Where to start? SPV ASAP!


Create a special purpose vehicle (SPV) to
demonstrate transformation. SPV is positioned as:
Newly created, independent entity.
Fresh competent professionals recruited for SPU
executive team.
Its CEO is directly answerable to the Municipal
Commissioner.

SPV role:
SPV is NOT an operator. Its a lean, focused management
and monitoring unit.
It retains the role of operations planning and business
planning but hires contractors for operations.
