16 hours per month of free hourly
child care, some free SKIES classes
and Youth Sports programs. Addi-
tionally, all CYS Services registration
fees have been waived since the roll-
out of the AFC. These are but a few
examples of the impact of the Army
Family Covenant on those living in
Stuttgart.

expected with a name like ACS, as their charter is to provide services to the commu-
nity, yet their services are not exclusive to the Army. ACS supports the entire military
community, which includes all branches of active military, retirees, reservists, civilians,
contractors and their families, that’s a WIDE audience! So, how do they do it?

Ingredients:

kielbasa sausage, cut into

into pieces

Instructions:
1. Heat a large pot of water over
an outdoor cooker, or medium-
high heat indoors. Add Old Bay
Seasoning to taste, and bring to
a boil. Add potatoes, and sausage,
and cook for about 10 minutes.
Grilled Lemon
Shrimp
Add the corn and crab; cook
for another 5 minutes, then add
the shrimp when everything else
is almost done, and cook for
another 3 or 4 minutes.
2. Drain off the water, and pour the
contents out onto a picnic table
covered with newspaper. Grab a
plate, an ice cold beverage, and
enjoy!
Marinade:
d 1/4 cup fresh lemon juice plus
d 1 teaspoon grated lemon zest
d 1/4 cup chopped fresh parsley
d 2 tablespoons olive oil
d 6 garlic cloves, minced
d 1/2 teaspoon salt
d 1/8 teaspoon red pepper flakes
Shrimp:
d 1 1/2 pounds extra-large shrimp
(21-25 per pound, peeled
deveined and butterflied)
d 1/2 teaspoon sugar
Skewered Shrimp and Zucchini
with Basil Cream Sauce
Ingredients:
d 8 ounce(s) sour cream,
light or fat-free
d 1/2 cup(s) basil, fresh
d basil, fresh
d 3 tablespoon chives
d 3/4 teaspoon salt
d 1/8 teaspoon pepper,
black ground
d 1 1/4 pounds shrimp, large
Instructions:
1. Marinade
Combine the lemon juice, zest,
parsley, oil, garlic, salt, and pepper
flakes in medium bowl. Measure
and reserve 2 tablespoons of the
marinade for serving.
2. Shrimp
Pat the shrimp dry with paper
towels, add them to the bowl
with the remaining marinade, and
toss to coat. Cover and refriger-
ate for 15 minutes. Remove the
shrimp from the marinade and
thread onto skewers. Sprinkle
one side of the shrimp with the
sugar.

thick slices
d 2 tablespoon oil, olive
d 1/2 teaspoon orange peel
d 1 tablespoon orange juice
d 1/4 teaspoon pepper, cayenne
d 5 cup(s) spinach
Instructions:
1. For sauce, in a food processor
or blender, combine sour cream,
the sniped basil, the chives, 1/2
teaspoon of the salt, and the
black pepper. Cover and process
or blend until nearly smooth.
3. a) Charcoal grill
Open the bottom grill vents
completely. Light a large chimney
started filled with charcoal
briquettes (100 briquettes, about
6 quarts). When the coals are
hot, spread them in an even
layer over half of the grill. Set the
cooking grate in place, cover,
and open the lid vents complete-
ly. Heat the grill until hot, about
5 minutes.
b) Gas grill
Make sure grill is clean. Turn all
the burners to high, cover, and
heat the grill until hot, about 15
minutes. (Adjust the burners as
needed to maintain a hot fire)

Cover and chill until ready to
serve.
2. Thaw shrimp, if frozen. Peel
and devein shrimp, leaving tails
intact. Rinse shrimp; pat dry with
paper towels. On long skewers,*
alternately thread shrimp and
zucchini, leaving a 1/4-inch space
between pieces. In a small bowl,
combine oil, orange or lime peel,
orange or lime juice, cayenne
pepper, and the remaining 1/4
teaspoon salt; brush evenly on
shrimp and zucchini.
3. Place skewers on the greased
rack of an uncovered grill direct-
ly over medium coals. Grill about
10 minutes or until shrimp are
opaque, turning once.
4. Arrange shredded greens on a
serving platter. Top with skewers.
If desired, garnish sauce with
basil leaves. Serve sauce with
skewers.

shrimp, sugared side down, on
the grill (over the coals if using

gas) until lightly charred, 3 to 4
minutes.
5. Flip the shrimp and slide to the
cooler part of the grill if using
charcoal or turn off all the
burners if using gas. Cover and
continue to cook the shrimp
until the second side is no lon-
ger translucent, 1 to 2 minutes
longer.
6 Remove the shrimp from the
skewers, toss with the reserved
marinade, and serve!

The goal of the Outreach Program is to develop informa-
tional fairs, groups, and other activities to reach Service-
members and Family Members who are currently not
receiving services for which they are eligible. SOS ensures
that surviving spouses, whether active, reserve, guard or
retired, residing in the Stuttgart, Germany, area receive
dedicated & comprehensive support, and all the benefits
and services to which they are entitled.

Who we are:
Better Opportunities for Single Servicemembers (BOSS)
is a program that supports the overall quality of life for all
single Servicemembers. The Stuttgart chapter is comprised
of single Servicemembers of all ranks and services, both
active and reserve. Married Servicemembers who are in
the area unaccompanied are also eligible to participate.
Who we are:
service, quality of life and recreation. BOSS gives single
Servicemembers the opportunity to participate in and
contribute to their respective communities through
volunteer and service projects. BOSS also identifies well
being issues and concerns and recommends improvements
through the chain of command. Additionally, BOSS encou-
rages and assists single Servicemembers in identifying and
planning for recreational and leisure activities.
