Requests for Proposals (RFPs) are invited from the registered Firms/Organizations having required
experience of working in the Education / Social Sector and Non Formal Education programs. These
Firms/Organizations can submit proposals independently or in consortiums with the Skill Development
Organizations.
The Applicant(s)/Consortia hereby agree(s) that all information provided in this RFP,
Annexures and all supporting documents submitted are full, true and correct as of date.
Further, it is agreed and understood that any information which is found to be incorrect,
incomplete, or misleading as to any matter relied upon for in evaluation of proposals may
constitute cause for rejection.

Introduction
Sindh Education Foundation, is a semi-autonomous organization of the Government of
Sindh established through an Act of the Sindh Assembly. It is committed to providing free
quality education to the under-served areas of Sindh through public-private partnerships.
SEF has initiated Adolescent and Adult Learning and Training Program (AALTP), for
adolescents and adults who have missed an opportunity to avail education. The AALTP aims
to provide accelerated formal primary education for vulnerable adolescents and basic
functional literacy for adults together with a certified Skill Development / Vocational
Training course for each learner for enabling them with varying opportunities of human
capital development and socio economic growth.
The component of education will financially be supported by SEF; whereas, training
component would be funded through the Government of Sindh.
Outreach
Proposals may be submitted for all parts of the province. Preference will be accorded to
under- served areas of the province.
Targeted number of learners
The prospective Applicant can submit proposal for any number of Learning and Training
Centers. However, the viability will be judged on the basis of the organizations presence;
technical team and ability to provide both education and training components.

Rs. 1,000 per-Learner per-month subsidy for education component linked to


outcomes.
Advance center establishment cost amounting to 06 months subsidy over and
above the monthly subsidy cost.
SEF will encourage an AALTP Center having 200 learners (Component A and B or
Both) for provision of better management and improved facilities within allotted
funds.
SEF will also support in terms of course books / reading-learning material, teachers
training and learners periodical assessment.
It is expected that the Applicants provide adequately furnished Learning
environment having basic facilities as envisaged under contract.
The Education Costs / subsidy will be released on Quarterly basis.
Subsidy for the Skill Development / Training component will be released in 02 to 04
installments depending upon the satisfactory Learning/Skill Development outcomes
of the education component of the learner.
Skill Development courses may range from 3 to 6 months but not exceeding 18
months in any case.
Cost of Training will be Linked to type and duration of training.
The Operator may form consortiums with Skill development organizations/
Institutions for implementing the skill development component.
Operator may offer small entrepreneurship capacity building modules followed by
Skill Development / Vocational Training to the learners who are already primary
graduates, but dropped out before Matriculation.
Operator will be responsible to ensure that the learner may opt one of the following
options:
o Initiation of an enterprise/business of learners through microfinance
o Connecting the learners with job market
o Continuing / Mainstreaming Education of the learner
The Operator will provide comprehensive mechanism of market connectivity /
employment of the learners.

Eligibility Criteria
RFP for establishment of an Adolescents Learning center(s) and / or non-formal Adult
Literacy center(s) will be considered only if the Applicant qualifies the eligibility criteria,
mentioned below:
i. Must be registered with Government authority or regulatory body
ii. Must have valid NTN / FTN in name of the institute / organization
iii. Must have audited financial statement for last two years issued by an ICAP Licensed
Chartered Accountant (Public institutions have exemption of this condition)
iv. Must not be blacklisted by any organization or faced contract cancellation or
withholding of funds for contractual violations.
v. Three-year general educational / social sector experience and at least 02 years
experience in non-formal education.
vi. Skill Development / Vocational Training experience will be given preference
Submission of proposals:
i. The applicants are expected to carefully read and understand all instructions, the
evaluation process will be based upon clarity, viability and quality of the proposal(s).
ii. The Proposal shall comprise of sealed and marked envelope containing:
a) Form of Proposal (Marked as AALTP Proposal)
b) Additional documents/annexures attached as evidence of capacity and track record
(refer and tick checklist of the documents to be attached)
iii. Sindh Education Foundation will enter into contract with the selected Service Providers
after successful negotiations.

AWARD OF CONTRACT
The Contract shall be awarded after successful negotiations with the successful Applicant. If
negotiations fail, the SEF may reject the proposal. The applicant shall sign the contract
agreement within 15 (fifteen) working days of the issuance of letter of acceptance. The RFP
Issuing Authority reserves the complete right to cancel / reject the award of any contract at
any point of time on discretion.
The selected applicant is expected to commence the assignment within 30 days of signing of
the contract agreement.
CONFIDENTIALITY
Information relating to the examination, clarification, evaluation and recommendation shall
not be disclosed to any person who is not officially concerned with the process. Sindh
Education Foundation shall treat all information, submitted as part of the proposal, in
confidence and shall require those who have access to such material to treat the same in
confidence. Sindh Education Foundation may not divulge any such information unless it is
directed to do so by any statutory entity that has the power under the law to require its
disclosure or is to enforce or assert any right or privilege of the statutory entity and/or the
Sindh Education Foundation, Government of Sindh.
SEF believes in absolute transparency and impartiality; each applicant will be rigorously
scrutinized and center(s) will be awarded purely on merit. The applicant cannot challenge
the decision. However, in case of availability of sound evidences, applicant may approach
Managing Director, Sindh Education Foundation for redressal.
