Objectives
General Objectives
To establish a fully functioning legal aid office as mandated by the
Legal Education Board.

Specific Objectives
To offer free legal assistance to qualified clients, who are
persons of inadequate means;

To increase the level of legal consciousness by providing


information campaigns and education programs to
concerned communities and the general public;
To promote a strong and vibrant culture of volunteerism in
the legal profession;
To stimulate the members enthusiasm and love of learning
for the field of law;
To provide members the opportunity to develop legal skills;
To be a real and appreciated assistance to Bukidnon
attorneys; and
To provide the student lawyer a chance to work with the
law, to observe the differences between the law in the
books and the law in practice, and to prepare the student
lawyer for the totally different world of the practice of law.

Introduction/Rationale
Legal Aid is the provision of assistance to people otherwise unable to afford
legal representation and access to the court system. Legal aid is regarded as
central in providing access to justice by ensuring equality before the law,
the right to counsel and the right to a fair trial.
BukSU College of Law Legal Aid Center (LAC) shall house the clinical
education program of the College. It provides free legal assistance to
indigent women and children litigants. It is also actively involved in public
interest cases. It was created for the purpose of inculcating in the
experience of law students the concepts of public service and social
involvement of the legal profession even as they acquire practical training
in law practice under the guidance and supervision of the supervising
lawyers and the law faculty.

Project Concepts/Review/Existing Facts


The Bukidnon State University College of Law was established during the
Academic Year 2003-2004 and has produced graduates who have become
members of the Philippine Bar. Through the efforts of the Office of the Vice
President of Academic Affairs, headed then by Dr. Oscar B. Cabanelez who is
now the incumbent University President, the Bukidnon State UniversityLegal Aid Center (BSU-LAC/Center) was proposed by then Asst. Dean
Jerry Murillo as an extension project in coordination with the BSU-College
of Law, to cater to some BSU-College of Law alumni who, have become
members of the bar and those who are not yet members of the bar but, are
willing to volunteer their services to aid in serving the community with their
acquired legal knowledge from law school. Likewise, the Center intended to
cater to the academic needs of its students by providing an avenue for
student legal practice through alternative lawyering, for the present and for
actual student practice under Rule 138-A of Rules of Court, in the future.
The original proposal to have a university wide extension was scrapped as
it was not able to go beyond the capability building stage.

Now, the College of Law plans to re-establish the Legal Aid Center in
accordance with the rules set out in Legal Education Board Resolution No.
2015 - 08 (Prescribing the Policy and Rules in the Establishment of A Legal
Aid Clinic in Law Schools), to wit:
The LAC shall be established and necessary funds shall be appropriated
therefor through a resolution passed by the University governing body.
The LAC shall be attached to the College of Law for operational purposes
and shall be under the direct supervision of the law dean.
The LAC shall be provided with a suitable and presentable office with
the necessary office equipment, preferably within the school premises.
The LAC shall be headed by a Director, who is a member of the faculty
appointed by the law dean.
The LAC may also have working students (scholars) as members of its
staff.
The LAC shall have operational rules as crafted by the law dean and
other members of the faculty. The operational rules shall state who shall
pay for all expenses related to LACs execution of free legal service.
The LAC shall collect or receive no renumeration from indigent parties
seeking legal advice or services.
The Legal Aid Center (LAC) shall primarily be the College of Law outreach
project in which its students may join to familiarize themselves with the
dynamics of the legal practice while rendering free legal services to the
needy.

XII.

Methodology
1. The team will first consult with the pilot city and the students and
faculty in order to determine the level of awareness of the said
stakeholders/clients and also determine their specific needs, through
round table discussions and appropriate survey materials.
2. Collect data from said city pertinent to the project. (i.e. number of
women complainants, actions taken, standard operating procedure
adopted)
3. Based on the consultation and survey, create the required packaged
technology, primer and flyers.

4. Conduct seminar to chosen barangays within the city and conduct


quarterly symposiums to be made available to city residents and
students. (Note: Symposiums will not be limited to RA 9262 but will
include all laws related to gender issues, i.e. sexual harassment, child
abuse, rape, etc.).
5. Revisit barangays to determine effectivity of the project.
