Parties involved in the project and their roles and responsibilities as defined by
their respective professional bodies.
7.1

Architect Geoff Associates


Keretapi Tanah Melayu Berhad (KTMB) appoint Geoff associates become their

architect. Their roles are to provide predesign figures such as an environmental impact or
feasibility study, cost analysis and land-use study. Architects work closely with their clients.
Before drafting plans, they meet with their clients several times to learn their clients
objectives, budget and any specific requirements for their project. So that, he can clarify the
clients requirements in respect of project, study possible solutions and make design proposal.
Designing, planning and developing are integral tasks in an architects daily routine.
Architects need to consult with other professionals about design and produce detailed
workings, drawings and specifications (Prospects.ac.uk., 2016).
Moreoover ,as a qualified expert in building and environmental design, the aarchitect
maintains close relationship with the building industry. He coordinates the necessary
engineering and environmental service to his design so as to achieve developer objectives.
His has knowledge about site analysis, building designs and complex regulations. Since the
aarchitect is familiar with building construction in term of what material to use, what
problems to look for on site and which contractors to go on, he can prepare probable costs
and the construction programmed in respect of any proposal he prepare. Architects also work
with other related professionals, such as engineers, landscape architects, construction
representatives and interior designers (Prospects.ac.uk., 2016).
However, final construction plans are created by architects and used by contractor as
guidences on how the look and details of the building will play out, including plumbing,
communication and heating, electrical, ventilation and structural systems.

7.2 Civil & Structure Engineer GCU Consultants Sdn. Bhd.


In this project, Keretapi Tanah Melayu Berhad (KTMB) appoint GCU Consultants
Sdn. Bhd as their civil and structure engineer consuitant. The role of the structural engineer is
a key component in the construction process. Structural engineers are primaril concerned
with designing aesthetically pleasing buildings and structures that are safe and capable of
withstanding the elements to which they will be exposed. Many structural engineers deal
primarily in the design of structures which is calculating the loads and stresses of the
structure or building (NCEjobs, 2013).
Besides that, they should be able to factor in the different qualities and strengths
delivered by a range of building materials, and have the ability and specific knowledge to
design structure elements which is beams, columns and foundations and so on. Structural
engineers unlike architects, architect only focus on the appearance, shape, size and use of the
building. So, structural engineers must help the architect achieve his or her vision for the
project and solve technical problems which is something like design the structure to support
it.
Structural engineers often specialize in particular fields, such as building engineering,
bridge engineering, pipeline engineering, industrial structures, or special mechanical
structures. The complexity of modern structures often requires a great deal of creativity from
the engineer in order to ensure the structures support and resist the loads they are subjected
(NCEjobs, 2013).
Structural engineers have wide range of responsibilities, not only to ensure the safety
and durability of the project on which they are working. Before work can begin, structural
engineers are involved in the investigation and survey of build sites to determine the
suitability of the earth for the requirements of the proposed project. After that preparing the
reports about the investigation, need to proposed detailed design and prepare drawing to the
to the architect including selecting appropriate construction materials and providing technical
advice. Structural engineers need to inspecting properties to check conditions and managing
the project properly.
Another party involved in this project is civil engineer. The role of civil engineer is to
plan, design and oversee construction and maintenance of building structures and facilities.
Consulting civil engineers provide a wide range of services to clients. They often specialize

in particular fields such as roads, railways, airports, bridges, harbours, dams, irrigation
projects, power plants, water and sewerage systems. They also design and build tall buildings
and large structures. Civil engineers can either be consulting engineers who advise on the
projects and design them, or contracting engineers who turn their plans into reality and
maintain the structures after the completion of contruction..
Moreover, responsibilitiesof civil engineer are supervising tendering procedures and
putting together proposals. And also managing and supervising contractors on site and
advising on civil engineering issues. Civil engineers need to assessing the potential risks of
specific projects as well as undertaking risk management in specialist roles. Besides that, they
have to ensuring projects run smoothly and structures are completed within budget and on
time.
7.3 Quantity Surveyor Suffian Bersekutu
A role of quantity surveyor in a project of construction of railway project
concerned with building costs. They are provided a general set of skills that to solve
diverse variety of problems during the construction period. They are dominantly in
charging of costs and contracts on construction projects.
Before the construction being started, quantity surveyor might carried out the
feasibility study to gain more information about the project and roughly estimate the cost
involved based of the designer and the drawing provided by the Keretapi Tanah Melayu.
The quantity surveyor have plan the cost by having a lot of meeting with design teams to
ensure that the project is always within the budget of the client. Besides, quantity surveyor
had carried out the estimating and measurement of construction works for tendering,
producing the bill of quantities, prepare the tender documentation and handle the tender
process, clarified and evaluated tenderers. After that, the estimating is finalised by the
quantity surveyor and project architect for basis of evaluating the tenders (Wynn,B.,
(2013).
When the construction of work was started, the quantity surveyor would provided the cash
flow data so that the client able to arrange their finances needed for each stage of the
construction process. Quantity surveyor had accessed to site to ensure that projects are
designed and constructed accordingly as per architectures drawings as to secure value for

