Dear Editor:
This is a response to Hayden Lenings letter of Friday, September 16 opposing the $58
million bond issue for Claremont schools.
Augustine wrote in the late 4th century CE
if you want to understand the values of a society look at what it spends its money on.
Contrast the $58 million bond for upgrades
and repairs for our schools in Claremont with
the $60 million and now $70 million high
school football stadiums being built in
Texas.
It may be of interest that the South
Pasadena school district has placed a $98 million bond issue on the November ballot.
South Pasadena is a city of approximately
25,000, which is 10,000 less than Claremont.
There is no appreciable opposition to the $90
million bond in that city.
The South Pasadena school district is fifth
in the state of California. Property values in
that city reflect this ranking.

We need Measure G
Dear Editor:
In his letter last week, Hayden Lening asserted that the list of projects proposed in the
CUSD bond Measure G sounds more like
wants than needs. This couldnt be farther from the truth.
Any large facilities like the CUSD schools
that are used daily by thousands of children
need to be refreshed, modernized and improved on a regular basis or they will become
dysfunctional, uncomfortable and possibly unsafe. This is as true for schools as it
is for our homes, perhaps more so. As a parent of children in the Claremont schools, I

Dont worry about the museum design
because the Architectural Commission will
make sure it is great. Isnt that what we
were told? So what has happened? One
commissioner said something to the effect
that as it was part of a campus there was no
problem with it looking unremarkable.
The second preliminary review saw essentially the same design as the first since
the architects addressed few of the earlier
comments by the architectural commission.
Not surprising, since the Colleges have a history of digging their heels in.
At the second meeting, the commission
made few additional suggestions of its
own, and didnt discuss suggestions from
the public. Of course, why should we expect excellence when this is nothing special
but, just as Pomona has stated, a replacement
teaching and storage facility with no new
benefits for the public?

College creep happened when
Pomona acquired the west side of College
Avenue. College leap occurred when the
city allowed this bland building to substitute for historic Renwick House and the
cottages. So much for the careful plans of
past city governments to keep a pleasant
transition between town and gown in the
Village and to take the long view about preserving Claremonts character and balancing the best interests of all Claremont
citizens.

housing element got one
step closer to becoming
a thing of the past Tuesday night.
The news comes from Director of Community Development Brian Desatnik, who said that the lot, if approved by the city, would be a temporary placeholder for
the Village Lofts development that is now put on hold.
The Village Lofts is planned as a multi-story mixeduse project with 74 one- and two-bedroom apartments,
retail space and on-site parking located at the former Rich
Products building, which was torn down in June 2015.
Mr. Desatnik said the developer, Los Angeles-based
Denley Investments, indicated their need to postpone development about a month ago. The idea of building a
parking lot came up shortly after.
I think it came up in a joint conversation we had
where they expressed their need for time before they start
construction, Mr. Desatnik said. We talked about interim uses, so thats when parking came up.
Denley said only that it was too uncomfortable with
the current market to move forward with the project.
They didnt give a lot more explanation to me other
than they didnt feel the market was where they needed
to be to start the project, Mr. Desatnik said.
The possible alternative, first relayed by Mr. Desatnik
to the Claremont Planning Commission Tuesday night,
is to create a temporary parking lot until development
starts again.
One major caveat stands in the waythe Village Expansion Specific Plan (VESP), which allows only for
permanent parking lots, not temporary ones. An amendment to the plan would have to be recommended by the
planning commission and approved by the city council.
Mr. Desatnik told the commission the parking rules in
the VESP were strange and questioned whether it was
an oversight when the plan was created. He did not offer
a timetable of when the parking lot plan would be presented to the city, adding that they were still evaluating
whether or not the lot was the best approach on this.
He had no estimate as to when the project would start
up again.
Well be trying to get that from [Denley], Mr. Desatnik said.
A call to Denley Investments by the COURIER was
not returned.

Tuesday, September 13
A thief stole a laptop and a Nintendo
3DS from a parked car on the 500 block
of Converse Street. Between 9:30 p.m.
September 13 and 9:30 a.m. the next day,
the intruder opened the Toyota Corollas
unlocked passenger door and took the
20-inch Hewlett-Packard laptop and the
game system, as well as $4 in change
and costume jewelry, according to Lt.
Mike Ciszek. Anyone with information
is urged to contact the Claremont Police
Department at (909) 399-5411.
Wednesday, September 14
A burglar tried to enter a house on the
100 block of Oxford through a rear window around 3:30 p.m., but left when the
alarm went off. There is no additional
suspect information at this time.

Police arrested a Rowland Heights
man after he was observed riding a bicycle while on drugs, police said. Officers
noticed 23-year-old Ryan Diaz riding his
bike without a headlamp just after 10
p.m. near the intersection of Foothill
Boulevard and Lynoak Drive and pulled
him over. During the investigation, they
determined that Mr. Diaz was under the
influence of methamphetamine. He was
arrested and transported to CPD jail.
Thursday, September 15
An Upland woman was arrested after
attempting to steal from Rhino Records.

