Urjit Patel checks in at RBI to

complete Rajans deep surgery
MUMBAI: Urjit Patel, the
new Governor of RBI who
has maintained a contrasting low-profile to outspoken and rockstar-like Raghuram Rajan, has his immediate task cut out -- finishing the 'unfinished agenda'
of his predecessor on completing 'deep surgery' of
banks and winning the war
on inflation.
Incidentally, it was Patel
-- often referred to as 'Dr
Patel' by Rajan -- who
scripted a new framework for
fighting price rise, which
earned him the informal title
of 'inflation warrior'.
However, it is the 'deep
surgery' ordered by Rajan to
cleanse the balance sheets
of the banks from bad loans
that may pose greater challenges for Patel, as a number
of banks, corporates and
others have been lobbying
hard against what they call
the 'unwarranted urgency'
shown by the RBI in this
regard at the cost of hurting
investment climate.
Unlike Rajan, who took
charge at a time when global markets were volatile
and concerns were being
raised about the rupee, the
Gujarati-origin and once
Kenyan citizen Patel has
come in when financial markets are much more stable
and concerns have also
subsided about any poten-

smartphone
market: IDC
NEW DELHI: Chinese tech
major Lenovo has become
the second-biggest smartphone brand in terms of
value ahead of Apple, Micromax and Oppo with a
market share of 9.1 per cent,
according to the research
firm IDC.
Besides, the market share
in terms of units sold of the
company surged in second
quarter, making it the third
largest smartphone brand in
India, with share of 7.7 per
cent, the report by IDC said.
As per IDC's recent report released this month,
both Motorola (now owned
by Lenovo) and Lenovo
combine emerged as the
number two player in
Q2FY16.
With a growth of 24.5 per
cent over the last year, Lenovo group captured 7.7 per
cent of market share by
units sold while the market
grew by only 3.7 per cent,
as per the tracker. (PTI)

bonds.
52-year-old Patel's appointment as the 24th RBI
Governor is effective from
Sunday, though his first
working day could be September 6, since Monday is a holiday for
Ganesh Chaturthi.
A number of corporate leaders and bankers who have previously worked with Patel, including during
his tenure as RBI's
Deputy Governor and
earlier on boards of
some companies, said
he is expected to show
"much better understanding" of the problems the companies
and banks are facing
due to the central
bank's Asset Quality
Review directive.
Some are even
hopeful that the AQR
regime may actually see
some change, though Rajan
kept on repeatedly saying in
his last days at RBI that the
process should be completed by March 2017, a
target he had set for
cleaning up of the banks'
balance sheets.
With public sector banks
accounting for a large portion of the bad loans, the
clean-up exercise has raised

heckles of many in the government as well, though not

many have been public with
their views, fearing adverse
commentary.
Besides having worked
with IMF and Finance Ministry, Patel also has corpo-

rate experience -- probably

the first for any RBI Governor -- including with the
country's biggest corporate
house, Mukesh Ambani-led
Reliance Industries Ltd.
Besides, he was associated with Gujarat State Petroleum Corporation, IDFC
and MCX, among others, as
member on their boards and
other roles.

NEW DELHI: The Railways Ministry

is set to roll out two major initiatives - setting up of a regulatory authority
for fixing fares and creating an infrastructure development fund -- that will
have far-reaching effect on the national
transporter, officials said.
The latest initiatives of the railways, which has already undertaken
a series of changes in its policy and
structure, come at a time when Prime
Minister Narendra Modi has been laying emphasis on reforms.
While the formation of a railway
regulatory authority is likely to be announced through an executive order
soon, the World Bank has agreed to
anchor the Railway Infrastructure Development Fund with a corpus of USD
5 billion over a period of seven years,
a senior Railway Ministry official said.
The fund will be co-anchored by pension and sovereign wealth funds.
The official said these two initiatives are part of major reforms being
undertaken by the railways that will
transform the national transporter in a
big way.
In a recent interview to a TV news
channel, Modi has said "reform to

transform" is his government's mantra.

