Adair County High Speed City Council Discusses
Chase Ends In Crash
Street Closings/Traffic Creates Memories Again

Friday morning July 8, 2016


at approximately 9:30 a.m. an
Iowa State Trooper observed a
Black Chevrolet Malibu on I-80
traveling at a high rate of speed
and clocked the vehicle at 96
miles per hour. At that time the
trooper attempted to stop the
vehicle but the driver chose not
to yield to the clearly marked
patrol vehicle, likely because the
vehicle had been reported stolen
out of South Dakota and ended
up fleeing south from Stuart on
Stuart Road at speeds approaching141miles per hour during
which time it was observed
sometimes driving on the left
of the center of the roadway.
Several agencies assisted in the
chase including nearly a dozen
additional Troopers.
The stolen vehicle crashed at
the intersection of Stuart Road
and State Highway 92 after failing to negotiate the tight curve
just north of State Highway 92.
At this point, the vehicle went
into the ditch and came out and
flew over State Highway 92,
at which time it rolled several times. The three occupants
were detained without further
incident. Abraham Petro Kiko,
was identified as the driver of

the vehicle, The other occupants


were released after questioning.
The investigation was hampered
by a language barrier and none of
the occupants were forthcoming
with the truth at the time.
During the course of the
vehicles inventory, a loaded
Ruger LC9, which proved to be
stolen, was discovered as well
a PlayStation 4 and an iphone.
Riko has subsequently been
charged with 714 (1) theft in the
first degree, 321.279 (3) eludingfeld, 724.4 (1) carrying weapons.
Thankfully, no motorists on
the highway were affected or
injured and none of the occupants of the stolen vehicle were
seriously injured.
The Adair County Sheriff
would like to thank all law
enforcement agencies who
assisted the Iowa State Patrol in
this high-speed pursuit in Adair
County, to include and officer
from the Iowa department of
Transportation-MVE, the Stuart
Police Chief, Special Agents
from the State Fire Marshal
Division, deputies from the
Guthrie County Sheriffs Office,
EMS personnel from the Adair
County Ambulance and close to
a dozen additional Troopers

Two Semis Collide on I-80

The Stuart City Council held


their regular meeting Monday,
July 11, 2016 at the Stuart City
Council chambers. The council
approved the agenda, the minutes from the June 2016 meeting, the financial statement and
payment of current bills submitted.
Danne Cain, Stuart resident,
presented a petition to the council concerning traffic problems,
such as increased traffic, speeding, ignoring yield and stop
signs, on side streets in Stuart
since the closing of the main
intersections and the detour that
has been set up. Main Street is
a serious problem. Drivers speed
through there, ignore the yield
and stop signs and are creating
problems for the residents in that
area, stated Kane. The petition
asked for two 25 mph signs in
that area. We have been blaming the police department, but I
have found out this is not their
fault, they are stretched to their
limit and cannot be everywhere.
Police Chief Reha responded
to the concerns with a plan to
make some changes at several
intersections. We would like
to make changes at a number
of intersections, such as Fourth
and Fremont and Fourth and
Main, making Fourth Street the
route and placing yield signs at
Fremont and Main streets. We
would also like to place four way
stop signs at two other intersections, to make everyone stop at
those intersections. Chief Reha
presented a plan for these changes to the council and the council
approved them on a temporary
basis.
Forrest Aldrich of Veenstra
& Kimm informed the council concrete work will begin on
Division Street during the next
two weeks. We had a meeting
today and at this point it appears
Division Streets work will be
completed the week of August
8 through 12. The completion
date for the entire project is
November of this year.
Councilman Belden asked
if the contractor could attend
council meetings and he will
be asking business owners from
the downtown area to be present
at the next council meeting if
they have questions about future
work.
Councilman Neal Crawford
stated, We have had contractors ask for extensions to complete past projects. I doubt if that
would be granted in this situation.
Kristen Renslow spoke to the
council about a City of Stuart
Workshop held on July 7. We
are taking a look at possible
future changes in Stuart. Our
committee has had input from a
number of residents and we are
putting together some plans that
we think will help bring in new
businesses for the city of Stuart,
One of the projects would be
safety routes to school.
The council approved city

contributions to the Midwest


Partnership and the Guthrie
County Emergency Management.
Also approved was Pay Estimate
No. 2, in the amount of
$142,977.74 to Caliber Concrete
of Adair, for work completed
on the Downtown Infrastructure
Street Improvement project.

