Jacksonville Association of Governing Students


By Laws
Article l - Name
The name of this organization shall be the JAGS: Jacksonville Association of Governing Students.

Article ll - Purpose

JAGS is a service organization dedicated to the following:


Acting as an influential, collective student voice in Jacksonville
Representing the best interests of students in Duval County Public Schools
Learning and collaborating as a team
Informing represented students
Being the eyes and ears of the student community
Ensuring equity in resources across Duval County Public Schools
Opening others to new perspectives
Identifying and raising awareness around critical student issues
Building capacity and succession planning for JAGS
Experiencing personal development and inspiration
Advocating for public schools
Changing perception about Duval County Public Schools

Article lll - Membership


Membership in the Jacksonville Association of Governing Students shall consist of all public high schools within the
boundaries of Duval County.
Membership eligibility is to be determined by each individual school. Members must regularly attend meetings,
enrolled in at least 3 classes, and abide by the set rules.

Article lV - Quorum for Voting Authority


Each member school in attendance shall have one vote at all meetings of the association. Alternates must vote in
accordance with the member they are substituting for. A motion may be passed if at least 60% of the present
members voted for the motion.

Article V - Executive Board


Section 1. The organizational business of Jacksonville Association of Governing Students shall be conducted by the
Executive Board.
The Executive Board shall consist of the following student officers:
President, Vice-President, Secretary, Treasurer, First Public Affairs officer, and Second Public Affairs officer
These operators/officers will consist of members of the Jacksonville Association of Governing Students who
are in 11th or 12th grade.

The existing board shall serve their term beginning the first meeting after the district convention until the
following years same meeting.

Section 2. In the instance of a temporary absence of an officer, that officer may appoint a substitute to attend the
meeting. That substitute shall fulfill the duties of the officer excluding the right to vote.
Section 3. In the instance of an extended absence, the Executive Board will appoint a substitute, from the existing
membership, to fill the vacancy. The substitute shall hold all responsibilities and powers of the position.
Section 4. In the case of an unfilled position or the inability to serve as a board member, the Executive Board shall
choose a qualified person to fill the vacancy, from the existing membership.

Article Vl - Duties of Executive Board Positions


Section 1. The President shall:
a. Preside over all meetings of the Jacksonville Association of Governing Students.
b. Prepare the agenda for all meetings with help of the advisor.
c. Vote only in the case of a tie.
Section 2. The Vice-President shall:
a. Preside at all meetings in the absence of the President.
b. Assist the President as needed.
c. Compose announcements.
Section 3. The Secretary shall:
a. Record minutes of all District meetings and send them to the district e-mail, all Executive Board members, and
all schools participating in Jacksonville Association of Governing Students activity.
b. Take attendance at every meeting.
Section 5. The Treasurer shall:
a. Handle all financial matters of the Jacksonville Association of Governing Students.
b. Prepare an annual budget to present to the entire district.
Section 6. The Public Affairs Officers shall:
a. Publicize activities of the Jacksonville Association of Governing Students.
b. Promote the Jacksonville Association of Governing Students through a variety of communication.
c. Organize and publicize events for the Jacksonville Association of Governing Students.

Article Vll - Qualifications of Officers


Section 1. A candidate must be in good standing at school.
Section 2. A candidate must perform at least two hours of community service by each meeting.
Section 3. A candidate must be a positive role model outside of school.
Section 4. A candidate must be in proper dress code in accordance with Duval County Public Schools district dress
code policy.

Article Vlll Elections


Section 1. All candidates running for office must deliver campaign speeches.
Section 2. For election, the candidate must receive majority votes.

Section 3. In the event there are no candidates for an officer position, the defeated party can run again for the
vacant seat.
Section 4. In the event there is a tie between two candidates for a position, the president is obligated to act as a tie
breaker.
Section 5. Candidates are not allowed to mention other candidates running for office in their speech whether it is
positive or negative.
Section 6. Nominations are acceptable with a second.
Section 7. Campaign speeches must be kept under three minutes.

Article lX - Meetings
The business meetings of the membership shall be held once a month. Notification of the meeting shall be made at
least one week in advanced by contact by the executive board. The president of the organization has the authority
to call additional meetings but must give at least one week notice in advanced.

Article X - Dues and Payments


There are no dues or payments.

Article Xl - Advisors
Section 1. The advisor-at-large must have a role with Duval County Public Schools.
Section 2. Elections for Advisor - at Large must be held every four years.
Section 4. Summary records of each year the Jacksonville Association of Governing Students has been active shall
be kept by the advisor.

Article Xll - Amending Procedures


Section 1. Proposed amendments to this constitution must be presented in writing to the President a week prior to
the monthly meeting.
Section 2. Proposed amendments to the bylaws must be presented as a motion and then seconded.
Section 3. Amendments must be passed by a vote of 2/3 of the present members at the meeting.
Section 4. If the primary member is not present, the secondary members vote must represent the primary
members vote.
