INTRODUCTION
Tecnicas Reunidas S.A., Qatar has been awarded a contract (Contract Ref. 3620 /
GC131075B0) by Qatar Petroleum (QP) to perform the Front End Engineering Design for
Expansion of Fuel gas and Ethane headers at Ras Laffan Industrial City.

Project Objective
The overall project objective is to provide ethane and fuel gas to the new petrochemical projects
coming up at the Ras Laffan Industrial City (RLIC).
The project objective of this Front End Engineering Design (FEED) project is to provide the new
fuel gas and ethane system with all associated facilities and provisions.
The new Ethane system would mainly include the new ethane pipeline from Station A4 to
Station A6 and new ethane pipeline from Station A6 joining the existing 24 inch Ethane pipeline.
At station A6, ethane will be provided to the Al-Sejeel Petrochemical plant.
The new fuel gas system would include the new fuel gas pipeline from the existing fuel gas
manifold to Station A6 and necessary tie-in provisions to Gazal and Al-Karaana Petrochemical
plant. At station A6, fuel gas will be provided to the Al-Sejeel Petrochemical plant.

Document Objective
The objective of this report is to document the closeout of HAZID actions identified during
HAZID Workshop (Reference. Doc. No: 3620-RLGE-3-17-0015 - HAZID Report) for the FEED
for Expansion of Fuel gas and Ethane headers at Ras Laffan Industrial City.

QP has established new Joint Ventures (JV) for two new World Scale Petrochemical Complexes
to be built at Ras Laffan. The first project, Al-Karaana petrochemical project, is a JV between
QP and Shell to be located on Lot W8. The second project, Al-Sejeel petrochemical project, is a
JV between QP and QAPCO to be located on Lot W9.
The feedstock for the Al-Karaana project is ethane and propane while the feedstock to the AlSejeel project is ethane, butane and naphtha. The petrochemical projects will be responsible for
installing the liquid feedstock network. However, QP needs to expand the existing ethane
gathering and supply facilities including the installation of a new West Ethane header to collect
ethane from the Barzan and Pearl GTL plants and supply to the two new Petrochemical
Projects. The new ethane facility will be an expansion of the existing ethane collection and
supply facilities in Ras Laffan and as such, will improve the availability, flexibility and balancing
of ethane supply to consumers. QP also needs to expand the existing fuel gas collection and
supply facilities to secure the requirements for the two new petrochemical projects, as well as
future users at RLIC.
Tecnicas Reunidas S.As scope of work is to carry out the Front End Engineering and Design
(FEED) for expansion of Fuel Gas and Ethane Headers at Ras Laffan Industrial City (RLIC).

Existing Facilities
1.5.1
Ethane Facility
The existing 24 inch ethane header runs between Station A2, Station A21 and Station V, ethane
being collected from Dolphin and AKG and delivered to Ras Laffan Olefin Company (RLOC) and
to Mesaieed consumers.
The existing ethane system consists of the following:
1. Main 24" header from Station A2 to Station V to deliver ethane from Dolphin Plant (DEL) to
Ras Laffan Olefin Company (RLOC) via Station A21 and MIC users via Station V.
2. 20 ethane pipeline from AKG / Ras gas site to station A21 to deliver AKG ethane to RLOC
via. Station A21.
3. Ethane compression facilities at station V delivering ethane by a 120 km 20 pipeline to
QAPCO at MIC at the required delivery pressure.
4. Other associated facilities including utilities, metering, flare and control room at Station V
5. The existing ethane header is maintained at 19 barg upstream of Station V by coordinating
manually with the producers to control the ethane supply to the system.
1.5.2
Station A4 Facility
Station A4 is located at the south-eastern corner of Lot W18 in RLIC.
Currently, the Station has no existing facilities for ethane gathering and distribution from Barzan.
However, the Station does have the following facilities for the gathering and distribution of
Barzan sweet fuel gas (methane):

Three nos. Bi-directional Pig Traps primarily for launching pigs and a distribution
manifold installed for GSVC pipelines. Two Bi-directional Pig traps are connected to
GSVC Pipelines supplying gas to Station V while the third Bi-directional Pig trap
(launcher) is connected to the 36" GSVC pipeline going to Station A5 (near RGPC).

