1.0 RATIONALE:
Rural Transportation Information Management System (RuTIMS) was primarily developed
previously during RAIDP in 2068-69 BS..It is currently being supported technically and
financially from SNRTP for its implementation, with technical assistance from ILO.
It is developed as a rural road related complete asset management tool for planning and
management. It can be widely used at various levels . The countrys prosperity is measured by
not merely from the road density developed within the country, rather its seviceability year
around. A bitter fact is investment on the rural transport sector is always on a piecemeal
distribution under the influence of powerful groups, and the result is negative. A planned asset
management is generally lacking. In this context RuTIMS is envisioned as a scientific planning
tool for rural road transport infrastructure of Nepal.
At least one or two trainings in all the districts has been completed by RuTIMS System
Engineers. DRMEs, DRMSEs and some DDC/DTO technicians participated in the trainings for
creating road network-GIS shapefiles, uploading and updating road inventories, preparing
ARMP. Some districts have uploaded contract management related information as well. In most
of the districts it is well observed that DDC/DTO technicians are not uploading and updating
information in RuTIMS. As this software is being developed for the planning and management of
rural roads being implemented under the technical assistance of DoLIDAR, it is important that
the use and dissemination of database must be well internalized by the DDC/DTO. If now and
again, it is not given high priority the implementation story of tools developed in the past cant
be ignored.
Thus for the effective use of RuTIMS, there is a need for the capacity development of
DDC/DTO technicians, irrespective of the different projects under operation. The sustainability
of RuTIMS completely depends upon the capacity and ownership gained by them. To achieve
this, it is high time to conduct an orientation workshop for LDO and DTO Chief and capacity
development training for the DDC/DTO technicians.

3.0 SCOPE:
1. Orientation on usefulness of RuTIMS for the planning and management of rural roads
2. Extensive training on RuTIMS, which includes
a. data capturing through GPS,
b. creating GIS shape file of road network,
c. uploading and updating road inventories,
d. preparing ARMP and
e. adding and updating contract management information
3. Upgrade RuTIMS to accommodate and fulfill all the requirements of contract management
4. Include MYRMP.
LDO and DTO Chief know the importance and use of RuTIMS
DTO Engineers and Technicians create shape file, upload inventory, generate ARMP and
update contract databases in RuTIMS.

7.0 METHODOLOGY:
The orientation to LDO and DTO Chief cover the broader use of RuTIMS and illustration of the
way it can be treated as planning/monitoring tools.
The training for DTO Engineers/Technicians focuses on use of GPS, tracking road network with
GPS, creating shape file, uploading shape file, preparation of ARMP and contract management
databases.

Each trainings shall be of three days. First half of the first day will be orientation of RuTIMS for
LDO, DTO chiefs and all other participants. The remaining two and half days is allocated for the
training to DTO Engineer and supporting staffs.
PMU Chief, SRRME, RuTIMS Engineer and a selected DRME, competent on RuTIMS, will
serve as training resource persons. An outline of the schedule of trainings in each clusters is
as follows.

9.0 CONCLUSION:
After the aforementioned actions being carried out DDC/DTO realizes the importance of
RuTIMS and shall be able to use for the planning, monitoring and management of rural roads.
The capacity development of the focal person, supporting staffs shall be enhanced so that the
RuTIMS shall continue work even in the absence of DRME and DRMSE. Furthermore, if it could
be incorporated in MCPM, it would get high priority in execution.
