SCOPE

1.1
This specification lays down the requirements of material, construction,
workmanship, finish, performance, marking, packing and quality assurance and is
intended to guide inspection and procurement of Extinguisher, Fire, Soda Acid, 50 litres
Capacity, Trolley Mounted against the defence requirements only.
1.2
This extinguisher is used to extinguish Class A fires on cloth, paper, wood
and the like which are beyond the capacity of the first aid extinguishers but which can
still be controlled without the aid of Trailers/ Trucks Fire Fighting.

STANDARD PATTERN

3.1
The standard pattern, if held with the Purchasing or Quality Assurance
Authority, may be obtained and shall constitutes a general guide only. The stores shall
conform to the specification otherwise.

4.

GENERAL DESCRIPTION

4.1
Use: This extinguisher is used to extinguish Class A fires on cloth, paper,
wood and the like which are beyond the capacity of the first aid extinguishers but which
can still be controlled without the aid of Trailers/ Trucks Fire Fighting.
4.2

Completeness: The equipment consists of the following: (a)

Principle of Operation: The extinguisher when charged shall be operated by
breaking the acid bottle by plunger thereby allowing the acid to come in contact with the
alkaline solution and utilising the pressure generated by the CO2 produced for pushing
out the liquid through the nozzle.
5.

MATERIAL

5.1
Material used for under mentioned parts shall conform to the specification
mentioned against each: a) Body

Mild Steel sheet of minimum 3.15 mm thick


conforming to Grade D of IS 1079.

b) Cage for acid bottle,
strainer, siphon tube
and plunger guard.

Mild Steel sheet of minimum 1.8 mm thick


conforming to Grade O of IS 513.

c) Neck ring, body of


cap and nozzle.

Leaded Tin Bronze to Grade 2 of IS 318 or


Forged Brass as per IS 6912.

d) Plunger rod disc

Extruded brass section to grade 1 of IS 291 or


Type 1 of IS 319.

e) Discharge hose

This shall be of rubber conforming to Type 3


of IS 446 having a bore of 20 mm and length of
3 m the bursting pressure shall be not less than
40 kg/cm

f)

(a) Rubber shall conform to type 2 of IS 5382.

Washer

(b) When a piece of 25 mm from any portion


of above washer is dipped in 25% sulphuric
acid and 5% sodium hydroxide solution for 30
minute, there shall not be any sign of erosion.
5.2
For the purposes of tests on rubber, the contractor shall supply 3 samples of
washers along with two sheets of size 300 x 300 x 2.5 mm and one sheet of size 150 x
150 x 6.5 mm of the composition as washers and processed under identical condition.
6.

MANUFACTURE/ CONSTRUCTION

6.1
Construction: The design of the equipment shall be generally meeting the
specific requirements mentioned in this specification. Capacity of the extinguisher shall
be 50 litres when filled to the specified level. Type of the extinguisher shall be upright
type. The shape of the body shall be cylindrical having an outside diameter of 300 mm
25 mm.
6.2
Body: This shall be of welded construction. The ends of the body shall be
without reverse of curvature and shall be dished outwards to a radius not exceeding the
outside diameter of the body to which these are welded.
6.2.1
Carrying Handle: The carrying handle shall be made of mild steel rod of dia
18 mm 1 mm. This is welded at top and opposite of the discharge hose of the body.
6.2.2

Welded construction and shall be of one of the types given below: a)

Oxyacetylene welding shall conform to the requirements specified in IS


1323.

b)