The proposed regulatory authority will play a crucial role in deciding
rail tariff while the Railway Infrastructure Development Fund will be used
in remunerative projects which have
scope of good returns in shorter period.
There will be no separate Rail Budget in 2017 ending the age old practice
as Railway Minister Suresh Prabhu has
written to Finance Minister Arun Jaitley seeking the merger of it with General Budget, a step considered to be a
major reform.
Prabhu has already taken steps for
decentralisation in the decision-making process empowering General Managers and Divisional Railway Managers. He has also made it mandatory
making all procurement through online tendering process.
The official said, "Railways is now
exploring non-Budget funding options to implement projects, including
high-speed trains, rolling stock, station development, and signalling and
infrastructure development which was
not before."

NEW DELHI: India is the second most "unequal" country

in the world after Russia, with millionaires controlling more
than half of its total wealth, a report by Johannesburgbased wealth research firm New World Wealth said earlier
this week.
In India, 54 per cent of its wealth is controlled by millionaires. While India is among the 10 richest countries in
the world with a total individual wealth of $5,600 billion,
the average Indian is quite poor, the report said.
"The higher the proportion the more unequal the country is. For instance, if millionaires control over 50 per cent
of a country's wealth, then there is very little space for a
meaningful middle class," the report said.
Worldwide, Russia is the most unequal country where
millionaires control over 62 per cent of the nation's total
wealth. Instead, Japan showed up as the most equal country, with millionaires controlling only 22 per cent of total
wealth. The report also found the US to be "surprisingly"
equal, with millionaires controlling around 32 per cent of
the nation's total wealth. (IANS)

Railways has already formulated a

medium-term capital investment plan
of Rs 8.56 lakh crore for the next five
years.
He said there will be no fund constraint for implementing rail projects
as adequate measures being being
undertaken to garner investment in the
national transporter.
Life Insurance Corporation has provided the railways a Rs 1.50 lakh crore
loan for 30 years, of which Rs 10,000
crore has been used so far.
Besides, the Japan International
Cooperation Agency had agreed to
provide loan at 0.1 per cent interest
for a 50-year tenure and a 15-year moratorium for the Rs 1 lakh crore Mumbai-Ahmedabad bullet train.
The implementation period for the
508-km project is slated till 2023. This
is in addition to the budgetary allocation of Rs 1.21 lakh crore for the railways in the current fiscal.
Railways expects broad gauge lines
commissioning to increase to 19 km
per day from the present level of 10
km per day and it would further rise to
25 km per day in partnership with state
governments. (PTI)

the top job at RBI appears
to be very comforting to the
industry and bankers who
were often at the receiving

form of policy actions, from
Rajan," a veteran banker
said.
While everyone
has been effusive in
showering praise on
Patel being chosen to
succeed Rajan, many
industry leaders, top
bankers and influential
marketmen said they
are hopeful that his
corporate and finance
background would
help taper down RBI's
"hawk-eye fixation"
on checking inflation
and the 'deep surgery'
to remove bad loans.
The wish list that
'Dr Patel', as he is commonly referred to as,

be difficult to fulfil on
many fronts -- lower the
rates, go easy on banks and
borrowers, be liberal with
grant of banking licences,
safeguard foreign reserves
and further beef them up.
Ironically, Patel himself
was the "Brahmastra or the

by a top functionary at an
informal industry gathering
recently, that Rajan used in
his battlefield -- where RBI