He was 50 years old, and his untimely death brings a depth of grief to our community that has only begun to be felt,

Another attempted home burglary
was thwarted because of an alarm system. Two would-be burglars reportedly
tried to break into a home on the 400
block of University Circle around 2:20
p.m., Lt. Ciszek said. When they tried to
gain entry through the rear sliding glass
door, the alarm sounded and the thieves
scattered. The two suspects are described
as Caucasian men, both around 19 years
old, one with a medium build and a
white shirt and another with a slim build
and a red shirt. Anyone with information
should call the Claremont Police Department.
September 13 and 11:30 a.m. on September 18, Lt. Ciszek said. The suspect
reportedly found a hide-a-key key holder
on the side of the house and used it to
enter the home. The thief then rummaged through a jewelry drawer in the
bedroom and fled with the goods.
Saturday, September 17
Thousand of dollars in dental equipment was stolen from a house on the 400
block of Harrison Avenue. The burglary
occurred between 9 p.m. on September
17 and 4:30 p.m. the next day, when the
thief entered through an unlocked rear
door and stole $6,700 in dental equipment and anatomy books. The thief fled
undetected. Anyone with information is
urged to contact the Claremont Police
Department.
Tuesday, September 20
A Glendora man was arrested after
driving while under the influence of prescription pills. Police responded to the
area of Indian Hill Boulevard and Arrow
Highway regarding a report of an intoxicated driver just after 9 a.m. They found
a car driven by 30-year-old Alexander
Gibert of Glendora making multiple lane
changes without using his signal, and
pulled him over. During the traffic stop it
was revealed that Mr. Gibert was under
the influence of an unknown prescription
drug. He was arrested and transported to
CPD jail.
Sunday, September 18
An unknown thief broke into a home
and got away with some jewelry. The
burglary occurred on the 600 block of
west Eleventh Street between noon on
Monday, September 19
A Pasadena man was arrested for a
warrant after he walked into a business
and started eating employees food.
Shawn Hudson, 20, apparently felt athome enough to walk into the Claremont
Dental Institute on the 600 block of
Foothill Boulevard just after 2:30 p.m.
and help himself to the food in the employee break room. When officers arrived, they found a warrant for his arrest
out of West Covina and took Mr. Hudson to CPD jail.

known to one-up each other with outrageous offerings. Or was it that we just werent that culinarily adventurous? Or maybe we thought such things tasted
bad, just gross?
It could be that this and wanting to avoid crowds
has something to do with the LA County Fair being
relegated to my past, along with orange groves and
unsightly smoggy days. It could be why the fair, instead of just its weather has, for me, become something of a joke. But I suspect theres more to why I
havent gone to the fair in years. Its been about 20
years, which was about the time I attended the Nevada County Fair in Grass Valley. And that was really
by accident.
Talk about not avoiding crowds. I was in the middle of a long summer trip and had a reservation for a
night at a hotel in Grass Valley, but when my friend
and I arrived to check in, it was no longer the hotel at
which I had made the reservation and we no longer
had a room for the night. To make matters worse, all
the hotels in town were booked. Why? Because the
fair was going on that weekend. Not that month, but
just that weekend (actually something like Thursday
through Sunday).
My friend and I managed to find a room in town.
Because the air conditioning wasnt working, we decided to go toyesthe fair. Why not? After all, it
was what everyone was doing.
I had my doubts. By this time, I hadnt been to the
LA County Fair in some years, at least on a regular
basis, but the Grass Valley Fair wasnt a hot, crowded
mess. It was cool because the Nevada County Fairgrounds arent a barren blacktop, like here in
Pomona, but pleasant grassy fields. Whats more,
there are many tall pine trees, providing lots of natural, cool shade.
Maybe because it was only on for that one weekend, but it felt like something special. It felt like a real
county faira country fair. It felt like a community
gathering in a huge, nice backyard or on a pleasant

Answers on Measure G
Dear Editor:
Hayden Lenings letter in the September 16 issue of the COURIER
raised some valuable questions about
Measure G, the school facilities bond
measure on the November ballot.
Mr. Lenings questions focus on
whether the school board has delayed
information being available to the community. CUSD actually held 39 meetings with community groups which
were widely publicized, including
through articles in the COURIER, and
were attended by hundreds of residents.
CUSD also engaged in an online
Thought Exchange process with some
600 residents. The results are available
at cusd.thoughtexchange.com/welcome. Full disclosure of the content of
local and county measures is in the
hands of the LA County Registrar of
Voters and will be made available with
the voter information packets in about
three weeks.
In the meantime, however, information about Measure G has been posted
on the CUSD website (cusd.claremont.edu) and on the website of Claremont RISE, the citizens committee that
is advocating for passage of the Measure (claremontrise.org).
The project list, the results of the
community forums and the Community
Engagement Survey mentioned above,
a FAQ document about the bond and an
application for the Citizens Oversight
Committee that will be formed are all
available. The full text of the bond
measure is also available online in the
board of education meeting minutes.
Claremont RISE (Restore Infrastructure, Sustain Excellence) is a citizens
committee working to advocate passage of Measure G. We believe these

but are now 1-3. The Pack will take on

Varsity cross country travels to Min-
nesota this week for the Roy Griak Invitational while the JV squad will be at the

