1.0 Welcome and Apologies

2.0 Minutes of previous meeting and Matters arising

LG reported that CTC has written to 2,500 carers about the What If? Plan.
6.5 Should read LG said Care Network is not doing a specific carers survey.
Apart from these amendments the Carers Partnership Board agreed these
minutes as a true record.

Matters arising
Having spoken to CATCH group (Cambridgeshire Association to
Commission Health) KC reported that Kate Calvert at the CCG is keen to
engage with carers.
Action: KC will send the link to GL.
GL said that he is working on how the seven priorities identified by Young
Carers could be incorporated into the work of the Partnership Board.
MB then welcomed FM Young Carer who joined the meeting.
3.0 Feedback from Carer Representatives, Carers Trust, Pinpoint, Centre 33
3.1 Carer Representatives
MB After discussion with SH and GL Monica suggested the pre-meeting should be
cut down to 15 minutes. Organisations can email their updates to GL for circulation
beforehand.
If there are any issues or problems members should bring them to MB, GL or else to
Alena Taylor at CAIL. They should not be conveyed via a third party.
3.2 Centre 33 - On behalf of the Childrens Society they hosted a photographic
exhibition. CW asked if they met any new young carers. KH said not but that they
were able to alert some adults as well as gaining media coverage.
3.3 Pinpoint Funding from the Dept of Health enabled them to support parents
and children with ADHD.
3.4 Healthwatch has replaced leaflets with postcards which HD handed out.
3.5 Dementia Carers BR with the failure of UnitingCare, Dementia Carers Support
is not sure it can continue. However, CPFT has said that the service is a project that
is doing well.
3.6 Carers Trust Cambridgeshire
Young Carers

On behalf of Young Carers and Young Adult Carers Service in


Huntingdonshire they will run an activity and holiday programme.
There is a programme for the Transition 14-16 age group
family assessment process
referrals are up
further education and DVD package
new online support starts May 5.

Adult Carers

Of the 2,500 carers who were previously on ICER, 1,200 have now registered
with the What If? Plan. A holding letter has been sent to let people know CTC
is working on it and that they can phone in.

CW asked why there had been this change.


LG under the Care Act the local authority must support as many carers as
possible. A person doesnt have to have an assessment to have a What If? Plan.
They are encouraged to use other forms of support. Paid support is now only for 24
hours. This is a Cambridgeshire specific service.
KC if you receive local authority funding do you qualify?
EF confirmed What If? Plan is available for all carers.
SM Childrens Services are flagging it with all adults.
LG CTC is about a month behind.
MK is CTC using the new assessment?
LG the temporary review team has now disbanded. CTC is solely responsible for all
adult carers reviews and assessments.
SdP noted that council cuts have begun as the Wisbech Carers Support Group has
closed on Monday afternoons and lost its venue.
EF the venue might change but it shouldnt affect the service.
LG Wisbech Library will honour the next two meeting dates and CTC will then
discuss.
ZN what if she were called into hospital?
LG the team responds with the Family Carers Prescription Service.
EF in the contract even if there is a What If? Plan in place it is only funded for 2
carer emergencies at any one time, but CTC is not known to refuse. CTC would
always try to be creative and flexible.
Action: to raise this in a future Agenda.
Action: A Task and Finish group was proposed on identifying Carers.

4.0 Feedback from other meetings


4.1 Adult Social Care Forum
NHS Accessible Information and ways of registering your requested format of
information. EF said if this cant be produced then you have a right to advocacy.
SH asked if as a carer she would be able to be included in the information her
daughter receives. EF said yes.
4.2 Access All Areas - SdP was interviewed by BBC Cambridgeshire. There were
113 attendees, 41% professionals and 51% public. They heard about a wide
range of activities available in the community.
4.3 Advocacy Consultation - This has now gone to tender. Some independent
partnership board members were involved in devising questions for the process.
4.4 Feedback Consultation discussed how to get feedback from people who
receive social care.
SM said that in Childrens Services they speak to family carers, children and
young people and spend time with them to complete forms. The results are
published anonymously on the website.
Action: EF asked SM to send the questionnaire to Teresa Cockette.
5.0 Carers Assessments and carers who receive no grant
If there is no package carers can still get some support from Carers Trust
Cambridgeshire (CTC).
CTC can provide an assessment if a carer appears to need one
If a carer does not need a carers budget or if they are not eligible they will
still be given as much information as possible
EF people with physical disabilities should be reviewed on an annual basis. EF will
speak to SH and MB.
LG CTC would help to make a referral.
EF you can ask via the Contact Centre for a re-assessment.
MB spoke about the difficulties of following up all different avenues when a carer has
so many responsibilities.
LG agreed to speak to those who need information after the meeting.
SM suggested the Board should formally ask the Adult Social Care Forum (ASCF) to
escalate this concern.
ZN reminded members that Terms of Reference advises against bringing personal
issues to the Board. These should be discussed at the pre-meeting.
MB it is about bringing examples of how assessments were working in practice .

