Karingal, Sikatuna Village, Quezon City Website: www.qcpd@yahoo.com QCPD DACPTD RESOLUTION NO. 05-2016 A RESOLUTION RECOMENDING QCPD DISTRICT ADVISORY COUNCIL FOR POLICE TRANSFORMATION AND DEVELOPMENT (DACPTD) TO ENDORSE THE APPROVAL OF THE QUEZON CITY POLICE DISTRICTS LOCAL ANTICRIMINALITY ACTION PLAN (LACAP) AND COMMUNITY AND SERVICEORIENTED POLICING (CSOP) TO THE QUEZON CITY LOCAL GOVERNMENT UNIT (LGU) AND PEACE AND ORDER COUNCIL (POC) THRU A RESOLUTION FOR FUTHER APPROVAL OF THE CITY MAYOR. WHEREAS, on June 14, 2016, the QCPD District Advisory Council for Police Transformation and Development (DACPTD) convened a meeting at the QCPD Conference Room, Camp Karingal, Sikatuna Village, Quezon City presided over by Prof. Raul C. Addatu, Dean, Philippine School Business Administration (PSBA), Member, DACPTD, and attended by its members. Also in attendance were Members of the TWG on QCPD P.A.T.R.O.L. Plan 2030 and the District Police Strategy Management Unit (DPSMU) of the QCPD. WHEREAS, among the agenda of the joint DACPTD-TWG-DPSMU meeting was the creation of a Research and Study Committee to assist the tripartite body in the performance of their functions and duties; WHEREAS, PSSUPT JONATHAN V ABLANG, DDDA/ DPSMU Chairman, further explained the rationale of creating the Research and Study Committee, that is to conduct research in support to the formulation of the QCPD Restructuring, and Capability/Capacity enhancement Program geared towards the attainment of QCPD Vision embodied in its P.A.T.R.O.L. PLAN 2030, which is to be a highly credible, capable and effective police organization, a model of effective governance and responsible leadership, working in partnership with a cooperative community towards the attainment of a peaceful and safer Quezon City to live, work and do business by year 2030. WHEREAS, PSSUPT JONATHAN V ABLANG proposed a motion that DACPTD will endorse the approval of the QCPD LACAP and CSOP to the Quezon City LGU and POC and for further approval of the city mayor. WHEREAS, the Local Anti-Criminality Action Plan (LACAP) prescribes the guidelines and procedures relative to the conduct of holistic and comprehensive anticrime approach to be undertaken jointly by the different sectors of the society. WHEREAS, the CSOP system is the foundation of community-oriented policing and crime prevention strategy that promotes strong partnership and concerted actions between the QCPD, LGU and the citizens. Expected outputs in the implementation of this system are effective delivery of basic services, effective crime prevention and solution, enhanced credibility of the QCPD, and high confidence of public with the government. This will result in the achievement of socio-economic development of the community in Quezon City.
NOW, THEREFORE, for and in consideration of the foregoing premises, be it
RESOLVED as it is hereby RESOLVED that the QCPD Advisory Council for Police Transformation and Development (DACPTD) to endorse the approval of the Quezon City Police Districts Local Anti-Criminality Action Plan (LACAP) and Community and Service-Oriented Policing (CSOP) to the Quezon City Local Government Unit (LGU) And Peace And Order Council (POC) thru a resolution for further approval of the city Mayor.