Resistance Welding

i) Spot welding (for attachments of fittings only) shall conform to IS 819.
ii) Stitch welding shall conform to requirements specified in IS 819.
iii) Seam welding shall conform to requirements specified in IS 1261.
6.3
Neck Ring: The neck ring shall be made of Leaded tin bronze conforming to
grade 2 of IS 318 and shall provide a clear opening of 1301 mm. The neck ring shall be
fitted on internal flange and joined to the body by brazing. The threads of the neck ring
shall conform effective length of threads 28 mm 1 mm. Neck ring threads shall not be
painted. Neck ring thread size 6 of IS 2643 with Class A tolerance.
6.4
Cap: The cap shall be made of Leaded tin bronze conforming to Grade 2 of IS
318. The cap shall be screwed properly for fixing to the neck ring. The effective thread
length shall be 25 mm 1 mm and shall conform to size 6 of IS 2643 with Class A
tolerance. At least 4 holes of not less than 2.5 mm diameter each shall be drilled through
the threads of Cap to form vents for release of any pressure remaining in the body during
withdrawal of cap. The centre of the unit holes shall be of 6.5 mm from the face of AO
Cap joint washer. The cap shall be fitted with a gas tight adjustable gland in its centre to
take the plunger rod. A smoothly finished rubber washer shall be provided in the cap
joined.
6.5
Plunger Rod: This shall be machined from extruded brass section. Its length
shall be such that when driven to its maximum stroke, it will break the acid bottle placed
in the cage and for that the whole of the contents of the bottle to be released in to the
alkaline solution. The diameter of plunger rod shall not be less than one fifth of the stroke
with a minimum of 12 mm and the diameter of the plunger disc shall not be less than 50
mm.
6.5.1
Plunger guard made out of mild steel or plastic shall be tied to the handle by
using suitable chain made of mild steel.
6.6
Liquid Level Indicator: The specified level of the solution in the body shall
be indicated on the exterior of the body and shall also be permanently indicated in the
interior.
6.7
Snifter Valve: A snifter valve shall be fitted on the cap to allow any pressure
created by rise in atmospheric temperature to be vented to atmosphere and seal the
opening when extinguisher is operated due to the pressure generated inside.
6.8
Drain Plug: A drain plug to size 1 of IS 2643 shall be provided on the
bottom end of body and a washer shall be provided to make the joint watertight.
6.9

Cage: The shape and details of cage is as per drawing No. FESK - 0273.

6.10
Expansion Space: Space shall be provided in the body above the liquid level.
This shall be of sufficient volume to ensure that when discharge nozzle is temporarily

closed and the extinguisher is operated, the pressure exerted shall not exceed 14 kgf/cm2.
However, the space shall not be less than 5% of the internal volume of the body.
6.11

Nozzle

6.11.1
The design of nozzle and the area of orifice shall be such that when the
extinguisher is operated in still air under normal temperature condition of 27C 2C the
solution shall be expelled in the form of a jet and shall meet the following requirements.
(The stream shall be discharged in horizontal direction from normal operating level by
operator).
(a) Period of throw of 10 m jet

: 6 seconds minimum.

(b) Percentage of discharge in180 seconds : 95% minimum.


Note:The nozzle shall be ON and OFF type.
6.12
Syphone Tube: This shall be fitted with strainer and discharge outlet fittings
and shall be of removable type for maintenance.
6.12.1
A strainer shall be fitted to the intake of discharge fittings and shall be of
removable type for maintenance. The size of the holes in the strainer shall not be more
than that of the orifice of the nozzle and the aggregate area of the holes shall not be less
than six times the area of nozzle union orifice.
6.13
Wheeled Carriage/ Trolley: The general arrangement is given in drawing
No. FESK 0274. The extinguisher shall have a continuous bar so that the trolley may be
pushed or pulled in any desired direction. The wheeled carriage shall provide a minimum
100 mm gap between the ground and lowest part of the body, when it stands vertically.
Wheeled carriage shall have two wheels fitted to the body by means of an axle of mild
steel having minimum 25 mm diameter. Each of the wheels shall be of size 250 x 50 x 25
mm having tyres of solid nytrile rubber No. 6 grade A to BS AU 106:1965, with hub
and rim of durable synthetic material fitted with nylon bush bearing. The hardness of the
rubber tyres shall be 75 to 85 Shore A scale. A supporting leg shall be provided in front
at the bottom of the extinguisher welded to the body and shall be strong enough not to
come out or got bent during handling / transportation. Trolley shall have the arrangement
for coiling the hose.
6.14

Powder Coating/ Painting

6.14.1
All surfaces shall be thoroughly cleaned, free from rust, scale and grease.
Then the cage, strainer, discharge fittings, the internal and external surfaces, except
threads and non ferrous portion of extinguisher body shall be either zinc plated to a
thickness of 20 microns minimum or phosphating shall be carried out in accordance with
IS 3618.
6.14.2
After treatment as per clause 6.14.1 above, the cage, strainer, discharge
fittings, the internal surface except threads and non ferrous portion of extinguisher body

shall be coated with epoxy powder coating as per IS 13871 to a thickness of 50 microns
minimum.
6.14.3
After treatment as per clause 6.14.1 above, the external surface except threads
and non ferrous portion of extinguisher body shall be coated with epoxy powder coating
as per IS 13871 to a thickness of 50 microns minimum in FIRE RED colour conforming
to shade No. 536 of IS 5.
6.14.4
Both the internal and external power coating as described above shall be
capable of withstanding the acid and alkali resistance test mentioned in IS 13871.
6.14.5

The trolley shall be painted in BLACK colour after primer coating

6.15
Painting: Each extinguisher including the wheeled carriage shall be painted
(except brass/ bronze fittings) with high gloss enamel paint conforming to IS 2932. The
colour shall be signal red matching approximately to shade No. 537 of IS 5. In lieu of
painting external surfaces can be treated with powder coating after phosphating.
7.