Proposed Facilities
The brief descriptions of project specific proposed facilities are narrated below:

Ethane Facility

The new 30 west ethane pipeline shall start from Station A4 and terminate at new ethane
delivery Station A6 to be built on the North East corner of Lot W9. The pipeline shall be
routed in the HP gas corridor, to the north of Lots W10 and W9.
New 30 ethane pipeline from Station-A4 to Station-A6 will transport the ethane from
Station-A4 to Station-A6. It is approximate 4.6 km long. All the valves provided on the main
pipeline shall be full bore valves in order to facilitate pigging operation. At Station-A4, Pig
Launcher (A4-Z-011) will be provided for this 30 ethane pipeline. Pig Receiver (A6-Z-002)
for the same will be provided in Station-A6.
Also, on this 30 ethane pipeline, tie-in valves for future consumer (Lot W11) and for future
supplier (Pearl GTL) are provided. The size of these tie-in valves will be 24. The ethane
design flow rate to Lot W11 is 2366 TPD and the same from Pearl GTL is 3000 TPD.

New Station A6 on the North East corner of Lot W9: The 30 ethane pipeline from Station
A4 will terminate at this Station. The pipeline from Pearl GTL shall be installed by others,
however valved tie-in (24) shall be provided on the pipeline in the corridor. The Station
design shall consider facilities as required for Depressuring, permanent pigging, process
control and metering for ethane to be delivered to Al-Karaana and Al-Sejeel projects. The
ethane lines to the two respective petrochemical projects will be terminated one meter
outside this new distribution Station, where each project will be responsible to install the
required interconnecting pipelines. Station layout to be prepared and locate the
terminations to meet downstream project requirements and in coordination with QP.
4. 24 Interconnecting pipeline from 30 new west ethane pipeline to the existing 24 ethane
pipeline:
On the 30 new west ethane pipeline, a barred tee (30 x 30 x24) will be installed in HP
Gas Corridor at north side of Station A6. From this barred tee, new 24 interconnection
pipeline (approximately 0.75 km length) will be installed up to tie-in on the existing 24
ethane pipeline. Near the barred tee (30 x 30 x24), an isolation valve (24 size) with
valve station will be provided. At the tie-in point on the existing ethane header, another
barred tee (24 x 24 x 24) will be provided, and also, an isolation valve (24 size) with a
new above ground valve station will be provided on the new 24 ethane pipeline near the
tie-in point. This new 24 interconnection ethane pipeline will not be piggable. Therefore,

internal coating will be provided for this pipeline. The tie-in work shall be coordinated with
the next scheduled shutdown of QAPCO's EP2 plant in MIC. In case shutdown is not
available, hot tapping shall be considered for tie-in.
5. 24 Tie-in connection provision on the new west ethane pipeline to allow Pearl GTL to
connect its Ethane Supply line with the new west ethane pipeline. The location of the tie-in
point shall be determined in consultation with QP.

New Station A6
Station A6 will consist of fuel gas and ethane reception and supply facilities. All utilities, services
and infrastructure for the Station shall be provided in the design. These shall include drain
systems, de-pressuring provisions, fire protection systems, F&G detection systems, electrical
power, instrument air, potable water, fire water, fuel gas, buildings with services and all civil
works, Substation & control building, transformer & DG system for standby power. For fire water
supply to Station A6, tie-in to be provided to connect fire water supply from Al-Sajeel. Back up
fire water shall be tied into RLIC city fire water and sea water mains corridor.
An ethane analyzer and fuel gas analyzer, with all associated systems and utilities shall be
provided at the new Station.
