Greetings!

My name is Parminder Dhingra and I reside at [REDACTED BY AAN] Ave, Alameda,CA


since the year 2008. I own that house and running two 7-11 stores in Oakland .I have
been in USA since 1993 but the occurrence that happened today was a first time
experience my family and I.

Today,March 31st,2016 around 2:30pm PST I came from home fron work and parked
my van infront of my garage door because I needed to unload some groceries. I had
stepped inside my house for a few minutes and was called out by my younger son
who informed me that a came and told that a police officer was outside and wanted

to talk to me. As soon as I steppee outside the office( Last Name: Hansen) accussed
me of driving my van over neighbor decorative rocks because the rocks were on the
street. I politely told office Hansen that I didn't do it. However, he kept saying you
have to put the rocks back where thr belong. I refused to do so as I did not touch the
rocks or do anything that I was being accused of!

Officer Hansen kept favoring my neighbor because he is Caucasian and Officer


Hansen was also Caucasian. I mentioned to Officer Hansen that he racist and was
threatened by Officer Hansen that he would handcuff me if I didn't moves rocks from
the street. Again, it was not my fault!

Officer Hansen said that my van's tires shows that I drove over the rocks, I showed the
Officer thatbthe color on my van's tires were pink(instead of white- the color of the
rocks) from last week when my family and I celebrated our Holi festival and the colors
was all over my van and my garage as the kids dragged it in. Also, I came home by
turning left on [REDACTED] Rd. And my house is the first one there. How is it even
possible for my to drive over my neighbors(second house) rocks. My van was parked in
front of my garage and I didn't move since I came home you can match my tires to the
one on his property.

There are other crimes happening in area and I hace never seen the police
responding back so quickly to those things instead Officer Hansen showed up to mu
house within 10 minutes to respond to my neighbor's conplaint about his rocks being
tampered with. These rocks are in a common area as this is the shared area between
my home and his home.

Also, when I asked Officer Hansen about report number he said he didn't have it
then I asked about incident number, which he did not as well.It was not until I insisted
that Officer Hansen called the dispacters and asked for the incident number. After,
speaking to me Officer Hansen went into my neighbor's home for 15-20 minutes. The
incident number is #119 and Officer Hansen's badge number is A40. (PFA: Screen

I am requesting a proper investigation on this issue because Officer Hansen was very
racist against me.

I have also cced the Alameda Chief Of Police and the office of Assembly member Ron
Banta to ensure that I get justice and that incidents like this do not repeat for my
family and I.

I am a USA citizen and I have equal rights and I don't want to be threatened by any
Officer especially if I have not committed a crime.

If no action is taken by the Police Department or any other agency I will be forced to
take matter to a higher level by brining in the Media, Governor, Congressman and
other officials.

Mayor Spencer,

I have assigned a lieutenant to look into this matter,which will involve contacting the
officer and reviewing any documentation of the incident. At this point, given that Mr.
Dhingra just emailed me at midnight, it would be premature to have a discussion
about the incident. None of us know anything beyond what was included in his email,
and I am certain there is more to the story.
I respectfully ask for your patience while we gather further information. I will share
whatever I learn with the City Manager.
