ANNEXURE-I
Technical Specification for power supply and distribution in CMH project area
1. Scope of Work:
a. Supply, install, test and commissioning of the following panels:

b.Technical Specifications:
(a)
The L.T Distribution Panels shall be two tier, outdoor type (IP 55), free
standing, floor mounting and front execution type suitable for 415 V +/- 3%, 3 phase
and neutral, 50 Hz system conforming to I.E rules and with necessary provision to
connect cables of various sizes from the rear bottom side.
(b)
The Panel shall be painted with 2 coats of epoxy based Red Oxide & powder
coated with RAL 7032 shade and free from pin holes & run off paints.

(c)
The Panel shall be provided with top covers with suitable size threaded tap,
which can be opened & closed from outside & also the Panel shall be provided with
adequate lifting facility for each section.
(d)
The L.T. Panel shall be such that it is freely accessible to connect various sizes
of ACBs/SFUs. The enclosure shall be easily accessible for maintenance works.
(e)
The L.T. Panel shall be made with 14 SWG CRCA sheet steel & with suitable
M.S structural sections.
(f)
The Switch board /Panel shall be provided with suitable rated high conductivity
Copper Bus bars and shall be braced to withstand high fault level and shall be
supported on non-hygroscopic insulators. The bus bars shall be color coded for easy
identification of individual phases and neutral.
(g)
The Panel shall be provided with Voltmeters, Ammeters, Energy meters, CTs,
Selector Switches, Indicating lamps etc. all as required as per standards.
(h)
(i)
The Panel openings, covers, doors etc. shall be provided with neoprene gasket
and shall be weather, vermin and dust proof. The compartment door shall be provided
with interlock so that door shall not be open when switch /breaker is in close position.
(j)
The assembly comprising of chassis, framework & fixed parts of metal casing
of the switch gear or control gear shall be provided with separate earthing terminal.
(k)
All ACBs/MCCBs/SFUs shall suitable for operation at 415 V, 3 phase, 50 HZ
supply and of makes L&T/Siemens/ GE /Schneider.
(l)
All ACBs shall be provided with microprocessor based overload tripping and
shunt tripping devices.
(m)
All ACBs shall be of high breaking capacity 3 pole with neutral link, manual
draw out type, with safety shutters , auxiliary isolating contacts with horizontal
terminals confirming to the IS 13947 part II & IEC 60947214.
(n)
The equipment shall be designed for operation in high ambient temperature
and high humidity tropical atmospheric conditions.
(o)
The control wiring shall be done as per I.S. with PVC insulated copper flexible
wire and with numbering ferrules etc.
(p)
(q)
The panel/switch board shall be fabricated such that it is easily extendable and
shall have high degree of flexibility and for future purpose.
(r)
The cable compartments shall be provided for easy termination of cables with
adequate support for fixing cables.
(s)
(t)
All incoming Breakers shall be fitted with Voltmeter, Ammeter, Energy meter
and indicating lamps.
(u)
All the outgoing breakers shall be provided with Energy meter & Ammeters.
(v)
A separate Bottom entry gland plate for cable entry shall be provided. The
position of the cable gland and terminations is such that the cables can be easily and
safely accessed for maintenance.
(w)
The design, manufacture and testing of various equipments covered by this
specification shall comply with latest issue of following IS:

(i)
IS: 4237 General requirement for switch gear and control gear for voltage
not exceeding 1000 volts.
(ii)
IS 4064 part 1 Specification for heavy duty air break switches & composite
units of air break switchers and fuses for voltage not exceeding 1000 volts
(iii) IS: 2208 Specification for HRC fuses, catridge fuse links upto 650 volts.
(iv) IS: 2705 (part I to IV) Specification for current transformer I to IV
(v)
(vi) IS: 2516 (part-I & II/Section I) Specification for AC circuit breaker.
(vii) IS: 375 Switch gear bus bars, main connection and auxiliary wiring,
marking and arrangement for.
(viii) IS: 3072 Code of practice for installation and maintenance of switch gear.
(x)
MCBDB: The enclosure shall be made of CRCA Sheet steel and shall be neatly
painted. The MCBDB shall be of double-door and confirm to IS13032 and IP 42
protection. The DB shall be fitted with suitable DIN channels, shorting links, neutral
bar and earth bar. The MCBDB shall be of reputed make like
LEGRAND/WIPRO/ABB/SCHNIEDER make.
(y)
MCBs: Miniature circuit breakers shall be of ClassB quick make and quick
break type. MCB shall have thermal and magnetic short circuit protection. All
miniature circuit breakers shall be of 10KA rated rupturing capacity unless otherwise
specified. Make: LEGRAND/WIPRO/ABB/SCHNIEDER.
Note: Scope of work also includes provision of new L.T Panel Board as per the above
scope of supply & technical specifications and connecting to the existing Panel Board
by disconnecting the existing cables and reconnection of the same to the new panel
board including end terminations at all ends. The existing live L.T Panel Board shall
be coupled in such a way that there is no interruptions to HSL production activities
and vendor shall arrange for manufacturing and plan for execution of work
accordingly.
2. Scope of work:

b.Technical Specification:
1.
The L.T cables shall be of 1100 Volts grade conforming to IS 1554 Part - I with latest
amendments. The cable shall be PVC insulated, GI wire / strip Armored, PVC
sheathed, and aluminum conductor. Bidders shall clearly indicate make of the cables
in their quotation. Make: CCI/Universal/RPG/POLYCAB/GLOSTER/RADIANT

The L.T Cables of size less than 6 sq.mm shall be of 1100V grade FR PVC insulated
multi-stranded bright annealed copper conductor PVC sheathed cable confirming to
IS: 694 with latest amendments and all other fixing accessories all as required and
specified. Make: FINOLEX /GLOSTER/POLYCAB/RADIANT/RPG/L&T
(a)
Laying of 3 runs of 3 X 300 sq.mm. Al. cable on steel structures/trusses/
columns in cable tray, fixing the same with suitable clamps and SS ties, testing &
commissioning (SS2 to CMH area).
(b) Excavation of soil /strata/concrete of size 0.7 Mt X 1 Mt for laying 3 runs of above
cable including sand cushioning, placing of bricks and red tape, refilling and
making good to original finish including providing of Cement /GI pipes at road
drain/trench crossings, test and commissioning of above cable all as per
standards and as directed.
(c) Cable Trench: The excavated route shall be filled with sand bed of 20cm thick and
bricks placed on all sides of the cable widthwise all over the run and backfilling the
excavated earth without stone or hard material and making, refilling to original
finish as directed.
(d) The scope also covers End termination of cables at both ends including through
joints (if required) with standard and approved kits.
(e)
The vendor shall submit the valid BIS certificate for the make / brand of cables
offered, without which their offer is liable for rejection.
(f)
Manufacturers Test Certificates shall be submitted along with cable for the
batch of the manufacture being supplied.
(g)
(h)
Technical leaflets/pamphlets of cables shall be furnished for technical
evaluation of your offer and type test certificate of cables for the specified cable shall
be submitted along with the quotation.

(i)
All necessary civil works including making of trenches, breaking of floor walls,
grouting, providing of GI pipes at road crossings etc., for cable laying works ,all as
required and making good the same to original finish etc.
(j)
Any other items that are not indicated but form part of the execution shall be
deemed to be included in the scope and vendor shall include the cost of such items in
their offer.
(k)
The quantities indicated in schedule of items are tentative and payment shall
be made to the actual quantities of work done only.
3. EARTHING
a. Scope of Work: Providing of 4 nos. earth pits as per the technical specification
b. Technical Specification:
(a)
The earthing shall be conforming to IS 3043 -1987. All the non-current carrying
metal parts of electrical installations shall be earthed properly. Cable armoring,
distribution boards shall be connected by means of two separate and distinct
conductors to the efficient main earth.
(b)
The main earthing conductor shall be tapped and provided from the nearest
earth point with suitable rated copper flat. Before connecting the earth clips, paint,
enamel compound, corrosion and other non-conducting material shall be removed
from the surface.
4. INSPECTION:
The interested bidders shall contact Sr. Manager, Maintenance Dept, HSL for on site
inspection on all working days between 900 to 1700 hours for assessing quantum of work
involved & satisfy themselves prior to submission of bids.