CLAREMONT COLLEGES
EAST CAMPUS
Commission Meeting: The Planning Commission will consider the
Claremont Colleges East Campus project at its meeting on October
4, 2016, beginning at 7 p.m. The meeting will be held in the City Council Chamber, 225 W. Second Street, Claremont.
Project Location: The Claremont Colleges East Campus project includes an approximately 75-acre area bounded by Claremont Boulevard, Foothill Boulevard, Monte Vista Avenue, and, Sixth Street/Arrow Route. The Los Angeles/San Bernardino County line runs diagonally through the East Campus property from southwest to northeast. Approximately 30 acres of the project are located in Claremont;
the remaining 45 acres are located in the City of Upland in San
Bernardino County. Claremont University Consortium (CUC) currently holds title to the entire property.
Project Description: Project applications submitted to Claremont include a Tentative Parcel Map (TPM) 70243, Conceptual Site Plan for
the East Campus, and a Development Agreement. TPM 70243 would
divide the portion of the property in Claremont into three lots. CUC
intends to transfer Parcel 1 (16.75 acres) to Pitzer College and Parcel 2 (11.8 acres) to Claremont McKenna College (CMC) for development of sports-related facilities. CUC would retain ownership
of Parcel 3 (0.6 acres) as part of a planned recreational field. The Conceptual Site Plan identifies the future location of the proposed recreation/athletic fields, sports courts, parking lots, and supporting facilities.
The Development Agreement would provide for the phased development of the property, timing of off-site improvements, and potential establishment of joint service agreements and cross-jurisdictional
services.
Environmental Review: Pursuant to the California Environmental
Quality Act (CEQA) (Public Resources Code 21000 et seq.), the State
CEQA Guidelines (Cal. Code of Regs., tit.14, 15000 et seq.), and
the Local CEQA Guidelines of the City and Upland, on May 23, 2016,
the City of Upland certified a Final Environmental Impact Report
SCH#2010021040 (Final EIR) for the East Campus project. Under
Section 21067 of the Public Resources Code, Upland served as the
Lead Agency for the East Campus project, as a larger portion of the
project is in Upland. According to Public Resources Code section
21069, the City of Claremont is a responsible agency, because it is a
public agency other than the lead agency that has discretionary approval power over the East Campus project. The Final EIR identified
and discussed significant impacts that may occur as a result of the East
Campus project, and determined that with the implementation of the
mitigation measures in the Mitigation Monitoring and Reporting Program (MMRP), all impacts can be mitigated to below levels of significance, except significant and unavoidable noise impacts to surrounding uses and the project site in the City of Upland caused by increases in traffic generated noise and operational noise in the project area. The City of Upland adopted a Statement of Overriding Considerations for the significant and unavoidable impacts and approved
the project. In the Citys limited role as a responsible agency under
CEQA, pursuant to State CEQA Guidelines section 15091, the City
Council will consider the Final EIR, the MMRP, and a Statement of
Overriding Considerations adopted by the City Council of the City
of Upland prior to taking actions on the East Campus project. The City
Council will also be requested to make all necessary CEQA findings
required under State CEQA Guidelines sections 15091, 15093 and
15096 prior to taking action on the project.Since certification of the
Final EIR, no significant new information has come to light pursuant
to State CEQA Guidelines 15088.5; and, therefore no subsequent
or supplemental EIR is required pursuant to Public Resources Code
21166.
Commission Review: The Planning Commission will be requested
to make recommendations that, in the Citys limited role as a responsible
agency under CEQA, pursuant to State CEQA Guidelines section
15091, the City Council consider the Final EIR, the MMRP, and a
Statement of Overriding Considerations adopted the City Council of
the City of Upland, and make all necessary CEQA findings prior to
taking actions on the East Campus project. The Planning Commission will be requested to make recommendations on TPM 70243, the
Conceptual Site Plan, and the Development Agreement. The Commissions recommendations will be forwarded to the City Council for
their consideration in its review of the project. The City Council will
make the final decisions on all components of the project. Notice will
be given when the matter is scheduled for consideration by the City
Council.
Public Review and Comment: The FEIR, TPM 70243, and the Conceptual Site Plan, are available for public review at the Planning Division counter at City Hall, Claremont Public Library, and Alexander Hughes Community Center. Interested persons are invited to comment on the Claremont Colleges East Campus project by writing to
