Minimum Technical
Competencies
(MTC)

Section 9 of the DCLGs COA

What it means?
Demonstrate MTC Competence as matched against the
National occupational Standards (NOS) via sample of the
work being carried out on the site
What you must know
What you must be able to do

FENSA Pay As You Go

FENSA is looking at the company to demonstrate they

are managing their MTC competencies of their
personnel via:

Alternative Route to Compliance

Your Companys Skills Matrix, Auditable Records, plus;

FENSA MTC Card (or other industry equivalent) for one
installer per fitting team and every surveyors need this OR
NVQ - level 2 for installers / level 3 for surveyors

7/6/2016

FENSA PAYG

Infrequent installing companies (< 5 to 10 jobs per year)

No IBGs
No individual operative MTC card
Companies still need to be certified / competent
Quick simple and cost effective compared with LABC
Every notified installation inspected like LABC
PAYG notification fee @ 100 includes the FENSA
certificate, inspection & financial protection for
homeowners
Importantly PAYG allows you to keep the

Building Regs
Nine Approved Documents Covered
at Inspections:
AD L - Conservation of Fuel and Power

AD M - Access
AD C - Resistance to Moisture
AD K - Risk of Falling (Safety glazing in England)
AD J Combustion Appliances
AD F Ventilation
AD A Structure
AD B Fire Safety
AD N Safety Glazing

Building Regulations

FENSA the only glazing Competent Persons Scheme asked for by homeowners (Source: BBC Wales)

Building Regs
Approved Document L
Conservation of Fuel and Power
Introduced in 2002 Main driver behind fenestration CPS
It is different to most other regulations as compliance must be achieved it is not
make no worse
Updated several times since 2002
2010 saw major change as U-Value dropped to 1.6 for windows making WER
more relevant
Large number of Evidence Pending Variations now negligible
Compliance 52% WER and 48% U-Value
Current failure rate1.95%
Main reasons for failure are:
Missing Low E
Incorrectly made units

7/6/2016

Building Regs
Approved Document M
- Access

Building Regs
Approved Doc M - Access

Applicable to main access point of building only

Threshold
Make No Worse
Not necessarily specialist low threshold
Width of Opening: Make no worse but if
> 775mm can be reduced to that point
Very few failures

Building Regs
Approved Document C
Moisture Penetration

Building Regs
Approved Document C Moisture Penetration

Increase failures over the past year

Void under cills, sometimes foam & packers
visible
Ends of cills between frame & cill
Poor installation techniques

7/6/2016

Building Regs
Approved Document K
Risk of Falling
Used for reporting of Risk of Falling fails

Building Regs
Approved Document K Risk of Falling

Safety glass is still classed as AD N failures.

3 key areas of concern:
Openings created below 800mm from floor level
Balconies particularly Juliet style
Patio door replacements with French or Bi-Fold
where original was at height.
Rare fail usually down to early registration

Building Regs
Approved Document J
- Combustion Appliances

Building Regs
Approved Document J - Combustion Appliances

Very few failures but taken extremely seriously

AD J fail activates a procedure - the inspector must
call line manager immediately
2 areas of concern:
Combustion Ventilation removed /still required
Opening sashes moved too close to flues

7/6/2016

Building Regs
Approved Document F
- Ventilation
2 Ventilation Types:

Purge rapid air change

Background - Trickle vents
Fail Rate = approx. 2% - mainly background vents
Emotive customers sometimes request they are
not fitted resulting in failure
Stick to regulations. No vent = No FENSA certificate

Building Regs
Approved Document A - Structure

Building Regs
Approved Document A - Structure

Adequate Structural Support

Bays
Lintels
Most common complaint =
insufficiently supported bays
Lintels many misconceptions e.g. soldier course
is a support
Fail rate of 0.75 %

Building Regs
Approved Document A - Structure

Building Regs
Approved Document A - Structure

Building Regs
Approved Document B
- Fire Safety
Relatively low number of fails
5 to 10 per month (0.65%)
Most cases = incorrect hinge
Few fails = complete removal of
fire escapes
