Appendix: Sitra’s IT environment and the

integration of the website into Sitra’s internal


systems

This appendix will (1) briefly introduce Sitra’s IT environment, (2) discuss the
possible integration needs of the website into Sitra’s internal systems and (3)
describe other technical parameters for the website.

1. Sitra’s IT environment

Sitra’s enterprise resource planning in based on the Microsoft CRM 3.0


environment which in practice covers Sitra’s core processes and is where
information on projects, customers and staff are stored. Documents and various
resources such as images and videos are stored in the Microsoft Office Sharepoint
Server (MOSS) environment.

The current public website Sitra.fi is based on the Microsoft CMS platform.
Besides that, nowadays different Sitra projects have their own separate websites
and web workshopping environments and separate updating tools for them, but it
is hoped that these services could be transferred onto the Sitra.fi platform in the
future as far as possible.

Sitra produces webcasts from a number of the events it organises. The production
and distribution platform of the webcasts are taken care of an external supplier.
In the future, the web coverage of the events may become more prominent, and
this may lead to integration needs concerning the new Sitra.fi.

2. The integration of Sitra.fi into the internal systems

This section lists the needs for integration into Sitra’s internal systems arising
from the Sitra.fi project. Here, 'internal systems’ refers to the information system
tailored for Sitra, regardless of its technical location. Therefore, for example,
social media environments will not be described in this document, although it is
encouraged that content appearing in these environments is also published on the
Sitra.fi website.

2.1. Microsoft CRM 3.0

The information for the staff directory (current version


http://www.sitra.fi/en/Contacts/directory/directory.htm) will be retrieved from
CRM via the web service interface to be realised in conjunction with the project.
The interface will be realised an external supplier for the Sitra.fi project, but the
design is expected to be created within the Sitra.fi project.

The plan is also for each member of Sitra to have their own search engine
optimised page on the public website, with the basic information retrieved from
CRM and the person’s photograph from the MOSS databank. The interface will be
realised by an external supplier for the Sitra.fi project, but the design is expected
to be created within the project.
There may also be a need to include project and event search functions on the
public website, but this is to be decided over the course of the project. These
functions can also be realised by using the web service interface.

The public website will need to include a registration form which is used for
registering for events. The registration will be realised as a web service call to
CRM. To gather additional information regarding the registration, an additional
form designer tool is required. The functionality of the registration form is
nontrivial and there is a separate description of it.

2.2. Microsoft Office SharePoint Server (MOSS) – document management


and archiving

The Microsoft Office SharePoint Server environment is used for managing and
archiving documents.

Sitra has a statutory obligation to archive the material it publishes. Therefore, the
publishing system of the website must send all the published pages, as well as
their updated versions, with a web service call to the MOSS archive. The interface
will be realised by an external supplier for the Sitra.fi project, but the design is
expected to be created within the project.

There are also plans to provide a MOSS search function in Sitra's document
archive, using the web service interface, for the benefit of researchers. The
interface will be realised by an external supplier for the Sitra.fi project, but the
design is expected to be created within the project. However, fairly little of the
material currently stored in the archive is in public distribution, so the realisation
of this functionality is still uncertain.

2.3. Microsoft Office SharePoint Server (MOSS) media bank

The MOSS media bank is used for storing images and videos. It is recommended
that images could be easily retrievable to be used on the website.

2.4. PrettyLib library system

The electronic publications publically distributed by Sitra (c. 50 titles/year) are


stored in the PrettyLib library system. The electronic publications issued by Sitra’s
projects need to be made available on the website and they should be searchable.
The interface will be realised by an external supplier for the Sitra.fi project, but
the design is expected to be created within the project. Possible change of library
system is under discussion.

2.5. Single sign-on for maintenance tool

Sitra uses Microsoft Active Directory for the network login of workstations. One of
the central goals for the content management system is the single sign-on
property so that a member of Sitra who is logged into the network need not log in
again to gain access to the content management system. An absolute minimum
requirement for the maintenance interface of the content management system is
user authentication from the Active Directory server.

3. Search

The website must include a comprehensive search function and the search must
be able to locate documents attached to the content. The aim is also to achieve
high-quality linguistic support.

4. Migration from the current sitra.fi content

The plan is to transfer the news content to the new website, while the basic
information pages will not be transferred as they are, because this content will be
more thoroughly reconsidered from the perspective of web communications. The
manual migration of the news pages is a possibility, but even a simple migration
tool might be helpful. The content can easily be exported to, for example, an
Excel spreadsheet.

5. Execution environment

The supplier of the Sitra.fi project is not required to provide the execution
environment; rather, the plan is to place Sitra.fi in a virtualised server
environment (VMWare) maintained by a party named by Sitra. This party will
provide the required virtual servers as per suppliers’ instructions and the supplier
will, from there on, be responsible for the application components required for the
website.

The supplier will be fully responsible for the development and testing
environments it requires. In addition, the supplier must install and maintain (1)
system/acceptance testing environment in Sitra's virtualised server environment
(VMWare) and (2) training environment which is administered by a third party. In
other words, at least the following environments are required in the renewal
project:
• the development and testing environments required by the supplier: fully
the supplier’s responsibility
• system/acceptance testing environment in Sitra’s virtualised server
environment
• Training in a server environment provided by a third party
• Production in a server environment provided by a third party

The database for the website will be located on Sitra’s server running Microsoft
SQL Server 2008.
6. Performance requirements

The performance of the website must be excellent for all parts and at all times.
In 90% of end-to-end measuring, the response time must be less than 1 second,
and in 99% of end-to-end measuring, it must be less than 5 seconds, and in the
case of the front page, it must be less than 3 seconds. None of the pages may be
significantly slower than the others, unless it is a question of slowness of an
enquiry to an external system. Data should preferably be updated without a
delay, but if necessary, critical pages (such as the front page) can be stored for
60 seconds.

The availability of the website must be 99.8% or more.

In the contract negotiations, a service level agreement will be made according to


the above-mentioned requirements. The implementation of the service level will
be monitored with end-to-end measurements. The end-to-end measurements are
the responsibility of the customer.