Australia defeat Sri Lanka by five wickets in the fifth ODI to clinch series 4-1

GREATER
NOIDA:
Opener Mayank Agarwal
continued his rich vein of
form with a cracking 161 as
India Blue batsmen were
engaged in a run-feast scoring 336 for 3 against 'Green'
on the first day of the virtual "semi-final' clash of the
Duleep Trophy, here on
Sunday.
Agarwal, who had
scored 92 in the earlier
game, made no mistake as
he scored his second firstclass century. He faced 218
balls hitting 21 boundaries
and a six off Pragyan Ojha.
Veteran opener Gautam
Gambhir called it right at the
toss and did not hesitate to
make first use of a placid
wicket with nothing much
in it for the bowlers.
Having added 151 for
the first wicket in the earlier rain-truncated encounter against the Reds,
Gambhir and Agarwal were
a notch better against an
insipid 'Green' attack adding 212 runs for the opening stand.
The veteran India discard missed out on a welldeserved hundred as he
was run-out having scored
a sedate 90 off 193 balls
with 10 boundaries.
In fact the soon-to-be 35
Gambir dropped anchor at
one end letting righthanded Agarwal take the
attack to the opposition
camp with some lovely
shots through off-side cordon.
Such was the domination that save Jasprit
Bumrah's inswinger which
had Agarwal adjudged leg
before for 9 only to find that
the bowler had overstepped, there was not
much to cheer for the
Suresh Raina led side as the
bowlers apart from Ashok
Dinda (1/54 in 13 overs)
failed to make a single
breakthrough.
Even Test specialist
Cheteshwar Pujara, playing
his first pink ball match
looked comfortable during
his unbeaten 63 with 13
fours as he added 103 runs
for the second wicket with
Agarwal
before
the
Karnataka opener perished
at backward square leg off
Dinda's bowling.

Durand Cup: Minerva stun

Shivajians with late winner
NEW DELHI: Minerva FC posted their first win at the
ongoing 128th Durand Cup football tournament in New
Delhi on Sunday, as they edged out Pune-based I-League
club DSK Shivajians 2-1 in a surprising result at the
iconic Ambedkar Stadium. After a cagey first half,
Shivajians took the lead at the hour mark courtesy of a
penalty kick by skipper Juan Quero. However, the
Chandigarh-based Minerva side came back into the
match with a 79th minute equaliser by Nigerian striker
Lago Bei. Forward Manandeep Singh then sealed the
deal with a 90th minute winner for Minerva. Despite the
defeat, DSK Shivajians are still in a good position to
qualify for the semis. They will need a win against Army
Green in their last group match at the Harbaksh Stadium
on Monday to make sure they don't have to depend on
other results for progression from the group. (PTI)

overs on a sluggish pitch.
Earlier pace spearhead
Mitchell Starc led the visiting attack with three wickets to bowl out Sri Lanka,
who elected to bat first, for
a modest 195 in 40.2 overs.
But it was Warner's 106,
which came off 126 balls
with the help of nine
boundaries, that thwarted
the Sri Lankan attack from
posing any threats to the
visiting batting.
Off-spinner Dilruwan
Perera, who shared the new
ball with pacer Suranga
Lakmal, struck twice in his
first spell to get the wickets of opener Matthew
Wade and Usman Khawaja. Wade was caught behind for three while Khawaja was out for six as
Australia were in early
trouble at 25 for two in 5.5
overs.
Warner and Bailey then
got down to the grind as
Sri Lanka unleashed their
spin force on a slow pitch.

The left-handed Warner, who completed his seventh ODI ton in his 79th
match, became the first
Australian batsman to
record a century in Sri Lanka. Bailey, who remained
the highest run-getter in
the series with 270 runs in
five matches, played the
sheet anchor's role to perfection.
But he was denied his
third half-century of the series after Dilruwan Perera,
who returned with figures
of 3-51, trapped the batsman lbw. Off-spinner
Dhananjaya de Silva
claimed two wickets including that of Warner to delay
Australia's win as James
Faulkner and John Hastings saw the team through.
The ODI win comes as a
welcome relief for the visitors who suffered their first
series whitewash against
Sri Lanka in the three Tests
last month.
Both the teams now
head into the two-match
Twenty20 series starting
September 6 at the same
venue. (AFP)

Playmaker Ozil wants

No.10 Arsenal shirt
BERLIN: After wearing Germany's football team's No.10
shirt, playmaker Mesut Ozil has expressed the desire to
don the coveted number at English club Arsenal as Jack
Wilshere has left on loan for Bournemouth. "It just went
free, and I definitely want it," said Ozil when he was
asked about the Arsenal No.10 shirt in an interview with
German newspaper Express on Saturday. Ozil recently
claimed the same number with Germany after Lukas
Podolski announced his international retirement. "I'd
wanted the number for years but so did Lukas Podolski.
And he got to keep it because he had more caps than I
did. Now I've pounced," the 27-year-old said. "The
number fits me and my position: Play-maker," added Ozil,
who has 80 international caps. Ozil said the number meant
a lot to him, as it put him in a lineage of sorts. (IANS)

