The control of land and maritime borders has become a key issue that must be
addressed for proper integrated and coordinated management, by putting together the
effort of all the law enforcement agencies, in term of State security, economy and public
health.
Globalization, in order to facilitate flows and the interdependencies game, has
reduced the effect of filter checking on boundaries, creating the need to up-date border
surveillance systems and the treatment of operational information concerning threats. On
border check points it is necessary to facilitate the transit of international trade, automate
and computerize the control of persons and clearance, while scanning the suspects
transport.
Helipse Company is aware that currently the main difficulty is to control the border
area outside check points. These area are permanently crossed by traffickers, smugglers and
terrorists. To allow a group of people or vehicles to illegally cross the border, is to let them
introduce contraband goods, prohibited products and weapons. It also encourages human
trafficking (the modern slavery) the introduction of dangerous fake drug and enrich the
underground economy that finances terrorism.

Today, there are 194 independent states across the world: there are 271 dyads (land
border between 2 adjacent countries) measuring 248.000 Km, representing half million Km
of borderline to manage and to watch. Since 1991, 30.000 km of new boundaries have been
established, mainly in Europe and in Eurasia.
Currently, elaborated surveillance system to check cross border flows, outside border
check points, are only affordable for great countries. Because their cost of acquisition. It is
also expensive to provide more staff for Customs, as well as Border Police and National
Guard. That is especially true for the poorest countries which are mainly concerned and
therefore need to ensure their border security by watching their sensitive areas.
Consequently, company has developed competitive price drones at affordable rates
for these countries, in order to improve their land and maritime border surveillance. Indeed,
in a sensitive border environment, use by terrorist groups, criminals or seasoned smugglers,
this will change the classical strategy of watchfulness of the law enforcement, to a genuine
monitoring method inspired by counter-guerilla operations.
HELIPSE has studied those techniques with the best terrorism and transnational
crime experts. One of the most important aspects of these new operations is based on the
organization of surveillance, integrating Mobile Intervention Units (MIU) that need guidance
on their target both day and night.
To deceive the watchfulness of observers infiltrated among border communities and
to improve the response delay of MIU facing threats, Helipse has imagined functional
drones, much cheaper and less perceptible than planes or helicopters: The 'Helidrones'. They
are adapted to diverse terrains to better follow the cross border networks regardless the
threat level. On the current context, armed gangs constantly assault customs and police
officers, so the governments no longer have choice: they have to use these devices to reduce
risks and save their officers lives.
Two models of "Helidrones" are produced in series, HE190ES and HE300S. They have
been especially developed for such applications and to respond requirements of an intensive
use in hard environmental conditions.

The model HE190ES is a light electric drone for short patrol, about 20Km, especially
developed for border surveillance applications and responds to the needs of emerging
African countries. It is able to fly in hostile environment with 3.2Kg payload for 1 hour. The
use of electric engine makes it ultra-silent and allows it to be used in situations where the
furtively is required. Ideally equipped with high performance surveillance system, it can
perform its sighting missions during day and night. With a cruising speed of 90Km/h, it can
quickly cover large areas and it will increase the efficiency of your surveillance system.

Its invisibility and his simplicity makes it an ultra-polyvalent tool, it can be used for
regular patrols as well as specific sighting missions where invisibility is required, as for
example the tracking of an armed group. It is now the new eyes of your operators.

HE190S has been developed has an observation asset, ready to operate in a short
delay. Its main characteristics allow it to fly in any sensitive area. This drone is the most
performing UAV of its category due to: 25kg maximum weight / reduced dimensions /
stealth / (inaudible when at the 200m level) impossibility to be seen at 400m.
Its autonomy is on purpose limited to an hour flight, in order to allow its
transportation on a difficult area. Anyway, we now that the operators vigilance is limited to
an hour, especially in this kind of tactical use. The speed of battery replacement (takes only
5mn) and therefore during the flight breaks the crew can re-manage the patrol track or
relocate any suspect sighting.
You can pilot two drones at the same time with only one ground control station.
Concerning the military aspect, this opportunity allows the guidance of two drones in the
same sector; witch authorises to use one of them as a relay antenna. Operation on
mountains, difficult areas or urban zones hare facilitated while the other drones cannot
operate in couple like that.

The HE300S is a heavy drone, main for long distance patrols. Equipped with an
engine chosen for his reliability and his robustness, it can be used intensively in all kind of
missions. It can be loaded up to 20 Kg payload for a period of 2 hours with a cruising speed
of 90Km/h. Consequently, it can be used like deterrence asset, regularly crossing very large
areas. Moreover, its carrying capacity allows it to avoid weight constraints, and to be
equipped with ultra-performing surveillance systems and to detect suspect activities at long
range.

The autopilot embedded on our UAVs and the ground control station software allow an
infinity of missions and simulate the covering areas, which permits to efficiently elaborate a
panel of observation strategies and to optimize your surveillance network.
The threat represented by intelligent mobile controls performed with Helidrones
(UAV VTOL) will deter passageways through uncontrolled border points. It is necessary that
all member of underground networks understand that there is a real risk to illegally pass
across the border. By losing their freedom of action, criminal networks become less efficient.
Our drones become actually the eyes of surveillance networks. The spotters of low
enforcement agencies have difficulties to detect intruders or clandestine in darkness, the
onboard thermal video cameras responding to these requirements. Our drones are always
available; therefore they are capable to respond to alarm signal given by any watcher or any
automatic intruders detection system. We can imagine that border National Guard
watchtowers would be silently linked by patrols at flextime of drones. Thereby, that will
allow flushing out terrorist attacks, arms or goods smuggling circuits.
Helipse always performs complete studies and proposals to his customers about the
choices of customized made drones to respond to real needs of law enforcement agencies
(Autonomy, observation quality and reliability of the sealing material). To obtain a
comprehensive mastery of our systems, the selected pilots will receive a complete training in
France, in order to give customers a complete autonomy. The duration of training, could last
between two weeks to a month, depending on the desired level of maintenance and
autonomy, expected by our clients.
We can also propose to our customers to get closer to international experts of border
security. Our experts and technicians can move on the frontline.

designed UAV for an important US company, US Army and Special Forces supplier. Helipse
