Topic: Measures of Preventing Terrorists from Acquiring


Weapons of Mass Destruction; Question of Moving Towards
a Nuclear Free World

Weapons of Mass Destruction (WMD), including but not limited to nuclear weapons, is a
term used to describe weapons with capabilities to cause huge casualties. A terrorist is a phrase used
to describe a person, usually a member of a group, who uses or advocates terrorism. Upon defining
those terms, we can easily come up with common sense: Letting WMD fall into the hands of the
terrorist is the worlds worst nightmare . That is why the delegation of Russia at the First Committee
of General Assembly feels that the two topics, Measures of Preventing Terrorists from Acquiring
Weapons of Mass Destruction; Question of Moving Towards a Nuclear Free World, are worthy to be
discussed.
In an interview with The Hindu, UN Secretary-General, Mr. Ban Ki-moon stated that
terrorism is a common challenge for humanity. His statement has been backed by numerous incidents
worldwide, in which those terrorists vigorously murdered innocent people, including unarmed women
and children. Recent attacks in Paris, Nice, and Ansbach are symbols of their evils. Terrorism is a
threat to mankind, and international collaboration is needed in order to wipe terrorism out of the world
map. The combination of such dangerous body and WMDs is considered the end of mankind. In order
to prevent that scenario, the United Nations General Assembly has adopted many resolutions on the
topic of Measures of Preventing Terrorists from Acquiring Weapons of Mass Destruction like
A/RES/66/50, A/RES/65/52 and A/RES/64/38.
In an interview with UN News Centre, Ms. Angela Kane, High Representative for
Disarmament Affairs, stated that nuclear disarmament process has been ineffective, as little has been
achieved. The entire world has witnessed the danger of nuclear powers in general. From Nagasaki and
Hiroshima, to Chernobyl and recently Fukushima, numerous tragedies throughout the history have
already posed a question to humanity: Should we move toward a nuclear-free world. The United
Nations has adopted a variety of resolutions, emphasizing devastating impacts of nuclear weapons,
such as A/RES/70/48, A/RES/70/45, etc.
As a member of the United Nations, Russian Federation shares the responsibility to tackle
worlds toughest problems, including but not limited to Measures of Preventing Terrorists from
Acquiring Weapons of Mass Destruction and Question of Moving Towards a Nuclear Free World .
On the first topic, Russian Federation has been the sponsor of every GA resolutions regarding
the topic. Armed Forces of the Russian Federation fight terrorism under the auspices of the following
legal documents: Constitution of the Russian Federation, Federal Law On the Fight against
Terrorism, international treaties, executive orders of the Russian President, resolutions and directives
of the RF Government, as well as directives issued by the RF Minister of Defense, Chief of General
Staff of the Armed Forces of the Russian Federation, commanders-in-chief of the Armed Services of
the Russian Federation, commanders of the fighting arms and commanders of military district forces
(fleets).

On the second topic, which is Question of Moving Towards a Nuclear Free World, Russian
Federation has also contributed a lot to international efforts of nuclear disarmament. During past two
decades, we have witnessed a drastic reduction of nuclear weapons. Starting from 1991, the Russian
nuclear arsenal of strategic nuclear weapons reduced sevenfold - from more than 10,000 to about
1,600. The total arsenal of Russias non-strategic nuclear weapons (NSNW) reduced even more from 21,700 in 1991 to about 2,000 in 2011. In accordance with unilateral Presidential Initiatives of
1991 currently, all NSNW weapons are withdrawn from military units and entirely consolidated into
central storage facilities.
Coming to DISEC this time, the delegation of Russian Federation looks forward to
collaborating with other countries in order to come up with more effective solutions to the
aforementioned topics. We hope that through negotiating and discussing under the spirit of the UN
Charter, together we can find the way to a better world.