Sarfraz stars as Pak avoid Eng whitewash

CARDIFF: Sarfraz Ahmed
made a classy 90 as Pakistan achieved a consolation
four-wicket win in the fifth
and final one-day international in Cardiff on Sunday.
England, who still won
the series 4-1, were on
course for their first 5-0
home ODI sweep when Pakistan, chasing 303 for victory, slumped to 77 for
three after fast bowler
Mark Wood took two wickets in three balls.
But Shoaib Malik (77)
and Ahmed turned the tide
during their stand of 163 -a new fourth-wicket record
for either side in an England-Pakistan ODI, surpassing the 122 put on by
Pakistan's Ramiz Raja and
Salim Malik at Nagpur in
1989.
Both batsmen eventually holed out to debutant
spinner Liam Dawson, but
the Hampshire left-armer
finished with an expensive
two for 70 in his eight overs
in the Welsh capital.
Imad Wasim, born in the

nearby south Wales city of

Swansea, hit the winning
runs when he struck a four
off all-rounder Chris Jordan
as Pakistan finished on 304
for six with 10 balls to spare.
Mohammad Rizwan was

Wasim 16 not out against
an England attack missing
the rested trio of firstchoice spinners Moeen Ali
and Adil Rashid, as well as
fast bowler Liam Plunkett.
Earlier, Jason Roy made
87 and Ben Stokes an ODI
best 75 in England's 302 for
nine.
At 244 for five off 40
overs England -- who posted a world record 444 for
three in the third ODI in
Nottingham -- were set for
another big score.

India A clinch Quadrangular

series in Australia
MACKAY (AUSTRALIA): India A rode on a solid allround performance to clinch the Quadrangular one-day
series, thrashing Australia by 57 runs in the final clash
here on Sunday. Electing to bat after winning the toss,
India A put up 266/4 in their 50 overs before bowling out
the hosts for 209 in 44.5 overs. Mandeep Singh was the
star of India's batting performance with a 108-ball 95,
which was laced with 11 hits to the fence. Mandeep,
who was named Player of the Match, combined with
captain Manish Pandey (61) to steer India to what turned
out to be a winning total. Shreyas Iyer was also vital
with his 41 runs. Australia had four wicket-takers with
one scalp each. In reply, Cameron Bancroft (34) and Nic
Maddinson started well, but it was Yuzvendra Chahal
(4-34) who was the ultimate winner from the innings,
taking key scalps and bringing the game India A's way.
Brief Scores: India A: 266/4 in 50 overs (Mandeep Singh
95, Manish Pandey 61, Chris Tremain 1/42). Australia A:

Mercedes driver Nico Rosberg of Germany (R) celebrates after winning the Italian F1 GP flanked by third placed
Ferrari driver Sebastian Vettel of Germany on the podium at the Monza racetrack in Italy on Sunday. (PTI)
MONZA: Nico Rosberg
pounced on a poor start by
his Mercedes team-mate
Lewis Hamilton to win Sunday's Italian GP at Monza
and cut his championship
lead to just two points.
The 31-year-old German
took the lead at the start,
when pole-sitter Hamilton
became bogged down, and
pulled away to control the
race and finish 15 seconds
clear of the defending threetime champion.
Hamilton, who effectively lost the race in the first 20
metres when the lights went
out, now leads the title battle with 250 points ahead of

Rosberg on 248. Sebastian

Vettel came home third, 5.9
seconds further adrift,
ahead of his Ferrari teammate Kimi Raikkonen to the
delight of the home fans.
It was Rosberg's first Italian win, his seventh of the
season and 21st of his career, boosting his championship challenge with seven
races remaining.
It was the first time in seven years that the race was
not won by the driver starting from pole position.
"Good job!" grimaced Hamilton as he shook hands with
Rosberg afterwards.
After three days of sear-

ing late-summer heat, conditions were slightly cooler

when the lights went out
with an air temperature of 29
degrees and the track at 38
in the old royal park, some
20 kms north of Milan.
