a. Initial Problem Area: Indigenous Culture as a Roadblock to Human Capital and


Organizational Effectiveness. Culture does not breed innovation. In these

days when 'reforms' is the buzzword in Nigeria, many pundits assert that the
country has the potential of becoming a world power within a couple of
decades. It has been my observation, however, that certain factors in our
environment (culture, economy, politics, religion) contributes to form a worldview which might inadvertently militate against human capital and
organizational effectiveness in Nigeria. From my vantage point as an
Organizational Development consultant, I want to isolate and study these
factors and suggest ways we can work around these factors to build a panAfrican culture that is innovative and open and progressive. Any sources or
ideas will be welcome.