Forrest Aldrich of Veenstra
& Kimm informed the council work is proceeding on the
EMS building. The building has
arrived and concrete work has
been done. This project is moving along well.
Two payments were approved
to Henningsen Construction
of Atlantic. A payment of
$79,433.66 was approved for
work completed and a payment
of $59,375.00 for the purchase of
the building.
The council approved the
Code Enforcement report from
Ed Leedom and approved payment of an invoice totaling
$1,700 to Leedom for work completed.
We are making great process
and I have heard from a number
of people who are very pleased
with the work the city is doing to
improve the looks of the community, stated Mayor Dick Cook.
We have a number of people
take the initiative and work on
their properties.
Two board positions on
the Library Board of Trustees
expired June 30, 2016. The board
recommended the reappointment
of Erin Hunsacker and Diana Fry
for three year terms. The council
approved the recommendations.
Jeff Dumermuth, head of
Public Safety Innovations,
LLC, was approached earlier
this year to do a review of the
Stuart Rescue Unit and make
recommendations on staffing
and continuing sustainability of
the community ambulance service. A report was received by
the council with a number of
recommendations for the EMS
Unit. Councilman Crawford stated, I believe we need to have
our committee, Ron Ross, city
administrator, Jeff, and two of
the council members get together
and review this document. Also,
any recommendations from the
rest of the council will be greatly
appreciated and the committee
can come back with our recommendations on how to move forward,
Mayor Cook stated, I want
to thank our Police Department,
the Fire Department and EMS
Unit for the tremendous work
they have done over the past few
weeks. We have had a number
off difficult situations and the
way you have worked together
has been amazing. You have
done a great job of coordinating your services. I have one
problem though, and that has to
do with the number of bystanders that we have had at some of
these incidences. This can cause
a problem and we need to take a
look at how to solve this problem
in the future.

vibrant with the sounds and colors of cars and trucks from many
decades and the area was filled
with car owners and car fans
enjoying a special evening.
Despite the challenges of
downtown construction work,
the team of dedicated volunteers
pulled together and created an
outstanding event for the entire
area to enjoy! Car numbers were
good and car quality was very
impressive. We enjoyed the
return of long time show attendees and benefitted from many
first timers who will return. A
huge shout-out to the Scoop The
Loop team that works hard to
build and maintain this event.
Uncle Sam (Chandler Wagner)
was on hand to liven up the evening and DJ Richard Woodson
again filled the streets with great
sounds from the past. This event
was created to bring families
together in downtown Stuart
for summer entertainment and
smiles were everywhere on the
streets and sidewalks. We offer a

sincere thank you to the car owners who share their prized autos
with the public. They making a
huge effort to come to our community and we appreciate them
so much!

Rick Colbert, a Scoop The


Loop team member, created a
novel way to help car owners
and benefit non-profit organizations. At the Saturday, June
4, 2016 event Rick brought
in Hawkeye Elvis and created
Scoop The Loop cruise cones for
sale. Proceeds for cruise cones
and general donations were designated for the University of
Iowa Childrens Hospital Fund.
A total of $311 was donated to
that fund from the June 4 show.
At the most recent Saturday,
July 9, 2016 event, the charitable

giving was aimed at the Stuart


Fire Department. Uncle Sam
was on hand to help the cause
and Scoop The Loop cruise cone
sales and donations accumulated
to $355 presented to the Stuart
Fire Department at their Monday,
July 11 2016 meeting. The cones
marketed at the booth are a creative way for car owners to mark
their spots while Scooping the
Loop and help advertise Scoop
The Loop. A specific charity
chosen for the September event
will be announced soon.
Thanks to Rick for creating
another positive for Scoop The