6.0 Carers Week 6-12 June 2016


There will be a full programme in the Carers Magazine
Pride in Our Carers Award will have 7 different categories to raise the
profile of carers
Family picnic at Hinchingbrooke Park at the end of Carers Week
LG urged people to come as expert carers.
7.0 Wheelchair Service update
(MB had to leave. SH continued as Chair of the meeting)
HD summed up that there had been anecdotal dissatisfaction with the
Wheelchair Service. Healthwatch, Pinpoint and Cambridgeshire Alliance
ran a number of drop in sessions and Healthwatch did an online survey.
There were 65 responses with a reasonable spread.
The final report will come out at the end of April.
The result is that HD, GL and LB will meet Jane Coulson of CCG because
the service is being re-tendered. Jane is keen to have service user input
for the working groups.
LB after Pinpoints survey two years ago some changes were made to
processes.
Action: GL will circulate the commissioning information.
ZN asked what numbers are being talked about and could the Board make a
Freedom of Information request to get figures from Provide?
8.0 Finance report
After the Care Act carers grants ended. It became a legal requirement to
provide information in line with the more preventative approach.
CCC is now responsible for ensuring all carers have the information they
need.
EF circulated a summary.
The bulk of the budget goes to Carers Trust Cambridgeshire with on costs
for the staff who transferred.
CTC now delivers preventative services, information and advice and the
What If? plan.
Mental health and Making Space - 117,000
There is a Young Adult Carer Support post
Following the Children and Families Act and the Care Act Centre 33 now has the
contract to support Young Carers.
Young Carers Team Maya Kalinowska covers young carer assessments.
Young carers are protected under law from taking on too many responsibilities.
Action: EF to email the Young Carers Team list to GL.

EF will not be publishing a budget as she no longer has a financial manager to


cover this.
ZN whats the starting budget? The figures dont tell the Board anything.
SdP which year do they cover?
EF 2015/16.
The Direct Payments amount may change in the new financial year.
The figure for TUPE will reduce.
The budget next year will be 1.7m.
SdP can the Board expect this kind of report every time?
The Board agreed that a Finance report every 6 months would be sufficient.
Action: EF to send her report to GL electronically. She will ask the Finance
Manager if the report can be refined.
9.0 Adult Social Care Forum items for and items from
An ongoing issue is personal assistants not turning up. More evidence is
needed.
Accessible Information how do individuals want to be communicated
with? Healthwatch has an agreement that they can monitor the progress
thats being made.
KC asked GL to raise the issue of delays in carer assessments
10.0 Action Log
10.1 Healthwatch has a slot at July 26th meeting
10.2 New Carers Strategy was signed off by Cambridgeshire County Council
10.3 Someone from Education will attend in June.
10.4 Carers assessments and grants
Action: GL will ask LG for a flow chart with examples and timescales for carers
assessments.
EF the national guidance says it should take 28 days from start to finish.
11.0

Any other business


EF Budget reporting would fit better in May and November because the
accounts would have been closed by then.
Peer support carers group starting on May 16 in St Neots will run every
month
EF reminded the Board that the Carers Bursary is available for anyone
who wants to start up a support group
There is a cross board event for independent members only on May 5th.
Alasdair Cant will deliver training on chairing skills.
There will be a Saturday Board meeting to include Young Carers next
February
GL informed the Board that Elaine Davies had resigned and invited
members to sign her card.