WORKMANSHIP AND FINISH

7.1
The workmanship of the stores shall conform to best production standard of
the industry. External and other surfaces exposed to the operating personnel shall be
smooth and edges rounded off.
7.2
Not withstanding the requirements listed in the preceding clause, the supplier
shall ensure that the stores shall be complete with all fittings and accessories and any
other component/ material though sufficiently detailed in the specification for proper and
efficient operation of the stores. The supplier shall be liable for any extra amount in
respect of such accessories/ components required for efficient operation of the equipment.
8.

MARKING

8.1
Each extinguisher shall be clearly and permanently marked with the following
information:
(a) Manufactures name or trade mark, if any.
(b) Year of manufacture.
(c) The word Extinguisher, Fire, Soda Acid, 50 litres Capacity, Trolley
Mounted in prominent letters, showing clearly type of operation.
(d) The liquid level to which the extinguisher is to be charged.

(f) A declaration to the effect that the extinguisher has been tested to a
hydraulic pressure of 25 kg/cm2 - (Date to be checked once in two years)
(g) The words AFTER DISCHARGE FLUSHOUT CAREFULLY WITH
CLEAN FRESH WATER USING ATLEAST TWO FILLS OF WATER
AND REFILL IMMEDIATELY in prominent letters.
(h) Instruction regarding operation of extinguisher in bold and clear letters.
(j) AT/SO No. & date.
(k) Serial No. & batch No. of the extinguisher.
(l) Inspection Note No. & Date.
(m) Working and design pressure of extinguisher.
9.

PRE-INSPECTION OF STORES/ CONSIGNMENT

9.1
Manufacturers/ contractors must satisfy themselves that the stores are in
accordance with the terms of the contract and fully conform to the governing
specification by carrying out a thorough pre-inspection of each lot before actually
tendering the same for inspection to the Quality Assurance Officer nominated under the
terms of the contract. A declaration by the contractor that necessary pre-inspection has
been carried out on the stores tendered will be submitted along with the challan. The
declaration will also indicate the methods followed in carrying out pre-inspection
showing the features checked/tested and will have the test certificate attached to the
challan / declaration.
9.2
If the Quality Assurance Officer finds that pre-inspection of the consignment
as required above has not been carried out, the consignment is liable for rejection.
10.

QUALITY ASSURANCE

10.1
Manufactures/contractors shall extend to the AHSP or his authorised
representative, free of cost, all reasonable facilities for inspection and testing equipment
including inspection gauges, instruments etc for satisfying himself that the stores are
manufactured in accordance with this specification and for this purpose, the AHSP or his
authorised representative shall have free access to Contractors/ Sub-Contractors works at
all times during the run of the contract. The Contractor is required to notify to the AHSP
of all Sub-Contracts placed by him and provide inspection facilities for all stores so subcontracted.
10.1.1
No deviation shall be accepted from the governing specification / design,
without concurrence in writing of the AHSP. No request for any deviation shall be
entertained from Sub-Contractor, if any, but only through main Contractor. The main
Contractor shall be responsible for quality/quantity of any fabrication done by the Sub10

Contractor. Nothing shall absolve the manufacturer from his responsibility for the safety
of his equipments operation.
10.2
Advance Sample:
One advance samples complete in all respects along
with two sets of initial charges as per specification No IND/CQAFE/PROV/0159 and
rubber sheet samples as mentioned at Clause 5.2 and three copies of draft literature shall
be forwarded to Controllerate of Quality Assurance (Fire fighting Equipments), Aundh
Camp, Pune 411 027 for testing and approval. The firm shall also submit list of material
used indicating Type/ Grade and IS Nos. of each material as per Clause 5.1 of the
specification and 3 Nos. each of Tensile Test bar / documents of material used for
Extinguisher Body Cap and Neck Ring.
10.3
Bulk Inspection: Bulk inspection of the extinguisher will be carried out as
per test schedule enclosed at Appendix A.
11.

LITERATURE

11.1
The contractor shall supply one set of the following literature free of cost
along with each equipment.
(a)
(b)
(c)
(d)
(e)

User Hand Book in Defence format.


Parts Identification list in Defence format.
Maintenance/Repair manual (if any)
Current price list of all parts.
List of normal/ special tools for the maintenance.

