Background

The Eleventh Malaysia Plan, 2016-2020, is the final chapter in the path on realizing
Vision 2020 introduced by Prime Minister Malaysia Najib Razak. Vision 2020 aimed to
lead Malaysia towards a well developed country in achieving excellent results in all
aspect such as economic, politic and social by year 2020.
The Eleventh Malaysia Plan is basically referring as the guidance or plan tabled
by government body in foreseeing a better Malaysia in the future. Malaysian National
Development Strategy (MyNDS) is being formulated parallel to the launch of the
Eleventh Malaysian Plan in May 2015 and MyNDS is the key basis in planning and
preparing programmes and projects. In order to aid Budget 2016 in starting Malaysias
progress to reach high-income advanced economy by 2020, optimal usage of limited
resources is emphasized by focusing on high-impact projects at low cost including
efficient yet rapid implementation.
The Eleventh Malaysian Plan was planned to focus on reformation of education,
enhancement in labour productivity and investment in green technology and public
infrastructure. Of course, in the next five years, there will be some expected and also
unexpected challenges and opportunities relating to global economy. These challenges are
daunting and Malaysia needs to act differently and innovatively. (Lee Heng Guie, 2015).
Regarding the issues concerned about labour productivity and infrastructure, this
indicated that our economy able to gain benefits from overseas returnees and foreign
capital. However, according to recent political and economic climate, it turned out to be
an obvious obstacle in how these crucial aspects could be attracted to Malaysia. (Chen,
2015).
In general, macro planning and effective implementation are not simple. It will be
more challenging for a relatively small, very open and complex multicultural economy.
Hence, an economic plan will just remain as a plan if we do not have a more
accommodative and business friendly environment. The tasks that we able to do are
realize the plan objectives in term of enhancing good governance because it is within our
national capacity and competence.