money, cost certainty and programme dates. They also need to take care of the cost effects
when the project occur, such as delays, and agree on variation with contractors. Then
quantity surveyor would provide a bank with a project report and help a client by preparing
draw down certificates for money to be loaned from the bank. They also responsible to
resolve the disputes between clients, designers and building contractors and other teams who
was involved in this project(Wynn,B., (2013).
The Quantity Surveyor are involved in prepare reports to the Project Manager. They
also have to advice the project managers in the decision-making process throughout the
management of a project from initial to final stages of construction. Finally, a statement of
final account would be prepared by quantity surveyors which recorded all the actual costs
for all section of the jobs (NZIQS, 2016).
7.4 Licensed Land Surveyor Jurukur Sekutu
Land surveyor is engage by the project manager in this railway project. The main
responsibility of land surveyor is to measure the shape of the land and gather the data of land
level for civil engineering and the construction project.
After the collection of land data, the land surveyor will need to analyze the shape of
the land for civil engineering and construction project. At the initial step, land surveyor needs
to carry out the surveys on the assessment of impact of railway work to environment in order
to evaluate the workability of the construction plan proposed by project engineer
(Charpentier, W., 2016).
Land surveyors are using the surveying instrument and GPS to chart the exact
coordinates of site features. These instruments will make the land surveyor able to work more
accurately and reduced the error during the construction process. Besides, land surveyor also
needs to produce the digital image of the sites and mapping of the land by using the satellite
photography. Moreover, they have responsibility to gather the data by using geographic
information systems (GIS) to do analyses and interpretation of the site features (Charpentier,
W., 2016).
During the construction, land surveyor responsible to monitor the land movement and
subsidence caused by the construction process.

7.5 Project Management Ace Vector & Abena


In this project, a project manager will responsible to coordinate closely with the client
Keretapi Tanah Melayu Berhad (KTMB)staff then form a Project Study Team. After the
team was form, the project manager will be responsible to schedule and facilate the Project
Team meeting with the communities, meeting report and technical memorandum. The
technical memorandum is to summarize the individual study task to become a draft or final
study document. Besides, project manager also need to engage with the public and interest
group in the project like public meetings, webpage development, newsletters, press releases
in conjunction with the project.
Next, project manager will responsible to lead the project study team to evaluate the
potential site which is suitable to built the railway station. They will need to carry out the
study by looking at the rider accessibility, size of site, infrastructure availability, parking,
street access, potential transmit interfere, topography or the plan of uses of the adjacent area,
development, redevelopment, and others related circumstances (Anon, 2016).
After that, project management team will propose a description on the existing track
condition, what are the improvements and required signal improvements that will be
necessary for the proposed station locations.
The building of railway station will bring some impact to the environment. Therefore,
the Project study team will carry out the investigation of environmental and community
impact which will be brought by the railway project. For example, wetlands, contamination
issues, impacted community facilities noise and vibration impact, traffic impact and others
related circumstances. Besides, they will also study the opportunities

for economic

development on the increase of revenue to communities due to increased property value and
private sector investment. The analysis will help to evaluate and provide recommendation for
the transit oriented design and smart growth (Anon, 2016).
With all the consideration and analysis above, the recommendation on the design
elements, components and facilities would be prepared by the project study team which lead
by project manager. Finally, the preliminary site plans would be developed as per required for
each station (Finance,2015)..
Based on the information input from the tasks above, a draft study document will be
prepared and the document will undergoes a public comment period. Then, the second public

meeting would be held to present the preliminary recommendation and the finding from all
the analysis (Finance, 2015).
Finally, after all the proposed of final document should be done. The element in the
final document should include the railway station design, railway, and the optimal location on
which locate the passenger rail facilities. At the same time, the recommendation for further
initiative and to re-establish passenger rail service including to funding of capital
improvements should be done in the final document (Anon, 2016).