11.2
The above literature shall be approved by concerned AHSP. The draft
literature shall be supplied along with advance sample.
11.3
The contractor shall also supply 3 copies of the literature free of cost to the
AHSP i.e. Controller, Controllerate of Quality Assurance (Fire Fighting Equipments),
Aundh camp, Pune-411 027. Three sets of the above draft literature shall be submitted to
CQAFE for approval before bulk printing. Copies of Defence format for these literature
shall be issued to the tenders free of cost on demand from CQAFE, Aundh Camp, Pune
27.
12.

WARRANTY

12.1
The equipment supplied shall bear a warranty period as per Contractual
documents. In case of absence of such stipulation in the contract, Clause 12.2 of this
Specification shall apply.
12.2
The stores supplied against the order shall be deemed to bear a warranty of the
Contractor against deterioration/ defective material/ faulty design/ workmanship and
performance for a period of 12 months from the date of receipt of the stores at consignees
end. If, during this period the stores supplied are found by the consignee to be defective

13.

PACKAGING

13.1
The packing shall be approved by the Quality Assurance Officer with the
following requirements.

(a) Paper wrapping waterproof IS 1398

(d) Straw Paddy or Dry grass

Method of Packing
(a) The extinguisher shall be delivered in a new, clean and dry condition
(b) The rubber components shall be liberally dusted with chalk French.
(c) Discharge hose with end fittings and nozzle shall be removed from its
position and shall be wrapped with paper wrapping waterproof and then the
hose shall be coiled around the extinguisher at the top.
(d) The spanner shall be wrapped with paper wrapping waterproof plain and
tied to the handle of the extinguisher with twin jute.
(e) Cushioning materiel of straw paddy/ dry grass to a minimum thickness of
20 mm shall be provided all around the body or the extinguisher except the
wheel portion and then the extinguisher shall be covered with cloth Hessian.
The packing of the equipment shall be such that the wheels shall be free so
that the equipment could be pushed or pulled to the required place.
(f) A label of card board 45 x 25 mm shall be affixed by means of tie on tag
on which shall be entered the DS Cat No. and description Extinguisher, Fire,
Soda Acid, 50 litres Capacity, Trolley Mounted.

13.4
Marking of Packages: Before despatch each packing case shall be legibly
and indelibly marked with the following: (a) DS Cat No. 4210-000 208 and designation (Extinguisher, Fire, Soda Acid,
50 litres Capacity, Trolley Mounted)

(b) AT/ SO No. & Date
(c) Name and address of manufacturer
(d) Name and address of consignee
(e) Gross mass of the package.
(f) Month and Year of packing
(g) Quantity packed in the packing case.

consignment e.g. 1 of 4, 2 of 4, 3 of 4 and 4 of 4 where the consignment
consists of four packages.
Note:

Minimum requirement for packing are stipulated above. However,


this shall not absolve the contractor from his responsibility for the
packages to withstand the hazards of rail/ road transit. This is a
contractual requirement for delivery of store in good condition to the
consignee. Any additional safe guard considered necessary may be
added by the contractor.

HYDRAULIC PRESSURE TESTS OF


EXTINGUISHER BODY: The
extinguisher shall be subjected to an
internal hydraulic pressure of 25 kgf/cm in
a continuous period of 5 minutes. There
shall not be any leakage, yielding or visible
distortion. The extinguisher shall be tested
along with cap.

Sample Size: 3% of each lot shall


be tested to minimum of 1 No.

4.

ULTIMATE FAILURE TEST: The


extinguisher shall be subjected to 35
kgf/cm of internal hydraulic pressure. The
sample shall not fail at a pressure less than
specified.

Sample Size: 1 No. minimum is to


be tested.

5.

HYDRAULIC PRESSURE TEST OF


HOSE: The discharge hose fitted with
nozzle shall be subjected to a hydraulic
pressure of 25 kgf/cm. There shall not be
any failure.

Sample Size: 3% of each lot shall


be tested to minimum of 1 No.

6.

ULTIMATE FAILURE OF HOSE: The


hose shall be subjected to 40 kgf/cm of
hydraulic pressure. The sample shall not
fail at a pressure less than specified.

Sample Size: 1 No. minimum is to


be tested.

7.

PERFORMANCE TESTS:

Sample Size: 1 No. per lot is to be


tested. The extinguisher shall
comply with performance
requirements.

(a) Immediately after the performance


test, the extinguisher shall be
completely cleaned at least with two
changes of clean water and mild steel
surface shall be observed for any trace
of rust after 24 hours.

NOTES
(a) During bulk inspection the extinguisher
body, cap, hose and cage shall be marked
with inspection mark. The inspection mark
shall be legible and permanent.
(b) The QA Officer shall maintain
complete record of all the tests and
observations.
